In the Committee Meeting this morning, we have begun discussing and reviewing the budget for the Ministry of Primary Resources and Tourism and its departments.
With me are still a list of Your Honourable Members who are eager to participate in the discussion of the Ministry of Primary Resources and Tourism.

Thank you, Yang Berhormat Pengerusi. Praise be to Allah who guided us to this and whom we could not have found guidance without His guidance, and peace and blessings upon His noble Messenger.
Yang Berhormat Pengerusi and Your Honourable Members. Peace be upon you, and Allah’s mercy and blessings. Thank you for giving me the opportunity to discuss together and in prosperity. Kaola have two greetings, Yang Berhormat Pengerusi.
First, the involvement of youth in the agricultural and agri-food sector. According to data, 79% of entrepreneurs in the agricultural and agri-food industry are those aged 51 and above. This shows a lack of youth participation in this sector to achieve one of the national agendas in food security.
Kaola thank the Ministry of Primary Resources and Tourism for arranging a series of visits for Your Honourable Members to agricultural sites in the country and indeed, much was learned from these visits.
It is noted that investment is very important to get involved in the agricultural and agri-food business, involving amounts of several hundred thousand ringgit.
The questions are about the planning for graduates of the Sultan Sharif Ali Islamic University (UNISSA) and the Brunei Technical Education Institute (IBTE) agriculture courses:–
What are the plans for these graduates after completing their courses?; and
What efforts or initiatives does the government have to ensure that the knowledge and skills of these graduates are fully utilized? This considers that Brunei Darussalam is still far from achieving self-sufficiency in agriculture and agri-food.
Considering the financial status of some graduates is at the minimum level and they are not able to start these enterprises. Kaola hopes that:–
- The Ministry of Primary Resources and Tourism organizes a pilot project. Establish cooperative companies in the agricultural sector using new technology for students and or graduates. Initial financing to establish these companies will be assisted by relevant parties such as BEDB, Bank Usahawan, and BIBD by providing loans with zero interest rate in the first year and low interest in the following years.
To ensure the success of this project, the development of this cooperation should be continuously monitored, and the involved graduates should be provided guidance as follows:-
Technical skills from the Ministry of Primary Resources and Tourism, economic skills from the Ministry of Finance and Economy, BEDB and DARe, resilience and jetty by joining PKBN; and
Regarding food security. Kaola hopes that the Department of Agriculture and Agri-Food has a tissue culture laboratory aimed to be provided to the lab, projection offers in 2022 to local entrepreneurs who are interested or have potential with the aim of supplying local seeds because currently, most plant seeds are imported. Basically, mechanizing crop themes through tissue culture has the potential to reduce large quantities of output, mass propagation. Identical to the parent plant, high quality, uniform and guaranteed free from disease attacks.
Among the communities proposed to be produced are chili, tomatoes, eggplants, bananas, pineapples, mushrooms, and orchids which have high demand every year and can generate a considerable income and high profit. However, so far, no entrepreneurs have emerged to take over the lab.
In this matter, koala suggests that the lab be offered to UNISSA and IBTE agricultural graduates.
Startup costs are obtained from the CSR funds of DARe, BEDB, Bank Usahawan, other companies or financial institutions.
This is among the efforts to offer employment opportunities to agriculture graduates and assist the government in achieving food security.

Youth involvement and the proposal to establish cooperative companies for graduates with degrees in agriculture and the suggestion concerning the tissue culture lab proposed to be operated by graduates. Actually, concerning youth involvement, it has been resolved not to be overlooked as the focus of the Department of Agriculture is to involve youth.
In the beginning, koala stressed just now that youth are important, so various programs have been introduced to involve youth, such as the Youth Agri Project. Secondly, this is for youths who are farming and in addition to that, looked at in terms of business model and financial sources; and
BIBD and TAIB schemes, where currently we'll work together with the financial sector including Bank Usahawan, where the Department of Agriculture cooperates with these banks to provide financial schemes. So there is an evaluation process, selecting youths with potential that truly qualify then they can join the Youth Farming Scheme with BIBD, TAIB, and other agencies. All equipment is used by the bank with financial management guidance by the bank and in terms of technical, the Department of Agriculture will do the assessment. So far, alhamdulillah, currently, in the first phase, 10 youths were selected to participate in this program.
Also, in terms of adoption of technology, there is also support from the government to encourage entrepreneurs especially youth to use technology. This collaboration between the Department of Agriculture and DARe, co-matching grant. So, any activities like the use of technology, using solar in the fields use IoT. This will be funded by the co-matching grant from DARe.
As stated by koala earlier, alhamdulillah, for the last few years, actually 155 youths have been involved in this project. Indeed, youth are the focus because youths are important. ‘Kita-ni’ also understand that if youths today do not like traditional cultivation methods, technology can be an attractive element for the industry ‘bisda’ and with that, we have explained further, we rebrand it to Agro-entrepreneurs rather than farmers, breeders.
Indeed, seed production is important. This is the second question, in strengthening the whole value chain of agriculture. So, as stated by Yang Berhormat earlier, we have already advertised well, but there are no takers.
Currently, the Ministry is working with UNISSA to strengthen this tissue culture project further. It is hoped that with this cooperation, graduates (UNISSA) will be able to delve into seed production through this tissue culture.
But if ‘bisdurang’ produce their own tissue culture, it would not fully benefit. So if they partner, the Department of Agriculture will ‘gieh’ help 'bisdurang' to strengthen their own fields as well. So, the cash from the fields also to ensure ‘bisdurang’ gets a sustainable livelihood.
This is an initiative proposed by the Ministry in collaboration with UNISSA to promote the use of tissue culture as a source for seed production, particularly to entrepreneurs who are graduates from UNISSA or IBTE.
As stated earlier, they can get involved with existing youth programs, whether with BIBD, TAIB, or DARe to advance their 'bisdurang' businesses.

Firstly, I thank the Honourable Chairperson and her deputies and in all humility. Earlier, kaola would like to thank Yang Berhormat Minister of Primary Resources and Tourism for his introduction and congratulate the efforts of the Ministry of Primary Resources and Tourism as well as the detailed explanation of the direction of the Ministry of Primary Resources and Tourism this morning.
Kaola also would like to congratulate this Ministry because the number of tourist arrivals in Negara Brunei Darussalam by air in 2023 increased by 309% compared to 2022, which is from 29,386 tourists to 120,059 tourists.
Congratulations on the initiative taken by the Ministry of Primary Resources and Tourism in supporting the tourism industry in Negara Brunei Darussalam in terms of promotion and marketing by bringing in an influencer.

Your Honourable Member, just now Yang Berhormat Minister of Primary Resources and Tourism mentioned that the number of tourists from abroad to Brunei Darussalam has not yet reached its pre-COVID-19 level, so indeed it has returned to even before the pre-COVID-19 stage.
So, 'kitani' see how it goes. When we have reached that target only then kitani will give congratulations to Yang Berhormat Minister of Primary Resources and Tourism.

Like bringing a famous influencer from another country, holding local product exhibitions, and striving to improve infrastructure under the 2024-2025 Budget which includes improvements to the Kampong Ayer Cultural Tourism Gallery, improving facilities at Pulau Salirung, and projects to improve facilities at the Hutan Laguan Lallak Recreation Park.
Although it is understood that we have just recovered from the effects of the COVID-19 phase, the performance and productivity of the tourism sector are still much lower when compared to 2019 data where the total tourist arrivals were 333,224.
In 2023, it only encompasses about 36.02% from the 2019 levels. Exactly as said by Yang Berhormat Pengerusi earlier.
The ministry has also shown a decrease in the rate for the hotel trade industry in this country, which is still low at only 40% and the same target for the coming year. This difference is very large, and we need to strengthen and increase the number of tourists to Negara Brunei Darussalam.
Improvements in tourism infrastructure are also still much more needed to be improved and enhanced to attract more tourists, not only from abroad but also from within the country. This is because there are still many local residents who do not know about the places that have been upgraded, let alone tourists from abroad.
In 'kitani' country, there are many iconic landmarks including beautiful mosques, museums, top-notch golf courses suitable for use almost all year round for visitors. Iconic areas such as coral reefs and coastal shores, as well as nature and wildlife including beautiful flora and fauna.
These can also be the focus of tourism strategies or special tourism areas for luxury tourists who can provide significant economic benefits while promoting cultural preservation, sustainable development, and global exploration, and as a major tourism destination in Southeast Asia.
Next, Yang Berhormat Pengerusi, the question is:-
Is this year's budget sufficient for tourism advancement purposes? In this year's Budget, a total of $1,004,550.00 for tourism marketing and promotion (code 004/00) has been proposed to be approved for Tourism Advancement purposes.
However, comparison with neighboring countries shows a significant gap in spending for tourism purposes. On average, these countries allocate five times more from their annual budgets for tourism purposes;
Has the Ministry of Primary Resources and Tourism evaluated strategies to increase the number of tourists coming to Brunei Darussalam as mentioned earlier.
This is because the targets of the Ministry of Primary Resources and Tourism for Tourism Advancement are very low. One of the targets for the Tourism Development Department is the hotel occupancy rate of only 40%. For kaola, this is under-utilization of the existing hospitality industry. Kaola believes a higher target is needed.
Therefore, kaola suggests that more aggressive promotions are needed to increase productivity and outcomes in the tourism industry because even though the country's spending for the tourism industry is about $1 million, the expected revenue is also much lower estimated from the forecast expenditure for this Financial Year which is only 8.65% i.e., $86,900.00 from the expenditure of $1,004,550.00. This makes the initiative seem not worthwhile;
Is the Ministry of Primary Resources and Tourism considering developing places such as flora and fauna conservation centers, attractive cultural centers to tourists. The richness of Brunei Darussalam's flora and fauna such as more than 7% bird species and also the proboscis monkey.
This can be a tourist attraction if focused in one place like a bird sanctuary bird park or wildlife amusement park. Brunei Darussalam's diving is also unique and the Ministry of Primary Resources and Tourism should attract cultural travelers from abroad and make domestic tourism more attractive for local citizens. The KPI of the Ministry of Primary Resources and Tourism should include the participation of the people of Brunei Darussalam who travel within the country to foster an understanding of culture and local beauty.
In kaola's opinion, to attract tourists to this country, the people of Brunei Darussalam themselves also play an important role that is broad experience as tourists within their own country such as knowing places of business within the country and as an indicator of success regarding government initiatives in the tourism sector and furthermore as cultural diplomats for Brunei Darussalam to attract culture enthusiasts from afar;
How can the ministry extend green tourism initiatives to every layer and community in Brunei Darussalam covering government citizens and a cultural ethos reflecting environmental consciousness. In kaola’s opinion, this strategy should also be developed showing that they care about the environment; and
Does the Ministry of Primary Resources and Tourism have initiatives to develop high-end tourism and attract digital nomads to Brunei Darussalam. Initiatives to attract high-end tourism and digital nomads to Brunei Darussalam should be considered.
Digital data shows that digital nomads can increase tourism duration in this country, which will increase tourism sector revenue. On average, data shows high-end tourism and digital nomads will stay in a place for a week or more. This can further increase the average length of tourist stays, whether targeted or actual in this country from 4 to 5 days to 1 week or more.

The first one, is this expenditure sufficient? Actually, the current expenditure within the RKN is $7.32 million to be invested over 5 years. Even though this budget is not as much as thought, but in terms of the projects, the ministry adopts an innovative approach, not relying on expenditure alone.
As the project kaola mentioned earlier, the PPP project is also a mechanism to generate craftsmanship to advance areas that are attractive to tourists.
During this time, efforts have been made together with BEBD to identify attractive areas, bundling 4, 5 projects to be promoted either through FDI or local PPP to apply for relevant sites to be highlighted, so they can be commercialized, more efficient. This is one of the methods to obtain alternative allocations.
In terms of promotion, like in past years, most of the cost was shared with the private sector for promotion, exposure overseas. This is among the initiatives used to allow us to develop and market attractive places in Brunei Darussalam.
Regarding evaluating strategies to attract more tourists to Brunei Darussalam, this has been clearly stated in my introduction and I will not repeat it again, Yang Berhormat Pengerusi.
On the establishment of Conservation Centers, Cultural Centers, several centers have already been opened like the Biodiversity Center, Tropical Biodiversity in Sungai Liang, Biodiversity Center in UBD, and the Arts and Crafts Center in Bandar.
All of these are already in Brunei, currently, efforts are made to create attractive packages. According to experts who have visited Brunei, regarding tourism, we must have a story, the content must be rich, regardless if there are many or few physical sites, as long as there is a story, there is content, that's what's important.
At this time, efforts with tourism agents and the Ministry of Primary Resources and Tourism as well as other ministries, we are working to create an attractive package story like Kampong Ayer.
What is its history? What is the content of its inhabitants? Originally, there are already 4 package tour guide manuals prepared to ensure if we bring tourists there it is richer in terms of content. These are efforts to attract more tourists to this country.
Moreover, these centers will be more actively engaged with tourism agents so that they are more sensitive to the needs and desires of tourists.
Regarding attracting more domestic tourists, I have already stated in my introduction, "Kenali Negara Kitani" has been revived like last year’s December Festival, with 51 packages offered at special prices for visiting this country. 51 packages were offered by agencies for holidays in Brunei Darussalam. Alhamdulillah, this is a good development. From there, we have developed more than 50 packages for Brunei alone, packages to Belait, Tutong, Temburong, and Brunei Muara.
In addition, as I mentioned in the intervention but more than 200 tourism activities are compiled in the inventory at the Ministry of Primary Resources and Tourism to be made into packages for those interested can perform visits, participate in activities active in this country and related to tourism.
Green tourism is in line with the ministry's strategy and the Department of Tourism Judiciary where we have 3 tasks, Environment Nature, Culture, and Adventure.
This has been made a theme in any expo that we participate in, for example in Singapore. At this time, thankfully, there is good reception from the travel agents there, especially for diving and bird watching.
They are amazed by the diving in our country because our country has many shipwrecks and in terms of species, the biodiversity in the sea is very rich. At this time, the Ministry of Primary Resources and Tourism will hold a familiarization tour with agents from Singapore and then arranged for agents from China, Japan, and Korea including Australia. This will be made a familiarization tour for Nature, Culture, and Adventure.
In terms of high-end like bird watching, the visitor is high-end. In terms of digital nomads 'staying', we are looking to work with other agencies, for example, Inmgress to facilitate these digital nomads, so they can work while enjoying the peaceful atmosphere.

In the name of Allah, the Most Gracious, the Most Merciful. All praises be to Allah, the Lord of the Worlds, and prayers and peace be upon the most noble of prophets and messengers and upon his family and all his companions.
Thank you, Yang Berhormat Pengerusi, for giving me the opportunity to participate in the discussion on the allocation for the Ministry of Primary Resources and Tourism and its Departments. Thank you also to Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan for the comprehensive and clear information.
Yang Berhormat Pengerusi, the first issue that I will raise today is related to tourism but from a different perspective. Perhaps many suggestions can be considered from this query.
As we are aware, the issue of tourism has been touched upon many times in our discussions today, including its positive assets that stimulate the country's economic activity.
In other countries, this sector is regarded as a money spinner, not only in terms of its direct effects but also the multiplier effect that magnifies.
So, I directly request enlightenment from Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan, regarding the effectiveness of the initiatives implemented by the Ministry of Primary Resources and Tourism because the targets set by the Ministry of Primary Resources and Tourism, in my opinion, sorry to say Yang Berhormat, are less ambitious.
In my view, the tourist target for 2024 is 362,555 and 522,733 by 2029 as in the KPI of the Ministry of Primary Resources and Tourism is very minimal, needs to be reviewed and increased. It is far from the targets of neighboring countries bordering us let alone the targets of ASEAN countries as a whole.
Moreover, this sector has been selected as one of the 5 clusters that are a priority for the country in diversifying the economy. I also wish to request enlightenment on high-impact strategies and extraordinary products that can boost the contribution of this sector in increasing the inflow of money to this country and adding investment opportunities in this sector.
Perhaps one way to consider is the possibility of the Ministry of Primary Resources and Tourism to make strategic alliances or collaborations with government-capable hotels worldwide to hold special programs bringing in their loyal clients or customers to enjoy the beauty of this country.
Another project that might promote the country to the international arena is by holding an international event like a marathon on the Sultan Omar 'Ali Saifuddien Bridge, the longest bridge in Southeast Asia. Maybe also the Ministry of Primary Resources and Tourism explores the possibility of collaboration with our neighbors in Borneo, to integrate efforts in advancing the unity of the Nation. I leave this hope to the discretion of Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan.
Yang Berhormat Pengerusi, as understood, the issue of tourism is actually a cross-cutting issue. Towards that, I also wish to request enlightenment on the coordinated approach and coordination of the Ministry of Primary Resources and Tourism with related ministries, towards promoting tourism other than ecotourism such as Education Tourism (flagship JIS); Health Tourism (medical tourism, flagship Pantai Jerudong Specialist Centre); Islamic Tourism (flagship Sultan Omar 'Ali Saifuddien Mosque, Jame' Asr Hassanil Bolkiah Mosque, and Balai Khazanah Islam Sultan Haji Hassanal Bolkiah); Cultural Tourism (flagship Royal Regalia), Conferencing Center, Sport Tourism, and others.
In fact, I have touched on this during the last State Legislative Council session, but in this session, I wish to get updates from Yang Berhormat Menteri on strategic steps that have been implemented so far in realizing this.
The Tourism Board that exists today, in my opinion, needs to be reviewed for its effectiveness to inject new life and spirit if we want to drive and extract activities in this sector.
The second matter is about agriculture and fisheries, which has been touched on by Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin and has already been explained in detail.
So, I just wish to request enlightenment on two matters. First, what forms of research activities by the ministry and agencies of Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan can be highlighted to further advance areas of agriculture and aquaculture making them sustainable and competitive.
This research is important to be conducted continuously and needs to be commercial in nature that can be used by farmers, gardeners, and in fisheries.
As Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan is aware, in other countries like neighboring Malaysia and Thailand, this activity is always conducted continuously which can produce new products that can be marketed commercially.
Second, I wish to suggest that continuous development reports be made for farmers, gardeners, and tourism in mass media and social media.
Has the Ministry of Primary Resources and Tourism, in cooperation with RTB, made any efforts to create special segments to disseminate the efforts of local youth, especially those in agriculture, fisheries, tourism, and other business sectors as a whole?
Kaola feels that this is where the government media can play a crucial role in promoting such local businesses so that they can progress and expand further.
Furthermore, such exposure can attract the interest and spirit of local youth to venture into the business sector.
Lastly, in the 2023 report, peramba noticed that the gross output value for the food sector has decreased by 25%. The gross output value for the agriculture and aquaculture industry also decreased by 5% compared to 2022.
Similarly, the gross output value for the fishery sector was also affected by 5%, and the number of jobs in the agriculture and fisheries industry for that year also decreased by 30%, which is a significant number.
Kaola would like to request clarification on the following matters. First, what are the causes of this decline? Where have these affected workers (retrenched) gone? Of these numbers, how many are local workers?
Lastly, what is the ministry's strategy for increasing the production of the agriculture, aquaculture, and fisheries industries again? Thank you, Yang Berhormat Pengerusi.

The government's effort to attract tourism is not the responsibility of one ministry alone. It is, as emphasized by kaola's colleague earlier, a Senegara Approach taken.
That means, not just together with other government agencies, but also involving non-governmental agencies, namely the private sector.
From the Ministry of Culture, Youth and Sports point of view, it closely collaborates with the Ministry of Primary Resources and Tourism, especially in the fields of culture and tourism. Our culture, which means the way of life of 'kitani' in Negara Brunei Darussalam, is an attraction in itself.
It attracts visitors to come to our 'kitani' country to see how life here is. This will surely add value to our tourism destinations and packages.
The way of life of 'kitani' in Negara Brunei Darussalam is well recognized by all, it is very different and unique compared to neighboring countries, including other tourism destinations in this region. Certainly, if a visitor comes to this region, it would be a loss not to experience and see the way of life of 'Orang Brunei'.
Secondly, alongside promoting our lifestyle and culture, we have signed several bilateral memorandums and agreements that allocate for cultural exchanges and promotion. By promoting our culture and way of life, it naturally attracts visitors to come to Negara Brunei Darussalam.
This year, diplomatic relations of Negara Brunei Darussalam with neighboring countries have reached 40 years, be it bilateral relations and so on. This year, the Ministry of Culture, Youth and Sports along with the Ministry of Foreign Affairs, Ministry of Finance and Economy will work closely to promote our 'kitani' culture through cultural exchanges with the neighboring countries that have a diplomatic relationship memorandum with Negara Brunei Darussalam. This surely adds significant value.
Through our 'kitani' students abroad, it naturally opens opportunities for them to become ambassadors in representing and promoting Negara Brunei Darussalam and also our way of life. So, kaola just wanted to add from another angle.
Perhaps it can enhance the understanding of the government's efforts through cooperation and adopting the Senegara Approach in attracting more visitors to see the lifestyle, culture, and heritage in Negara Brunei Darussalam.

Now, I invite the Minister of Primary Resources and Tourism to provide his response to several matters raised by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim.

Thank you, Yang Berhormat Pengerusi, and to Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim for the questions and suggestions that have been proposed. Regarding the objectives and targets. Indeed, the target is not as aggressive as hoped by Yang Berhormat earlier. We look at this year's target, it is our target to return to the pre-COVID level.
If 'kitani' can achieve the number of tourists as the pre-COVID level, I think it is a positive matter because this target is dynamic, we will review whether the existing initiatives that cause a significant impact may allow us to review the subsequent target.
Regarding other strategies, now we take note, the proposal to involve hotels and the government's capability to involve them in promoting and attracting tourists from outside and international customers to Negara Brunei Darussalam is well-received.
Regarding the national event. 'Perhaps' one of the proposals we are doing at the moment is a marathon event. This is a new proposal suggested to be organized next year at Sultan Omar 'Ali Saifuddien Bridge but we still have to work, a lot of efforts and also collaboration with relevant ministries and agencies to strengthen it. Actually, such a large international event indeed requires many 'forces', but the problem, as stated by Yang Berhormat earlier, is cross-cutting, not only associated ministries but other ministries are also involved.
This will be pursued with other ministries to organize events like the marathon next year. This includes collaboration with Borneo, actually, it was there last year, the 21st Borneo Island International Big Bike Festival (BIIBBF) was indeed organized by Big Bikers in this country in cooperation with Big Bikers in Kalimantan, Borneo, Sabah, Sarawak, Labuan, Thailand, Peninsular Malaysia, Singapore, and Indonesia. The Borneo exploration has already been conducted but can be elevated in terms of publicity.
Indeed, the number of arrivals is between 400-500 people at this event. Efforts will be organized again in terms of different aspects to make activities such as exploration in the Borneo wilderness, other than Big Bike activities. Actually, coordination from agencies has indeed been made.
At this time, the ministry's focus is to attract medical tourism, education tourism, and also Islamic tourism. Negotiations have been made among ministries to package and also involve other ministries. For example, currently, Singapore is interested in education tourism.
So, we are working with the Ministry of Education and also tourism agents related to education tourism. Insha'allah, the pipeline hopefully by the end of this year, we can already start having tourists from student, education tourism and can be rejuvenated especially from neighboring countries such as Malaysia, Singapore, and Indonesia.
Regarding Youth in Agriculture, what is the form of agricultural research. Actually, this research has been initiated not only among UBD, UNISSA, and UTB. Most of the research 'bisdurang' is more applied research, ways to increase productivity, how to reduce costs. This has already been initiated with UNISSA and UTB to allow us to apply this outcome of the project research to our farmers.
Besides research 'kitani' with local institutions, we also make collaboration with Temasek Life Sciences Laboratory in Singapore, where there is collaboration with the Fisheries Department to allow us to produce disease-resistant and environmentally resilient fish seeds.
This has been done with Temasek Life Sciences Laboratory in Singapore as well. There is collaboration with the Fisheries Department and currently, negotiations are also made so that this collaboration can be expanded to UNISSA with Temasek Life Sciences Laboratory.
Furthermore, in terms of agriculture, indeed collaboration with China’s Hunan Hybrid Rice Research Centre (HHRRC), where the Agriculture Department has requested an expert professor from Hunan Research Institute to be stationed here to conduct a study in the laboratory here together with UNISSA and the Agriculture Department to allow us to produce traditional 'kitani' rice that has higher productivity such as barion rice, pak pusu rice, and adan rice.
This can be done here in addition to seeking advice from our plant breeders here to produce high-yield hybrid rice. That's amongst the research that has been conducted not only with local educational institutions but also abroad. Regarding the agriculture sector, it has been stated earlier that this decline is caused by two factors.
First, in terms of agriculture, because during the COVID-19 era, frozen buffalo and cows could not be brought into the country. Hence, we had to resort to bringing live buffalo here and slaughtering them here. That's why there were many slaughtering activities here.
Now, with the end of the COVID-19 endemic, the issues between Brunei and Australia as well as India have lessened. I think now what happens is, not only are buffaloes and cows being slaughtered here or cows here but also imported from Australia and also India to Brunei, so the reduction in production here causes the decrease in agricultural production, that's why the major contributor to the fall of agricultural production in this country.
In terms of fisheries, as peramba mentioned earlier, it is due to disease issues. The disease issue has now struck a major company in Tutong, causing production to plummet by more than two-thirds from before the disease existed.
So, that's the reason. Hence, among the initiatives that have been undertaken currently to prevent this is to further strengthen biosceurity measures. So, farm management needs to be strengthened, so to prevent any diseases from attacking these farms. This is one of the initiatives undertaken by the Fisheries Department to further strengthen biosceurity for farms in this country.
In addition to that, to further increase production at this time, because if we look at our production for self-sufficiency, it will not grow. Thus, the effort of the Departments and Ministries, whether the Fisheries Department or the Agriculture Department, is to ensure that not only are we self-sufficient but also have a surplus for export.
With the existence of export, our production will grow continuously. Because it's not limited by domestic demand. With an export market like eggs, God willing, it will be expanded. Now, chickens as well, God willing, and also meat-based products after negotiation, God willing, will be able to be exported to Singapore, to China.
With these exports, it will inherently lift the limit for us to produce. So, we will be able to produce more than what we can consume. So, whatever excess gets exported to Singapore, to China, or to the Malaysian states of Sarawak, Sabah, and also Malaysia.
These are among the initiatives taken by the Ministry of Primary Resources and Tourism to ensure that our companies continue to grow, not become stagnant. That’s the approach we have opened up to ensure we continuously grow our food industry.
In terms of workforce, there's a 30% decrease. Among these 'bisdurang', most are foreigners. But kaola do not yet have the statistics. This will be provided more when the statistics are available, Yang Berhormat Pengerusi. Thank you, Yang Berhormat Pengerusi.

Firstly, kaola would like to express the utmost thanks and appreciation to Yang Berhormat Pengerusi for the opportunity given to kaola to jointly discuss the budget allocation of the Ministry of Primary Resources and Tourism for the Fiscal Year 2024/2025.
In this regard too, kaola thank and congratulate the Yang Berhormat Menteri of Primary Resources and Tourism on the comprehensive presentation of the Ministry of Primary Resources and Tourism’s budget allocation for the session 2024/2025, detailing the plans, strategies, and initiatives that have been and will be undertaken by this ministry to achieve its objectives and targets.
Kaola also consider this ministry very significant due to the continuous provision moving towards the nation's self-sustenance in agriculture, fisheries, and livestock sectors especially staple foods like rice.
Thank God, as outlined and as well known to us all in the Economic Blueprint for Brunei Darussalam, 2 out of 5 major sectors namely fisheries and tourism, have been identified to be prioritized and rejuvenated to contribute towards sustainable socio-economic growth aside from being responsible for the oil and gas industry and also expected to diversify the country's economy.
This includes the agriculture, fisheries, and livestock industry under the jurisdiction of the Ministry of Primary Resources and Tourism.
It is very important to continuously explore more effective, progressive, and forward-moving strategies and initiatives especially from the aspect of increasing productivity and large-scale product production to enable export production, creative, innovative with also moving towards the use of high and modern technology.
In kaola's view, with such an approach, by God's will, it would definitely contribute towards developing and improving the national economy, strengthening, and enhancing food security, providing more job opportunities for local youths, creating a more active economic spin-off effect in various activities in trading, services, and consequently capable of producing downstream industries.
Kaola take note and congratulate the Ministry of Primary Resources and Tourism as explained by Yang Berhormat Menteri earlier, which has presented the initiatives in the Agriculture, Fisheries, and Forestry Sector including the processing of fisheries products and broiler chicken.
Not only in terms of the production of processed fishery products and fisheries and agricultural farm outputs but also able to increase their relevant incomes.
Similarly, the involvement of local youths especially those who are beginning to venture into the said industries. It is hoped that these sectors can be further developed and endeavored to continue improving the nation's self-sufficiency in the future, God willing.
In relation to this, kaola is pleased to seek clarification from Yang Berhormat Menteri.
What are the strategies and initiatives of the Ministry of Primary Resources and Tourism to further improve in terms of productivity and higher production motivated by commercialization so as to produce downstream industries?
And also, how are the procedures to convince entrepreneurs in the agriculture, fisheries, and forestry industry in their efforts to expand and broaden their enterprises towards a more sustainable direction.
Kaola also take note of the involvement of local youths and various industries as well as those who have been exerting efforts to increase productivity. Towards this end, kaola is keen to follow how many needs I have stated or local individuals who have endeavored to export local products breaking into foreign markets?

According to reports, the common problems faced by local entrepreneurs are in aspects of getting capital or financial assistance from financial institutions or relevant institutions in their efforts to expand such as purchasing equipment or expanding their enterprises.
To the extent that some of these farmers and breeders are forced to borrow money from their relatives and others either to start or advance their enterprises. It can be concluded that most are still using conventional or labour-intensive methods.
In relation to this, kaola is also pleased to seek clarification from Yang Berhormat Menteri of Primary Resources and Tourism. What are the facilities or incentives to obtain capital to start an enterprise and also expand the operations of their enterprises, considering not to overly burden or harm the borrowers. For example, interest or reasonable interests that should be more favorable than conventional banks.
Kaola also seeks clarification from Yang Berhormat Menteri. What form of incentives or facilitation as encouragement from the government in transforming the agriculture, fisheries, and forestry industry by using more advanced and modern technological applications or mechanization aiming towards capital-intensive industries.
Yang Berhormat Pengerusi and Your Honourable Members. In the effort to expand and diversify the plantation industry further, the Ministry of Primary Resources and Tourism has planned and identified various types of crops and aquaculture products that can be developed.
The main purpose is to encourage the development of downstream industries in the country especially in agro-food products and fishery product processing, encouraging value-added product specifically in the agriculture and fisheries industry.
With the existence of this downstream industry, it should then become entrepreneurs with large-scale enterprises that can also be exported abroad.
Kaola also likes to take note and congratulate the Ministry of Primary Resources and Tourism, because without what was presented in the budget speech by Yang Berhormat Menteri earlier, some of the products have already been successfully exported abroad i.e., from the downstream industry.
Nevertheless, regarding this matter, what are the long-term or medium-term strategies and plans to explore the potential of products that can create other downstream industries in the agricultural, fisheries, and forestry sectors?
Yang Berhormat Pengerusi and Your Honourable Members. Allow me here to touch a little on the tourism industry because I believe that the tourism sector is very important where in some countries, the tourism industry is one of the main contributors to the economy and can also boost economic growth.
As I have stated earlier, the tourism industry is identified through the Brunei Darussalam Economic Blueprint as a major contributor not only to diversifying the country's economy but also capable of contributing to growth and enhancing the Gross Domestic Product (GDP).
It is also noted that the Department of Tourism Development has initiatives that will be undertaken as we work together to advance tourism.
The tourism industry is also recognized and certified internationally as one of the priority industries, believed to have the potential to bring effectiveness and drive the socio-economic and economic standards in various related sectors such as transportation, accommodation, food, beverages, local products, employment, and others.
Unfortunately, in my personal assessment, the tourism industry in this country is underutilized. This can be seen from the number of tourists arriving in this country showing a very slow increase, compared to regional countries such as Malaysia, Indonesia, Vietnam, Singapore including our neighboring regions Sabah and Sarawak.
Given the importance and significant contribution to the country's economy, many foreign countries are competing fiercely to attract tourists or to come to countries around the world, championing various promotions with active and effective strategies.
I believe that our country also possesses unique and special features, especially the state of national security and all guaranteed conditions. Cultural attractions and sayings, traditional customs and food, the beauty of nature, eco-tourism for example, Kampung Ayer, Sultan Haji Omar Ali Saifuddien Bridge, Sultan Omar 'Ali Saifuddien Mosque, Sultan Haji Hassanal Bolkiah Islamic Treasure Hall and others.
In addition, we also need to improve the quality of transportation infrastructure, efficient public facilities reliable and accessible. Tourism destinations need to be upgraded along with cleanliness and their facilities should be improved and tightened at the control posts especially immigration and customs inspections at the International Airport.
I am fully confident and believe that Brunei Darussalam is also capable of increasing the influx of foreign tourists to this country by considering the example or teachings that have been implemented by countries that have proven their effectiveness and succeeded in attracting more tourists.
Therefore, I believe that the Ministry of Primary Resources and Tourism needs to devise or elevate creative strategies, more focused initiatives, innovatively concentrating especially on the uniqueness and strengths of this country. In the name of Allah, we aim to attract many more tourists to this country.
In this regard, I seek clarification from Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan whether a national-level committee has been established to identify policies or strategies related to tourism specifically to further develop the tourism industry to a more aggressive level so that we can compete with other countries in fully supporting the Brunei Darussalam Economic Blueprint making tourism one of the industries that require serious attention.
In connection with this, I believe Brunei Darussalam is one of the ASEAN member countries as well as sub-regional BIMP-EAGA (Brunei Darussalam, Indonesia, Malaysia, and the Philippines).
In this situation, we should look further to highlight, promote the tourism sector not only solo or individually but perhaps we can join forces with the concerning countries especially those in BIMP-EAGA to introduce all ASEAN countries or at least those I mentioned earlier, BIMP-EAGA. This can introduce and highlight the unique cultural features in BIMP-EAGA countries.
Mechanisms like this may be more attractive and save expenses for tourists whether offers in packages or interesting methods to be promoted.
This opportunity should be explored especially given Brunei's strategic geographical position not only in ASEAN but also in BIMP-EAGA.
Yang Berhormat Pengerusi and Your Honourable Members. I would like to touch upon the Brunei Darussalam Food Authority. It is hoped that the Brunei Darussalam Food Authority has been established since January 1, 2021, under the order of the Brunei Darussalam Food Authority. Among other functions to ensure food products in this country are clean and of quality to guarantee consumer safety while ensuring food produced in this country is trusted and recognized worldwide.
In connection with this, I request clarification from Yang Berhormat Menteri on the effectiveness of the Brunei Darussalam Food Authority in ensuring the quality of food products is truly guaranteed for safety and health to consumers.
This includes ensuring food is safe to eat. Does the Brunei Darussalam Food Authority also feel the need to introduce to food producers requiring services to the public so unwanted incidents do not occur.
Secondly, what is the role of the Brunei Darussalam Food Authority in assisting local products in export matters and what types of facilitations used and practiced by the Brunei Darussalam Food Authority are recognized and accepted by foreign authorities especially for exporting local products overseas.
These are the contents and questions that I would like to present. It is hoped that the provisions provided will be utilized as best as possible in line with the value of money, especially in the agricultural, fisheries, forestry, and tourism industries and hence grow more rapidly and dynamically contributing to a more sustainable and sustainable socio-economic growth of Brunei Darussalam abroad. Yusof for the questions and suggestions put forward. There are many questions directed, and I will try to answer them one by one, inshallah.
Regarding nutrition, what are the strategies to increase productivity, 'perhaps' I have already stated earlier that this productivity is largely focused on developing the food industry here.
In terms of the value chain as I stated earlier, the whole value chain from seedlings to production, all are considered to increase productivity. From seedlings, the productivity is to find types of seeds with high productivity potential and good quality.
In terms of production, as I mentioned earlier, it is indeed technology-based. No other choice. Technology-based is an effort for the Department of Agriculture, the Department of Fisheries to enable propulsion of current production from manual to automated and technology intensive to increase the country's productivity. I will not elaborate at length again about increasing productivity.
Regarding how to encourage entrepreneurs to develop further. Actually, the ministries and departments under my ministry, in terms of developing the existing plantation industry, there is indeed a Pioneer Scheme to start. It is easy by filling out a form and after that, it is considered and when less than 2 weeks will be given an area to be exploited as a pioneer.
In addition, if successful, this existing farm has a scheme known as the expansion scheme where those who have successfully operated an expansion scheme can apply to add more farms with this scheme. This is a straightforward process to encourage people who have advanced, fully utilized farms for it to be expanded. The process and scheme are already in place.
Regarding some companies that have successfully penetrated the export market, since November 2022 until now, there is a new poultry company that has begun exporting chicken eggs to Singapore. However, this is an indication that within a year additional companies will be required to be able to export chicken eggs overseas.
In terms of meat-based products, there are 3 local meat-based processing companies that have successfully exported abroad. Additionally, 2 companies have succeeded in the agri-food sector, such as exporting components of coffee and tea. In total, there might be 6 or 7 companies that have successfully exported within this year.
Regarding capital acquisition, how does the ministry endeavor to obtain capital? A common issue faced by entrepreneurs is securing capital. As every kaola mentioned earlier, indeed, start-up capital is an undeniable challenge.
Efforts by the ministry as kaola mentioned earlier, include 'abskolai' merchandise but financial initiatives like what we called undercultivate, in collaboration with BIBD and, God willing, negotiations are being made with TAIB and also SME Bank to provide finance for start-ups for new entrepreneurs.
These are the efforts to transfer, once we are successful, to BIBD or TAB banks for nurturing and further development. These are among the efforts to obtain capital for entrepreneurs, especially the youth.
Moreover, there are also grants provided by DARe to encourage adoption of technology, we called it co-matching grant which, Praise be to God, has successfully obtained co-matching grants from DARe.
These are among the initiatives by the Ministry of Primary Resources and Tourism in collaboration with BEDB, DARe, and financial institutions in this country.
In terms of strategies to further enhance downstream activities, it is very much encouraged because even though primary sector resources, but most of the high value at this time is in downstream secondary processing because of the substantial value-added there.
Thus, efforts by the ministry in collaboration with DARe to encourage companies to start micro businesses and SMEs engaged in this downstream to be facilitated.
DARe will provide home-based areas to make and produce their industry dedicated to clean facilities and meeting food safety standards.
Moreover, to encourage downstream agri-food efforts, the Ministry of Primary Resources and Tourism also collaborates with GHANIM. GHANIM has its own production factory.
So, with the collaboration with the Ministry of Primary Resources and Tourism with GHANIM, small home-based companies named home-based Entrepreneurship with home-based can be enhanced, and production can be generated in the GHANIM plant.
Thus, it is easy for them to get certification, standards, and easy to enter the export market abroad.
In terms of tourism, it is undeniable that it has many benefits. Is there a strategic review of the tourism policy or has the committee been established?
Indeed, we provide a roadmap for the business industry of tourism and it is in the final stage.
Once there's a roadmap, a steering committee will be established containing several Ministries which hopefully will help to coordinate the strategies and also the implementations of the programs mentioned by Yang Berhormat earlier.
With the presence of the steering committee and coordination with the Tourism Development Board, it will be able to make the work more effective, coordinated, and synchronized. God willing, the roadmap will be launched this year.
In terms of BIMP-EAGA initiatives, joint promotion has indeed been negotiated with BIMP-EAGA countries and after that, we have had a previous memorandum, 'abskolai' is making negotiations with neighboring countries for a strategy on how we can collaborate on joint promotion and joint destination with countries in Borneo.
So, it is already in the pipeline for joint promotion. In terms of Brunei Darussalam Food Authority (BDFA), maybe BDFA is not under the Ministry of Primary Resources and Tourism but BDFA plays a significant role in advancing and facilitating the development of the food industry in this country.
Even though BDFA is not under 'abskolai's' ministry, but we are working closely with them in terms of inspection, ensuring food safety, ensuring food hygiene, and training of operators. All conducted by BDFA and they also provide certification.
If we want to operate business here or want to export, BDFA plays a significant role. They have their standards, which are in compliance with international standards. They have certification that is recognized by other importing authority.
So, they are indeed important in the effort to advance the food industry. Besides, they working closely with the Ministry of Primary Resources and Tourism to achieve the ministry's objectives.

Thank you, Yang Berhormat Pengerusi. To add regarding BDFA. BDFA, as stated by Yang Berhormat Minister, is the Brunei Darussalam Food Authority which was previously under two ministries, namely the Ministry of Health and the Ministry of Primary Resources and Tourism.
Then it was unified as BDFA to facilitate public dealings. Before BDFA was unified as a statutory body, they had a board of directors, their own CEO.
However, the ministry responsible for it is the Ministry of Health, but at the same time works closely with MPRT. The purpose here, as kaola stated earlier, is to facilitate dealings. There is only one enforcement to control the food safety. So, its standards are according to international standards and it is subject to the country to which it is exported. There are certain countries like European or China and so on that require specific tests for the food because it differs there.
The Ministry of Health, through the Department Scientific Services, will facilitate the process in terms of the release of chemicals or trace metals and so on.
Apart from that, at this time there is a law being considered regarding food safety. God willing, it might be completed in the near future. With this new food safety, it will ensure all food entrepreneurs will follow the laws provided under food safety.

Thank you, Yang Berhormat Pengerusi. Kaola would like to add about the government's efforts to assist the Ministry of Primary Resources and Tourism in attracting tourists.
From the aspect of the Ministry of Home Affairs, for example, it was voiced earlier concerning accelerating inspections at the International Airport. At the International Airport, indeed, 19 counters are provided for the entry section and systems are also provided, namely 15 systems including the exit section which has 12 counters and 4 systems.
This will be increased from time to time' in terms of the inspection period conducted for each passenger is less than 1 minute. From there, with the implementation of the new border control system, it definitely accelerates the inspection processes for entry and exit. Kaola would like to add also in assisting the agricultural sector, a total of 284 acres are provided for entrepreneurs in all four districts managed by the Council of Mukim and Village Consultation. On this occasion, kaola would like to express thanks and congratulations on the information and presentations made by Yang Berhormat Minister of Primary Resources and Tourism. Hopefully, what has been done can be achieved. The direction and initiatives planned can realize the aspirations of Wawasan Brunei 2035.
However, Yang Berhormat Pengerusi and Your Honourable Members. In this matter, kaola would like to propose suggestions for the additional focus on the agricultural sector in this country. In line with efforts to collectively take responsibility and uphold the decree by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam during the Official Opening of the First Meeting of the 20th Legislative Council Session.
Yang Berhormat Pengerusi and Your Honourable Members. Referring to Title SH04A, Code 004/000 management of plant, livestock, and agri-food industries. Kaola would like to propose 2 things to the ministry. Yang Berhormat Pengerusi and Your Honourable Members.
Increasing the use of infrastructure, for example, the green house initiative can be seen to encourage maximum production with suggestions for implementing mixed crop farming. This method is a farming system for planting various types of fruit, vegetables, and various plants in one field. This method will not only enhance the area and planting efforts, it will also further solidify the productivity of the cultivated crops. Although kaola understands that efforts have been made, kaola hopes that the ministry can further invest in fruit and vegetable farming by utilizing the research and development conducted. Regarding FDI, as shared by the ministry regarding FDI public expenditure to increase productivity. Kaola understands that only a list of FDI for the fisheries sector was shared. In this case, kaola wishes to know more about whether there is a comprehensive planning, to encourage and attract FDI attention in the agriculture and fisheries sector?
Yang Berhormat Pengerusi and Your Honourable Members. Addressing the issue of the proposed fertilizer subsidy by Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Aman this morning. Kaola would like to suggest that the relevant parties could use composting methods as a cheaper alternative compared to using NPK fertilizers.
Yang Berhormat Pengerusi and Your Honourable Members. The matter kaola has proposed is related to Title SH04A under Code 004/000, which concerns Research & Development. With the effort and dedication from the ministry in conducting research and development in the agriculture sector will certainly have a significant impact on the development and progress and provide a positive impact on its output later.
In this regard, kaola encourages interested parties to always go down to the fields as one of the mentoring steps. Additionally, kaola is pleased to recommend an initiative to collaborate with relevant agencies such as Brunei Innovation Lab to diversify techniques and approaches in expanding the implementation of R&D in the agriculture and agrifood sector. Therefore, kaola hopes that this R&D can continue to be extended regularly, effectively and collaboratively.
Finally, kaola hopes that the suggestions proposed will benefit and be implemented with cooperation from various interested parties through methods and efforts to realize the goals towards the development of the country and with Wawasan Brunei 2035.

Regarding farm infrastructure, our main focus at this time, especially in the 12th RKN, is to provide basic infrastructure.
So with basic infrastructure as kaola mentioned earlier, it gives us an advantage, adopting technologies like greenhouses, can further improve our efforts by taking mix cropping farming. This will further increase the quality and also productivity especially by further adding value to those farms.
Regarding FDI, all efforts have been made with the BDEB to attract FDI in terms of agriculture, but it's very challenging this agriculture compared to fisheries. There have already been many FDIs from foreign countries such as Barramundi, Hisetaton, Pure Fresh. Currently, FDI in agriculture is Superfish from Malaysia. Efforts have been made, kaola has even gone to Thailand to look for companies as well. But one of the challenges is they say our farms are small and costs high compared to neighboring countries. However, efforts have been made to attract foreign investors through packages offered to identified FDI companies.
Regarding the suggestion with compost fertilizer, alhamdulillah, kaola agrees with that suggestion that the concept of regenerative agriculture will be introduced to this country where it will reduce further, taking into account:
Long term benefit to agriculture, in terms of productivity, in terms of sustainability, in terms of the environment. That is the direction of this Ministry in terms of agriculture.
With the presence of regenerative agriculture, it will attract natural organic materials like compost mentioned earlier, reduce chemical fertilizers, add compost. Because compost is more environmentally friendly compared to chemical fertilizers. Yang Berhormat Awang Lau How Teck will also be invited with leading farmers and see how receptive these farms are regarding the proposal from the Ministry to adopt regenerative agriculture.
Regarding field visits like last year koala stated, kaola reserves every Saturday to visit farms, typically 3 to 4 farms to find out what problems they face, how we solve them, for example, there was one farm at the time wanting innovation to achieve high technology farm but the problem was lacking and insufficient utilities.
In this way, Ministry and Agriculture Department can know and address these issues. That has actually been implemented every Saturday typically visiting 3, 4 to 5 farms. But there are more than 1000 farms, so if in a year it's not finished for visits. So, strategic locations are sought that are considered potential that need to be visited that have issues that might be helped and addressed. That has indeed become a tradition of the Ministry where we go down to the field especially on Saturday.;
In terms of collaboration with research centers, that has indeed been made. For example, UBD, UTB, UNISSA, and even international research centers and education centers to know more about the best adaptations in terms of agriculture. That is actually how we get fertilizers, good seeds for example fisheries, rice, and also some types of fruits brought here because of collaboration with innovation and research institutions not only domestically but also internationally.

Thank you to Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan for the presentation of the budget for 2024/2025. Kaola is thrilled to facilitate the achievements of the Ministry of Primary Resources and Tourism particularly in the fields of agriculture and agrifood, fisheries, and forestry which have increased, resulting from the strategic plan of the Ministry of Primary Resources and Tourism.
Kaola hopes the achievements or success stories in one sector are not just isolated to kaola but are individual to the relationship success represents the success of the industry as a whole. It's appreciated, under the National Development Plan, the 12th RKN, a total of $230,060,458.00 has already been allocated to provide food security by strengthening the necessary infrastructure to improve the overall yield of agriculture and farming.
Kaola believes with this allocation, the Ministry can support the aspirations of farmers and entrepreneurs to expand their businesses. Because without government support in terms of land provision, infrastructure, energy, water, and financial support, perhaps some farmers would not be able to continue their enterprise. Kaola would like to ask whether a fund can be made available to allow for loan schemes for farmers and those who wish to engage in this industry.
The call by Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan earlier for young people to immerse themselves in the agriculture and livestock industry. It will only be answered if financial assistance can be provided. This is not just to seek money for those new to this field but to accommodate possible farms and entrepreneurs who already exist that may need help in expanding their businesses.
Kaola takes note of what was stated by Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan that his ministry is committed to advancing the livestock industry. The success of this industry depends on several strategies apart from research and development, education and training using new machines for example the provision of infrastructure, storage facilities i.e., warehouses and stores, also digital technologies that can be applied to further advance the agriculture industry, subsidy assistance schemes and grants are also important and we should also continue committed and focused and not half-hearted to keep supporting this industry maybe the lack or discontinuation of support we provide becomes the cause of our failure to diversify the prosperous economy recognizing diversification or diversity from the school bench again.
Kaola turns to the tourism industry. We do not mean to compete with any state but the tourism industry is an industry that can contribute to the Gross Domestic Product.
Creating job opportunities and stimulating the local economy to be more dynamic. All this is considered by us and surely by the ministry. But to do this, we need to invest in the tourism industry if we truly want to revitalize this industry.
An allocation of $7,317,350 under RKN-12 for 5 years is a small allocation whereas this industry can generate significant economic growth that impacts the entire country, creating demand for food & beverages, hotel accommodation, transport services, tour guide services all of which can create jobs. Repackaging without innovation will not attract many tourists.
Kaola would like to inquire if the ministry considers upgrading natural attractions that are yet to be popular with tourists such as Empire Hotel and Country Club, Jerudong Park Playground, the Royal Regalias, Muzium Negara, Balai Pameran Khazanah, as well as Masjid Omar Ali' Saifuddien and Masjid Jame' Asr Hassanal Bolkiah among others to rebrand them.
Kaola feels it's a pity if Empire Hotel and Country Club, which is beautifully situated and listed as one of the leading hotels, fail to attract and fill with tourists. Looking at its current state, it's like a shadow of its former self, especially Empire Hotel'ani.
The golf course, which has hosted various tournaments, is now in a dilapidated state and requires massive repair to return to its former glory. Has there been any consideration, along with relevant agencies including DARe, on how to bring in or attract more tourists to this country, to fill this Empire hotel. If 'biskaola' play golf, from afar it looks deserted, with empty buildings. Every time seeing it, feels like a waste.
On another matter, kaola also wants to suggest that we also need to find a new angle to promote tourism in this country. Several times before, we have hosted student groups from Malaysia, Singapore, and a couple of ASEAN countries and based on the feedback from these student groups, they enjoyed coming to Brunei welcomed by our typical Brunei hospitality which is well-known. Visiting interesting places and engaging in extraordinary activities they do not usually experience. They also felt peaceful and safe in this country.
For kaola, perhaps this is a tourism niche we can develop or attract ASEAN students to come for vacations to Negara Brunei Darussalam. For this purpose, Embassy and High Commission of Negara Brunei Darussalam in ASEAN countries through the Ministry of Education, Ministry of Home Affairs could be involved to promote Negara Brunei Darussalam as a tourism destination for ASEAN students. These students do not require night clubs or entertainment and do not represent anything, as long as they are well taken care of, they will enjoy coming. Feedback from students who have been here, they are happy with their visits.
Yang Berhormat Pengerusi and Your Honourable Members, both industries mentioned by kaola; farming and tourism involves other ministries as stakeholders. It is essential for all ministries and related agencies to act and move in unison in promoting agriculture and tourism.
Without such cooperation, in 20-30 years, we may still be discussing diversity while other countries have already enjoyed the fruits of their diversity. Lastly, what kaola wants to convey is that we have experienced many missed opportunities before. Let us not continue doing what we should have done and continue missing opportunities to advance the country.

Regarding the funding for farmers, especially those existing, I think this can 'abiskola' discussions with the relevant parties. It is acknowledged that most of the current funds and schemes are very much focused on the startups and following through their funding. But for the existing farms, access 'bisduarang' have through conventional banks, or all Bank Usahawan, 'barangkali' can 'abiskola' will revisit further regarding the needs of key person round farme for existing farms with the involved agencies ini.
Indeed, the schemes, grants, and subsidies are still important. I think still, there’s no plan for the time being to stop so we still carry on until certain outputs are sufficient to self-sustain those companies, maybe then we start reviewing any available aid.
In terms of tourism, actually as koala stated just now, 'abiskola' are gathering inventory in terms of assets and also tourism activities in this country. Talks of 200 plus assets and activities have been gathered and where 'abiskola' actively engaging this particular area and assets also activities, how to make improvements with them in terms of enhancing the quality as well as interesting activities pitched by them, including assets like hotels and also historical and attractive buildings.
Regarding Empire Hotel, I think at this moment if not mistaken, Empire Hotel is indeed undergoing rejuvenation in phases especially the golf course, InsyaAllah in a year or two this project will be completed and Empire Hotel will collaborate with the Tourism Development Department to promote Empire Hotel as an attraction because as acknowledged during visits to Singapore, Korea, Japan everybody wants Empire Hotel to be alive, so it is acknowledged that this is another important attraction here, upgrading and refurbishment will be done in phases.
In terms of taking a new angle on tourism like Yang Berhormat Pehin mentioned regarding students indeed 'abiskola' have negotiated because one of the biggest tourism activities is education tourism. The ministry has made negotiations with agents in Singapore, there are two or three agents facilitated to bring students overseas and they had stopped activity after COVID-19 and now they have resumed it. Last month koala had already made negotiations with agents responsible for this student tourism to come to Brunei, to negotiate with the relevant agencies to facilitate more Singaporean students to Brunei.
In addition to that, it is also expanded to other neighboring countries 'kitani' to allow them to bring students to Brunei. Indeed, as Yang Berhormat Pehin stated Brunei is a safe and clean place and suitable for students. This program will be reactivated not only from Singapore but also from neighboring countries and even to Japan. In fact, during Japan expo, we have met companies responsible for student tourism to collaborate with Brunei tourism and the Ministry of Education to ensure that more students from Japan, Korea, Singapore, and other neighboring countries come to Brunei as a safe, interesting, and clean destination.
Thank you Yang Berhormat Pehin for the suggestion. Indeed 'abiskola' have been working on it. The last is about missed opportunities, efforts are indeed being made. It is acknowledged that tourism is an important activity that provides spin-offs to other economies, providing employment for locals.
