Because by His grace, we are gathered here this clear morning to convene the First Meeting of the 20th National Council session. Blessings and peace be upon our Great Prophet Muhammad صلى الله عليه و سلم, his family, companions, and loyal followers until the end of time.
Your Honourable Members, with the permission of Sheikh Haji Aziz of Islam bin صلى الله عليه و سلم, on Tuesday Al-Ahram, dated for the security of all, the official opening of the First Meeting of the 20th National Council session has been conducted as decreed by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien who graciously attended and delivered a valuable speech at the event.
This council wholeheartedly expresses our highest appreciation and respect for His Majesty's gracious presence and the esteemed speech delivered.
I try to provide a brief overview of some of the issues contained in the decree bestowed by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam to this noble assembly yesterday.
The decree of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien is indeed very meaningful and contains a lot of advice for us to pay close attention to, respect and use as guidance and support for Your Honourable Members in carrying out their respective responsibilities.
It also clearly reflects the concern and care of His Majesty for the prosperity of the country as well as the welfare of the people and residents of this country. His Majesty indeed has high hopes that the Conference of the Legislative Council session in this term remains relevant to discuss strategic work that is beneficial for the people and this country.
Therefore, Your Honourable Members are hoped to join hands and make the State Legislative Council Conference a platform to produce constructive thoughts together in bringing development and progress to the country.
His Majesty also has high hopes that Your Honourable Members always serve with thoughts that uphold the interests of the people and the country, not only within the country but also abroad. This certainly provides a different perspective and allows Your Honourable Members to contribute ideas and input in bringing positive change and undoubtedly driving progress in certain fields.
Likewise, the concerned parties that should take advantage of the opportunities and experiences of Your Honourable Members in certain fields and carefully consider and adopt proposals presented as best as possible in efforts to improve the policies, programs, and initiatives implemented by the Government of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam.
All this, as decreed by His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam, certainly requires the involvement and cooperative discussion inclusively with interested parties, including from the government sector, private sector, associations, and the residents in this country.
Your Honourable Members, I believe Your Honourable Members will be able to fully examine the decree of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam that was carved out during the Official Opening Ceremony of the First Meeting of the 20th Legislative Council Session as we discuss the Motion That Has Been Given Notice in Article V of the State Legislative Council Working Arrangement.

Blessings and peace upon our Prophet Muhammad, his family, companions, and followers who are loyal and faithful until the end of time. And peace be upon you all.
Yang Berhormat Yang Di-Pertua, the Official Opening Ceremony of the First Meeting of the 20th Legislative Council Session for 2024 had been completed yesterday by His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam. With that, in this noble hall, I would like to propose a motion to express our highest gratitude for the decree and the presence of His Majesty.
In the motion that I will present, it also identifies important matters that were touched upon by Yang Berhormat Yang Di-Pertua in the official speech earlier. I will also cover the same very important matters to be repeated again. My proposal is as follows:
This assembly agrees to approve a motion to express the highest level of gratitude to the Hall of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for His Majesty's visit and bestowed grace on the auspicious occassion of the Official Gathering of the First Meeting of the 20th Session, Legislative Council on Tuesday, 17 Shaaban 1445 corresponding to 27 February 2024.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. The decree of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam during the Official Opening Ceremony that we all heard yesterday contains much wisdom and lessons for us to take as a lesson and guide in carrying out our respective duties and responsibilities. It reflects the wisdom, nobility, concern, and high regard of His Majesty who always cares for the welfare and well-being of the people and residents of this country.
Among other things, His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam stated the following:
His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam touched on the role of the Legislative Council as a platform to produce opinions and constructive thoughts by the members who are entrusted to remain relevant in discussing strategic matters that are beneficial for the people and the country.
His Majesty emphasized the importance for Your Honourable Members to always stay informed of developments not only within the country but also at regional and international levels to provide different perspectives and new ideas that can contribute to progress in major fields required.
He also calls for Your Honourable Members to always engage in dialogue with relevant parties from the government sector, private sector, associations, and especially the residents they represent to ensure inclusiveness of all parties and to further boost the public confidence and assist in government policy-making.
Your Honourable Members, he also suggests to initiate individual initiatives towards government formation and generating employment opportunities, improving economic and developmental sectors, and the efficacy of human resources including among local students and certain other groups.
Discussing the country's economy, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam takes note from the ASEAN Plus Three Micro Economic Research Office (AMERO) report, that the economy of Negara Brunei Darussalam is forecasted to strengthen by 2.4% in 2024, led by the Non-Oil and Gas Sector through economic activities in several sub-sectors including agriculture, finance, transport and tourism, and expansion in the oil and gas refinery sector.
He notes that several efforts to diversify the economy have been undertaken, yet they are still insufficient to balance the government fiscal deficit. Therefore, he suggests the country should not overly depend solely on the oil and gas sector due to various uncontrollable factors such as the decline in oil and gas production and the volatile global oil and gas market prices.
In this connection, he advises that efforts towards diversifying the country's economy should continue to be enhanced by focusing on strategic industries that have the potential to succeed. At the same time, paying attention to current issues such as environmental pollution and climate change.
He further stresses the need to activate the direction of oil and gas production and expand the downstream oil and gas industry, and prioritize the supply of electricity and fuel.
Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam further touched upon the increasing government expenditure year by year, however, he is grateful that his government is still able to finance the budget for developmental needs.
In this matter, he orders that every government agency used the provided allocations more prudently to improve the service quality for the residents and citizens of this country.
Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam further touched on the role and importance of the National Development Plan (RKN) in generating national development and achieving the aspirations of Brunei Vision 2035, in which he hopes that the projects under RKN can be expedited according to the set timeline.
He further hopes that the related blueprints on skills development will lead to the growth of foundational sectors and will attract more Foreign Direct Investments that have the potential to create new employment opportunities.
In this connection, I urge everyone in this country, especially public servants and the private sector, to appreciate and uphold the governance of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam. Work diligently, committed and responsible, and collaborate through Whole of Government and Whole of Nation approaches in executing initiatives supporting his leadership and aspirations towards the success of Brunei Vision 2035.
A critical factor in ensuring the success of this vision is the alignment required from all government and private agencies to ensure their strategic planning aligns and syncs with the goals of the vision.
At the same time, it also enhances collaboration between various agencies and stakeholders to identify and address common and cross-cutting issues and challenges that impact various parties, especially the community. Efforts like these are hoped to improve accountability and promote the optimum use of resources while avoiding duplication and wastage.
Ministries are also advised to constantly review, update existing policies, working procedures, and fully utilizing the speed and sophistication of digital technology as ongoing measures towards reducing bureaucracy, speeding up processes, and enhancing productivity and service quality while combating practices that complicate laws, regulations, work ethics, corruption, and abuse of power.

In concluding this speech of gratitude, let us all pray that all our efforts are fruitful and Negara Brunei Darussalam along with all its citizens and residents remains safe, prosperous, blessed, united, rapidly developing with grace and protection against all kinds of diseases and disasters by the Almighty Allah.

Kaola would like to first and foremost express my gratitude for the good role and thank you for the opportunity given to kaola to speak in support of the Motion by the Special Advisor to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and Minister at the Prime Minister's Office, a Motion to offer the highest gratitude to the Council of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for his benevolence and grace during the Official Opening of the First Meeting of the 20th Legislative Council Session on Tuesday, 17 Sha'ban 1445 Hijriyah corresponding to 27 February 2024, which happened just yesterday.
The decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam clearly reflects His Majesty's deep and ongoing concern for the welfare and well-being of the citizens and residents, as well as His Majesty's far-sighted and wise perspective in ensuring the country's developmental progress and prosperity in achieving Brunei Vision 2035.
In this regard, I too am pleased to highlight 4 main points based on my observations of the essence of His Majesty’s decree as follows:-
Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam decreed that The Legislative Council is a forum for presenting and constructing opinions and ideas by its members, further highlighting the importance of this council in staying relevant to discuss strategic matters beneficial to the people and the country. Offering different perspectives and new ideas and approaches towards promoting progress in specific areas.
Indeed, His Majesty's decree is full of service, full of advice, and insistently regards the position and vital role within the governmental structure through The Legislative Council of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam as stipulated in the National Constitution.
Likewise, matters brought to the council's conference should elevate and debate the interests and priorities of the country as a reflection of its relevance in ensuring the success of efforts led by sectors within His Majesty’s government. His Majesty also advocates for each of us, in whatever capacity, to wisely utilize our wisdom to further explore best practices, especially from abroad with the support of accurate data and information as a basis for the forward looking and transformation desired by His Majesty.;
In His Majesty’s decree, it is advised for Your Honourable Members appointed to consistently engage on the ground and collaborate with relevant parties from the government, private, associations, and especially the people they represent. His Majesty believes that this mutual consultation will ensure inclusiveness of all parties and further raise public confidence and assist in forming His Majesty's government policies.
The matters addressed in the decree clearly show His Majesty’s concern in ensuring inclusiveness and sustainability of all stakeholders in the country in whatever matters proposed by the members of this council.
It is crucial to ensure that issues raised are authentic and based on substantive legislation, especially to obtain accurate facts relating to issues raised by the community.
This approach of engaging on the ground will also help relevant parties in the government to scrutinize related policies and increase public confidence. Moreover, when frequently implemented, as per His Majesty’s decree, it’s based on this principle that His Majesty always deigns to extend invitations to join him on the ground and face-to-face to closely observe the current state of His Majesty’s people. The practice of consideration should be a model for all of us, especially among grassroots leaders.;
Furthermore, in His Majesty’s decree, it is also advised for relevant parties in the government to fully utilize the experience and knowledge of Your Honourable Members, especially through involvement in any committees or task forces assigned. This advice from His Majesty is beneficial for duly balancing any governmental decisions made, by ensuring the meaningful participation of differently skilled individuals in the process and also recognizing the council members' abilities based on their experience and knowledge. Similarly, I view that this is also the essence of the mutual consultation aspect previously mentioned,; and
The last prioritized aspect of His Majesty’s decree concerns government expenditures, which have been increasing year by year, yet the government is still able to allocate funds for developmental needs. In this regard, His Majesty stressed the importance of every governmental agency utilizing the allocations provided more prudently to improve service quality for the people of this country. His Majesty also emphasized the importance of no longer relying solely on the oil and gas sector for the country's economy. However, the upstream direction of the oil and gas sector must still be maintained and strengthened, alongside efforts to develop the industrial sector and ensure the sustainability of electricity and fuel supplies.
In this regard, it is prudent for efforts to be continued and enhanced by all responsible parties comprehensively. His Majesty’s decree reinforces to us all that in pursuing the progress and development of this country, it is inseparable from the global environmental challenges influenced by economic and political uncertainties, health crises, including matters related to climate change.
Therefore, it also demands every sector in this country to be more astute in arranging their planning in response to the relevant trends to ensure appropriate implementation and full achievement of success.
His Majesty’s decree also emphasizes the government's high commitment to the goals of managed health services provided specifically for the interests of the people and residents of this country. However, the efficacy expected needs to be balanced with planning and spending execution prudently and trustingly in investments that provide meaningful returns or value for investment.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, I highly admire the wisdom and guidance contained in His Majesty’s decrees, which can guide us all based on the deliberations of this session.
I invite all appointed members to discuss with openness and consultation, expressing views and opinions on matters important to the country. However, what is primary is based on accurate and relevant data and information to facilitate evident base and also solution base debates.
This will further facilitate related parties in the government to make adjustments to any existing policies and regulations related to raised issues, including any suggestions towards enlarging planning and implementation of fields that are the focus of the main sectors in this country.
This is in line with the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam, which mentions Your Honourable Members to provide their initiatives towards assisting the government in generating employment opportunities, strengthening economic sectors and human resource capacity development, including among local entrepreneurs and specific groups.
I am confident with the experience of Your Honourable Members who have served with the government or achieved excellence through involvement in the private sector as well as in community, welfare, business activities, and the like, have an advantage in providing perspectives or suggestions from various angles to assist the government in planning and implementing initiatives to advance Brunei Darussalam, our beloved country.
The matter of providing views and suggestions has been our focus and will become the true approach on the side of this social consultation especially the last one concerning the Prime Minister's Office recently.

In His Majesty's command, he urged Your Honourable Members to support initiatives towards enhancing the government’s efforts in creating employment opportunities, strengthening economic sectors, and developing the capacity of the human resource, including among local entrepreneurs and other specific groups.
His Majesty's suggestion is a critical point towards strengthening cooperation among all parties through the Whole of Government and Whole of Nation Approach. This includes collaboration of various private sectors and non-governmental organisations to implement aligned programs for the entire population to adopt sustainable development terminology and translate it into daily activities targeting more involvement and contributions from the youth in shaping the country’s future.
Brunei Darussalam with emphasis on environmental, social, and governance initiatives.
With their spirit, support, and ability for innovation, the youth hold the power to turn climate challenges into a stepping stone towards a more resilient future.
Meanwhile, initiatives must be continuously enhanced to encourage the young generation to venture into business, particularly the Small and Medium Enterprises (SME) sector which is deemed vital as it significantly contributes to the country's economic revenue by producing successful young entrepreneurs.
Successful young entrepreneurs not only create new businesses but also increase job opportunities and more. Studies on young entrepreneurs in the Small and Medium Enterprises (SME) sector show a positive impact on the country’s economic development. To achieve this ambition, studies need to be conducted aimed at examining factors that propel the success of local young entrepreneurs in the Small and Medium Industries (SMIs) in our country, Brunei Darussalam.
Thus, the programs 'to be uplifted' should be through a precise framework to ensure entrepreneurs are equipped with necessary business tools and methods to navigate the ever-changing business landscape and push them towards greater success in the international market.
All parties should understand or consider His Majesty’s command as a challenge towards driving the country's advancement agenda including those with inclusive strategic plans and also taking into account the creation of transformative projects towards generating new business climates and ecosystems that can be utilised by all groups.
This includes upgrading existing business infrastructure and capabilities to be more relevant with time changes, formulating measures and policies, and adhering to regulations and conditions that allow for various new business ventures.
This is crucial to be given appropriate attention since there are still business buildings that have not seen changes. They are also left empty and, most dishearteningly, receive no visitors due to lack of attraction.
The methods of diversified or multi-functional business activity concepts used by developed countries could be adopted as a catalyst for change, where fish and vegetable markets are also turned into recreational spaces, shopping centers, business transactions with banks, and tourist attractions.
Finally, kaola hopes that His Majesty’s command will always serve as a guide and yardstick towards creating progress and development in the country to achieve the National Vision 2035.

Touching upon the essence of His Majesty’s command to direct and enhance efforts towards economic diversification and focusing on strategic industries in which the country has potential and strength to advance. At the same time, current issues such as environmental issues, climate change, etc., should also be given attention.
In this matter, the concerned parties should also focus on rural development potential that can contribute to the country's economic growth. Slow economic growth in rural areas stems from a lack of infrastructure such as road networks, telephone, and internet facilities. Good rural infrastructure not only facilitates rural economic development but also supports access to essential services like health care and education.
The challenges faced by rural communities depend on traditional sectors like agriculture, forestry, and fisheries. However, these sectors play a crucial part in ensuring rural income.
They are also exposed to various challenges such as fluctuating commodity prices, climate change, and lack of technological advancement. At the same time, the deficiency of sophisticated technology and innovation, creativity in rural areas also hinders the anticipated economic growth potential.
In this context, any existing efforts should be further activated to accelerate economic growth in rural areas.
Among the main focuses are developing infrastructure that catalyzes other efforts including empowering human resources in rural areas in terms of education or economy.
This approach will unlock rural areas' economic potential more balanced and inclusively. Hence, it is crucial for the government, private sector, and community to collaborate in implementing interventions or incentives with the aim to enhance the economy and livelihood of rural residents, increase rural development, and close the economic gap between urban and rural areas.
In this regard, it's imperative that rural budgets are allocated separately from urban development budgets. The disparity between urban and rural progress is significant.
Urban development budgets are noticeably higher compared to those of rural areas. It would be better if a special rural allocation could be restructured so that rural progress aligns with urban advancement.
Benefits and goals of the allocation include strategic implementation and renewal will benefit rural residents. Secondly, the Government's commitment through the Ministry of Finance and Economy, and relevant ministries with this allocation can implement the alignment agenda for rural residents so that development allocations can be achieved.
With the provided allocation, it will reach rural communities to bridge the development gap between urban and rural areas, towards a more prosperous rural area.
To improve the well-being of rural residents, allocations are also provided for specific settlement programs for the poor, the underprivileged, and those in need, which should be considered for other strategic programs under the development scheme, especially to prevent migration of original rural inhabitants to urban centers or from rural to urban areas;
Allocations for community welfare such as income enhancement programs, skills training, and career programs, and community programs;
Allocations for the development of small farmers which will benefit small farmers under ministry agencies; and
Allocations for upgrading digital Education towards digitalization especially in rural areas. Hopefully, the provided allocation will reach rural communities to close the development disparity gap between urban and rural areas towards a more prosperous rural future.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, peramba/kaola/saya respectfully, am optimistic that the projects under the 12th National Development Plan (RKN Ke-12), as outlined in His Majesty's decree starting the Financial Year 2024/2025, should positively impact, especially towards improving the standard of living and the well-being of the people, and can be maximized and utilized as best as possible.

In his decree, His Majesty emphasized that it is essential for every government agency in Negara Brunei Darussalam to spend its allocation more prudently to improve service quality for the residents and citizens of Negara Brunei Darussalam.
In this regard, any changes or reforms, whether related to policies, regulations, or services, should be public-friendly. Any service previously thought to be burdening in terms of time and manner should be accelerated and simplified through prioritizing the use of user-friendly technology.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, it cannot be denied that government spending has been increasing every year for development purposes. Temburong District is no exception, benefiting from the development provided.
The Sultan Haji Omar 'Ali Saifuddien Bridge is among the mega developments that are a source of pride and can be enjoyed and utilized by all citizens, which in turn can stimulate the economy in general. However, efforts to revitalize the town of Bangar remain a challenge that must be duly addressed.
The proposal to make this green border area a high conservation and research center is a step that must be considered to further stimulate socio-economic activities in the Temburong District. At the same time, focusing on education is seen as a channel for generating the country’s economy, may Allah bless Muhammad.
On this occasion as well, kaola happily call upon myself and fellow Your Honourable Members to embrace the fieldwork method as a mechanism to obtain accurate input, especially regarding the welfare of the people as desired by His Majesty The Sultan and Yang Di-Pertuan of Negara Brunei Darussalam. The fieldwork concept is a best practice for addressing citizens' situations. This method also embodies the practices of leading figures worldwide. His Majesty revitalized the fieldwork concept by making unannounced and unscheduled visits to ministries, government departments, and private companies.
This practice should also be fundamental for every government statement to truly understand the actual matters regarding people's issues and affairs, especially in formulating government policies or making any changes in providing public services.
Likewise, when planning and implementing projects or programs in all sectors, it should be practical and achieve the desired outcomes. In discussing fieldwork, kaola feel compelled to speak regarding the direction of 1 Village 1 Product (1K1P) and Micro, Small and Medium Entrepreneurs (MSME).
Undeniably, there have been programs previously prepared by concerned parties to help improve the quality and quantity of their products. However, when it is still seen as vague and not reaching the expected level, this is where the importance of fieldwork to understand the actual situation of the problems and direction of the entrepreneurs comes into play.
Programs should align with the intentions and capabilities of the relevant entrepreneurs. Kaola really hope that this can be given attention so at least these entrepreneurs can be guided to become self-reliant.
In addition to this, ongoing efforts to highlight local entrepreneurs need to be intensified by organizing national, regional, and international events.
This also gives an opportunity for Micro, Small, and Medium Entrepreneurs (MSMEs) to elevate their capacity in terms of skills, knowledge, experience, and productivity. With this, tangible achievements can be seen based on market demand.

Kaola presents support and concerted efforts to the best of kaola's ability in fulfilling His Majesty's decree with the capability and intellect of kaola to discuss and provide suggestions for issues that are beneficial, especially those related to the welfare of the population and citizens in this country, God willing.
His Majesty's decree yesterday clearly reflects concern and facilitation for the people and country that is meticulous and visionary, focusing not only on national interests but also on the welfare and needs of the common people.
It is an honor for kaola as a representative of the people from the parliament to thoroughly examine aspirations and hopes with full agreement that this Council is the best arena to champion opinions and constructive ideas for the progress of the country. Meaningful and open discussions are the foundation of a strong, fair, and equitable legislative system.
Understanding and awareness as Members of the State Legislative Council towards current developments, whether national, regional, or international, is undoubtedly important.
Only through comprehensive knowledge and deep understanding can we obtain inclusive views and explore plans and innovations that are precise and effective on issues faced by the people and the country.
Cooperation with government authorities and other sectors is key to the success of realizing national development goals.
Kaola and fellow Members of the State Legislative Council are always actively involved in continuous discussions and dialogue sessions with relevant parties, and certainly, it must be nurtured to ensure the interests of all parties are carefully considered.
Kaola also wishes to express support for the economic growth of the country where the future of our economy can no longer solely depend on the oil and gas sector. Expanding other sectors such as agriculture, food, finance, transportation, tourism, downstream oil and gas applications are wise strategies in ensuring the stability and sustainability of our economy.
In these developments, we must not neglect the responsibility towards future generations by protecting and preserving our natural resources.
Towards long-term development that is steady and efficient, kaola and colleagues will continue to support the government's efforts in requirements for any planning and implementation that is meticulous and integrated, and also ensuring that economic development is inclusive and benefits all strata of society, including the less able.
The decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah inspires kaola to continue striving with full integrity, sincerity, and determination in achieving goals towards a more advanced and competitive country.
We, as the people, also play a role in upholding all of His Majesty's ideas in order to jointly instill responsibility to maintain the harmony and stability of the country. Hence, improving the quality of life of the people in line with National Vision 2035.

First of all, allow kaola to express the highest appreciation and many thanks to Yang Berhormat Yang Di-Pertua for allowing kaola to express support towards the Motion to move forward with allocation efforts in front of the Council of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for the good reception of this council last Tuesday and indeed for the gracious decree of His Majesty as per the Motion expressed by Yang Berhormat Special Advisor to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and Minister at the Prime Minister's Office.
Kaola is fully confident that with the wisdom and extensive experience of Yang Berhormat Yang Di-Pertua, this session will proceed smoothly, orderly, and achieve the desired results.
Praise be to Allah, kaola is grateful to His Majesty for the decree that clearly illustrates the aspirations, aspirations, and high hopes of His Majesty in enriching the people and prospering the country. This decree also outlines in detail the country's direction towards achieving the aspirations of National Vision 2035 through sustainable, resilient, and competitive economic development.
At the same time, His Majesty also advised us to go to the ground to ensure inclusiveness in boosting public confidence in supporting government policies.

The decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien Sultan dan Yang Di-Pertuan Negara Brunei Darussalam so that this State Legislative Council serves as a platform to produce constructive opinions and thoughts, discussing useful strategic works for the people and nation, and Your Honourable Members are always sensitive to follow regional or international developments, clearly shows His Majesty's high hopes for the contribution of this State Legislative Council institution as a vessel for producing new ideas, constructive and measurable.
It not only urges us to consider internal perspectives but also perspectives from different zones outside of our comfort zone. This requires us to develop new feasible strategies, including taking into account current regional and international developments around us.
This step should indeed add value to the country in formulating policies to be drafted by interested parties.
Kaola personally believes that His Majesty's decree clearly depicts deep concern and sincere desire to achieve the best prosperity and progress for this country so that it remains as an exemplary and prosperous جوهرة حضارة country blessed by Allah, the Forgiving, on par with developing countries.
To achieve this aspiration, kaola believes it will require all of us, especially the stakeholders, to align efforts, pool energies, be forward-looking, and positive thinking. This is the essence and core of sovereignty that we need to defend, especially in a world increasingly agitated by intensifying political issues and an uncertain and unpredictable global economic ecosystem.
Yang Berhormat Yang Di-Pertua, now allow kaola to touch on His Majesty's decree related to the 12th National Development Plan which will commence in the Fiscal Year 2024/2025, especially its positive impact in generating growth and economic institutionalization that will improve the standard of living of the people and residents of this country.
I personally believe that the allocation for capital expenditure will not only provide a clear direction on the country's economic ecosystem runway, but it will also inject a new spirit and breath of life, especially to the business community and the citizens as well as residents of this country in general. This is due to the role and nature of RKN itself, acting as a catalyst and driver in helping to bridge and stimulate the country's economic activities through the spin-off from the ongoing learning priming.
The allocation for development in the form of capital formation will also depict the strong commitment of the government and will give a clear message or right signal to the local entrepreneurs and foreign investors about the purpose and policy of the country in gathering sustainable and competitive endurance.
This is expected to increase their confidence to invest in this country and subsequently will be able to add new and quality job opportunities to the country. Hopefully, with these job opportunities, it will help reduce the unemployment rate and widen the circle of the unemployed from poverty. What needs to be improved and strengthened is the delivery system in implementing the planned programs and projects.
This aligns with the expressed hope of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for the accelerated implementation of the RKN projects according to the established timeline. Surely, this will require robust adjustments, strong coordination, and the selection of a more conducive, proactive, and pro-business teaching ecosystem so that the wealth spreading process will be faster, effective, and transparent.
As mentioned in the policy-making stage, we have seen positive changes towards empowering a pro-business ecosystem, but we wish to see policy changes and regulation changes to be fully welcomed and supported for the sake of equipment in the form of proactive, fast, and more effective delivery so that what is difficult will be facilitated and what is easy should be made even easier.
Among others, this will require the use of the latest technology, tested best practices, solid accountability, easy access connectivity, advancement in institutional development, marketable human resources, industry and future ready, and a change in mindset in service delivery.
Yang Berhormat Yang Di-Pertua, to achieve the mentioned objective, I believe we need to strategically scrutinize the building blocks or prerequisites needed to help local generators to grow and enjoy opportunities. These prerequisites, especially those related to FDI broadcasting, have been extensively stated in this Council last year. I suggest that the concerned parties scrutinize the effectiveness of its implementation if we want to spur the economic activity of this country. On this occasion, allow me also to touch on one prerequisite thought to be important and needed to be addressed as soon as possible.
This issue is the maximum feedback from the business community in this country and has a significant impact on the business ecosystem and economic activities. This is because it involves livelihood, wealth, and future planning of these stakeholders in generating and involving themselves in national activities, and at the same time can create job opportunities. The issue I'm referring to is concerning the policy of climbing non-permanent resident foreign entrepreneurs, foreign company owners, managers, and workers who have reached the age of 60 and above not being allowed to stay in the country even though they have resided for more than 30 years. I feel this policy and regulations need to be revisited so as not to undermine the confidence of foreign investors and cause negative effects on domestic economic activities as a whole in terms of outflow of money from the country, premises abandonment, job withdrawals, and reduction of job opportunities for local children.
At the same time, I am also concerned about the possibility of the country introducing a long stay pass or visa based on specific country needs. This policy if implemented could help the country to enhance confidence and attract more foreign investors to come, stay and involve themselves in economic activities in the country. The Long Stay Pass would typically be given for a period of 5 or 10 years based on the amount of investment contributions and needs. With this guarantee, surely it will increase the inflow of finance or currency in-flows to this country and could bring positive spin-off and multiply effects on local economic activities and also for Micro, Small and Medium Enterprises.
Yang Berhormat Yang Di-Pertua, to finally once again express support for the motion of gratitude for the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in the inauguration speech of this meeting. May we all receive guidance, taufik and hidayah from اللَّهُ سُبْحَانَهُ وَتَعَالَى in carrying out the responsibilities entrusted. We pray that our contributions in this Council will bring blessings and benefits for the continuation, not only for this generation but also for generations to come إِنْ شَاءَ اللَّهُ تَعَالَى.

With respect, I am pleased to record appreciation and thanks to Yang Berhormat Pehin Dato Lura Kepala for allowing the necessity items of other Your Honourable Members in presenting their support for the motion of highest gratitude towards Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Wadden, Sultan and Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's blessings and for granting the royal speech along with the inauguration of the First Sitting of the 20th Session of the Legislative Council by Yang Berhormat Advisor to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and Minister at the Prime Minister's Office.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, أ لْح مْدُ لِل ِ ه after observing the content of the royal decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, it deeply contains wisdom, moral values, and high esteem such as glorifying work, wisdom, authority, vision, and high concern towards the direction of sustainability and socio-economic growth of the country that is more stable and advancing solely for the purpose of strengthening, enhancing welfare, prosperity, and harmony of the people and residents residing in Negara Brunei Darussalam and at the same time aiming towards Vision 2035.
In fully supporting and upholding the content of His Majesty's decree, let us join hands together in fulfilling our respective duties and responsibilities as entrusted, with full attention and as guidance among us, especially Your Honourable Members and all public service staff, the public sector, and all citizens and residents in this country in general, in ensuring whatever His Majesty’s intentions are translated as desired.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. I am pleased to address several matters in the heart of the royal decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam. Personally, I greatly value and appreciate the trust of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, especially His Majesty's call for Your Honourable Members to go to the field for discussions with relevant parties from the government sector, private sector, associations, and particularly the residents represented by each.
Following that, His Majesty expressed his belief that this mutual decrease will ensure inclusiveness for all parties, further boost the community's confidence, and assist them with the government's policies to date which have already provided cooperation by doubling engagement with Your Honourable Members led by the respective Yang Berhormat Menteri-Menteri in an open manner and arranging work visits to specific places, including areas of plantations and forestry. Methods like these also provide us, as the Appointed Honourable Members, not only to provide views and opinions but also to discuss important issues and share the problems or details of the public related to the services and duties of the relevant ministries.
Moreover, the ministries concerned also have the opportunity to provide explanations and pay attention to the views and ideas voiced during the meeting that recently reaped the levels and pure results for that idea. Such advancements that bring positive effects, benefits, and goodness to the country, its citizens, and residents can be continued and even improved from time to time with solid cooperation from government agencies and will be spread to other relevant stakeholders.
Towards this, what is greatly hoped for is that the ministries concerned should take immediate and appropriate actions, especially those that touch on the welfare and bring positive effects to the country and society as we together enhance confidence, credibility, and also improve government policies.
Regarding His Majesty's previous decree, we should all pay serious attention, which was decreed regarding the importance related to the economic affairs is that several efforts to diversify the economy have been implemented but are still not sufficient to balance the deficit in the government's fiscal position. His Majesty then emphasized that efforts should continue and be enhanced towards diversifying the economy and providing support to strategic industries where the country has potential and strength for success.
Related to this, His Majesty holds high hopes that the economic blueprint will lead to the growth of targeted sectors and attract more potential foreign direct investments to create new job opportunities. In connection with this, the importance of the economy, as we understand, is that we commend and congratulate the government, specifically the Ministry of Finance and Economy, for successfully issuing the Economy Blueprint for Brunei Darussalam that has pushed and identified for this country towards reversing and strengthening a more stable and sustainable economy without solely depending on the oil and gas sector.
Towards this, seven strategic priorities have been targeted to prioritize and signal where various high activities contribute to the growth of economy activities and ecosystem, including those promising and capable of providing more job opportunities in various fields, whether professional, technical, or skilled. This includes one of the strategic priorities identified for prioritizing five main sectors, namely downstream oil and gas, food, tourism, technology and information and communications, and services as the main drivers for growth requiring economic diversification.
Kaola views that more effective and efficient policies and methods need to be enhanced and expanded and implemented across all government agencies, especially in our efforts to drive more large-scale foreign investors because it makes a significant impact in contributing to a dynamic and sustainable economic growth. This certainly requires synchronization and alignment among all relevant stakeholders, especially government agencies, not only acting as regulators but more importantly acting as effective facilitators in creating a more conducive business environment to invite more investors, as well as an incentive to spread larger business activities in Brunei Darussalam.
Here lies the importance of the role of all ministries and relevant agencies to work together more closely within their respective authorities and tasks to realize the success of government policies and policies as desired.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, in terms of national development, is closely related to the National Development Plan. His Majesty proclaimed the importance of the 12th NDP which will start in 2024/2025 and further hopes that the NDP development projects can be accelerated according to the predetermined timeline. At the same time, the NDP plays an important role towards achieving the 2035 Vision.
Through these NDP projects, kaola fully believes and is confident, the allocations provided are more robust and estimate capable of generating stronger socio-economic growth and development, while contributing to raising the living standards and well-being of the citizens and residents of this country.
Towards this, it certainly requires planning, monitoring, commitment, coordination, and responsible, integrity, efficient management and excellent governance in ensuring that a project is carried out perfectly not only meeting the specified specifications or standards but also within the predetermined time frame.
At the same time, if there is one problem or issue that arises that could jeopardize the project completion period, there should be a transparent discussion immediately with the relevant stakeholders to resolve it. In such a way, all government projects in the NDP will not be neglected and, God willing, might be completed within the targeted period.
Yang Di-Pertua and Your Honourable Members, to conclude, let us pray to Allah s.w.t. and seek the intercession of our Great Prophet s.a.w., may His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and the Royal Family always be granted guidance, mercy, and blessings and be in a state of health, and longevity filled with prosperity and under the protection of Allah s.w.t. and may our beloved country Brunei Darussalam always be blessed with peace, prosperity, and mercy from The Almighty, Amin Allahumma Amin.

On this occasion, kaola sincerely and joyfully thank Yang Berhormat Yang Di-Pertua for giving me the space and opportunity to make a speech in this National Council Meeting Chamber.
Here, kaola fully support the motion of Yang Berhormat Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa Bin Pehin Udana Peraih Marteni Dato Laila Utama Haji Awang Ibrahim by expressing the highest level of appreciation to His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam for His Majesty’s royal attendance at the official opening of the First Meeting of the 20th Session of the National Council.
Yang Berhormat Yang Di-Pertua and Your Honourable Members that kaola respect. Kaola would like to touch on His Majesty’s decree which among others hopes that Your Honourable Members are always sensitive and follow the developments not only in the country but also at the regional and international levels.
Indeed, this matter is very relevant in providing a different perspective and new ideas towards injecting progress in the essential fields. Among the rapidly developing is business through social media capable of generating substantial income and able to penetrate foreign and international markets.
At the same time, this phenomenon also receives encouraging responses among the people, especially the younger generation, to delve into the online business sector. However, with that, the challenge against business competition is a common development and should be positively taken by other practitioners to enhance their capabilities due to the changing business climate with time. This is crucial to encourage healthy business activities.
In this regard, the Government and relevant parties should ensure that this business atmosphere follows a perfect trajectory, taking into account its welfare in providing job opportunities, business and driving the country's economic growth.
Good practices adopted by developed countries could well become a guide to enhancing the breeding of continuous growth. The creation of a conducive digital business ecosystem is necessary to balance consumer needs as outlined in the Digital Economy Master Plan 2025.
Yang Berhormat Yang Di-Pertua and Your Honourable Members whom I respect, His Majesty also touched on the report from the Asian Plus 3 Micro Economy Research Office (AMRO) which forecasts a 2.4% economic growth for the country in 2024. It is hoped that this positive outlook can stimulate the growth of the non-oil and gas economy towards creating a diversified and sustainable economic source for the country, and beyond.

I am grateful to Allah, and with His permission and mercy, as well as extending my highest gratitude to the assembly under His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for His Majesty's benevolence in gracing us with His presence at the Official Opening Ceremony of the First Meeting of the 20th Session of the Legislative Council which took place on 17 Syaaban 1445 corresponding to 27 February 2024 and thereafter bestowing His royal address in this noble Hall.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, wise ones. The royal address by His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam in this noble Hall is held in the highest regard. His Majesty's advice for us to express opinions and constructive thoughts to discuss strategic matters beneficial for the people and the country will be taken as a guideline in examining and considering matters and issues to be raised in this noble Hall.
His Majesty's suggestion for us to always engage with the community, show concern where it is due, highlights the importance of a comprehensive and inclusive approach that I believe will enhance community confidence and assist us in furthering government policy.
In this regard, government services will always be ready to engage with the government and with God’s permission, along with my colleagues in the business sector, in any efforts to help the country in boosting the economy, generating employment opportunities for local, developing the capacity of human resources especially among youth, and streamlining business processes.
Yang Berhormat Yang Di-Pertua. In this noble hall, I will always focus on developing strategies and directions for ministries and government departments in efforts and initiatives to improve the country's economy, increase economic yield, and strategies to reduce expenses to bridge the deficit gap that has been a major challenge for the country's finances for years.
In addition to current issues such as the implementation of the country's climate change policy and changes in crisis levels or conflicts involving people's lives and welfare, I will also focus on clear policy strategies and initiatives in predicting sustainable economic growth for the country, through non-oil and gas sectors and five sub-sectors outlined in His Majesty's address.
I also hope that a healthy and harmonious debate among the esteemed Ministers and Your Honourable Members will result in expected outcomes with actions taken swiftly and precisely with the appropriate policy so that we do not fall behind and accelerate the achievement of Vision Brunei 2035.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. I hold His Majesty's address in high esteem, for the Legislative Council to be a forum to express opinions and constructive thoughts to establish strategic roots beneficial for the people and the country.
His Majesty's address inspires confidence in us, Your Honourable Members, that every opinion and thought brought to this Hall, in Muzakarah sessions, and in every meeting will be taken seriously by the relevant parties and discussed promptly, where different opinions, though not conflicting with the government's intentions, are entertained.
Especially when these opinions result from public information, from grassroots, from affected groups, or from general observations. By adopting an open attitude and readiness to enhance the acceptance of opinions and thoughts, Insha Allah, many problems and challenges faced by the public can be collectively addressed.
I hold in high regard His Majesty’s advice for making use of the experience and knowledge of Your Honourable Members in forming efficient committees or task forces tasked with responsibilities.
Yang Berhormat Yang Di-Pertua, in observing His Majesty's address, I find there's immediate understanding to be debated or new approaches and out-of-the-box thinking to be sought. Efforts in diversifying the economy, controlling governmental fiscal deficits, identifying and stimulating targeted industries, ensuring economic blueprints are attractive for growth and investment, and increasing foreign investment among the challenges faced that need immediate and scaled responses.
I believe the entire government machinery, bodies, and entities, both governmental and non-governmental, need to work together to enhance efforts so that the foundation of our work will become reality and not just goals to be achieved. This might be where His Majesty's intention for inclusiveness can enhance the public’s capability and enrich the formulation of government policies.
Yang Berhormat Yang Di-Pertua, I extend my highest gratitude to the Assembly under His Majesty's leadership regarding the 12th National Development Plan (RKN-12) which will begin in the Fiscal Year 2024/2025. I hope the 12th National Development Plan (RKN-12) will provide the needed boost for economic growth.
The 12th National Development Plan (RKN-12), once underway, will be a lifeline to local companies that are established but now face survival issues due to project losses.
The private sector, expected to be robust and capable of driving growth for the country, now faces uncertain futures. This situation is also among the reasons for the sluggish economic growth; we should have already been able to establish strong local companies comparable to foreign companies in this country or companies abroad.
It is hoped that in these foundational state meetings, through the Whole of Nation and Whole of Government approaches, we can act promptly and together realize Vision 2035 for the wellbeing of the people and residents of this country. That is all Kaola wishes to convey, let us pray to the Divine, the Most High. May we all be guided and enlightened as we discuss the issues that will determine the future of our country, Negara Brunei Darussalam, God willing.
