In the name of Allah, the Most Gracious, the Most Merciful. All praise be to Allah, the Lord of the Worlds, and peace and blessings be upon our Prophet Muhammad and his family, companions, and followers until the end of time.

Grateful to the mercy of Allah Almighty, as with His blessings and permission, we are gathered this morning to convene on the eighteenth day in the First Meeting of the 20th Legislative Session of the Majlis Mesyuarat Negara.

Blessings and peace be upon our Great Prophet Muhammad, peace be upon him, his family, his companions, and his loyal followers until the end of time.

Your Honourable Members. Gratitude to Allah Almighty, as the Majlis Mesyuarat Negara session that we held last Thursday has successfully completed the approval of the Supply Bill (2024), 2024/2025, allowing ministries to continue their operations starting from 1 April 2024.

The session has also completed the approval of two Resolutions under Article 83, Clause 7 of the Constitution of Negara Brunei Darussalam, 1959, and a Resolution under Chapter 4, Section 2 of the Development Fund Act (Chapter 136).

Now, the Majlis Mesyuarat Negara session will move on to the next matter.

Yang Berhormat Yang Di-Pertua, first, I would like to wish a blessed Ramadan to you, Yang Berhormat Di-Pertua, all Your Honourable Members, and all present Muslims, and pray that all our acts of worship during this blessed and special month will be rewarded manifold by الله سبحانه وتعالى.

Praise be to الله سبحانه وتعالى for by His permission and generous blessings, our country continues to enjoy peace and prosperity and can further develop under the blessed and visionary leadership of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

On this occasion, I sincerely am delighted to extend the highest congratulations to Yang Berhormat Yang Di-Pertua for leading our discussions in this Council with authority, fairness, and wisdom in an atmosphere of camaraderie and fellowship.

Appreciation and thanks also to Yang Mulia Jurutulis who, although for the first time, has been able to arrange the conference agenda and our daily schedule well, orderly, and smoothly, and to all the officers and staff involved for their support and cooperation in making this year's conference a success.

I would also like to record appreciation and thanks to my fellow Your Honourable Members for the explanations provided in response to questions from the appointed Your Honourable Members.

As well as to the appointed Your Honourable Members for highlighting various issues and problems faced by the citizens and residents in this country for discussion in this conference.

The involvement and participation of Your Honourable Members in contributing thoughtful opinions and constructive solutions demonstrate the commitment and sincerity of Your Honourable Members in jointly supporting the aspirations of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to make Brunei Darussalam a developed nation in line with the objectives of Brunei Vision 2035.

All views and suggestions presented by Your Honourable Members as representatives of the people and residents in this country are highly valued and will be given attention and used as reference, guidance, and added value by the government in formulating and implementing any policies, strategies, and initiatives towards the socio-economic development of the country.

This is crucial in ensuring that all policies, strategies, and initiatives implemented by the government will be able to meet the needs and expectations of all stakeholders and have a positive impact on the welfare and prosperity of the citizens and residents.

It is also hoped that this will increase confidence in the efforts undertaken by the government while ensuring inclusive and comprehensive development for all as desired by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

Speaking of the importance of this council in formulating national administrative policies, I am very attracted to the motto "Adil Laila Bahagia" found on the logo of the State Legislative Council which we see before us now, which I understand means maintaining justice in decision making for the happiness and prosperity of the citizens and residents of this country.

In the logo, there is a scale symbolizing justice in making decisions. This motto, in my wisdom, is extremely vital to always be used as the fundamental principle and guide in carrying out the duties and responsibilities entrusted not only to us as Members of the State Legislative Council, whether by Official Position or appointed according to certain categories, but "Adil Laila Bahagia" should also always be practiced by all levels of officers and staff whether serving in the government or private sector.

This was emphasized by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in a decree during the chairing of the Special Conference of the Cabinet Ministers held on 4 July 2022 at the Istana Nurul Iman, which among other things I quote as follows:

Between the trusts for the position holders is to fulfill responsibilities sincerely and justly and to think good of all subordinates and avoid the practice of favoritism including never seeking out the faults or mistakes of those under us then punishing them with rash actions that hurt.

Brunei Darussalam is a Zikir Nation. The ethics of a Zikir Nation regarding power and leadership is justice. Therefore, all officers and staff who are entrusted with the power to lead colleagues and subordinate staff in any organization have the duty to uphold and heed His Majesty's decree, that is, to exercise the entrusted power justly and fairly, especially when considering any support such as promotions, disciplining any officers and staff.

Yang Berhormat Di-Pertua and Your Honourable Members.

بِسْمِ اللَّهِ, in this conference, we have passed several important acts, including the Supply Act 2024/2025, which إِنْ شَاءَ اللَّهُ will enable the government machinery to continue moving towards implementing development plans and initiatives for the welfare of the people and residents.

As explained by Yang Berhormat Minister at the Prime Minister's Office and Minister of Finance and Economy II, this year's National Budget will focus on efforts to enhance the quality of life of citizens and residents through infrastructure development, generating economic diversification to reduce dependence on the oil and gas sector, and providing a Quality Education system towards producing highly skilled workforce contributing to the country's development.

All of these certainly require the continued commitment, cooperation, and diligent efforts from all sectors, including the public and private services and all layers of society to work hard, join hands, and unite in pooling efforts towards building a brighter and more prosperous future for all citizens and residents in line with the Whole of Nation approach that we often hear and mention at this time.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

The Whole of Nation Approach or this nation-wide approach is actually not a new concept but has also been adopted and practiced during the reign of Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, known as the 'Architect of Modern Brunei'. As decreed by Al-Marhums on his 43rd Birthday Anniversary on 23 September 1959, among others, I quote and share here for our reference and guidance as well as a lesson for us all as follows:

"In the atmosphere we are facing now, and in the times to come, we not only unify not only focus hopes on government officials but also encompass all the loyal citizens in Brunei. Village heads, village chiefs, land ministers, religious officials, religious ministers as well as all the loyal pehin-pehin endeavor; focus attention towards the progress and prosperity of the nation and homeland in Brunei. Establish and evoke a strong and steady feeling with a truly sincere, honest, and courageous heart based on true principles that bring benefit, advantage, and welfare."

The guidance and advice of the late Al-Marhum clearly illustrate his wisdom and foresight in how the duties and responsibilities in advancing and prospering the nation should not solely be left to the government but must be jointly shouldered by all members of society in an integrated manner as an effort towards fulfilling national responsibilities and as a symbol of loyalty and allegiance to the king, nation, and country in line with the theme of the 40th National Day Celebration of Negara Brunei Darussalam, 'United Towards the National Vision'.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, in conjunction with the blessed month of Ramadan Al-Mubarak, let us all pray to الله سبحانه وتعالى that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and his royal family members will always be in good health, prosperity, and happiness, and always under the mercy and protection of الله سبحانه وتعالى.

We also pray that Negara Brunei Darussalam and all its citizens and residents will continue to be showered with the grace and blessings of peace, progress, and prosperity and be protected from all threats, disasters, and disease outbreaks by الله سبحانه وتعالى. آمين يا رب العالمين.

Before concluding this Suspension Speech, without melodies or songs, I would like to share several verses from two poems titled 'Sha’er Laila Hasrat’ and 'Syair Perlembagaan Negeri Brunei' composed by Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien based on his own experience during his 17-year reign as the Sultan of Negara Brunei Darussalam from 1950 to 1967 for our reflection. The poem reads:

The task of administrators and also sultans, May seem easy when mentioned, But upon closer examination, many difficulties arise, In carrying out duties and actions.

In performing administrative duties, One should use great thought, To calculate and cipher, From beginning to end.

God is very generous, To His servants who work hard and stay robust, They will enjoy abundant grace.

Persist and persevere without denial, And receive blessings, Regardless of being Muslim or non-Muslim, Whether a local or a traveler.

Implementing laws and charitable efforts, Towards all fellow citizens, Conducting work for the betterment, With the permission of الله Malikuldian.

With reliance on الله سبحانه وتعالى, I am pleased to propose that the First Session of the 20th Legislative Year of the Majlis Mesyuarat Negara for the year 2024 be adjourned.

اَلْحَمْدُ لِلّٰهِ رَبِّ الْعٰلَمِيْنَ وَالصَّلٰاةُ وَالسَّلاَمُ عَلٰى اَشْرَفِ الْأَنْبِيَاءِ وَالْمُرْسَلِيْنَ، سَيِّدِنَا مُحَمَّدٍ وَعَلٰى اٰلِهِ وَصَحْبِهِ أَجْمَعِيْنَ.

and peace be upon you. Yang Berhormat Yang Di-Pertua and Your Honourable Members, الحمدلله we are grateful to الله سبحانه وتعالى for, with His permission and blessings, reaching the closing session of the First Meeting of the 20th Legislative Season for Majlis Mesyuarat Negara Year 1445 corresponding to the Year 2024.

Kaola once again would like to express the highest appreciation to the honorable assembly for Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for inaugurating this Council and for the blessing of His Majesty's titah in this noble Hall.

Please allow kaola to also express the highest congratulations and appreciation to Yang Berhormat Yang Di-Pertua for the wisdom of Yang Berhormat Yang Di-Pertua in leading and guiding this session efficiently, patiently, calmly, and perfectly.

With the leadership of Yang Berhormat Yang Di-Pertua, this Council has been able to direct discussions on strategic and priority issues. Suitable for the nature of this assembly as an institution that symbolizes the excellence of the government system and its function as a platform for generating new ideas, constructive and insightful.

Kaola also wishes to express immense thanks and appreciation to all Yang Berhormat Menteri-Menteri who have patiently spent time listening to questions and suggestions from Your Honourable Members on this side. The responses given are sufficient, valuable, and informative.

This clearly reflects the noble purpose of Your Honourable Members to achieve a common goal which is to uphold the desire and titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam to prosper the country and safeguard the welfare of its citizenry and residents now and for future generations by working as a team towards the realization of Wawasan Brunei 2035.

Kaola is pleased and thankful to Yang Berhormat Special Advisor to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and Minister at the Prime Minister's Office who provided assurance and recommendations proposed by Your Honourable Members will be reviewed, considered, and become an added value in formulating government policies, particularly those involving the welfare and interest of the citizens comprehensively.

Kaola also expresses appreciation and thanks for the advice given by Yang Berhormat Special Advisor to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and Minister at the Prime Minister's Office earlier. Kaola also take well and appreciates the advice of Yang Berhormat Yang Di-Pertua throughout this session so that any issues raised by Your Honourable Members that have not been fully answered will be followed up either in writing or by holding follow-up muzakarah sessions in the future.

We simply ask for the kindness and discretion of Yang Berhormat Menteri-Menteri to make time and space for these muzakarah sessions to be held as soon as possible, ideally before the preparation of the upcoming budget. This is to allow feedback and concerns expressed by Your Honourable Members to be considered and, where appropriate, to be included in the budget proposals.

Yang Berhormat Yang Di-Pertua. Indeed, the feedback shared by Your Honourable Members Appointed is the result of their down-to-earth efforts to understand the real situation or situation on the ground of the people and residents of this country. It is a positive contribution by Your Honourable Members to practice inclusiveness in collecting facts and the latest information that can serve as input and basis to support and assist ministries in formulating policies so that they will be more inclusive, comprehensive, and cover all aspects of the citizens and residents' lives at every level.

Therefore, kaola hopes that this feedback will be received with an open mind, positively and constructively so that any policies to be formulated will be stronger, solid, and have the support or buy-in from all levels of citizens and residents of this country.

This matter is very important and relevant considering our sincere desire and intention here is the same, which is to support and uphold the government's policy to make this Zikir Nation based on the Malay Islamic Monarchy always prosperous, progressive, peaceful and serene under the wise and visionary leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, with its citizens and residents always living in harmony and comfort.

Meanwhile, kaola also greatly hopes that whatever findings, policies, and regulations agreed upon in this noble Hall or to be implemented outside of this Hall, they will be publicized to the public transparently and continuously to provide accurate, valid, prompt, and precise information.

This step is crucial as with ongoing publicization, it will enable the general public, business community, and stakeholders to welcome, get involved, and participate in the development and progress of the country towards achieving the goals and targets set out in Wawasan Brunei 2035, Insya'allah.

This effort is also in line with the aspiration for this country to always practice the Whole of Nation Approach. For example, one effort that can be shared as a result of the discussions in this Hall is the implementation of the 12th National Development Plan which will commence in the Fiscal Year 2024/2025.

In my opinion, this is one of the government's most excellent efforts to improve the welfare of the people, stimulate economic activities, and generate employment opportunities in this country. We hope that with the government's injection of $4 billion into the 12th National Development Plan, it will serve as a catalyst and strengthen confidence, especially among the local business community as well as Foreign Direct Investments (FDIs) in business opportunities in this country in the near, medium, and long term.

What is important is a clear direction and concerted actions by the government as a facilitator to activate and stimulate domestic economic activities so that it will advance further and attract more new FDIs to contribute to the country's economic growth. The prerequisites and building blocks to make the economy resilient and competitive have already been touched upon in several of my interventions in this chamber. I do not intend to repeat them; suffice it to say that they are taken into account and serve as a foundation in our efforts to make the country’s economic ecosystem more conducive, business-friendly, and pro-business.

We are fully confident that with strong coordination and alignment, as well as the speed and efficiency of implementing agencies in performing their respective responsibilities, this effort, God willing, will succeed in opening up and further increasing business, trade, services, and new as well as quality employment opportunities for the country. This is also expected to reduce the number of citizens falling into the poverty category.

Yang Berhormat Yang Di-Pertua. If we observe the participation of the people in celebrating and enlivening the 40th National Day Celebration this year, we can feel a strong and solid burst of unity, deep love, or a blazing patriotic spirit from all the people and residents of this country. I consider this a good sign of the people's involvement in filling the country's independence.

In my opinion, if the spirit, resilience, identity, alignment and coordination, hard work, and sincere involvement of all the people and residents of this country in celebrating this historic day are taken as lessons, guidelines, and a benchmark, I am fully confident and have no doubt that with the permission and assistance of Allah, we will succeed in realising the country's efforts to achieve Vision Brunei 2035, God willing, and become a nation with a prosperous future.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

On this occasion, allow me also to express my sincere thanks to the former Jurutulis, Yang Dimuliakan Pehin Orang Kaya Pekerma Jaya Dato Paduka Awang Haji Judin bin Haji Asar, for his contributions to date.

I would also like to extend my highest congratulations to Yang Mulia Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah, Jurutulis Majlis on her appointment.

I also wish to record my appreciation and thanks to the Jurutulis and all staff of the Department of Councils of State for their cooperation, efficiency, and continuous support throughout this session.

In embracing the blessed month of Ramadan, let us pray together that Allah the Almighty will grant us guidance, directions, and wisdom, opening our minds and hearts to carry out this trust sincerely, with perseverance, satisfaction, and responsibility.

I also wish to apologize to Yang Berhormat Yang Di-Pertua and all Your Honourable Members if there have been any missteps or harshness in language in presenting my views and opinions. All that is good comes from Allah, and any shortcomings are from me as a flawed human, relying solely on the guidance, assistance, and grace of Allah the Almighty, the Most Generous.

Lastly, I pray that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and the entire royal family will always be in good health, granted long life, guidance and blessings, happiness, protection and preservation by Allah the Almighty, reigning the country with utmost peace and prosperity, and that all the people and residents of this country will continue to be bestowed with well-being, mercy, and blessings by Allah the Almighty.

To conclude, allow me to end this Suspension Speech with 3 verses of a poem:

Sailing upstream, Stopping by at Kampung Peramu, The council sitting pauses, By the will of Allah, may our lives meet again.

Stopping by at Kampung Peramu, To buy provisions for the journey, May we meet again in long life, Forgive any mistakes and errors.

Sailing along the hills, Anchoring briefly at Bukit Merikan, The suggestions from the Members are many, Consider what is good.

In the name of Allah, the Most Gracious, the Most Merciful, and peace be with you. I would like to take this opportunity to express my thanks to all Your Honourable Members of the Legislative Council who have carried out their duties with full responsibility and dedication throughout the session.

As we have seen and heard, this year's session reflects the wish of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, as stated during the Official Opening Ceremony of the 20th Legislative Council Session, for Members to use this platform or field to voice constructive opinions and discussion on relevant issues for the benefit of the country and its people.

I also wish to express my thanks to the Yang Berhormat Ministers for patiently and to the best of their abilities responding to our questions. I believe that this discussion will not end here and, as usual, sessions of discussion, dialogue, and visits will be held continuously throughout the year in hopes that we can continue to cooperate and collaborate in any methods for the advancement and benefit of our country and its people. The sessions held over the past 4 weeks also reflect the direction and planning of the country, which industries are expected to grow and where we are exploring opportunities.

Therefore, I urge everyone in society not to despair and to seize this opportunity to pursue employment opportunities and to collectively develop the country. The youth are the future of the nation, a generation full of creativity, ideas, and energy. Hence, it is hoped that they will fully utilize the available opportunities.

I also wish to take this opportunity to express my appreciation to Yang Berhormat Yang Di-Pertua Majlis Mesyuarat Negara for guiding the session with patience from the first day it convened. The wisdom and guidance of Yang Berhormat Yang Di-Pertua are greatly appreciated in ensuring that the session was conducted smoothly, orderly, and perfectly.

I also wish to congratulate and thank Yang Mulia Jurutulis Majlis Mesyuarat Negara for assisting in handling the session for the first time this year and to all officers and staff of the Department of Councils of State who have worked hard and tirelessly to ensure that the session could be held in an orderly manner, producing daily hansard without fail every day, thus ensuring that information on the matters discussed from the first day of the session is well communicated to the public.

Finally, I would like to take this opportunity to wish everyone a blessed fasting month and pray that Allah the Almighty will always bless us all and provide us with protection, health, forgive our sins and accept all our deeds throughout this holy month.

I also wish to wish everyone a Happy Eid al-Fitr and remind us not to forget to pray for those who have passed before us. In the joyous and peaceful atmosphere, we also remember our brothers and sisters who are struggling in Palestine and to always pray for them that Allah the Almighty will grant them abundant sustenance and protection, and ultimately our brothers and sisters will be free from the cruelty and warfare that is currently happening.

Peace be upon you, and Allah's mercy and blessings, Yang Berhormat Yang Di-Pertua, with all due respect accompanied by gratitude to Allah SWT for His blessings to kaola, especially for the opportunity to join Yang Berhormat Yang Di-Pertua and fellow colleagues as well as peers in the Council in the First Meeting of the Second Twenty Session of the Majlis Mesyuarat Negara for the year 1445/2024.

Kaola further congratulate Yang Berhormat Yang Di-Pertua, who is indeed known for his authoritative leadership in the sessions of this council, Majlis Mesyuarat, which serves as a forum for expressing and constructing ideas by its members, as stated and recorded as the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar `Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam during the official opening ceremony of this meeting on Tuesday, 17 Sha'ban 1445 corresponding to February 27, 2024.

In this context, His Majesty also stated that this council is desired to remain relevant for discussing strategic matters beneficial to the people and country. By the grace of Allah, Yang Berhormat Yang Di-Pertua, kaola understand and interpret His Majesty’s decree as not only reflecting hope but also His Majesty’s confidence in the relevance of Majlis Mesyuarat Negara, reestablished under Article 23 of the Constitution of Negara Brunei Darussalam (Amendment), 2004. In this context, His Majesty stated that the constitution would also provide more opportunities for the people to engage in consultations and constructively contribute to the country's progress, further stating that such matters would strengthen the government system and unity among us.

Yang Berhormat Yang Di-Pertua. Forgive kaola for linking His Majesty's decree during this year's Official Opening Ceremony of Majlis Mesyuarat Negara with His Majesty’s decree during the Signing Ceremony of the Proclamation of the Constitution of Negara Brunei Darussalam (Amendment), 2004.

In this Closing Speech session, which kaola would normally express in a speech of gratitude for the visit of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and his decree during the Official Opening Ceremony of Majlis Mesyuarat Negara 'kitani'.

Kaola apologises, but in this matter, kaola feel it is because kaola and fellow Yang Berhormat who are within this Chamber, each with 'capacity', are to realize His Majesty’s hopes and confidence by ensuring the relevance of Majlis Mesyuarat Negara (MMN) to further progress towards the country's advancement and to further strengthen the unity among us.

Kaola, mentioning the word 'us' in reference to the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, means for kaola 'us' refers to a wise and visionary government, just and sovereign sheltering the nation, leading the people to ever-lasting happiness whereas the loyal people will strive and always pray for a peaceful life, country, and Sultan, May Allah save Negara Brunei Darussalam.

In utilizing 'capacity' for the country's development and strengthening unity among ourselves. Certainly, it would be wise to send a signal outside this Chamber to the public that Majlis Mesyuarat Negara is part of the country's dynamic governmental institution, not static but will carefully progress in healthy, beneficial, safe, and peaceful stages, always centered on the unity between the royal government and its people, as I mentioned earlier.

In this connection, Yang Berhormat Yang Di-Pertua. In kaola’s opinion, our country's governance system, according to the constitution, both the Brunei State Constitution 1959 and its current Constitution of Negara Brunei Darussalam (Amendment), 2004, is Shariah Compliance. Therefore, kaola has no doubt that it will develop with the spirit of musyawarah, which is evident in the provisions within the constitution.

Regarding this matter, kaola hope that the higher education institutions of this country will play a role in providing scientific understanding covering laws and history, about our state constitution including aspects of our country, an independent, sovereign, democratic Malay Islamic Monarchy, by teaching state constitution knowledge, i.e., constitutional and sharia laws along with their history, not merely up to now as a slogan about Malay Islamic Monarchy, which the formulation has been known by the National Supreme Committee, after which it seems we forget that it is a sovereign, independent, democratic country based on the teachings of Islam according to Ahli Sunnah Wal-Jamaah, as if we do not mention this reality.

Let's elucidate what its democracy is called democratically based on Islam according to Ahli Sunnah Wal-Jamaah taught scientifically and to become a strong adherence for the people, especially those highly educated and its impact on the general society.

Yang Berhormat Yang Di-Pertua. Kaola briefly wants to mention the roles that can be utilized by the executive, i.e., the ministries from the membership of Yang Berhormat Yang Dilantik according to their respective categories, also indicated in the decree during the recent Official Opening Ceremony of Majlis Mesyuarat Negara.

Kaola from Kementerian Hal Ehwal Ugama, I move to another part Yang Berhormat Yang Di-Pertua after the first part. Kaola from Kementerian Hal Ehwal Ugama and also Majlis Ugama Islam, Inshallah, will involve some Yang Berhormat Members in several committee levels related to the public, namely areas of Zakat, Wakaf and Baitulmal, Haji and Umrah, Masjid affairs, religious education areas, and dakwah, inshallah.

Before concluding this Closing Speech, kaola am pleased to convey congratulations and appreciation to Yang Mulia Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah, Jurutulis Majlis Mesyuarat Negara and Acting Timbalan Jurutulis, Yang Mulia Pengiran Hajah Zaidah binti Pengiran Haji Petra, even though they are new to these assignments, all of 'abiskaola', everyone 'abiskaola' here extends congrats for their skill in managing and conducting the proceedings of this meeting, which not only aids 'abiskaola' but also kaola believe assists Yang Berhormat Yang Di-Pertua.

Likewise, to all staff levels in the Department of Councils-Mesyuarat and also several officers whom kaola understand have been seconded to assist the proceedings of this 20th Session of Mesyuarat, may they not only receive praise but also good rewards from Allah SWT.

In the name of Allah, the Most Gracious, the Most Merciful, peace be upon you, and Allah's mercy and blessings.

First of all, kaola congratulate Yang Berhormat Yang Di-Pertua for leading the sessions with friendliness and efficiency and at times firmness, yet 'abiskaola' fully understand the duties and responsibilities carried out by Yang Berhormat Yang Di-Pertua are indeed heavy.

Kaola would like to express my gratitude to Yang Mulia Timbalan Jurutulis and Yang Mulia Timbalan Jurutulis, officers of the Department of the State Legislative Council for managing and implementing this Legislative Session seamlessly and smoothly.

Yang Berhormat Yang Di-Pertua. In discussing the issue of a sustainable economy, Brunei Darussalam is seen as capable of creating a more conducive business landscape and climate for its citizens to engage in entrepreneurship.

This includes providing more attractive and strategic business places. A transformation plan towards upgrading indigenous business locations, whether in the city or villages, needs to be established.

This includes transforming stalls into Kampung Economic Centers that function as multibusiness centres which offer not just tables and seats but more than that to attract more customers and meet current tastes.

It’s undeniable that the government has spent a lot to provide business infrastructure. However, the effort and initiatives to sustain a more competitive business climate are not just about building but more than that. As Harold Geneen said, "In the business world, everyone is paid in two coins; cash and experience. Take the experience first; the cash will come later."

Yang Berhormat Yang Di-Pertua, Kaola address the issue of flash floods that occur here and there when there is heavy rain. We may have learned from past experiences about these occurrences. Sometimes it is caused by clogged drains, long grass, etc. This issue is not new and there are ways to overcome it.

Referring to the muzakarah session with grassroots leaders from Zone 1 and Zone 2 of Tutong District, the same issue is among the top issues raised by the penghulus and village heads. This means that the citizens are greatly affected by this situation and require immediate action from the relevant parties.

In the RKN-12 projects, an allocation of $6,310,441.00 has been provided for Natural Disaster Risk Management, $692,905.00 towards Strengthening Environmental Sustainability and $526,080.00 for Climate Change Mitigation. The scope of this allocation is closely related to the issues Kaola mentioned earlier.

On this occasion, Kaola calls upon the relevant parties to be more attentive to these problems and handle them wisely as preparation for 'kitani' to become a developed country by 2035.

Yang Berhormat Yang Di-Pertua, on this occasion, Kaola also hopes that the projects to be implemented under RKN-12 will also target progress in rural areas.

Focus on improving infrastructure and basic facilities to realize balanced progress. Thus, the issue of rural-urban migration can be appropriately addressed. Kaola raised this issue in the last session. The government's effort to place housing scheme zones in rural areas for the future is well-received.

Finally, Kaola greatly hopes for solid cooperation from the government to always sit down with relevant stakeholders, especially grassroots leadership, to help towards creating development plans and mobilizing all forms of desired progress and development.

On this occasion, Kaola also apologizes if any of my words and discussions were excessive and offensive during the arguments and questions raised throughout this 20th Legislative Session. Indeed, anything good comes from Allah SWT, and any shortcomings and weaknesses come from myself.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Firstly, Kaola would like to express my highest gratitude to Yang Berhormat Yang Di-Pertua for giving me the opportunity to participate in the adjournment speech for the First Meeting of the 20th Legislative Council Session.

In addition, Kaola would also like to express my highest appreciation to Yang Berhormat Yang Di-Pertua for having successfully led throughout the conference of the State Legislative Council in this honorable hall with full authority and perseverance in ensuring the meeting ran smoothly, orderly, and perfectly.

My appreciation and thanks are also directed to Yang Mulia Jurutulis of the State Legislative Council, Yang Mulia Timbalan Jurutulis of the State Legislative Council, and all officers and citizens of the Councils' Department for their determination, dedication, and cooperation in organizing the proceedings of the meeting in an organized and exalted manner this Legislative Season.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. On this occasion, Kaola also wish to record my profound thanks and appreciation to all Your Honourable Cabinet Ministers for their comprehensive presentations and clarifications including in responding and addressing issues raised by my colleagues in this honorable hall.

Additionally, we, Your Honourable Members on this side, hope that any ideas, inputs, and positive targets shared not only in the Legislative Season in this honorable hall but also during discussion sessions at their respective ministries would be given due consideration for the sole purpose of jointly being responsible for improving and strengthening not only in terms of public service facilities but also in developing the socio-economy of the country towards a more capable and systematic future, إِنْ شَاءَ اللَّهُ.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, this honorable hall, especially in the blessed month of Ramadan Al-Mubarak full of mercy and blessings.

أَلْحَمْدُ لِلَّه, as citizens and residents of Brunei Darussalam, let us collectively express our gratitude to Allah SWT and with full respect and esteem, extend our highest gratitude and praise for the leadership, wisdom, authority, and visionary foresight of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzadin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, under whom we all أَلْحَمْدُ لِلَّه continuously enjoy various services, amenities, and progress provided by the Government of His Majesty the Sultan and Yang Di-Pertua of Brunei Darussalam, while together enjoying a prosperous life in an environment of peace, prosperity, and harmony.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. As we are aware and as presented by the Minister at the Prime Minister's Office and Minister of Finance and Economy II regarding the State Budget Estimate for the Fiscal Year 2024/2025, among other things, stated once again that this country is expected to face a fiscal deficit of $2.99 billion for the Fiscal Year 2024/2025.

Not only the fiscal deficit challenge that we have been facing for several years until now, but also the greater challenge of how we are aiming to achieve the Brunei Vision 2035, which is only 11 years away.

Specifically, the 3 main goals:

  1. An Educated, Highly Skilled and Successful People;

  2. A High Quality of Life; and

  3. A Dynamic and Sustainable Economy.

In this honorable hall, Kaola would like to quote the words of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during the First 2035 Vision Supreme Council Meeting 2023, among other things, His Majesty stated,

"...therefore, all parties should not be idle but must simultaneously double their efforts towards achieving all the set targets. The implementers must not be weak or unmotivated to face any challenges. It is very important to remember that any effort or work in managing the country and government is never free from challenges."

His Majesty's decree should indeed be upheld with utmost respect and responsibility by all stakeholders, not only in the government sector but also in the private sector, non-governmental organisations, and all strata of people and residents of this country.

Alhamdulillah, the government of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, especially through the Ministry of Finance and Economy, has and will continue to devise strategies and strategic initiatives identified, including through the Economic Blueprint for Brunei Darussalam as a guide for stakeholders to develop and diversify a more sustainable economy through clear policy aspirations and directions that complement efforts to achieve the goals of Wawasan Brunei 2035.

Towards this, all levels of stakeholders in this country, not only in the government sector but also the private sector, non-governmental bodies, all strata of people and residents of this country, should indeed come together, work more closely and seriously integrate in our collective effort to advance, each playing their roles in their respective jurisdictions and tasks to drive the socioeconomic progress of the country. This is also for us to fully support and uphold the often-proclaimed Whole of Nation and Whole of Government Approach.

Yang Berhormat Yang Di-Pertua dan Ahli-Ahli Yang Berhormat. I believe economic-driven activity and initiative are the main pillars or drivers for growth and development of the economy, which is the main basis capable of materializing and contributing a significant impact in further advancing the dynamic socioeconomic of the country.

Among the focuses should be how or the methods to further enhance and improve the diversification of the economy, attract foreign direct investment to this country, drive and develop industries more aggressively including those identified such as oil and gas, food, tourism, technology and infocommunications, and services.

Yang Berhormat Yang Di-Pertua dan Ahli-Ahli Yang Berhormat. This certainly requires focus on the same destination policies to ensure that an initiative, إن شاء الله will be realized with excellence.

Every ministry, government agencies, and all relevant stakeholders, supporting not only aligning but also harmonizing set policies, especially those that bring a significant spin-off effect in various fields of economic and trade activities in this country.

For instance, policies to attract more foreign investment and enhance and increase the tourism industry in this country. Among the progress and development of both sectors, for example, able to generate, create industries, more job opportunities, and further open up more business sectors and enterprises.

The importance of research and development must also be expanded which potentially further improves productivity, increases creativity, innovation, value of the product, and enhances and raises the skill level of the human workforce.

All these in turn further stimulate socioeconomic growth, raise the standard of living of the people and residents of this country, and further enhance the growth of the gross domestic product (GDP).

What is also crucial to improve is the effectiveness of having connectivity in the economic-driven activity concerned with the need for adequate infrastructure and utilities such as water, electricity, energy, and infrastructure which also play a role in creating industries as well as maintaining and improving public welfare.

Yang Berhormat Yang Di-Pertua dan Ahli-Ahli Yang Berhormat. In my opinion, our country is in fact not lacking in various fields of skills, expertise, and professions recognized on the world stage, coupled with extensive experience, be it in the government sector, private sector, and among the general public.

Among them, there are those who have graduated from renowned and leading universities in the world, for example, from University Oxford, Cambridge, London School of Economics, Imperial College, Kings College, National University of Singapore, and others.

The question is, have we optimized and fully utilized the talented pool whatever the expertise or profession from among those who are caliber, dynamic thinkers and far-sighted in the relevant fields to together share roles, brilliant ideas, and knowledge in efforts to accelerate and further enhance effectiveness and take effective steps towards further advancement until we, إن شاء الله, successfully achieve Wawasan Brunei 2035.

The talented ones referred to especially among the younger generation need to be identified and given opportunities to be nurtured, honed, and polished so they have a sense of belonging until achieving excellence if involved in appropriate governance and management, not just sidelined because they have the opportunity and potential to be future leaders.

Methods and procedures for selecting and using those who are skilled and expert according to each job or profession can be taken as lessons and examples from the holy verse of the Quran in Surah Al-Anbiyaa verse 7,

Among others, "Ask the people of knowledge if you do not know", while in the hadith رسول الله صلى الله عليه وسلم narrated by Imam Al-Bukhari, it means, "When a matter is entrusted to someone not of its people, then wait for its destruction".

Taking the blessing of the month of Ramadan, in our earnest efforts and dignifying the administrative and management machinery of the country with integrity and revitalizing towards a Negara Zikir blessed by الله سبحانه وتعالى we should also not neglect but further intensify in the dissemination and enriching the spreading and application as well as the embodiment of religious spirituality based on the objectives of Sharia among all layers of the people and residents in this country as we together strengthen the teachings of Islam according to Ahli Sunnah Wal Jamaah.

بِسْمِ اللَّهِ الرَحْمَنِ الرَحِيمِ with the guidance and blessing of الله سُبْحَانَهُ و تَعَالَى and we pray for the intercession of our great Prophet نَبِيُّ مُحَمَّدٌ صَلَّى اللهُ عَلَيْهِ وَسَلَّم with firm faith in this country, نَگَرَا Brunei Darussalam will become بَلْيَتٌ طَيِّبَةٌ ورَبٌّ غَفُورٌ.

Yang Berhormat Yang Di-Pertua dan Ahli-Ahli Yang Berhormat, السَّلاَمُ وَرَحْمَةُ اللهِ وَبَرَكَاتُهُ and greetings of peace.

Firstly, I would like to express my utmost gratitude to Yang Berhormat Yang Di-Pertua for granting me the opportunity to participate in delivering the adjournment speech this morning in this honorable hall.

Alhamdulillah, all praise is due to الله سبحانه وتعالى for with His guidance and permission, we have been gifted with good health and the opportunity to be present at the closing session of the First Meeting of the 20th Legislative Council Session for the Year 1445 / 2024 after convening for 18 days.

On this occasion, I respectfully and solemnly once again offer my highest appreciation to His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertua Negara Brunei Darussalam for His Majesty's royal visit to inaugurate the First Meeting of the 20th Legislative Council Session and for the royal decree in this honorable hall on Tuesday, 17 Syaaban 1445 / 27 February 2024.

His Majesty's departure clearly shows His leadership and wisdom in continuing to support this State Legislative Council meeting, which He describes as a forum for members to express opinions and constructive ideas to remain relevant in discussing strategic issues solely for the benefit of the people and the country.

His Majesty's support and trust in the conduct of this council are very consistent with the decree of Allah in Surah Ali Imran, verse 159, which means:

"And consult with them in the matters of war and worldly issues. Then, when you have resolved to do something after consultation, put your trust in Allah. Indeed, Allah loves those who put their trust [in Him]."

Yang Berhormat Yang Di-Pertua and Your Honourable Members. I also take this opportunity to express my highest appreciation and congratulations to Yang Berhormat Yang Di-Pertua for ably leading this council with patience and diligence to ensure a perfect and calm meeting.

Highest appreciation and thanks also to Yang Mulia, Puan Jurutulis, Yang Mulia, the Acting Timbalan Jurutulis, and all staff of the State Legislative Department for managing this council smoothly and orderly and for the continuous cooperation in facilitating all matters, not only during this council season but at all times.

Furthermore, on this occasion, I express my highest appreciation, thanks, and congratulations to Yang Berhormat Cabinet Ministers for patiently and earnestly responding to most of the issues and questions raised in this noble hall.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, let us together be grateful for the sustenance granted by Allah Subhanahu wa Ta'ala because with Him, the government of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam could allocate a considerable budget for the Financial Year 2024/2025 to develop this beloved country.

Therefore, it is a shared responsibility of all parties in the government sector, private sector, NGOs, and individuals and other stakeholders to double efforts to enhance the country's economic growth and development progress for providing a high-quality life to the people and making this country's economy dynamic and sustainable by 2035, InshaAllah.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. The prosperity and progress of a nation are closely related to economic stability and social factors such as crime rates, poverty, and unemployment. Social problems will be better controlled by empowering sustainable and resilient economic growth in various sectors.

During the 18 days the council has been in session, up to today, we have listened to various challenges, strategies, and development initiatives that have been presented by Yang Berhormat Cabinet Ministers specifically to enhance the country's economy.

While on behalf of Your Honourable Appointed Members, more than 700 questions, views, and proposed solutions thought to have a positive impact on the welfare of the people and the socio-economic stability of the country have been presented.

All were presented based on sincere intentions and the desire to witness more sustainable economic growth and rapid development progress in this beloved country from various aspects including the economy, development, health, education, religion, tourism, services, food security and in the agriculture and livestock sectors, unemployment and job opportunities as well as social matters related to women and children, welfare of the elderly and disabled people, and poverty issues.

All presented in different contexts but with the same meaning and purpose, that is to be improved, enhanced, expanded, strengthened, and eradicated depending on the issues presented so that the people live prosperously in a developed and prosperous country.

My hope is that all these issues presented in this noble hall and this noble discussion forum are carefully examined and evaluated for their appropriateness and considered accordingly.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

I appreciate the leadership of Yang Berhormat Cabinet Ministers who work hard to plan various high-impact strategies and initiatives, including system changes and the formulation of various policies, guidelines, regulations, action plans, and frameworks aimed at enhancing the country's economy and addressing issues and challenges that impress the people and the country.

I support the changes made because I believe each change is intended to improve what already exists for the interest and welfare of all parties. However, in making changes, the justification and expected benefits of these changes should be clear to all stakeholders, especially the public.

Furthermore, more efficient and effective implementation, monitoring, and evaluation should be emphasized so that what is planned can be successfully executed.

It's time for stakeholders to change their mindset and attitude towards existing approaches and work culture, assess all steps, initiatives, and strategies that are less effective that have been yielding results that have not met desired targets for years, identify the causes of weaknesses and be ready towards a more effective and efficient work culture to achieve a different and better outcome solely for the welfare of the people and the country.

The meaning of Verse 11, from Surah Ar-Ra’d below is very relevant to guide us all “Indeed, Allah does not change the condition of a people until they change what is in themselves.”

All parties in the public service must be actively moving to be more productive and be open-minded, acknowledging weaknesses and delays in some government services.

For example, in processing applications for welfare assistance, resolving the people's financial claims, etc. Existing processes need to be improved for more efficient and faster services.

It is also necessary to listen and utilize new thoughts through discussions and dialogue sessions with educated and skilled groups, such as the youth, graduates, and high-potential officers in the government regardless of rank and position.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. In the tourism sector, we have many iconic buildings and tourist attractions to promote.

From green nature to Islamic elements or adventure and sports themed. Strategies and promotions need to be doubled more actively with strategic planning to attract more tourists to this country.

I take this opportunity for the relevant ministries to plan Visit Brunei Year for the next 2 years with a specific theme that can attract and start making the necessary preparations.

This will not only attract foreign tourists, but more importantly, ensure Bruneians travel and spend in their country. This will encourage the growth of our tourism economy and open up more job opportunities for local youth.

I still have high hopes regarding the cost of performing the Hajj pilgrimage in this country. I believe there is room and opportunity to reduce costs through discussions with stakeholders and reviewing and assessing aspects under government control to make more reasonable price adjustments to help financially disadvantaged citizens perform the Hajj for the first time.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Protection for women and children is a special obligation, especially in today's technological world context.

Policies and acts protecting both groups need to be strengthened and enforced immediately. The design of buildings promoting inclusivity for all community members should also be considered to create a conducive environment for disabled people and the elderly to be more independent in the community despite having physical and capability differences. Society's stigma against mental health patients also needs to be eliminated.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. The role of local entrepreneurs in economic growth is undeniable and should be supported by the government and stakeholders by providing suitable facilities and skills, as well as creating an environment that helps their development to continuously improve.

'Ali Baba' merchants should not have a place in this country. Stronger actions need to be taken to give business rights to local citizens.

Leaders should be more transparent in aligning any policies and initiatives planned, sharing issues and challenges faced by the country, and being more open, caring, listening, and responding to the people's views and complaints, even those expressed on social media.

This caring attitude will make the people feel heard and valued by the authorities and with deep understanding, the people will trust and find it easier to support and accept any changes with an open heart and readiness to move forward towards a more brilliant life.

In this regard, kaola welcomes and continues to give strong support towards the collaboration strategy and initiatives between government sectors, private sectors, NGOs, and all segments of the general public out there to be pursued together for a united goal and aim, which is achieving the welfare of the people and the socioeconomic stability of the country alone.

With the unity of all citizens, guided by the verses of آية سبحانه وتعالى and by putting our trust in Him, إن شاء الله, we are able to realize the noble intention of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for Negara Brunei Darussalam to become good (aman makmur), gaining the favor of آية سبحانه وتعالى, the Most Forgiving.

Let us all emulate the leadership of نبينا محمد صلى الله عليه وسلم as a practice in government governance in Negara Brunei Darussalam by basing on his famous four qualities: Siddiq (Honest), Amanah (Trustworthy), Tabligh (Conveying), and Fatanah (Wise).

In closing, kaola pray to آية سبحانه وتعالى to extend the life of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, shower His mercy and grant health and well-being to His Majesty and the royal family members as well as all citizens and residents in Negara Brunei Darussalam to live in peace and prosperity in an economy that follows the guidance, blessings, and favor of اللّه سبحانه وتعالى in this world and the hereafter, آمین یا رب العلمین.

First and foremost, kaola wish to express my utmost gratitude and highest appreciation to the Assembly before Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s presence at the Official Opening Ceremony of the First Meeting of the 20th Session of the State Legislative Council, Year 2024, and for bestowing a vision and concern-filled speech regarding the affairs of the people.

Furthermore, kaola would like to extend many thanks to Yang Berhormat Yang Di-Pertua for allowing me to join in the Adjournment Speech in this honorable chamber.

Also, kaola would like to express my many thanks to Yang Mulia, Jurutulis, State Legislative Council, Yang Mulia, the Acting Deputy Jurutulis, and the entire staff of the Legislative Council Departments and those involved who have worked hard to ensure the perfection of this State Legislative Council session goes smoothly.

The highest appreciation and thanks to the Honourable Cabinet Ministers for the enlightening and comprehensive responses, as well as the clear explanations about the issues or matters raised by us in this honored chamber.

Kaola eagerly anticipate the written answers that will be submitted by the relevant ministries. أَكْفُ بِئْلَه, kaola are grateful that the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam is still able to finance the large budget for the development of Negara Brunei Darussalam.

Kaola believe that the ministries, Government Linked Companies, and other involved parties are working hard to enhance the resilient economic growth in achieving the Vision of Brunei 2035.

We need to relentlessly pursue the growth of Negara Brunei Darussalam. There are various key sectors that we have identified by giving major focuses to maintain our country's prosperity such as water and energy security, including upstream and downstream oil and gas, increasing self-reliance in food supply, and also economic growth in the tourism sector for the country's growth.

However, kaola believe it’s time for us to make a significant transformation because the small steps we have are not yet making the effective impact as desired. One important aspect in this transformation is leveraging the potential of the youth as proactive change agents.

This is also in line with the speech by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan Negara Brunei Darussalam on the occasion of His Majesty’s 77th birthday where His Majesty stated that Negara Brunei Darussalam needs to move faster, encouraging more quality Foreign Direct Investment to help diversify the economy and at the same time, provide employment opportunities and spin-offs for local small and medium businesses.

In terms of education, kaola believe that the ministry needs to pay serious attention especially to the core education transformation to improve students' performance in the ‘O’ Level exams which have remained at a low rate for the past ten years. This is concerning as it closely relates to the first goal of Vision Brunei 2035, which is an educated, highly skilled, and successful people.

In terms of tourism, kaola also encourage efforts to attract more tourists to Negara Brunei Darussalam through various international events such as hosting a marathon on the Sultan Omar 'Ali Saifuddien Bridge and more efficient marketing strategies not only to attract tourist interest but to ensure our people spend in our country 'kitani'. Kaola are excited about the promised Tourism Industry Roadmap and hope it will be implemented soon to accelerate the growth of our tourism sector, إن شاء الله.

In the context of health, it is important for us to acknowledge the need to reduce the social stigma towards individuals with mental health issues. With the rapid development of the digital world, continuous concern for the protection of vulnerable groups such as women and children needs to be prioritized.

Moreover, our economic prosperity also depends on factors such as crime rate reduction, poverty, and unemployment. These rates should be used as indicators of our country's progress.

The higher the improvement rate, the more we should strive to empower our economy, further enhancing the economy by developing sectors such as agriculture, tourism, strengthening the energy industry, and so on.

Inspections of local merchants must continue, especially at government and indigenous business sites. The 'rent seeking' element or the 'Ali Baba' concept in our economy must be controlled and legislation enacted to address this issue to stem profit-seeking efforts.

In terms of new investment opportunities, they must be seized quickly. Kaola suggests that a special team should be formed to ensure these opportunities can be effectively realized, especially focusing on sectors that have a significant impact on the country's economic growth.

In addition, we also need to participate in the global arena to promote our country, especially in addressing climate change through the long-awaited ASEAN Centre for Climate Change (ACCC).

Here, kaola hopes that Negara Brunei Darussalam will continue to be more active in playing its role in regional diplomacy to accelerate efforts that can help enhance the country's image, especially in this ACCC.

In the era of the green economy, kaola recommends that this BNCCP needs to be reviewed by setting Key Performance Indicators (KPIs) in line with the country's economic growth plan, such as the creation of green jobs and GDP growth in the green industry.

This will be able to shape a new more sustainable economic growth strategy while at the same time becoming one of the leading countries in addressing climate change activities with a clear vision to leverage the presence of ACCC in this country.

Together with economic development, we must also not forget cultural transformation within the government. This is important because, as the nation's machinery, we must embrace a culture that values open dialogue, transparency, and accountability, ensuring that our people's voices are heard and their concerns addressed without fear.

Leadership in an organization is also crucial in driving progress. We must adopt a results-oriented approach and build a team of leaders committed to innovation and excellence, from the highest levels of government to the grassroots.

Our highly educated citizens, serving in the government sector, with their wealth of knowledge and expertise, should have their views utilized to inform our policy-making process. Kaola believes they also have various aspirations to lead the country's development together.

Finally, let us remove any constraints and embrace the spirit, aspirations, and determination to pursue our country's aspirations. The idea that our country is very small in various aspects needs to be expanded. As the saying goes, Small but Mighty; Brunei, though small, must be brave in navigating these complex challenges. Lead by example, by the grace of Allah, the people will follow too.

By challenging ourselves to exceed perceived limits, we can fully grasp the country's potential and achieve progress in line with our dreams.

Kaola prays that Allah Subhanahu Wa Ta'ala will continue to bestow grace and happiness upon His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and His Majesty's royal family members, and all people and residents in Negara Brunei Darussalam will always be in peace, secure, and prosperous. All praise is to Allah, first and foremost, kaola would like to congratulate Yang Berhormat Yang Di-Pertua for leading the session amicably and efficiently and, at times, firmly, but indeed kaola understands that the duties and responsibilities undertaken by Yang Berhormat Yang Di-Pertua are immensely challenging.

Not forgetting to thank Yang Mulia, Madam Dr. Jurutulis and Yang Mulia, Madam Acting Deputy Jurutulis, and the officers of the State Council Meetings Department for managing and executing this session’s season flawlessly and smoothly.

Kaola is pleased to draw attention to the role of youth in national development. Continuous direction and guidance are important to create more responsible and committed youth to champion all forms of progress and development in the country.

Understanding youth desires and their capabilities can create various achievements in implementing youth programs directed towards technology, social, and community aspects.

Therefore, kaola truly hopes that all programs and projects that will and are being implemented should consider the pulse and desires of the youth.

In this regard, all suggestions and recommendations involving youth development in this noble council's season should be given attention and be the essence to enrich better programs.

Youth integration programs with the Village Consultative Council should be enhanced to further strengthen youth activities to be more effective and efficient through grassroots leadership that contributes much to the well-being and socio-economic community of districts and villages towards achieving balanced progress.

Yang Berhormat Yang Di-Pertua, various memories and experiences have been received by kaola throughout attending the session season in this noble council, various issues and problems of the people are often raised, but the intent and aspiration towards resolution and consideration are very high because ultimately any success in implementing the interests of the people and the country is what will measure our success in executing the responsibilities entrusted.

Kaola also wants to touch on the aspiration of His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam in diversifying the country's economic sources.

Kaola hopes all efforts towards this should be carried out more systematically and patiently. Each implementation needs to look at our capacity and capabilities.

Every implementation should start from the roots until it bears fruit, which is the expected success. There are no easy or shortcuts, we must accept this reality. If we look at the success story of businessman Jack Ma, the founder of Alibaba, who faced failures yet managed to rise and create a leading e-commerce business empire.

This is our hope to produce big-hearted businessmen to create new advancing economic sources. However, this success depends on our commitment to change, be more open to making changes and transformations without sidelining Bruneian values based on Malay Islamic Monarchy.

Existing policies and regulations need to be reviewed and implemented in line with rapidly changing times.

Yang Berhormat Yang Di-Pertua, from the country's development perspective, kaola welcomes the government's strategic planning through the relevant ministries in progressing districts by implementing several projects under RKN-12. Therefore, kaola greatly hopes that the Tutong District will not be excluded from receiving the same benefits.

This includes developing the Tutong Town as a strategic outlook in the economic, tourism, and social community sectors. Besides that, planning towards upgrading infrastructure such as Enche Awang Road and the area of Jeti Tutong Town to be user and environmentally friendly requires proper attention.

Traffic congestion issues at the Telisai - Tutong Highway traffic lights meeting between Enche Awang Road and Kuala Tutong Road should be seriously addressed, considering the importance and needs of road users.

First and foremost, kaola expresses congratulations and thanks to Yang Berhormat Yang Di-Pertua for leading and managing the First Session of the 20th Legislative Council Meeting season perfectly, with patience and high authority.

Thanks are also extended to Yang Mulia, Jurutulis and Yang Mulia, Acting Deputy Jurutulis as well as staff and officers of the Councils - Council Meetings Department for the cooperation and efficiency provided during this session.

In interactions and conversations with various departments across the ministries, it is clear that there is a need for more cohesive and significant collaborative action among all parties within the ministries. Such synergy and cooperation are vital to avoid the presence of unproductive policies that can hinder the government's collective initiatives.

Kaola eagerly looks forward to and cannot wait to witness a more cohesive and robust alignment across all ministries, which will strengthen our foundation and encourage everyone to achieve common objectives more efficiently and productively.

Given the increased reliance of government agencies on social media for disseminating notifications and public engagement, coupled with the importance of research in understanding public income for policy-making, there are significant concerns about the effectiveness and professional management of these platforms.

Despite the best efforts of government agencies, it seems that the current methods involving social media and conducting research may still be insufficient to track and reach the required demographic targets and aspirations.

While some departments have conducted their social media communications well, less effective social media communication can lead to public misperceptions or interpretations of stagnation or lack of progress, thereby jeopardizing the diligent efforts of department officials.

Therefore, it is recommended that government agencies outline measures to enhance the capabilities of officers across all ministries in managing social media and conducting research more effectively.

Furthermore, it is suggested that an academy be established to raise standards in public relations.

In the context of our aspirations to become a Smart Nation, it is important to consider revising the ICT curriculum foundation at the Ministry of Education, proposed to start as early as primary school level.

This initiative is crucial to prepare and equip the next generation with the skills and knowledge needed to contribute towards and navigate the increasingly digital world.

Let us move forward together in unity towards a clear goal and direction in this effort and fully commit to realizing our vision for the advancement and progress of our country. With strong cooperation from all parties, we can achieve significant progress and establish a solid foundation for a prosperous and innovative future for Negara Brunei Darussalam.

Alhamdulillah, almost all the ministry budget titles have been debated over 18 days of the conference and approved unanimously.

Kaola would like to express my deepest thanks to Yang Berhormat Yang Di-Pertua for the wise, patient, and firm leadership from the beginning of the session to this day.

The conference was held in a calm, friendly, respectful atmosphere, and with full responsibility.

On this occasion, Yang Berhormat Yang Di-Pertua, kaola also congratulate Yang Mulia, Jurutulis Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Haji Hurairah on her appointment as Jurutulis of the Majlis Mesyuarat Negara, and kaola thank Yang Mulia, the Jurutulis, as well as the Acting Timbalan Jurutulis, Pengiran Hajah Zaidah binti Pengiran Haji Petra, and the officers of the Majlis Mesyuarat Negara Department who worked behind the scenes to ensure the Majlis Mesyuarat Negara meeting runs smoothly.

Many issues were raised, but there were also many suggestions, including more than 700 questions posed by Your Honourable Appointed Members for the consideration of Yang Berhormat Ministers. May all views and suggestions be taken positively. For whatever it is worth.

As we uphold the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, that is, mutual consultation to ensure inclusiveness in assisting government policy design.

Kaola fully support the direction and strategic planning, as well as actions related to each ministry. Several achievements and main objectives have been shared, and we welcome the achievements of every ministry.

Kaola just want to summarize the essence of what is contained in the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam during the official opening of this conference and also what was touched upon by Your Honourable Members during the debate, that is, efforts to diversify the economy that we need to continue.

Economic activities in the sectors of agriculture, food, finance, transportation, and tourism carried out continuously need to be enhanced and strengthened, our efforts to attract foreign investors must also be intensified, identifying and focusing on strategic industries, producing highly qualified and skilled labor, and remaining focused on achieving the goals of Vision Brunei 2035.

These also include increasing employment and reducing unemployment. Enhancing people's welfare and reducing poverty. Preserving people's health, a clean and unpolluted environment. The country's security under the Ministry of Defence and also through strong and close diplomatic relations.

Kaola also like to add the creation of a business-friendly ecosystem as a prerequisite for attracting foreign direct investment and encouraging business. Kaola believe that every ministry, using the approved allocations, will strive to use them wisely and effectively for the development and progress of our country towards the big future where we are better off today than yesterday, consistent with the national budget theme for the year 2024/2025, 'United in Building a More Prosperous Future'.

Kaola extend my thanks to Yang Mulia, the Clerk of the Legislative Council, Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah and Yang Mulia, Pengiran Hajah Zaidah binti Pengiran Haji Petra, Acting Deputy Clerk of the Legislative Council as well as all officers and staff of the Legislative Council's Department for their efficiency and cooperation throughout this conference.

On this occasion, kaola also would not forget to express appreciation and thanks to the Honourable Ministers for providing explanations and enlightenment to the questions that were raised.

Yang Berhormat Yang Di-Pertua. Kaola am pleased to focus in this adjournment speech on the importance of government expenditure oversight, socioeconomic development through the implementation of effective projects, by all officials at every ministry level providing high-quality, efficient, and responsible services.

Monitoring and supervision of government expenditure are of utmost importance. It involves not only the country's finances but must also be effective in its management.

Therefore, it is crucial to ensure that every expenditure is managed prudently, meticulously, and carefully, abiding by the set implementation period. Everything must be seriously and effectively monitored so that there are no leakages and no plans are delayed beyond the scheduled time.

Moreover, it is important for every official to understand that every project implemented by the government has a direct impact on the country's prosperity and the wellbeing of its people. These projects are not only aimed at economic enhancement but also at ensuring that all segments of the society can benefit from them.

In relation to this, it is vital that efforts continue to enhance the flow of Foreign Direct Investment (FDI) with swift actions so that they do not shift their investments to other countries.

Hopefully, this FDI will increase prosperity and further improve the lives of the people in this country. Job opportunities will increase and, at the same time, reduce the unemployment rate in this country.

In terms of education, there will be more highly educated and quality citizens. All facilities in schools and higher education institutions have sophisticated equipment like mobile devices and are accessible to all students.

The teaching and learning environment becomes more conducive for all school and higher education communities. Equally important is the presence of teachers who can guide and assist special needs students.

Regarding Sultan Sharif Ali Islamic University (UNISSA), its construction must be expedited because this is an essential step in strengthening education, especially in Islamic knowledge-based disciplines, in line with our cultural and religious values.

As a pure Islamic university of high caliber on the international stage, its construction and development must be iconic, belonging not only to the citizens in Temburong District but to all of us in this country.

Kaola believe that by developing quality educational institutions and dignifying their importance, we can further expand Islamic sciences, understanding, and practices in our society.

In the tourism sector, we hope to attract more foreign tourists, especially high-end tourists, with existing facilities being improved and new attractive places developed in this country. This will also create job opportunities for local youths in this sector.

In hospitals and clinics, healthcare staff, including those in uniform, can be seen and noticed that healthcare officers such as nurses and doctors provide care and treatment to patients of all ages, women, elderly with full commitment and dedication and responsibly.

Even though it is known that during the dangerous and high-risk COVID-19 pandemic, which could harm them, they faced all these challenges by working earnestly, beyond the call of duty.

However, it is saddening that they are less appreciated and respected for their services. Instead, they receive unwelcome remarks from some members of the public.

Therefore, as a collective awareness effort, they should be given high appreciation and recognition.

In all our efforts to develop and advance the country, let us pray that all projects approved in the 2024/2025 Budget proceed well and smoothly as expected.

Yang Berhormat Yang Di-Pertua, kaola am not skilled in composing poetry or prose, but in this Adjournment Speech, kaola will read a poem created by a young person who constantly follows the proceedings in this esteemed Council.

The young person has BA and MBA degrees but is yet unemployed. Here is their poem:-

الحمد لله, we are grateful to الله سبحانه وتعالى that, with His permission as well, the First Meeting of the 20th Legislative Session of the Majlis Mesyuarat Negara Year 2024 has successfully convened.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. With all sincerity, I extend the highest congratulations to Yang Berhormat Yang Di-Pertua on the authority of Yang Berhormat Yang Di-Pertua in leading the deliberations at the Majlis Mesyuarat Negara level and also at the Committee level. It was conducted smoothly and in a harmonious atmosphere.

I would also like to record congratulations and thanks to the Jurutulis and the Acting Deputy Jurutulis and all those involved in the success of the Majlis Mesyuarat Negara with full dedication.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. I welcome the Financial Year 2024/2025 budget provisions approved in this honorable hall.

I hope that with the approved budget, the ministries will be more prudent and trustworthy in implementing plans for the welfare of the people in Negara Brunei Darussalam.

I also support and welcome the government's efforts in enhancing the progress and development of the country for the well-being of the people through ministries with the provided allocation.

I am also grateful that we can enjoy a peaceful and prosperous life and that the country will continue to develop blessed by the wise leadership of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam.

I also hope that issues raised or suggestions provided will be given attention and action with full consideration and wisdom, paying attention to and acting on these issues and going down to the field.

It will further drive towards the success of Wawasan Brunei 2035. All discussions and suggestions in this session, the community outside always assesses and awaits solutions.

All issues raised, especially those requiring immediate action such as road problems, water, electricity, issues with long application processes, and others need to be observed and studied for the benefit of all parties.

In addition, the unemployment issue is still not reduced to a better level. Yang Berhormat Yang Di-Pertua and Your Honourable Members. ان شاء الله, as a grassroots leader, I will continue to strive and always cooperate with government agencies especially the Ministry of Home Affairs in addressing any difficulties faced by the community, especially the village community under my charge.

Firstly, I would like to express my thanks for this opportunity and congratulate Your Honourable Members who have delivered their Adjournment Speeches for this 20th Session.

May whatever is conveyed be examined and taken into consideration by the relevant parties as guidance towards resolving issues and planning more strategic and relevant development, إِنْ شَاءَ الله.

Yang Berhormat Yang Di-Pertua. Throughout the legislative season, many issues and questions were raised by Your Honourable Members, sometimes these issues are popular issues that are raised every time the Legislative Session is held.

These are voiced by the public about problems that still have not been given proper attention by the concerned parties until they are voiced again in this honorable hall. Similarly, regarding my suggestion on the Special Allocation for Your Honourable Members.

This is the second time I bring it to the attention and scrutiny of the concerned parties and I am ready to provide explanations about it if needed.

Your Honourable Members. Not only voicing the issues of the people but also going down to the field to address and solve any problems, especially those requiring immediate and urgent resolution. Not all problems or issues can be addressed quickly by the government or relevant agencies due to limited capacity including financial allocation matters.

In the meantime, I suggest that a Special Allocation be provided under the capacity of Your Honourable Members, Members of the Majlis Mesyuarat Negara that could be used to finance certain projects and activities requiring attention and assistance like repairing roofs due to natural disasters, constructing temporary bridges, or repairing public infrastructure such as roads which cause hardship to the public, funding community activities especially aid missions, and so on.

Yang Berhormat Di-Pertua. As we discuss the progress and development of the City Center, I believe it is time for Kuala Belait to be recognized as the second City Center after Bandar Seri Begawan considering Kuala Belait is an oil and gas industrial area which is a source of the country's economy.

The recognition as the second city will further boost the economy of the industrial sector and open business opportunities to investors. Besides, Kuala Belait also has geographical potential as it is near to the entrance of a neighboring country.

In addition to that, it has a multiracial population and the presence of foreign workers in the oil industry can contribute to better economic growth.

Yang Berhormat Yang Di-Pertua. The Slogan Tekad Pemedulian Orang Ramai or known as TPOR represents the vision and mission of the government agencies towards providing efficient services to the public within the stipulated time.

However, to what extent can TPOR be implemented because there are still application processes that are slow?

I hope with the efforts towards improving information systems and services in each government agency it is expected to 'address' any deficiencies through RKN-12 with an allocation of $10,936,558.00 provided towards improving the quality of public service.

With this allocation, the capacity of public service can be enhanced from time to time, إن شاء الله.

Before concluding this speech, I would like to congratulate and thank Yang Berhormat Yang Di-Pertua for the wisdom and efficiency in leading this legislative session perfectly.

Firstly, kaola would like to extend congratulations to Yang Berhormat Yang Di-Pertua for adeptly and meticulously steering the discussions in this esteemed hall ensuring that all matters could be conveyed confidently and spiritedly.

Kaola also extend a gesture of appreciation to Yang Mulia Jurutulis and Yang Mulia Timbalan Jurutulis along with all officers and staff of the State Legislative Assembly Department who have managed or organized the 20th Session of the State Legislative Assembly successfully in 2024.

Yang Berhormat Yang Di-Pertua. In this challenging era of digitalization, we must always seek ways to enhance our capabilities, especially diversifying service methods so that the surge of changes can be introduced within the government administration, particularly in providing services to the public.

This includes abolishing the use of paper and fully transitioning to an online system for any application process. This step is in line with the aspiration of the Government of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam towards enhancing the quality of services to the public.

This transformation is crucial as currently, there are still application processes for renewing passports that require every applicant to submit copies of the Smart Card and the old passport.

This practice should no longer be implemented given that the government already has a comprehensive applicant data identification system.

Kaola urge that efforts towards improving processes for any application in government departments can be carried out more efficiently so as not to burden the public.

However, kaola also welcome the government's efforts through projects under RKN-12 which lists the implementation towards strengthening ICT infrastructure with the provision of comprehensive infrastructure access.

Brunei Darussalam will not only foster the growth of the digital economy but also drive the exploration of society leading to participation in the digital economy across various industries including agriculture, education, healthcare, and medicine.

Yang Berhormat Yang Di-Pertua. The role and involvement of the community are vital in driving the country's development agenda.

This includes efforts towards revitalizing Bangar Town atmosphere. This can be seen with the organization of events such as 'Temburong Bisai' which can stimulate community and socio-economic activities. The involvement of the Village Consultative Councils (MPK) is seen as a two-pronged strategy towards making Bangar Town a weekend destination.

In this matter, for ongoing efforts, kaola are pleased to suggest the creation of an annual event calendar for the Temburong District, especially Bangar Town, listing the schedule of events throughout the year through a network of cooperation between government, private sector, and Village Consultative Council.

On this occasion, kaola also wish to voice concerning the issue of salaries for low-income private sector employees. This issue is not entirely reliant on the government, however, it is also closely related to the quality of life of our community which is still at a low level compared to developed countries.

We need to look at and emulate other countries that have succeeded in improving the quality of life of their people. This approach and practice can indeed be a method for creating a new economy that is more stable and dynamic as the motivational saying goes 'If we want to see our future, create that future today'.

Finally, kaola with sincere apologies if there are any words and actions from kaola that were not perfect throughout this Session, whether realized or not. However, kaola only carry out the trust entrusted as a member of the State Legislative Assembly.

We have reached the end of the 20th Session of the State Legislative Assembly for the year 2024 and have successfully debated several matters concerning the Supply Bill (2024) 2024/2025.

Congratulations and thank you to Yang Berhormat Yang Di-Pertua for wisely leading this discussion as best as possible.

Not forgetting to record a word of thanks to Yang Mulia Jurutulis and Yang Mulia Acting Timbalan Jurutulis and all the officers and staff of the Department of Legislative Assemblies for successfully conducting this session perfectly.

Yang Berhormat Yang Di-Pertua. The agriculture sector is often seen as an economic activity that can bring many positive impacts to the country. This sector is capable of generating significant income for the country and farmers. Agricultural produce harvested by small farmers can become a source of livelihood.

For commercial crops, the country can increase the Gross Domestic Product (GDP) through exporting crops, indirectly adding foreign money inflow and benefiting the country's economy. Stable income from the agriculture sector will help the country face economic downturn issues.

Moreover, rapid development in the agriculture sector can provide a large employment opportunity for the people in Brunei Darussalam.

Since ancient times, agriculture has been a heritage job generating the country's economy. Jobs in the agriculture sector not only involve working in the fields but also include processing and marketing.

Therefore, the government through related agencies needs to see this importance by providing continuous guidance, especially in exposing the latest technology to farmers and planters to increase the capacity of producing better yields.

Besides, the enforcement of subsidized goods prices such as fertilizers should always be monitored so that farmers and planters are not burdened with excessive price increases. The provision of assistance and incentives from the government is also seen as important towards encouraging new entrepreneurs to venture into the agriculture sector.

All parties should see the importance of the agriculture and green sector as potential to be developed, we should together as the saying goes 'like bamboo and the riverbank' so that this sector receives the attention and recognition it deserves.

The government has already paved the way widely about the importance of this industry and continues to strive to attract more citizens of Brunei Darussalam, especially the younger generation to delve into it.

If we develop agriculture, the country will continue to progress and at the same time be able to strengthen the economy of the country in the non-oil and gas sectors.

Yang Berhormat Yang Di-Pertua, in RKN-12 the Government allocated $43,670,939 to strengthen food security, in this regard kaola hope that studies continue to produce better rice seeds capable of producing a consistent capacity of local rice.

Opening strategic places and using the latest rice planting technology will enable the country to achieve the desired level of food security, God willing. Before ending this adjournment speech, kaola humbly apologize if there were any mistakes and unpleasant behavior by kaola throughout this Session.

Kaola also do not forget to wish a blessed fasting month, may all good deeds be rewarded by Allah the Almighty, Amin. Kaola end this speech with a poem:-

All praise to Allah, who revealed the criterion to His servant so that he may be a warner to the worlds. He who has the dominion of the heavens and the earth and does not take a son and has not got any partner in the dominion. He created everything and then proportioned it exactly.

Kaola would like to thank Yang Berhormat Yang Di-Pertua for giving kaola the opportunity to participate in delivering this adjournment speech. Kaola is also grateful to Allah Almighty for His mercy, as well as for the consensus that has been reached in all matters, especially in discussing and approving the Supply Bill (2024), 2024/2025 for all the ministries.

Kaola fully supports and welcomes the approved Budget allocations in this honorable House and hopes that it will be used prudently according to the planned needs.

In the course of the sessions in this honorable House, various issues, views, and problems faced by the public have been presented and have been answered by the Yang Berhormat Ministers clearly and effectively.

This is not just limited to here but will continue from time to time through discussions and meetings with relevant parties. Hopefully, all such discussions can be examined in depth and appropriate actions can be taken.

Regarding efforts to increase the production of existing local products in this country, kaola, as a grassroots leader, calls for those involved to further enhance these results.

This includes increasing support to the Village and Mukim Consultative Council in the effort to continuously expand 1K1P and hoping for the participation of the youth as volunteers in this program.

Yang Berhormat Yang Di-Pertua, before kaola takes leave, kaola with full respect would like to express the highest congratulations to Yang Berhormat Yang Di-Pertua for once again leading and guiding the State Legislative Assembly Conference in this noble house with great wisdom and ensuring a smooth run in a harmonious atmosphere.

just like the State Legislative Assembly session in the year 2023 last year and specifically throughout the State Legislative Assembly session this year which lasted for 18 days, many matters, issues, and questions have been debated, including healthy and professional debate about them.

Kaola believes all this is a good sign and we need to 'kitani' take further steps regarding it so that what is debated and discussed will be received with a positive, constructive mindset, and prompt and appropriate action taken in the desire of 'kitani' to achieve Vision Brunei 2035.

Before kaola concludes this adjournment, kaola would like to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the wisdom, authority, patience, gentleness yet firm in leading the meetings conducted throughout this session.

Kaola is incredibly touched and moved by Yang Berhormat Yang Di-Pertua, at such an age being able to sit for so long, for hours, for days.

Kaola, who is more than 30 years younger, not older, than Yang Berhormat Yang Di-Pertua, even feels 'sore' and almost cramped.

Thank you also to Your Honourable Members, the Cabinet Ministers, for answering the questions, proposals, and suggestions given by kaola and other Your Honourable Members.

May what is debated and discussed in this noble House receive mercy and reward from Allah Almighty. Similar to the State Legislative Assembly session in the year 2023, kaola's focus has always been on discussing:

  1. Strategies and policies towards government spending savings;
  2. Measures and initiatives towards raising the country's fiscal revenue further;
  3. Delivering benefits to entrepreneurs including the youth to ensure business affairs are supported in jointly enhancing the country's economy including driving enterprises and businesses, diversifying the country's economy so we do not solely rely on oil and gas revenue; and
  4. Highlighting current issues involving the country's economy, the welfare of the people, and the youth as drivers of the nation's agenda continuity.

From an economic perspective, what I emphasized in my discussion throughout the Majlis Mesyuarat Negara 2024 is the concept within efforts of diversifying the economy particularly in sub-sectors like agriculture, transportation and tourism, fisheries, and the downstream of oil and gas.

This is the core and requires swift and continuous action.

In terms of saving expenses and increasing income, the questions and proposals I raised about facilitating and closely cooperating with the private sector are crucial. If the private sector is 'struggling' or slow in its efforts, it will also be 'difficult' to move forward quickly. The updating of policies and processes to attract foreign investors is also an issue that needs a more efficient approach.

Among the projects and initiatives I emphasized are like abandoned government buildings, creative capital approaches in national housing development, and others.

In terms of addressing the welfare of the people, blessed be the leadership of the much-loved and respected, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan Dan Yang Di-Pertuan Negara Brunei Darussalam, voices that are channeled through this Majlis Mesyuarat Negara are heard by the relevant ministries and there are also actions that require further action and updating.

Among what I emphasized are issues like the public bus transportation system that is still unchanged, the national housing issue where many are waiting for years, food security issues such as rice, meat, chicken, and eggs.

This is the voice of the people. Specifically about eggs, I once again emphasize so that what 'kitani' export abroad and what we leave for local use are balanced or equivalent in terms of quality.

This is to preserve the image of the country and the well-being of the people. Let's not leave for the people grades that are lower, which are still expensive in price.

Wise Yang Berhormat Yang Di-Pertua. In reviewing the dozens of questions and proposals that I have submitted and also those that were not raised in this honorable chamber, I praise Allah like in the 2023 MMN session, there are matters that were raised and proposed which have been enlightened in this honorable chamber, God willing, immediately after this 2024 MMN session ends, I will follow up in writing to the respective Honourable Ministers within 45 to 90 days.

Taking the silent blessing in this blessed month of Ramadan, I pray to Allah Almighty that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam will continue to be granted mercy and protection by Allah Almighty as well as Their Royal Family and also all citizens and residents of Negara Brunei Darussalam.

In closing, in this honorable chamber, I would like to ask for a million forgiveness if anything in the discussions and debates was unpleasant to hear, if Honourable Ministers and officials present in this chamber felt offended, I apologize from the tips of my fingers to the ends of my hair. I very much hope that whatever I emphasized during the debate session will not be taken personally even after the MMN session ends and outside later.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, peace be upon you and blessed Ramadan. I acknowledge that I am the last to make the Adjournment Speech, and the chamber is already beginning to empty behind.

Yang Berhormat Yang Di-Pertua. May Allah accept the opportunity to contribute to the adjournment. I first wish to extend the highest congratulations to Yang Berhormat Yang Di-Pertua for the wisdom and patience in leading, advising, and chairing the sessions for the First Meeting of the 20th Legislative Term of the Majlis Mesyuarat Negara this year from beginning to end.

With the wisdom of Yang Berhormat Yang Di-Pertua, discussions in this noble council, God willing, have proceeded smoothly, full of goodwill, and in a spirit of collaborative discussion while strengthening the bonds of camaraderie by jointly shouldering the responsibilities and trust to achieve a common goal which is building a visionary country according to the budget allocated for the Financial Year 2024/2025.

Several issues, views, suggestions, and recommendations have been raised in this chamber for us to jointly shoulder the trusted responsibilities sincerely and honestly, and with an open mind. May this sincere intention be blessed by Almighty God and our efforts be graced, bringing good, positive, and productive impacts to Negara Brunei Darussalam, our beloved nation, and religion.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. In presenting the Financial Year Budget proposal which carries the theme 'Uniting to Build a More Prosperous Future', brings much significance and provides great hope for every layer of society, both in the government, private sectors, and all citizens and residents of the country. I welcome this allocation and have supported its approval.

We are grateful to be citizens under the shelter of Negara Brunei Darussalam, which has a king and head of state who is concerned for the welfare, prosperity, and security of the country.

Yang Berhormat Yang Di-Pertua, I am grateful to the introductions from the Honourable Ministers in their budget allocations for each ministry and from the subsequent explanations, it is hoped that it will provide enlightenment so that Ministry workers and the citizens will be excited about the direction and action plans of the ministries to help achieve them.

Each of 'us' has taken on roles and responsibilities with full commitment and earnestness in jointly ensuring the welfare, security, and prosperity of the country is continuously secured. The people are full of hope that this year's budget with its initiatives and action plans, and in the 12th National Development Plan implemented by the ministries, will be able to alleviate some of the economic burdens borne by the majority of the people who depend on the government's budget and projects as well as any activity that uplifts the lives of the people today and for their children in the future.

As I recommended during the debate expressing gratitude Toward the Majlis to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for the blessings and granting the decree during the Official Opening Ceremony where Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam has decreed to use the Majlis Mesyuarat Negara as a forum, to be wise and strategically view according to current socio-economic developments regionally and globally when elevating any people's issues in discussing the ministries' expenditure.

Happy to say, to the best of my ability, I have tried to practice my industry experience as a former professional in technical and corporate fields to provide views that may be different but do not contradict the nation's objectives and ideology.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. For the information of Yang Berhormat Yang Di-Pertua and Your Honourable Ministers, Appointed Honourable Members take the trust given to us seriously and have initiated some early initiatives to prepare ourselves to attend the second session of the Majlis Mesyuarat Negara to be more visionary and relevant in representing when bringing up the people's issues.

Therefore, I have made several informal approaches with the people by having some meetings with individuals, interest groups, and government agencies.

Kaola also feel fortunate and grateful for being given the opportunity by the State Council Department, which has taken Kaola and friends to attend international consultation sessions such as the ASEAN Inter-Parliamentary Assembly (AIPA) for exposure to regional and global issues and indirectly gain experience on how legislatures abroad present themselves.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, Kaola are aware from the feedback from the public following the Council outside, any questions raised by Your Honourable Members here if Yang Berhormat Menteri does not answer in the Council, then the question is not reported by any official or unofficial media and as if it was never proposed.

However, answers to the issues raised are received in writing later, any questions not answered in the Council are not reported in the media, thus as if they were never voiced. What is not answered in the Council is not reported and thus does not exist. This is a sad reality, after twenty sessions of the Council. It is time for us to seek new methods, how the people can more effectively appreciate the discussions and issues proposed in the Council if they are unaware, do not attend sessions in the Council or do not want to read the Hansard.

Thus, it is not an exaggeration when Kaola convey that some of the Appointed Your Honourable Members including Kaola felt touched when the opportunity to voice the people’s issues with all of Kaola’s shortcomings was restricted to one question per person to not be voiced in the Council and instead delivered only in writing outside the Council.

This is due to the limited time of Yang Berhormat Menteri-Menteri Kabinet who cannot be present in the Council with other more important duties. Kaola understand that any issue, message not discussed in the Council will not be widely known.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. To help strengthen the issues and complaints of the people to be discussed in the Council with facts so it will be strategic, Kaola have taken some of our youths, local and overseas university graduates who are still waiting for permanent employment opportunities and helped us with research part-time.

As a difference from last year, alhamdulillah, the research assistants have made an initial assessment regarding the effectiveness of issues raised in this Council. As informed earlier, if last year Your Honourable Members here raised more than 500 issues not only questions but also proposals, this year due to the initial research Your Honourable Members have raised more than 700 issues consisting of 480 questions and 230 proposals.

It is up to the wisdom of Yang Berhormat Menteri-Menteri Kabinet and the ministry staff to accept it as a gift from the people to assess its suitability if it needs to be included in the action item agenda amidst their busyness.

For preliminary information, the Ministry of Education received 96 questions and issues. The Ministry of Primary Resources and Tourism, the Ministry of Development, and the Ministry of Home Affairs received the most questions and suggestions.

The time is too limited to be reported in this Council the result analysis because it requires a quality check. إن شاء الله we will 'align' with the ministries about the analysis conducted using a traffic light system, where green issues raised have been answered 230, yellow partially answered 75 and red issues not yet answered 173. Excluding the written questions that will be submitted. إن شاء الله Kaola will use this analysis as a baseline to measure further discussions with the ministries. Kaola does not intend to repeat the issues raised in the Council just to remind following headlines:-

  1. Regarding the economy, please re-study how businesses that make huge profits in the country whether private businesses, outsiders coming as overnight flyers are scrutinized to contribute to the national treasury;

  2. Education, if PISA and 'O' Level success are as indicators of the country's success towards Brunei Vision 2035, goal number one. Much improvement in our education has yet to be said successful and effective;

  3. Unemployment, providing 12,000 jobs a year is not enough to reduce unemployment among our young people even though we have many citizens still earning their livelihood here. The challenge is to make local youth faster in filling existing jobs in the country such as finding new industries to generate new employment;

  4. Housing, what do we need to reduce the waiting list of people who want to have a comfortable home?

  5. The Twelfth National Development Plan, lessons from the RKN-11 need to be considered so that RKN-12 will be completed as intended; and

  6. Connectivity, fortune does not come rolling, must also be sought. When it comes little by little, the winnowing basket must be held out.

Yang Berhormat Yang Di-Pertua. Kaola are excited and take well the assurance from Yang Berhormat Penasihat Khas Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and Menteri di Jabatan Perdana Menteri that the ministries will review the suggestions submitted in this Council to see their suitability and continue with muzakarah sessions outside the Council, إِنْ شَاءَ اللَّهُ this will be pursued.

Kaola and Your Honourable Members hope at least there will be a mid-term review session with the ministries to obtain a status approach of achievement while at the same time giving the ministries a preliminary approach on the allocations and budgets to be applied for next year. إِنْ شَاءَ اللَّهُ

Yang Berhormat Yang Di-Pertua and Your Honourable Members. On this occasion, allow Kaola to express my deepest gratitude to Yang Mulia Jurutulis and the entire State Council Department for the advice, teachings, and assistance given to Kaola and friends here who are partly still raw and inexperienced in bringing the people's issues in this honourable Council, so that the presence of Kaola and friends remains relevant and effective. بِسْمِ اللهِ Kaola will comply and fulfill the trust assigned to represent the people in this honourable Council.

Kaola ends with the hope that we succeed in receiving grace and blessings in this noble month of Ramadan, forgive outwardly and inwardly and accompany prayers that we are healthy and blessed and guidance with the approval بِسْمِ اللهِ سُبْحَانَهُ وَتَعَالَى. Our efforts in this Council to carry out the entrusted tasks, may we be freed from the fitnah of the world and the hereafter.

Before closing, Kaola once again seek forgiveness if there have been any mistakes in words, coarse language, improper behavior while presenting arguments, suggestions, and questions during the muzakarah session and throughout this legislative season. The good comes from Allah subhanahu wa ta'ala and the less good is definitely due to Kaola's own shortcomings and forgiveness is sought. السلام عليكم ورحمة الله وبركاته

Your Honourable Members. I would like to express my highest gratitude and appreciation for the Adjournment Speeches delivered by Your Honourable Members just now.

The First Session of the 20th Legislative Council Meeting has been successfully completed in a safe and orderly manner.

I emphasize the word orderly. We are not a council where we quarrel with each other. We are here to find one solution, secondly to provide explanations, explanations made by one side, the government side that supports ourselves, supports this Council, supports Your Honourable Members.

Let's not reach a situation or a stage where we negate what has been done by the government, what the government is trying to do, what Your Honourable Members on this side are trying to do.

I now stray from my text. If seen in terms of governance or a democracy that is elected by the people, there is, I believe, no government as open as ours here, there is no government or no minister willing to stand in front of the Members of the State Council answering questions about his ministry from A to Z.

Can you imagine, can you envision do we have super human ministers capable of such acts? We are all simple human, mere mortal trying our best to fulfill the demands of the people for the benefit of the supporting country.

I'm not trying to pass judgment but I'm voicing the hope for an understanding between both parties so that we can truly discuss meaning there is give and take. If an answer is given, and it's not understood by one side, 'perhaps' no matter how much we try, the discussion won't end, because the correct answer in the mindset of one side is answer A only, while they answered with B+C+X which is not correct.

That's why I emphasize whatever is done we must scrutinize or view it in an open environment so there is no groupthink. So, I guess we will continue to be like this and I don't think unless we come 'perhaps' in a different atmosphere, 'kitani' will understand only one stream.

So, it is hoped that Your Honourable Members will understand the position on the left and the position on the right. So when an answer about the news they cache has been given, how a question is raised while this side requested a postponement so that the matter could be investigated first before answering, then if this is already issued, this side does not reply in the same manner, as if here it allows what was accused previously.

This kind of accusation is not in our culture, it should not arise anymore. I really hope with high hopes that, I guess I am already advanced in age and have been sitting in this Council for so long even before this country achieved independence, I was also sitting as the Government Secretary in this Council and defending the government at that time and we should scrutinize or view something with an open mind.

Meaning if it hasn't been answered, I have given a decision that it will be examined or answered by this side, what's wrong with that? Is it like 'kitani' checking in some school examination, so if the time is up, it's no longer possible for this side to answer, already considered fail. Our situation in life, it does not exist like that.

So please forgive me too, I also apologize many times that I have no intention to belittle any opinion from anyone in this Council. I really admire their courage but please understand also people from the government side are ready to answer إن شاء الله will answer.

So, can I return to my script again so that we will be able to dispose of 'kitani' meeting and let's conclude 'kitani' meeting.

إنهاحكمة الله, The First Meeting of the 20th Session of the Legislative Council has been safely and orderly conducted.

On this occasion, I also want to record the highest thanks and sincere appreciation for the cooperation given by all Your Honourable Members whom I respect.

إن شاء الله we have conducted the National Legislative Council Meeting for 18 days in a harmonious atmosphere, I believe, in goodwill and mutual respect, based on our principle of "Melayu Islam Beraja".

The highest thanks and appreciation are also specially directed to Yang Mulia Jurutulis Majlis Mesyuarat Negara, the Acting Deputy Jurutulis, the Scribes of the Council as well as all officers and staff including interns who have been involved assigned from ministries, departments and relevant agencies for their hard work and high commitment given in providing various needs to smoothen our affairs throughout this session.

I would also like to humbly express my fullest gratitudes towards Majlis Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar `Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's presence to officially open the First Meeting of the 20th Session of the Legislative Council on Tuesday, 17 Syaaban 1445 corresponding to 27 February 2024 and thereafter for gracing us with His Majesty's titah at the ceremony.

الحَمدُلِلّهِ, we are grateful that the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam is still able to provide allocation for the 2024/2025 Financial Year and present planning for the 12th National Development Plan to continue projects and country development initiatives for the welfare and well-being of the citizens and residents in this country.

This will give, I believe, a very significant impetus towards the efforts of national development from the economic and social aspects and give confidence especially to investors and our partners in this region that Negara Brunei Darussalam is still strong and capable of continuing its development even in this uncertain global economic atmosphere.

Your Honourable Members. On this occasion, I want to provide some views from steering the discussions in this noble Council:-

  1. Throughout the conference, we have heard an exchange of ideas consisting of suggestions and insightful views from Your Honourable Appointed Members presented at this National Legislative Council Meeting and previously. I fully believe, these matters have been well received and examined by Your Honourable Ministers concerned and considered to some extent in making decisions at their respective ministerial levels.

    This is the strength of our National Legislative Council. We discuss together strategic matters of importance for the people and the country.

    Moving forward together whether with development agenda or also with our national development agenda, especially at this time there are various challenges and crises that lead to a diversity of thoughts and opinions.

    Even if different and sometimes conflicting opinions and thoughts, but it does not mean there is no consensus that can be united to form a civilized Brunei society;

  2. The National Legislative Council Meeting is the formal platform for Your Honourable Members to discuss in agreement which requires wisdom and then readiness to accept and respect the decisions made following the National Legislative Council Rules and Regulations, we can do this by maintaining good manners and discipline; and

  3. Apart from holding discussions adhering to the National Legislative Council Rules, Your Honourable Members are also challenged with the ability to listen to views covering various aspects and perhaps differing perspectives.

    However, open-mindedness in the Legislative Council requires maturity and should not be exploited by any party to launch personal agendas or belittle any efforts or decisions made.

    Differences in opinion should be the foundation for sparking new ideas to develop and unify our nation. Only by being united, can this small beautiful country continue to be cultivated. What we feel now will continue to be felt by future generations, إِنْ شَاءَ اللّٰه.

I hope Your Honourable Members will continue various efforts to support and continue the continuity of national development efforts such as discussions and holding discussions outside of this Council from time to time.

This is in line with upholding the grace of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam during the Official Opening Ceremony of the First Meeting from the 20th Session of the Legislative Council where His Majesty had hope that Your Honourable Appointed Members should always go to the field to discuss with stakeholders from the government sector, private sector, associations, residents represented by them each.

I think other appropriate platforms besides discussion sessions and visits should be fully utilized for this purpose.

Lastly, I want to wish everyone a blessed fasting month. I pray that the act of worship we perform in this blessed month, a month full of mercy where the month that mandates us to uphold the ties of kinship, forgiving and pardoning will be accepted by الله سبحانه وتعالى, and all sincere efforts poured with sincerity will be implemented as desired with the grace, guidance, and pleasure from الله سبحانه وتعالى as well.

I also wish to offer prayers to الله سبحانه وتعالى that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and the royal family will always be in good health under the protection and mercy of الله سبحانه وتعالى and may our country as well as all the citizens and residents of Negara Brunei Darussalam always be under His protection and granted the blessings of peace, prosperity, and continuous well-being.
