I also fully support the Motion proposed by Yang Berhormat Penasihat Khas Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam dan Menteri di Jabatan Perdana Menteri, to express our highest appreciation and gratitude to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's royal address delivered during the Official Opening Ceremony of the First Session of the 20th Legislative Council Meeting.

Indeed, His Majesty's royal address is held in high esteem and the essence of his royal address is filled with advice reflecting His Majesty's concern and wisdom in ensuring peace, well-being of the people, and prosperity of the country especially by emphasizing the non-oil and gas sectors such as the agriculture sub-sector as one of the efforts in aligning, diversifying, and improving the country's economy.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. On this occasion, I would also like to acknowledge the efforts carried out by relevant agencies such as providing start-up capital for the youth and graduates, which allows them to utilize modern technology in the agriculture industry. May initiatives like these encourage further participation from local youths to be attractively, collaboratively, inclusively, and innovatively involved in the agriculture industry.

I extend my highest appreciation and thankfulness to Yang Berhormat Yang Di-Pertua for giving me the opportunity to support the Motion put forward by Yang Berhormat Penasihat Khas Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and Menteri di Jabatan Perdana Menteri in offering the highest respect and gratitude towards His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's visit and subsequent royal speech during the Official Opening of the First Session of the 20th Legislative Council Session on Tuesday, 17th of Sha'ban 1445 corresponding to 27th of February 2024.

Yang Berhormat Yang Di-Pertua, I also take this opportunity to congratulate Yang Mulia Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah on her appointment as Jurutulis of the Royal Council, Secretary of the Cabinet Ministers’ Council, and Jurutulis of the Legislative Council.

Respected Yang Berhormat Yang Di-Pertua and Your Honourable Members, His Majesty’s royal speech during the Official Opening yesterday was filled with advice, reprimands, and expectations from a wise, visionary, and caring leader for the welfare and prosperity of the citizens. His Majesty emphasized the importance of the Legislative Council Session and the role and knowledge of its Members.

Moreover, the economic growth and development of the nation were also His Majesty’s priority. I express my deepest gratitude and full support for His Majesty’s speech, especially regarding the Legislative Council as a platform for discussion and exchange of strategic ideas benefiting the citizenry and nation, which will positively impact any agenda discussed and with the participation and perseverance of all members, God willing, we can share the load and carry the light together as the saying goes.

His Majesty’s desire for Your Honourable Members to always be alert to developments both domestically and internationally to advance sectors of primary focus shows His Majesty's openness to embracing and exploring new, more creative ideas, even those from abroad, and adopting best practices that are effective and compatible with our country’s concept in relevant sectors.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, His Majesty also wants Your Honourable Members to be actively engaging with stakeholders. I am delighted to share that I and my fellow Honourable Members have conducted such activities from time to time in large groups, such as discussions with Ministries, and in smaller groups focused on the needs and agendas with government and private agencies.

Kaola highly esteems this proposal due to its impact based on experience, especially during visits in small groups which are evidently more effective for obtaining detailed information and conducting more productive cooperation. It also opens the space for more open and effective discussions to enhance community confidence and assist in designing existing policies within the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertua of Brunei Darussalam. God willing, the content of visits in small groups will continue to be expanded in the future.

Kaola also offers support and welcomes the proposal of His Majesty to involve Your Honourable Members of the Legislative Council in Committees or task forces according to their experience and knowledge. God willing, this involvement will provide an opportunity for us to contribute views and thoughts in benefiting the development of religion and the interests of the nation and country.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, His Majesty's observation of the race in the country's economic sector shows his desire and support for efforts to diversify the economy to be intensified and pursued to ensure the country does not solely depend on the oil and gas sector. This economic diversity is the country's aspired goals desired in the Brunei Darussalam Economic Blueprint. In this regard, kaola also upholds His Majesty's commands for us to identify the country's strengths and potential in certain strategic industries to be focused and successfully developed. For kaola, this is also among the most crucial roles and responsibilities of all Your Honourable Members in this noble council, to evaluate and improve existing strategies in whatever economic sector being implemented aimed at increasing productivity with new and better alternatives and strategies.

May this effort be able to boost the economy and strengthen the country's income from sectors other than oil and gas. In line with the government's agenda to avoid a green economy, His Majesty also emphasized that current issues such as the environment and climate change are given attention while giving priority to the development of downstream oil and gas industries as well as fuel and electricity energy production.

Regarding development, His Majesty's conversion regarding government expenditure, thankfully, the Brunei Government is still able to handle the 12th National Development Plan to meet the country's development needs in improving service quality towards residents and citizens. Koala advises and concludes the need to uphold his proposal so that each government uses allocations more prudently and his hopes that RKN projects are accelerated to meet the set timelines. In this matter, kaola believes His Majesty's sincere intent includes ensuring planned projects are evaluated fairly and transparently and awarded to truly qualified and competent parties with project quality assurance so it does not disadvantage the government in the future.

In the 20th Legislative Council Session, kaola wishes to emphasize the importance of the digital economy. With its digital economy predicted to grow from around USD300 billion to USD$1 trillion.

The Digital Masterplan 2025 introduced by the Ministry of Transport and Info-Communication proposes that the digital economy is an important catalyst in transforming Brunei Darussalam into a smart nation with the support of digital government, digital economy, and digital society. Additionally, Brunei Darussalam's National Economic Action Plan also aims to achieve sustainable economic development where the Government has planned to develop non-oil and gas sectors through the exploration of new economic activities and approaches to five key sectors such as information and communication technology (ICT).

Moreover, the COVID-19 pandemic undoubtedly reshaped the country's economic and social landscape, leading to the emergence of new businesses and management pattern changes. The growth of home-based businesses in the food and beverage sector has showcased the resilience and innovative spirit of the community and people of Brunei Darussalam.

This adjustment indirectly spurred enhancement in how we can integrate economic developments into learning strategies. Although the growth potential for Brunei's digital economy is exhilarating, probing into the magnitude of economic impact towards digital transformation initiatives and monitoring digital economy growth is imperative to be emphasized through comprehensive national strategy.

Furthermore, the surge in digital usage indirectly can increase cyber threats unavoidably. A significant increase in global losses and scams has urged stakeholders to strategize comprehensively in addressing cybercrime. Additionally, this challenge also indirectly can open job opportunities in collectively addressing cybercrime issues in the digital world.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. As reported by the ASEAN +3 Micro Economic Research Office, Brunei's economy is hopeful for quality growth and financial robustness this year and beyond. Therefore, kaola looks forward to valuable insights from Your Honourable Members and actionable takeaways from the respected ministries.

At the same time, His Majesty also underscored issues such as the environment, climate change, etc., to be given attention. The breadth of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's directives aligns with the government's agenda to promote a green economy. In this context, kaola believe it is very important for Your Honourable Members to expand and revise existing strategies and propose better alternatives in the implementation of His Majesty's government policies.

Its aim is to strengthen revenue from sectors other than oil and gas, while giving priority to energy learning and sectors such as electricity. al-'ula, kaola will work more closely with the Energy Department under the Prime Minister's Office to plan and set performance indicators, keys to achieving the expected goals.

The decree of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam is highly important and meaningful. His Majesty has a far-reaching, very broad, and wise vision for the development and progress of the country. His Majesty is truly concerned about the welfare and well-being of the nation and its people.

Regarding His Majesty's decree on the need for us to keep up with developments not only within the country but also at the regional and international levels, I hold this in high regard. I strongly agree with His Majesty's advice and suggestions. We need to break out of our comfort zones. In this context, there are various opportunities from industry clusters that we should examine more closely, especially in sectors such as pharmaceuticals, halal, Islamic banking, and takaful.

According to market forecasts from various leading consulting firms, the halal pharmaceutical industry is expected to reach a value of US$105 billion in 2024. In addition, the global market value will exceed US$1 trillion. In the Islamic banking and takaful services asset, global Islamic financial assets are expected to reach US$4.94 trillion in 2025. The Southeast Asian market is one of the leading pioneers representing nearly one-quarter of the total global Islamic financial assets.

In terms of tourism, which is an invisible export to attract more tourists to this country, it is important to redouble efforts to promote the country's strengths such as government stability, a safe and peaceful environment. Furthermore, we can also highlight the advantage among the population that can master English, Mandarin, and Arabic. This can open up great opportunities to attract tourists from the Middle East, China, and other high-income countries that use these languages.

In addition to this, we have wealth in terms of natural beauty. Our country is famous for its flora and fauna, which can be commercialized to increase the number of tourists, especially for nature lovers. By penetrating these markets using the Brunei Halal label, it is hoped to make a significant contribution to the country's income.

Therefore, it is crucial to strengthen efforts in seizing these opportunities. Success in all these fields will open up extensive employment opportunities for the citizens and local residents by strengthening promotion through these factors, we can expand the country's tourism footprint and encourage more robust economic growth.

Yang Berhormat Yang Di-Pertua, kaola will hold high the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien Sultan and Yang Di-Pertuan Negara Brunei Darussalam to strengthen the Majlis Mesyuarat Negara as a platform and reflection of current socio-economic and global policy by raising issues of the people with the relevant ministries when authorizing ministry expenditures, kaola will use my experience in the industry and corporate governance in providing possibly beneficial views that do not conflict with the country's ideology and direction.

(missing Jawi words) Kaola will draw lessons from the titah of Kebawah Duli and be serious about bearing this responsibility further by liaising with the government agencies, community, and stakeholders to ensure that the issues raised are responded to clearly and firmly for the public to be aware.

For example, adhering to the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien Haji Hassanal Bolkiah Mu’izzaddin and Sultan and Yang Di-Pertuan Negara Brunei Darussalam to use the council as a medium for expressing opinions and thoughts.

In last year's conference in this noble council, Your Honourable Members who were evaluated by sir provided more than 560 views, Motions, suggestions, and requests for enlightenment on national issues raised by the people with the aim of prompting government agencies to examine. This does not include issues raised during dialogue sessions and the work of government agencies and is in line with the titah of Kebawah Duli that the Members of the Majlis Mesyuarat Negara are an important medium in discussing matters that benefit the people and the country Yang Berhormat Yang Di-Pertua.

(missing Jawi words) some ministries responded directly during the last conference, while others followed the process of making written follow-ups within three to six months after the conference.

However, there are still some ministries that have yet to provide responses. Those ministries might have overlooked issues raised in the council due to being preoccupied with tackling issues within the ministry.

Kaola hopes for sincerity, i.e., transparency in handling people's issues and for ministries to pay serious attention to the issues raised, aware that the action of providing or not providing thorough answers to the questions posed by Your Honourable Members has a significant impact on the public's trust towards civil servants' handling of issues raised by the people in this council. Some questions that have not been answered will continue to be issues and will be followed up in this council.

In the aim of bridging the communication gap between the people and the government and to ensure that every opinion and question posed by the community through Your Honourable Members is fully attended to, it is important for Ministries to provide precise and comprehensive responses.

Therefore, kaola propose that all questions and suggestions posed in the council related to issues or grievances of the people through appointed representatives in this council be displayed on the official website of the related ministries that the questions were posed to. This will provide a platform to show how government agencies receive suggestions and respond promptly, accompanied by an action plan so the public knows their questions and complaints have been duly addressed. This will instill confidence that the government cares and listens to the people’s issues.

Yang Berhormat Yang Di-Pertua Dewan, referring to the titah of Kebawah Duli regarding the country's development plans, RKN-11 and RKN-12, it is with the grace and blessings from الله سبحانه وتعالى that our country still has the capability to undertake development projects to achieve Vision 2035 goals.

It's crucial that projects within this ambit are completed on time according to the schedule, specifications, and within the set budget. Thus, it is critical to utilize the concept of a project delivery portal for monitoring and government projects construction, supervision, and providing appropriate assistance to agencies responsible for ensuring the projects are completed smoothly.

Because the benefits of projects that have been implemented are not only for the people to enjoy the completed infrastructure but also to local contractor citizens who depend entirely on government development projects. Although Your Honourable Members did not have the opportunity to lower the projects that are celebrated in the RKN 12, kaola has such an opinion while the interest of the people at the district and rural level has been meticulously included with the Action Unit Project Exquisiton Plan to meet the goals of this project, which have been certainly defined as realistic and achievable.

Active monitoring of the journey is conducted so that government projects in the RKN run smoothly and any issues that may cause delays in the project are identified and appropriate measures need to be taken earlier to provide assistance to solve these problems without compromising the Project Schedule. Although the Honourable Member appointed did not have the opportunity to provide input in RKN-12 or the committee linked to RKN-12, which includes kaola's appointment in this State Legislative Council, the focus of RKN-12 will receive attention as every year is passed. It is also hoped that there are some updated development project titles not receiving consent or causing the local community to cause some completed projects to be less optimal and progress from the development project can be felt.

Therefore, the suggestion from Kebawah Duli Yang Maha Mulia that development projects within this RKN should be accelerated according to the guidelines and timeline set and this is very much encouraged.

Regarding government initiatives through various platforms that are announced, it is very important that all platforms are educated and integrated together so planning of necessary resources such as workforce, funds, KPIs, achievement schedules so that the action plan will be more optimal and can improve quality as well as contribute to improving the quality of services. In this council session, with the discussion sessions kaola will bear this trust and responsibility with kaola's full capability by applying the principles of smart and checks and balances, and providing thoughts, suggestions, ideas, views for religion, king, nation and country perhaps these diverse views are "autonome view" but I hope it does not conflict.

That is all for now from kaola if there are steps from Kaola that are less included in mistakes and shortcomings please initially forgive me. Earlier on, kaola apologizes and asks for forgiveness if all good comes from the best and the bad and the lacking is from kaola itself.

Yang Berhormat Yang Di-Pertua, kaola presents regarding the Motion proposed by Yang Berhormat Penasihat Khas Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and Minister at the Prime Minister's Department to present Gratitude Speech to the Council Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for the grace of his presence at the Official Opening Ceremony of the First Meeting of the 20th Session of the State Legislative Council and consent to deliver a speech on February 27, 2024, Tuesday the day before yesterday.

Kaola highly uphold the entire content of the speech of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam at the Official Opening Ceremony of the First Meeting from the 20th Session of the State Legislative Council which was fitting on 05/17/2024, especially the speech touching on the aspect of health and welfare raised by Your Honourable Nominated Members will always go to the field to discuss with stakeholders to increase community confidence.

In this regard, touching on the matter of education, as stipulated in the regulation, kaola as Penghulu always hold consultations and discussions with village chiefs in kaola's district to identify and solve issues of villagers that need to be addressed. This will be carried out by kaola focused so that all issues of village residents and districts are always addressed for mutual good.

Any issue that requires government action, the related issue will be conveyed to relevant parties. Besides consultations at the district level, kaola also holds consultations at the zone level for the same purpose. Kaola also high uphold the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam regarding efforts to improve the economy through local entrepreneurs and certain groups as well as creating job opportunities.

In this matter, in kaola's district, several villages have successfully produced products under the One Village One Product Program (1K1P).

Nevertheless, this matter will be enhanced to a better level and achieve the aspirations of Wawasan Brunei 2035. Here, kaola also hopes that the government always provide solid cooperation in presenting programs planned by the Councils of District and Village Consultation.

Besides, kaola also hopes that the government always reviews policies that are not aligned between ministries so that it complicates public affairs due to those misaligned policies. I pay my highest respects and express my deepest gratitude to His Majesty Council Under His Royal Highness Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for His blessings and mercy accompanying His Majesty's address during the Official Opening Ceremony of the First Session of the 20th Legislative Council Term, which took place on Tuesday, 17th of Sha'ban 1445, corresponding to 27th February 2024.

It is with great pleasure that I completely support the Motion proposed by Yang Berhormat Pehin Orang Kaya Laila Bakti Di-Raja Dato Seri Laila Utama Haji Awang Isa bin Pehin Datu Perdana Manteri Dato Laila Utama Haji Awang Ying Dahan, Special Advisor to His Royal Highness Paduka Seri Baginda Sultan Brunei Darussalam, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and Minister at the Prime Minister's Office, to express the highest gratitude to His Majesty Council Under His Royal Highness Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for the Titah His Majesty has bestowed.

Indeed, His Majesty's Titah is greatly revered and regarded as highly significant, reflecting His Majesty's advice and wisdom in ensuring the security, welfare of the people, and the country is always protected.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Based on His Majesty's Titah, I would like to address a few issues.

  1. The role and responsibilities of Your Honourable Members Appointed. In the period that has passed through discussion and review conducted together with penghulus and village heads or grassroots leaders, among the things we have done include reviewing old projects whether they can be continued or improved along our efforts to bring change and innovation for the benefit of the villages and the districts generally. In this matter, cooperation and feedback from penghulus and village heads under management and care will continuously be implemented according to priority.

    During visits to the village areas conducted, the unique characteristics sometimes unrecognized by the village residents themselves cannot be denied. This uniqueness can also generate income for the village residents along with the products themselves.

  2. Skill development. This matter continues to be a focal point towards contributing to the well-being and desired personal attitudes among the public especially for skilled and productive youths. It is heartening to share that upon closer review of the developments in the villages, we are proud of the efforts made by families in businesses such as food and beverage, automotive, services, etc., over generations. We are also very pleased that many of these entrepreneurs are youths, as the next generation, driving socio-economic development.

    This is where the motivational boost that we need to support to further develop their efforts in terms of assistance programs and involving government and private sectors towards more organized and serious business with programs and maturity. Also, infrastructure support will further enhance their income while providing safer conveniences and persuasions. With this, we believe it will open employment opportunities for the local residents.

    Economically, observing the Titah of His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, we should not overly depend solely on the oil and gas sector. The economy in terms of agriculture, food, transportation, and tourism sectors should be explored for the potential of a village.

    In this matter, in my opinion, we need to involve village residents in planning projects, especially involving implementation. For example, projects for their unused lands will be proposed for cultivation or opening up produce like chili or lemongrass. Besides, fish farming projects in rice fields and the construction of tourism spots, all of these will provide skills and income to them while this agenda will positively impact the continuation of development.

    Village residents are together responsible for planning and reaching a consensus on projects that give opportunities to the village residents themselves. In this matter, in my view, it is appropriate for village heads to organize all necessities and experiences of the residents in determining what form of development and short-term or between three to five years they need.

    I truly hope that through this approach, it will produce more independent and cooperative village communities, having a right in decision-making and voicing opinions, forming a collaboration and voicing opinions. Indeed, the village residents themselves will be able to actively involve themselves in planning and realizing the development they need aside from feeling their needs and opinions are valued, and through this will also assist in executing development in a village.
