Kaola would like to add an answer to the question from Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin regarding how the government can ensure the confidentiality of an individual, especially mental health patients, so it does not become an obstacle for them to live normally?

The answer is that the Ministry of Health will emphasize the issue of patient confidentiality. Medical records of such patients can only be accessed by medical officers, nurses, or allied health professionals such as psychologists or medical social workers who are directly involved with the patient's care.

Doctors and other health professionals not involved do not have access to the patient's detailed clinical records. However, they can view dates of appointments, diagnoses, and medications only.

Moreover, to ensure the confidentiality and preservation of mental health patient information in situations where external agencies request psychiatric medical reports, written permission or consent must first be obtained from the patient.

The ministry will not release any medical information if consent has not been obtained from the patient and with the Bru-HIMS system, we can see an audit trail of who has viewed the diagnosis.

Thank you once again for giving kaola the opportunity to answer the questions and also to respond to the statements that have been voiced by Your Honourable Members.

Starting with the questions and statements from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd. Yusof, who among other things, shared views on KPI or strategic outcomes that could provide online services with more meaningful impact on society.

And then posed several questions about the role and future planning of agencies, strategy and initiatives on transfer of technology or knowledge in building local talent skills, the status of Brunei Solution Developments Centre initiatives and what evaluations or studies have been conducted, including cost-effectiveness towards a government e-project and reviews on projects to ensure they are not duplicative and overlapping.

As a response, kaola would like to begin by first sharing that the principle kaola tries to explain is that digitalization is not an end but a means to an end or in other words, digitalization programs or projects are paving the way to the destination we aim to reach.

If from the context of national progress, the ends we aim to reach are the three goals of Wawasan Brunei 2035 which are an educated, highly skilled and successful population, high quality of life, and a dynamic and resilient economy.

Following this, here is where digitalization can play its own role across ministries or various sectors such as education, health, economy, and others.

In this relation, they will have their own KPIs. Where these KPIs can also shape as lagging indicators or leading indicators and usually strategic achievements are considered lagging indicators depending also on the hierarchy or maturity of that organization.

Therefore, the view from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusof is accurate from the standpoint that it is time to review back those KPIs introduced in 2020 and targeted to be achieved by 2025 given the current maturity level of achievements.

For your information, a midterm review for the MTIC 2025 Strategic Plan was conducted in August 2022 and has resulted in a new Strategic Plan known as MTIC 2025 Refresh including new KPIs which are broader and emphasize impact on society and stakeholders.

Under Strategic Objective One, which covers science, technology and innovation and digital transformation. Among the relevant KPIs are to increase gross domestic expenditure on research and development at the level of 0.01%.

Second is the contribution of the ICT sector to the gross domestic product at 3.2% and 68.7% as consumer confidence in the digital ecosystem.

While 56% of individuals possessing at least basic digital skills.

In the name of Allah As we are also at the end of the life span of this strategic plan, these KPIs will also be updated and KPIs under Wawasan Brunei 2035 will also be referenced as lagging indicators for consultation.

Next, to answer questions on the role of EGNC as a center that possesses digital transformation expertise. One of the roles of the National E-Government Centre or EGNC, through its establishment on 1 April 2028, is to be responsible for the planning, recruitment, development, and placement of all IT staff within the public service.

In this matter, the number of staff assigned to ministries and higher education institutions constitutes 59% of the total EGNC head count and plays a role in assisting in the digital transformation efforts of government agencies.

In this matter as well, among the efforts of the agency to produce its own experts to support digital transformation efforts, it is pleased to inform that from 2021 until now, 35% of EGNC officers and staff requiring professional qualifications have obtained professional certification in various IT fields which has contributed to having reference experts in certain IT fields.

Moreover, it is also pleased to share that some of these reference expert officers have elevated or become reference experts for the ministry in providing consultancy and outlining the overall digital transformation direction.

In addition, competency development for the ICT sector is also governed by the MISC Working Group on ICT led by AITI where Brunei ICT Industry Competency Framework has also been prepared to execute various ICT job roles and serves as a comprehensive guide for ICT employment and provides training and professional certification.

Moreover, through memorandums of cooperation with agencies such as Universiti Teknologi Brunei and memorandums of understanding with friendly countries such as ASEAN member countries and the Republic of Korea will further facilitate and provide opportunities to collaborate and exchange ideas with other industry experts in assisting EGNC to formulate strategy and direction to facilitate overall digital transformation.

Regarding the Brunei Solution Development Centre (BSDC) or the Capacity and Monitoring Program (CMP), the establishment of the Brunei Solution Development Centre (BSDC) at one point aimed to assist in the development of the ICT industry and build local talent skills where the provision of made in Brunei software applications.

BSDC also provides Capability and Mentoring Programme where 38 graduates from 5 intakes have been successfully completed and obtained Microsoft Certified Solution Developer SharePoint certification.

Next, a total of 9 local ICT companies with micro status, meaning they have fewer than 4 employees, participated in the IT Vendor program, of which 6 companies were the result of CMP graduates.

To date, a number of technopreneurs through the IT Vendor initiative are still operational, for example, Cube Box Solution, HAD Technologies, and Techno Net Sdn Bhd among others.

In the meantime, EGNC has also expanded its role through the establishment of a digital services division responsible for the construction of online application forms and further improving the manual to digital processes.

To date, 19 applications have been developed by this division including the Travel Port App and MTIC Runner, which have been used by the public.

Additionally, in an effort to further expand the role of EGNC, it is actively in the process of organization review, where among the objectives of this initiative are to review the development of capacity towards improving applications through current methods like DevOps, Adoption, and Law Court Platform.

This initiative is also planned in alignment with the objectives of the gov.bn 2.0 project, which is one of the RKN-12 projects, aiming to help in the acceleration of digitizing government agency processes more efficiently.

As a continuation of the CMP initiative, several new initiatives have been prepared, such as Tech Clinic and TechInspire programs under AITI, IT Academy Huawei, and programs under DARE and Brunei Innovation Lab.

Regarding the transfer of technology or knowledge to local children, it is delightful to report that a local business development policy framework for government ICT projects was launched in March 2017 aiming to assess the participation of capable local ICT companies and further development of skills and local workforce.

This is to distribute and ensure job opportunities can be created through the implementation of these transformative digital projects. Through this LBD framework, it is also desired to achieve the set targets including an increase in the number of skilled local workers, local employment, local worker training, and local content spending.

Simultaneously through the Brunei ICT Industry Competency Framework launched in August 2022, there are 20 job roles or positions and 79 competencies that have been established. An additional 32 job roles are planned to be developed from 2023 to 2025.

In this regard, continuous scrutiny or studies are also needed on the framework to ensure the job roles and skill sets are in line with current technological developments.

AITI has also launched a Digital Upskilling Training Programme to enhance the skills of ICT workers in this country, offering courses to train and improve the skills of the local people according to the training needs identified within the Brunei ICT Industry Competency Framework such as proficiency in the industry regarding data analytics, artificial intelligence, application development, network security, cyber security, and others.

And through the project management framework, it is targeted or suggested to ensure the importance of training and knowledge transfer for each project aiming to reduce dependency on contractors.

Moving on to the question about the review of e-Government projects. Considering the typically high costs of digital, among EGNC’s efforts to ensure cost-effectiveness and consolidation are through the following:

  1. Through the Digital Transformation Review Committee, projects are scrutinized and focus on centralization and consolidation for projects that have the potential to be aligned and integrated either through the use of existing EGNC shared services or examined whether they can be integrated through a single project that has cross-functional capabilities more than one ministry. For these projects, they are usually reviewed through the Chief Information Officers Forum.

    The result of this consolidation has avoided additional government expenditure of about $36 million for projects within RKN-12. Through the project management framework, it is utilized in further strengthening digital transformation project management governance and thus ensuring cost-effectiveness and consolidation.

    Among the aspects focused on is that during the planning phase, the project owner must ensure an improvement in business processes to achieve a significant improvement in terms of performance, efficiency, effectiveness, and overall management process; and

  2. It is to enhance the strategy in project evaluation focusing on critical success areas including business process improvement, cost-benefit analysis, and the impact of a project at the planning stage as well as ensuring compliance with the use of the framework through the submission of approved documents and validation from CIO-CIO officers in each ministry. This also includes enhancing the monitoring method of a project.

    To support the effort towards the integration of government systems, several policies have been enforced for use by all government agencies including the policy of using the gov.bn 2.0 platform which is a centralized platform for the public to access government services.

That is Yang Berhormat Pengerusi, the answer from the question by Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusuf.

Next, answering the second question from Yang Berhormat Dayang Chong Chin Yee who wanted to know about the initiatives being undertaken to establish a robust Data Framework and Data Governance in all government agencies and to ensure standardization and interoperability of their collection for future-proofing Brunei's digital ecosystem.

In this regard, it is a pleasure to share first, when referring to the question on artificial intelligence, especially in terms of refined data. To improve operational efficiency across the government sector in this matter, the government has already identified the importance of such data especially in terms of enhancing collaboration and data sharing among government agencies.

From this aspect, the National Information Hub platform is one of the main deliverables of the Digital Economy Council in implementing flagship projects. Among its main desires are:-

  1. It acts to improve data sharing or common data repository among government agencies consisting of the People Hub which contains personal information regarding citizens, permanent residents, and foreign workers in Negara Brunei Darussalam;

  2. The Land Hub contains information on planning progress for housing and building development including also a list of valid addresses in Negara Brunei Darussalam; and

  3. The Business Hub contains information on registered companies and businesses in Negara Brunei Darussalam.

This platform has been in use since June 2021 and to date, 10 data providers and 15 data users consisting of relevant government agencies have been using it.

A total of 21 government system integrations from data users have been implemented. However, this ministry in collaboration with the National e-Government Center will continue striving to enhance the effectiveness of the National Information Hub platform including the establishment of a Data Sharing Working Group which among others aims to improve the use of the NIH, ensuring data standardization alignment, and enhancing data quality and data accessibility.

In connection with this, the provision of a data sharing guideline, which has been enforced since May 2023, specifically for the use of government sector agencies involved in sharing personal data with other government agencies and organizations processing data.

In terms of AI use, this matter is still under discussion with stakeholders including the provision of AI Ethics Guideline in line with regional and global developments.

Regarding the data framework and data governance to establish harmony and interoperability among government departments especially for data-sharing needs.

Several plans and initiatives have been implemented and among them are studies on the needs of the data management framework and its content to provide a structured approach in the management and administration of data in the government.

This is to ensure data quality, accessibility, and security. The development of the Data Management Framework will be implemented gradually and it will assist the government in more effective and efficient data management.

At present, research is being conducted which will include guidelines, processes, and procedures related to data such as Data Governance, Data Security, Data Interoperability, and Integration, and more.

Currently, in implementation is the collection of information and analysis on existing systems and data dictionaries for the purpose of data standardization and the development of a data reference model and data catalogue.

For your information, an effort in forming the data sharing working group committee has also been made intending to be responsible for ensuring and supporting the implementation of data sharing among agencies whether government agencies or the private sector and providing advice and ensuring government agency compliance with the policies and procedures established related to data sharing.

Apart from that, in 2022, EGNC also carried out a Data Maturity Assessment on all government agencies to identify the maturity of government agencies in data management and use as part of the Digital Transformation Plan, and to further identify the data capabilities, leveraging the required data in the digital era, and to develop the capability for continuous evolution.

The assessment found that the use of Business Intelligence or data analytics is still very low and not fully implemented.

Therefore, it is hoped that through these initiatives, a secure, transparent, and useful data landscape for government agencies can be produced.

To strengthen the ability to make data-based decisions and benefit the public as a whole. This is also a precursor to two RKN-12 projects such as Data Analytics as a Service and the SpeRe Record Management System.

That is all, Yang Berhormat Pengerusi, that is the response to the question asked by Yang Berhormat Dayang Chong Chin Yee.

Next, moving on to the question from Yang Berhormat Awang Zainol bin Haji Mohamed, who suggested expanding the postal service sector to reduce time and congestion at the Mail Processing Centre (MPC) with direct delivery to homes and also facilitating the management of those ordering goods more efficiently.

In response, first of all, thanks are expressed for the suggestion from Yang Berhormat Awang Zainol bin Haji Mohamed.

The Postal Service Department is very concerned about the public's interest. With the transformation of the Postal Services Department, job opportunities will be offered to make mail deliveries. The department is also actively undertaking several studies in process changes with improvement and upgrading of back-end systems.

Regarding mail processing, this opportunity is taken to shed some light on the back-end process.

For your information, the Postal Service Department can only process mail coming from abroad after it arrives in Negara Brunei Darussalam subject to the mode of delivery from the country of origin, whether by air or sea transport methods.

The incoming mail will be taken from the Brunei International Airport Cargo Centre (BIACC) if by air or Muara Port Company if by sea and straight to the mail and package processing centre (MPC).

For your information, the related mail will undergo an X-ray screening conducted by the Royal Customs and Excise Department. The result of the X-ray screening on the related mail will be stamped either with a green or red label. Only green-labelled mail will be delivered directly to the customers.

Meanwhile, red-labelled mail requires further inspection. There are also small packages that do not have tracking features or untrackable items even though they have a tracking number.

To address this issue, the Postal Service Department has taken the initiative to record by conducting data entry for all small packages for tracking purposes domestically.

Regarding customers queuing to claim packages at the Mail Processing Center, it is for red-labelled small packages and parcels.

Customers need to claim the mail at selected post office branches because it requires inspection by the authorities. Their small packages can be racked and claimed through the Bru-Track application.

At the same time, the Postal Service Department is also implementing a project for these red-labelled packages where delivery, inspection is made with customer's permission for customs to inspect it without the presence of the mail owner.

This is one of the efforts to allow these red packages to be delivered directly to the customers.

Moving on to the question from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'akub regarding why there is a significant difference in the price of motorcycles in the local market compared to neighboring countries including whether it is under government control.

To answer the question from Yang Berhormat, it is informed that the government does not impose a price control on motorcycles, however, the importation of motorcycles will be subject to a duty-excise of 30% to 35% depending on the motorcycle's engine capacity. Regarding the price difference stated by Yang Berhormat, this may be due to various factors such as product costs, transportation costs, marketing costs, seller's profit margin, and different market conditions in those countries such as market size and affordability or purchasing power. These are among the factors contributing to the price differences as shared.

Next, Yang Berhormat Pengerusi. Kaola would like to answer, moving on to the question from Yang Berhormat Awang Amran bin Haji Maidin which is a request for clarification on the application process to obtain a driving instructor which takes a long time and wants to know the initiatives and actions to address the shortage of Licensing Officers and Driving Test Officers. At this time, kaola just wants to share that the Land Transport Department (JPD) is indeed aware of the issues raised and it is shared here that there is a bottleneck due to the shortage of testers and also in terms of circuit capacity for the use of training and also testing.

Insha'Allah, this matter will be endeavored to find a suitable solution. Among other things considered is the requirement to use the circuit for these tests which also causes a bottleneck if there are further developments they will be shared with Yang Berhormat Awang Amran bin Haji Maidin regarding this matter.

Next, moving to the question from Yang Berhormat Haji Awang Sulaiman bin Haji Nasir who suggested the existence of speed trap zones and also suggested that the fine for traffic offenses while intoxicated could be revisited.

In relation to this, I am pleased to provide clarification to share that referring to Chapter 37A (1), Road Traffic Act Section 68, it is stipulated that any race or speed trial involving the use of any vehicle may not be held on a highway or public place without written permission from the Police Commissioner. A fine of not less than $1,000.00 and not more than $2,000.00 and imprisonment for 6 months.

For the second or subsequent offense a fine of not less than $2,000.00 and not more than $3,000.00 and imprisonment for 12 months.

While for driving offenses, the compound rates have been increased according to the speed limit for example driving over the speed limit set on the highway on a vehicle up to 30 kilometers per hour is fined $50.00, driving over the speed limit set on the highway or on a vehicle over 30 kilometers per hour up to 40 kilometers per hour incurs a fine of $100.00, and for driving over the speed limit set on the highway or on a vehicle over 40 kilometers per hour incurs a fine of $150.00.

Kaola wants to emphasize here that the National Road Safety Council has a very high goal for all road users in this country, and through integrated cooperation under the National Road Safety Council (MKKJR), monitoring and enforcement of traffic areas will be enhanced from time to time.

In relation to that, the proposal to install Speed Trap Cameras Automatic Enforcement System (AES), in strategic areas as an effort towards cultivating road users to drive more carefully and considerately is welcomed and the device will display the speed of drivers approaching at a predetermined distance besides being capable of capturing pictures including the license plate of vehicles.

With the display of such speeds, drivers themselves realize that they have been driving fast. Kaola would like to inform that among the strategic areas identified is the Sultan Haji Omar 'Ali Saifuddien Bridge where as many as 287 CCTVs have been installed along the bridge and among the objectives of the CCTV installation is monitoring by the main control center of the bridge and ensuring speed limits are obeyed by drivers.

Kaola believes that measures like these are among the initiatives that will be undertaken by the National Road Safety Council (MKKJR). At the same time, it is also shared that under the Twelfth National Development Plan (RKN-12) Smart Transport System, the method of using GPS tracking will also be introduced.

Moving on to questions regarding fines for traffic offenses caused by intoxication, referring to Chapter 26(1), Road Traffic Act Section 68 stipulates that any person while driving or attempting to drive or when in charge of a motor vehicle on the road or in another public place who is drunk on liquor or drugs to the extent that he is not capable of controlling his vehicle properly, is guilty of an offense,” and “Punishment of a fine of $10,000 and imprisonment for 2 years and in the event of a second or subsequent conviction fined $20,000 and imprisonment for 4 years”.

Based on the statistics of drunk driving cases charged from 2019 to 2023 released by the Royal Brunei Police Force show a significant decline; in 2019 there were 14 cases, 8 cases in 2020, 2 cases in 2021, 5 cases in 2022, and only 3 cases last year. Hence, it is perceived that the amount of the fine is indeed very severe, including imprisonment.

Moving on to the question from Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding why the Department of Civil Aviation is still using the Civil Aviation Order 2026 legislation and to what extent the capability of the Department of Civil Aviation in regulatory oversight, and whether the Department of Civil Aviation has conducted a Risk Assessment and examined the readiness from internal capability structure as a regulatory body and knowing the capacity of the International Airport at this time and the ability to accommodate an increase in capacity.

A bit of background on the consulting project between the Department of Civil Aviation and Civil Aviation Authority International Limited, United Kingdom that was referred to, one division of Civil Aviation Authority International Limited, United Kingdom started at the end of 2014 and lasted for 2 years.

The objective of this consulting project was to assist the Department of Civil Aviation in preparing itself to become the Civil Aviation Enforcement for Negara Brunei Darussalam that meets the standards of the International Civil Aviation Organization.

Among the standards is for the Department of Civil Aviation to provide an Aviation Safety and Security Oversight System. This consulting project covers several work streams among which is providing the Civil Aviation Legislative Framework which includes not only reviewing Civil Aviation Order 2026 but also several other regulations related to civil aviation.

This framework also required the Department of Civil Aviation to provide several technical regulations in the form of Brunei Aviation Requirements for the civil aviation industry and restructuring of the Department of Civil Aviation is also necessary to ensure the regulatory works are independent from other roles of the department namely Airport and Air Navigation Services.

A manpower review was also conducted not only in identifying the number of aviation inspectors needed, but also competency requirements including theoretical and practical training of relevant qualification levels.

In assisting the aviation inspectors in carrying out their duties diligently and orderly, a set of processes, procedures, and checklist has also been provided. Generally, with the existence of this consulting project, the Department of Civil Aviation has already conducted a risk assessment and identified shortcomings, which a large portion of them has been 'complied with'.

Regarding the capability and capacity of Brunei International Airport. As shared, airport operations are still under capacity. In terms of passenger movement, cargo transfer and also in terms of the capability to conduct security screening on baggage and the like.

In terms of passenger arrivals, there are 3... My apologies. Currently, the airport capacity only fills 40% of flight slots used. This means Brunei International Airport still has flight slots to handle scheduled flights and charters.

Regarding the ability to accept proposed aircraft, it is capable of accommodating 5 code C aircraft such as 2 code E aircraft, code C being Airbus A320 and 2 code E aircraft like Dreamliners and Boeing 787, and one code F aircraft which is Boeing 747 by using an aerial bridge at one point in time, that is a turnaround of 90 minutes.

So, regarding the capacity of Brunei International Airport to accommodate growth, it is currently under capacity and if it needs to be further developed, it will indeed be planned but considering current operations are still under capacity and if we get closer to maximizing capacity, indeed the plans for airport expansion will be considered.

Between 2021 and 2023, data shows 60 cases of online sexual exploitation against children. This is a very concerning statistic. Therefore, kaola supports the construction of a framework for online child protection.

Kaola understands that Negara Brunei Darussalam had taken significant steps in 2013 by becoming the first country in the region to create an Online Child Protection Framework based on the international telecommunications union (ITU and AITI Brunei).

Such a framework is essential in aligning various agencies' efforts to ensure adequate measures are provided for online child protection.

With the increased use of social media among children and youths, they are more exposed to cyberbullying, harassment, and sexual predators.

Although commendable work has been done by stakeholders like AITI and Cyber Security Brunei in investigating and filtering online content to protect our young generation, kaola understands that the framework has not been promulgated.

Therefore, kaola calls for the related agency to promulgate the framework and its research to be openly accessible online for the public. Transparency is key in ensuring accountability and fostering trust in online child protection.

Further, kaola came across a document titled 'National Online Child Protection Strategy Framework For Brunei Darussalam' online dated April 2015, created in cooperation with ITU and AITI Brunei. Kaola requests clarification about the status of this framework and the progress of its implementation.

For kaola, it is crucial that the Online Child Protection Framework is promulgated and widely disseminated to the public for the safety of children in Negara Brunei Darussalam.

In today's digital era where children are increasingly exposed to online risks, this proactive measure is essential in protecting them from threats such as exploitation and cyberbullying.

Kaola is pleased to touch on the issue of driving license applications among foreign nationals working in Negara Brunei Darussalam. Holding an international driving license issued by their respective countries.

As kaola understands, any foreign worker working in this country is required to obtain a Negara Brunei Darussalam driving license by following the procedures set by the Land Transport Department (JPD), which includes attending driving lessons, written exams, and driving tests through driving schools recognized by JPD. Previously, they only needed to go through an interview process to get the Negara Brunei Darussalam driving license.

Kaola voices concerns regarding some issues that have arisen concerning this matter that rightfully need attention.

This includes the issue of language use. Some of these workers are not proficient in either Malay or English. Communication issues are a major problem for them because the language used in classes and tests is in Malay and English.

In relation to this, kaola hope this matter will be reviewed again, especially the readiness and preparation of the relevant parties to handle the process of obtaining a driving license among foreigners.

The fourth issue, the corporatisation of the Post Office and new capitals;

The fifth issue, Smart Nation Initiative which currently sees multiple ICT projects in various ministries, ensure their integration with e-government;

The sixth issue, the use of CREATES funds as an ICT grant for customer-friendly applications for accessing current public transportation; and

Your Honourable Members, I do not intend to argue with any Your Honourable Member regarding any issues raised but in my view, we are currently facing a budget that 'we' negotiate.

So if the budget we are negotiating details the issues that occur in the offices or in the relevant ministries from A to Z, it might take us 3 weeks, 6 weeks to finish 'our' work here.

Perhaps 'we' have another venue or place. That's why we have provided the opportunity for Your Honourable Members to meet personally either with the relevant Menteri-Menteri or officers to ask about matters like these, what happens to this, what happens to that, what happens to the plans that have passed and what happens.

So, I think it is a good matter and can be examined by the relevant ministries. We are all human, checks and balances are very important to us. But you have to appreciate that we are facing a budget that we need to pass and as we know, we have a small cabinet membership and they have specific tasks aside from attending this meeting, I believe, either domestically or abroad.

That’s also why I take note and have no comment regarding the Yang Berhormat Menteri-Menteri Kabinet who cannot attend, I appreciate because I was once a Cabinet Minister. Kaola welcomes the suggestions voiced by fellow Your Honourable Members as well as the efforts made by the government in instilling responsible and considerate behavior among road users.

Once upon a time, this initiative was started at the school level by involving students in road safety competitions and contests organized by the Road Safety Council in cooperation with Shell Brunei aimed at exposing the younger generation to learn and understand road laws and regulations.

In addition to this, drawing competitions for road safety posters were also organized and opened at the national level.

However, Bandar Ku Ceria has emphasized the need for Brunei to have a robust waterway logistics. On regular days, these water taxi operators prefer providing services in the Yayasan area without recognizing potential customers from other areas.

Kaola suggest that the ministry introduce a water taxi application like the Dart application. An app that can connect customers with water taxi operators to inform operators where and when the customer needs the service.

It might increase the use of routes that were previously seldom used such as from Kampung Air to Kiulap and also to Gadong. The price for service can also be monitored because currently, it is not fixed and sometimes tourists are charged high prices. In hopes of Brunei being among the top 10 best cities to live in Asia, surely there must be good connectivity. Hope it benefits.

Kaola would like to address issues related to cargo handling through the Transport and Logistics Sector, specifically at the Muara Container Terminal. What actions have been taken in the challenge of queue management that is expected during the Brunei Fertilizer Industry (BFI) cargo handling, leading to a long time to complete the unloading and delivery of other containers.

For example, there is a situation where some cargo vessel need to postpone deliveries and are forced to divert to Kota Kinabalu Port for a few days to wait for their turn if BFI Vessels are at the loading terminal.

In addition, kaola would like to know more about whether there are plans and implementations to increase the number of quay cranes, which currently there are only two at the Muara Container Terminal.

Yang Berhormat Pengerusi. If allowed, let kaola add another issue. Kaola would like to bring up the matter regarding tourists mentioning the rate of charge and the challenge of getting taxis and similar services from the Brunei International Airport area. Are there any government initiatives to control the pricing of taxi services?

Kaola would like to suggest that the rates for such services provide a reasonable price standard in line with the journey and destination intended. Kaola feels compelled to voice this issue because there have been several tourists who had to walk from the Brunei International Airport to the Kiulap area because they refused to use such transportation that charged as much as $50. Kaola is pleased to discuss the public transport system in Negara Brunei Darussalam. Kaola has already received complaints from the public about the existence of public transportation such as buses that are often changed, insufficient, and services have also been discontinued in some densely populated areas like Skim Perumahan Negara and others.

Public bus transportation is a choice for the public who do not own vehicles, foreign workers, university students, single mothers, and others as their main transport to places of work and the like. The issue of a shortage of public buses is not new and has often been a problem for the public, especially in new and remote areas.

In this regard, kaola would like to know what the government's planning is to expand public bus services in Negara Brunei Darussalam? And how many companies are currently operating to provide public bus services? Seeking enlightenment from Yang Berhormat Menteri about this.

Is further research conducted, regarding what? What is the correlation with anything regarding a project implemented by Your Honourable Members themselves or the relevant people or ministries?

So, if I think, if everything we ask for statistics A, statistics B, and Z, then where do these relevant ministries have the time to do their daily work. Sometimes I also wonder, sitting here, we should be more practical.

So maybe we should help our colleagues over here so they can work on or manage projects. Earlier we prayed for them so that the projects will run smoothly and orderly, God willing.

First of all, before I answer the recent questions, I would like to make a correction after referring to the traffic regulation earlier where the fine for the second offense was $200 thousand, it was just a typo, it is only $20 thousand.

Moving on to the question from Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin regarding the Framework Child Protection. For information, indeed the ministry through AITI and also through ITU has prepared the framework, which has been handed over to the Ministry of Culture, Youth and Sports for its implementation, God willing, will cooperate with the Ministry of Culture, Youth and Sports to determine the status of the implementation of that framework.

However, MTIC through AITI also executes its own initiatives, namely the Child Online Protection National Framework that has been prepared with the help of ITU which involves various stakeholders including government agencies such as the Attorney General's Office, Ministry of Religious Affairs, Ministry of Culture, Youth and Sports, and also the Royal Brunei Police Force and ITPSS.

In addition, AITI is always active in conducting its own programs such as awareness in schools including creating books for children and students about what is needed and done before engaging in any online activity. This also includes providing awareness videos for children and parents on how to monitor and what should be monitored when children are engaged in online activities. These initiatives are implemented in close collaboration with ITPSS to ensure children know what to do when they engage in online activities.

CSB (Cyber Security Brunei) itself also conducts outreach programs targeting teenagers and children. In 2023, CSB conducted programs in almost 50 schools, involving around 5,000 students. For convenience of reference and to continually provide awareness to the public, titles included in the awareness programs managed or 'highlighted' by CSB can be obtained through the website provided www.secureverifyconnect.info.

CSB and ITPSS also collaborate with other agencies through the SINAR Program that is 'highlighted' by various ministries and departments including the Ministry of Education, law enforcement agencies such as the Royal Brunei Police Force, the Narcotics Control Bureau to 'promote' awareness among teenagers and children especially regarding issues related to cyberbullying, sexual bullying, and also internet addiction. At the same time, CSB collaborates with assisting the Curriculum Development Department, Ministry of Education to incorporate suitable content into the education curriculum from the primary level to the secondary level which is among the drives to instill values such as online safety continuously over time.

For reference, if there are any cases of crimes against teenagers or children, the Royal Brunei Police Force through the Crime Division or refers to the CSB for digital investigation. That is kaola’s response to the questions and suggestions asked by Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin.

Moving on to the question from Yang Berhormat Awang Haji Md. Salleh bin Haji Othman regarding the process of obtaining a driving license among foreigners.

Indeed, there is a change in the process in approving licenses for foreigners which used to only be endorsed but now requires going through a test. This is due to the increase in the number of accidents involving foreigners.

Therefore, these regulations were strengthened to involve foreigners through tests in our country. The complaint shared concerns language. Mastery of language is also a security element, such as being able to read our signage, in English or Malay. However, at this time, the official language of our country is Malay, and it is also incorporated into the regulations about traffic signs, as stated in Chapter 82, which requires the state's official language to be Malay and must be written in letters specified by written law. Meanwhile, alternatives for the test questions are also available in English, which is an international language used by most countries, including the Commonwealth countries.

Here lies the problem if one is not proficient in Malay, nor English, but it would also not make sense if there are 50 types of foreigners coming, we would have to provide 50 types of languages. However, we will see how we can assist if there are foreigners who cannot master these two main languages in the future.

Furthermore, regarding the question from Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann about the ministry's plans, especially for MKKJR to further increase safety awareness and efforts to raise awareness. Shared through the National Road Safety Council, action groups consist of relevant agencies such as the Land Transport Department, Royal Brunei Police Force, Public Works Department, Ministry of Education, and other agencies to implement action-oriented activities according to the targets set by the MKKJR strategic plan.

Among the implementation plans involving cooperation with the Ministry of Education are managing road safety initiative programs with educational institutions aimed at instilling basic road safety knowledge in students at the primary level. Some of the conducted programs include:

  1. Organizing road safety quizzes;

  2. Road safety video creation competition; and

  3. Poster painting contest on road safety.

Cooperation is also made with the Ministry of Education in publishing a reading book, namely Road Safety Manners, which has been launched. These books contain 6 volumes and have been published for primary school children, and the MKKJR executive secretariat also frequently visits primary schools, both government and private, to deliver road safety briefings.

To further enhance awareness efforts, in the third week of November every year, MKKJR will commemorate the World Day of Remembrance for Road Traffic Victims. Among the activities held by MKKJR during the celebration is organizing road safety campaigns or roadshows in collaboration with companies such as BLNG, BSP, U/WN, and others.

Furthermore, as a Zikir Nation, some religious initiatives and programs have also been "launched" to commemorate road traffic victims, such as increasing road safety awareness through Friday sermons, holding Ratib Al-Attas and Sunat Hajat prayers, reading Surah Yasin, and organizing Munajat Nights in collaboration with the Ministry of Religious Affairs and the Ministry of Transport and Infocommunications.

Next, addressing the question from Yang Berhormat Awang Abdul Aziz bin Haji Hamdan regarding that statistic, Yang Berhormat Pengerusi. It can be shared here that there are several public bus companies operating at this time.

So, the inter-district public bus is operated by 5 operators in the Brunei-Muara District running 6 routes, namely Northern Line, Southern Line, Eastern Line, Circle Line, and Central Business Line. For the Belait District, there is 1 operator running 2 routes, namely Kuala Belait Circular Route and Seria Circular Route. Thirdly, for the inter-district bus, there are 5 operators for the Bandar Seri Begawan and Seria route.

As shared in the introduction in terms of future directions, we will introduce a 3-tier public transport model, namely the bus core network, on-demand share rides, and on-demand taxis like Dart services.

This is an improvement, and also shared here, although some early bus operators were mentioned, they actually do not operate according to contract obligations or service standards at this time. This is another improvement that will be shared in the future. In terms of the number of buses, it is subject to the number of buses but the availability and connectivity provided. Next, for the question from Yang Berhormat Awang Haji Daud bin Jihan regarding transportation facilities in Kampong Ayer. It is acknowledged that it is not closely supervised by the Ministry of Transport and Infocommunications nor MBAPD in terms of ferry and services boat operation controls, but a recent development launched by the Minister of Home Affairs is the on-demand service, GoMamam, in Kampong Ayer. Knowing this facility, this application can also be used to call for a ferry boat. So, this is one probably future development where such on-demand service can be expanded, not only for taxi services or land transportation but also for ferry boats in Kampong Ayer.

Next, moving on to the question from Yang Berhormat Awang Lau How Teck regarding the taxi service at the International Airport. Indeed, this matter will be thoroughly addressed through the public transport improvement strategy (Brunei Smart Mobility Expo) also shared in the introduction.

Regarding Muara Port, there is currently a bottleneck considering that the chosen industries also use the current Muara Port for their export purposes. Therefore, why MPC is now planning to extend the capacity to handle shipping and cargo at Muara Port. The National Development Plan Highest Committee, chaired by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, has approved a total of 305 projects under the Twelfth National Development Plan (RKN-12) with a Plan Value of $4 billion to be implemented from the Financial Year 2024/2025 to the Financial Year 2029/2030.

With blessings, under the wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and the solid cooperation in a whole of government approach, the approved projects are targeted to contribute to advancements in achieving the objectives of Brunei Vision 2035, especially for the welfare of the people and residents and to enhance the socioeconomic development of Negara Brunei Darussalam continuously.

Before kaola presents the allocation for RKN-12, allow kaola first to share the progress of 221 projects under RKN-11 as of February 29, 2024. Overall, a total of 153 RKN-11 projects will be carried over to RKN-12, among which, taking into account the following matters, a total of 54 projects have been completed.

These projects will contribute to enhancing the quality of life of the citizens and residents, boosting the country's economic activities, and providing employment opportunities for local youths, increasing accessibility of basic facilities, and will subsequently enhance the productivity in terms of efficiency and effectiveness of the country.

Among these projects are as follows: the opening of areas for commercial rice cultivation, covering 500 hectares in Kandol Area, Belait District Phase 2, the reconstruction of Sultan Hassan Secondary School, Bangar, Temburong, additional buildings for Mengliat Secondary School, the construction of flyovers on the Muara-Tutong Highway, the intersection at the Kampung Lugu Housing area, 10 electrical projects such as the Strengthening of the 11KV/415V Network System for the Jalan Pasar Gadong area and its surroundings, and the strengthening of the 11KV network system from the 66KV/11kV Pasir Puteh substation to the JKR Package Unit Serambangun Mukim Tanjung Maya and the surrounding areas in the Tutong District. Construction of a new block for the Jubli Perak Sengkurong Health Center, basic health care block, Phase 2 upgrading of the Hassanal Bolkiah National Stadium, water pipe replacement projects, detailed studies and management of non-revenue water division, digital transformation projects such as the National Welfare System and the Central Account Password Privilege Management Platform.

Furthermore, 72 projects are in progress, of which 57 will be postponed to the 12th National Development Plan (RKN-12). Seven human resource projects will no longer be provided under RKN because they have been funded under the recurring expenditure allocation of the relevant ministries, taking into account that human resource development initiatives need to be carried out continuously.

These projects include five human resource projects such as the I-Ready program under the Manpower Planning and Employment Council, one Civil Service Leadership Pipeline project under the Public Service Department, and one Technical and Vocational Education Scholarship project under the Ministry of Education. The remaining eight are not postponed to RKN-12.

Another 95 projects are still in various early preparation stages such as planning, tendering, and designing, of which 86 will be postponed to RKN-12. Meanwhile, nine projects are not postponed to RKN-12, considering planning changes or absorption into other projects through consolidation, and the remaining implementation is reviewed again. As a continuance, RKN-12 will focus on the following projects:

  1. Visionary or flagship projects with long-term goal characteristics to ensure the well-being of future generations; and

  2. High-impact projects that can change the patterns and socio-economic achievements of the country or game changers.

To achieve the success targets of Wawasan Brunei 2035, eight objectives of RKN-12 have been set as follows:

  1. Enhancing the skills and expertise of local human resources;

  2. Contributing to digital transformation towards increasing innovation capabilities and productivity levels of the country;

  3. Enhancing economic growth;

  4. Increasing trade activities, especially the export of products from the non-oil and gas sector;

  5. Social development and public welfare towards improving the standard of living of the citizens and residents;

  6. Utilizing alternative financing such as public-private partnerships and expanding contributions and cooperation from non-governmental sectors such as GLCs and FDIs;

  7. Increasing national security or safety from security threats such as border, cyber, and other threats; and

  8. Contributing to environmental sustainability.

For the RKN-12 period, the total approved plan cost is $4 billion to finance 305 projects, which is $1.7 billion for 153 postponed projects and $2.3 billion for 152 new projects.

For Fiscal Year 2024/2025, a total of $500 million has been allocated for Development Expenditure to fund projects approved under RKN-12. Behind the challenging fiscal situation at this time, the significant allocation provided under RKN-12 is intended as an investment in our future where the proposed projects will help increase the efficiency and productivity of the concerned parties while reducing long-term expenditures.

Yang Berhormat Pengerusi, during the presentation of the Supply Bill, 2024/2025 previously, kaola have shared the allocations for some RKN projects that have been provided.

Therefore, kaola will not repeat it and will only mention it briefly here. From the Plan Cost of $4 billion and an allocation of $500 million provided according to the cluster:

  1. Strengthening national security provided a Plan Cost of $974.1 million with an allocation of $134.8 million for the Fiscal Year 2024/2025;

  2. Strengthening educational access facilities provided a Plan Cost of $472.3 million with an allocation of $43.6 million for the Fiscal Year 2024/2025;

  3. Enhancing and strengthening the electricity supply provided a Plan Cost of $400 million with an allocation of $34.9 million for the Fiscal Year 2024/2025;

  4. Enhancing housing provision provided a Plan Cost of $309.8 million with an allocation of $41.9 million for the Fiscal Year 2024/2025;

  5. Strengthening food security provided a Plan Cost of $257.7 million with an allocation of $43.7 million for the Fiscal Year 2024/2025;

  6. Providing infrastructure for good health provided a Plan Cost of $256.5 million with an allocation of $3.2 million for the Fiscal Year 2024/2025;

  7. Enhancing the quality of Public Services provided a Plan Cost of $243.5 million with an allocation of $10.9 million for the Fiscal Year 2024/2025;

  8. Strengthening ICT infrastructure provided a Plan Cost of $233.9 million with an allocation of $55.5 million for the Fiscal Year 2024/2025;

  9. Providing clean water supply provided a Plan Cost of $226.6 million with an allocation of $43.1 million for the Fiscal Year 2024/2025;

  10. Public facilities for land transportation provided a Plan Cost of $114.8 million with an allocation of $23.4 million for the Fiscal Year 2024/2025;

  11. Enhancing the efficiency of the transportation system is provided with a Plan Cost of $93.7 million with an allocation of $20.7 million for the Fiscal Year 2024/2025;

  12. Strengthening the development of Islamic Da'wah provided a Plan Cost of $64.3 million with an allocation of $10.1 million for the Fiscal Year 2024/2025;

  13. Addressing the risk of facing natural disasters provided a Plan Cost of $62.5 million with an allocation of $6.3 million for the Fiscal Year 2024/2025; and

  14. Addressing climate change provided a Plan Cost of $52.6 million with an allocation of $526.1 thousand for the Fiscal Year 2024/2025;

For Studies provided a plan cost of $48.4 million with an allocation of $1.9 million for Fiscal Year 2024/2025. Industrial Development provided a plan cost of $43.8 million with an allocation of $1.1 million for the year 2024/2025. Advancing the Tourism Industry provided a plan cost of $36.4 million with an allocation of $7.2 million for Fiscal Year 2024/2025.

Upgrading and increasing the connection rate for sewage systems and preserving the water quality of rivers provided a plan cost of $34.5 million with an allocation of $4.2 million for Fiscal Year 2024/2025. Strengthening Environmental Sustainability provided a plan cost of $19.2 million with an allocation of $692.9 thousand for Fiscal Year 2024/2025.

The provision of Master Plans such as the Sanitation and Sewerage Master Plan for Brunei Darussalam, Brunei Muara District Plan provided a plan cost of $13.8 million with an allocation of $271.8 thousand for Fiscal Year 2024/2025.

Strengthening Human Resource Development provided a plan cost of $6.6 million with an allocation of $66.1 thousand for Fiscal Year 2024/2025. Strengthening Quality Assurance and Accreditation Centers provided a plan cost of $1.5 million with an allocation of $150 thousand for Fiscal Year 2024/2025.

In addition, Allocations under the Idea Fund also provided a plan cost of $33.6 million with an allocation of $11.7 million for immediate needs that are unexpected.

Yang Berhormat Pengerusi, as usual, the RKN Work Committee will continue to monitor the progress of RKN Projects in addition to visits to project sites and monitoring at the officer level in the RKN Division of the Ministry of Finance and Economy with focal officers in each project implementation ministry. The use of ICT among the community is increasing not only in urban but also in rural areas; it has become a crucial need for facilitating business and social affairs.

However, the challenge to enhance ICT service quality to meet customer demand requires comprehensive infrastructure with the latest technology systems.

Do these projects focus on adding transmission towers in areas with low signal reception, especially in rural areas?

As we are aware, UNN (United Nations Network) has embarked on a major leap with its digital vision by constructing one of the most advanced data centers in Southeast Asia in March 2023. The 51 thousand square feet Data Center facility, which is certified, can host a variety of critical machine applications and services from financial services to healthcare and government services, and enable low latency gaming and cloud service. All praise be to Allah, the Lord of the universe, and peace and salutations be upon the noblest of the Prophets and Messengers, I bear witness that there is no god but Allah alone, without partner, and that Muhammad is His servant and messenger.

Thanks to Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II for the presentation on the development budget plan a moment ago. Kaola am pleased to refer to the Development Expenditure Estimate with CODE 1208-001 which is to enhance the efficiency of the public transportation system amounting to about $4.7 million.

The issue of the public transportation system, especially public buses, was raised by kaola in the MMN 2023 session last year. Kaola also gave an opinion on one of the reasons why the public still complains about long waits at bus stops is because our public bus transportation system has been ineffective and inefficient. If kaola may suggest updating this budget title to improving the public transportation system instead of enhancing its efficiency because so far, the system is not efficient.

One year has passed, but no changes are visible, even minor, regarding efforts to overhaul the country's public bus system. What is heard is only surveys being distributed and a document "request for information (RFI) issued recently titled 'Smart Public Transport and Mobility System for Brunei Darussalam - CORE BUS NETWORK SERVICES. It was issued 10 months after last year's MMN session ended.

Kaola feels that with such slow action, it will delay efforts to improve the public bus system, and with only a budget allocation of RKN 12 amounting to $4.7 million, what can we do in the near future. Many we see are hoping for a modern and efficient transportation system. And many also we see still waiting long at bus stops. Kaola wonders what approach the Ministry of Transport and Infocommunication is looking for.

What kaola read from the RFI document earlier is not much different from what was previously planned. For kaola, here and there the system must also be the same as what we experience in neighboring countries when we vacation and so on. For a smart system, there must be a system to control bus movements with IT facilities that can help users not wait long at bus stops and not waste their time.

The type of bus should also be friendly to differently-abled people. The bus network or routing must be interconnected and much more. Kaola feels there is no need for a survey again because the answer we are looking for is already experienced by us. With a smart system and so on that kaola mentioned above, it already meets the demands of the public, tourists, and those less able to move around.

With an efficient system later, it will not only support other sectors and the country's economy but will also contribute to other very valuable and beneficial spin-off effects for the people and the country.

Kaola would like to express many thanks to Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II for the presentation on the 2024/2025 development allocation just now. Kaola supports the Development Budget 2024/2025 with an amount not differing from the 2023/2024 budget. All praise be to Allah.

Several critical topics are still prioritized this year to strengthen educational access facilities with an allocation of $43,575,812. Kaola hopes that under this topic, the allocation will be used to start building new schools as listed.

New schools should be built to be energy-efficient using solar power. Therefore, the buildings to be constructed should be made to allow the installation of solar panels. This will further strengthen the government's efforts to save electricity consumption towards energy saving. In addition, kaola hopes that the existing schools also need attention because some of them need immediate repair.

Most of these schools are over 30 years old and inspections of their structure and safety features are expected to have been conducted on these buildings. One topic that should always be in the development budget is Topic 1205; improving the provision of housing. As long as we have not found an alternative in housing provision then the responsibility is on the government.

It is forecasted that if real household income does not increase or many are still in poverty or not poor or they are not poor but unable to afford, dependence on the government for housing will increase.

And not only that, but they will also depend on the government for other matters. This is a concerning scenario and cannot be taken lightly and just be a topic of discussion from year to year. Hopefully, our efforts to implement many policies and actions to improve our socioeconomics will result in relief where it hurts most, i.e., 'the pocket of ordinary people'. Has a study been conducted? How much are we better off now than yesterday? Yang Berhormat Pengerusi. Kaola would like to touch on Topic 1211; developing the tourism industry which, as kaola has stated before, is too small if we are serious about developing this industry.

To stay ahead in this industry, we must invest sufficiently. I believe that once it is stable, this industry will grow on its own, and the returns will also multiply. I see that in most countries, as soon as COVID-19 ended, the tourism industry was among the first to be developed with results that brought significant returns to the respective countries. Therefore, I hope that the allocation for this industry will be studied and increased in the future.

I would also like to address Yang Berhormat Pengerusi, Title 1216; public amenities for road transactions. An efficient, safe, and high-quality road network is essential not only for the purpose of moving from one place to another but also plays a significant role in advancing the country by making several areas accessible. This will ensure growth in areas where roads are available.

In this connection, I support Title 1221; the master plan because with this allocation, the expansion of urban areas and the opening of rural areas can be easily planned, such as where to place specific industrial infrastructure projects or new residential areas and land use for economic growth. Back to the issue of roads, it is also hoped that the relevant parties will pay attention to the roads in shopping complexes areas, which are often damaged and it is unclear who should repair them. Yang Berhormat Pengerusi and Your Honourable Members, I greatly welcome and appreciate the National Development projects under the National Development which have been identified focusing on priorities in efforts to drive economic growth diversification, improving a more conducive business and investment ecosystem. In our collective effort, it is hoped that more large-scale investments will come to this country thus bringing significant socio-economic impact.

Similarly, from the aspect of various infrastructure, initiatives planned will continue to be implemented solely to improve and further enhance the quality of services and facilities solely to care for the welfare, well-being, comfort of the people and residents of Negara Brunei Darussalam in a peaceful, prosperous, and harmonious living environment.

I, here, Yang Berhormat Pengerusi and Your Honourable Members, hope that all the projects and initiatives planned in this RKN will be provided, continuously monitored until they are implemented and realized with full perfection according to the standards or specifications set within the planned period.

This, of course, requires officers and all relevant stakeholders to be very serious, committed, dedicated, integrated, and fully responsible in ensuring whatever projects and initiatives planned to achieve the targeted quality and success we all are proud of. Any defect in projects not only causes loss to the government but also affects the hopes and services and well-being of the public and the stakeholders concerned.

Yang Berhormat Pengerusi and Your Honourable Members, as experience from before has shown, there have been some projects completed unsatisfactorily, some even recognized as not fit to stay or live in, and at times, several projects had to be postponed from time to time.

In this regard, as a lesson for us all, I seek enlightenment from the relevant Minister, what are the strategies and initiatives in ensuring every project and advancement plan will 'we' implement with quality according to the specified standards or specifications and can be completed within the determined period. Here, I would like to mention the Pandan Health Center, Belait District.

It is included in the 11th National Development Plan list, but until now, it has not been realized. Whereas the project was identified not only to provide health services to the surrounding population but also to reduce congestion at the Suri Seri Begawan Hospital, Kuala Belait.

The project is also based on support from the infrastructure and health system master plan of Negara Brunei Darussalam and meets the requirements of the Universal Health Coverage method motivated by "accessibility, equality, and operability." In this matter, what is the status of the said Health Centre project? Is it no longer deemed necessary or not prioritized? While the surrounding community 'waits' for the health center that has been planned.

It is understood that $7,214,876 million has been allocated under this title. As we all know, the tourism industry in Negara Brunei Darussalam is no less spectacular compared to other countries. The uniqueness of culture and historical heritage we possess is capable of attracting many visitors and tourists to our country.

Moreover, our country also offers tourist attractions that have value in coloring the local tourism industry. In addition, our community's involvement significantly impacts the advancement of the tourism industry, such as offering tour packages, opening up attractive places in village areas, and providing homestay services. Some of these have been operating for a long time and are still surviving to this day.

However, efforts and initiatives towards creating a sustainable and progressive local tourism industry require continuous support from the government.

In this connection, I would like to know whether the RKN-12 projects under this title also pay attention to upgrading existing tourist spots in villages? If so, could you please explain where and what type of projects are provided? Thank you, Yang Berhormat Pengerusi.

Referring to Title 1223 – Electricity with a budget allocation of $34,870,068 million under RKN-12. I am pleased to present a few points: if we observe, there are still power supply lines using overhead cables, especially in rural areas. Blackouts often occur due to fallen trees, causing electric supply interruptions.

In addition to that, there are also aging, leaning electric poles overgrown with creeping plants. This issue is often observed in remote areas such as small roads in villages and sometimes causes blackouts, especially during the rain. Upgrading the electricity supply in certain areas based on the population capacity and the increasing number of residential buildings is essential.

Kaola would like to know if the projects under RKN-12 pay attention to these issues for repair and upgrade works?

Firstly, thank you to Yang Berhormat Haji Awang Sulaiman bin Haji Nasir regarding connectivity, especially in remote areas.

Currently, UNN's work does not fall under the National Development Plan; their expenses are funded by UNN itself, a Government Link Companies. To also address the question, UNN's work continues to extend optic fibre to remote areas like Mukim Sukang and so forth.

Considering accessibility to remote areas, indeed there are challenges; there aren't any roads, etc. Therefore, installing optic fibre and such takes more time.

As of now, domestic connectivity for mobile and broadband has surpassed 90%. Currently, this percentage might increase further in the future.

Regarding Low Latency Cloud Services, UNN does offer cloud services. For low latency, we have indeed installed 5G, which has already improved latency, following the latest technology. For connectivity, 5G is better than 4G in terms of latency.

In the world today, 5G holds the highest standard, so we've adopted the best latency that we can have; we cannot do more than that, that's all for kaola's answer.

As for the second question from Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding public transport, with permission from Yang Berhormat Pengerusi, my colleague Yang Berhormat Pengiran Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha might also respond to this question.

Next, the question from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Awang Suyoi bin Haji Osman, firstly regarding schools to be built more energy efficient. Similarly, older buildings should utilize solar energy and so forth.

In RKN-12, we are allocated $50 million for any project that requires converting existing buildings or those to be built into green buildings.

This funding can also be used for solar energy, rainwater collection, energy conservation, etc. So, this amount of $50 million, in my opinion, is not yet sufficient but is just a start. If the response is good, we can find ways to increase this amount.

Regarding housing, perhaps my colleague from the Ministry of Development, who isn't present here, might suggest responding in writing.

Next, the question from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof, regarding the monitoring of RKN projects, as I mentioned earlier in my introduction, how the RKN teams at the Ministry of Finance and Economy monitor these projects including visiting sites, holding discussions with ministries either ad hoc or scheduled, and sharing knowledge, lessons learned from previous RKN projects that we can learn from.

We also shared in the presentation of Supply Paper 2 to 3 weeks ago about a system we will finalize, إِنْ شَاءَ ٱللَّهُ to be launched on April 1st, which is TAFIS 2.0.

This module will allow us to monitor RKN projects more effectively and will improve how we plan projects at the planning stage, tenders, etc. These are some of the steps we have taken, and it's an ongoing effort for us to further improve how we monitor our projects.

Regarding the Health Centre in Kampung Pandan, we no longer provide for it in RKN because this project will utilize the Public Private Partnership involving the private sector. This is an initiative by the Ministry of Health, so perhaps kaola will also share with my colleague, Yang Berhormat Menteri Kesihatan, to provide a written response.

Next, the question from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'akub, likewise, the tourism industry question will be answered in writing by the Ministry of Tourism, the concerned Yang Berhormat Menteri.

Next, the question from Yang Berhormat Awang Haji Md. Salleh bin Haji Othman regarding electricity. If there's an overhead cable, if a tree falls, it breaks, etc.

This indeed falls under Recurring Expenses for our maintenance and so forth. Not in the RKN budget, if there's a project that requires us to change the location of the cable, overhead cable, and so forth.

Under RKN, currently, an allocation of $400 million to the Electrical Department under RKN-12 is not specific to any project that will be implemented. So, this budget is allocated for any purpose.

As and when needed, they can use this budget. So, instead of specifying a few projects, this allocation is not restricted and can be used for ad hoc projects.

This is a new way for us to allocate $400 million for any work that needs to be done to further improve stability and reliability of electric supply domestically.

Thank you, Yang Berhormat Pengerusi. Thanks also to Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, for raising the issue regarding the public transport project.

Kaola also refer to the Legislative Council Session in this honorable hall last year, it was shared that we would start to review the strategic plans made previously. It was also shared that the RKN project about public transport during RKN-11, that project was canceled.

Therefore, there isn't an allocation to perform works so far to make proposals in RKN-12. If following the proper procurement process, we cannot do tendering and all that before there's a budget.

Thus, initiating this process early, a Request for Information has been issued.

Its purposes are:

  1. To gather up-to-date information, especially from technology methods or equipment, not from the system. But because we only know what we know. The purpose of issuing an RFI is to obtain further or the latest information; maybe there are methods, equipment, or systems more advanced or more suited to our country's condition. That's why the RFI is issued.

  2. Regarding the survey conducted. For your information, it was also voiced last year in this Council to manage a survey. So taking that good suggestion, this ministry also conducted a survey on public transport.

    Successful from it. From this, it's still under review, but the responses indicate valuable information.

    Although only 1,570 respondents, which consist of locals, but giving suggestions for improvements, the likelihood of them using public buses remains low.

    That's one of the things that need to be considered regarding one of the reasons the previous suggestion was canceled. That's the issue regarding the potential viability system.

    In the meantime, that's why "kitani" do not only when we talk about mobility, not just rely on public buses. That's why we handle perhaps according to the suitability of our society, this on demand transportation is more appealing. What becomes a resistance is its cost, which is still considered high.

That's among the issues that will be addressed. That's the reason this RFI is issued to get further information about it.

Therefore, aside from the $4.7 million expenditure for the public bus infrastructure. But the smart transport system is an enabling system for online demand.

God willing, with the government providing this system, it can lower the cost to public transportation operations.
