All praise to Allah, the Almighty. Your Honourable Members, the Council is now fully convened at the Committee level to consider the Supply Bill (2024), 2024/2025, proposed by Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II.

In the Committee Meeting held last Saturday, we began discussing and examining the Budget of the Ministry of Home Affairs and its departments.

With me here is a list of Your Honourable Members who wish to participate in the debate on this Ministry's title. The list is quite lengthy, so I request if Your Honourable Members could limit their questions to matters within the relevant titles so that we do not stray from the actual discussion.

Secondly, I request that questions which have already been asked and clearly answered by the concerned minister in the previous days not be repeated. This will allow us to use our time efficiently and proceed more smoothly to examine the subsequent titles, which are the relevant ministries.

Thank you, Chairman, first and foremost, kaola would like to express appreciation and congratulations to Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the presentation of the 2024/2025 Budget and welcome all the planning and progress in the socio-economic and leadership at the grassroots level of mukims and villages.

Kaola would like to take this opportunity to extend the highest appreciation to Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the honourable Minister's initiative in organizing and actively participating in discussions with village and mukim heads, certain agencies, and for campaigns and events involving the grassroots like the recent graveyard cleaning campaign held in the Sengkurong area, Daerah Brunei dan Muara.

Such events make leaders more enthusiastic about performing our duties and demonstrate high commitment to social responsibility and setting a good example.

May this effort bring great benefits to the community and inspire other positive practices. Kaola would like to present several suggestions related to the Mukim Head and Village Head Service Scheme. According to the scheme, the service of mukim heads and village heads can continue for up to 10 years, subject to performance evaluation for the first 5 years.

However, after a 10-year service period, mukim heads and village heads are required to go through a nomination and voting process if they wish to continue. It is undeniable that this is good for diversifying leadership in villages and giving others a chance to lead.

However, there are several matters that need attention regarding the career progression of mukim heads and village heads because they need to plan their careers if they are not selected. Especially in terms of finances for personal commitments, etc. The benefits stated in the scheme are also unclear as there are different benefits for different services, which makes it somewhat difficult to plan finances for their own personal commitments.

In this matter, kaola would like to propose as an example that applicants under 40 years old and with 20 years or more of service could be considered so that they can plan their retirement better and with the extensive and longer experience at least they can look for other career opportunities under different ministries or departments. Leaders among the youth are our future and even though they lack experience, this still can be considered through mentorship.

We can see many improvements from mukim heads and village heads among the youth today with their active participation and actions taken to make their villages better and more comfortable for the villagers. We also know that it's challenging to get participation from the youth who are actually the future leaders of this country.

They think about their career future after serving as mukim heads or village heads. Even to the extent that there are no candidates to choose from because of a lack of applicants to become village heads, causing many village head positions to be vacant currently until other village heads have to assume the position.

Therefore, it is hoped that with better planned schemes and appropriate training, these future leaders can be equipped to better manage the villages. Additionally, they can also move to other departments after longer experience in these positions with suitable qualifications and background. Thank you, Yang Berhormat Pengerusi.

Yang Berhormat Pengerusi. Kaola expresses the highest appreciation and congratulations for the very clear introduction by Yang Berhormat Menteri Hal Ehwal Dalam Negeri on the actions, planning, and direction of the Ministry of Home Affairs last Saturday.

Yang Berhormat Pengerusi, kaola welcomes Yang Berhormat Menteri Hal Ehwal Dalam Negeri's explanation about the allocation for the repair of bridges in Kampung Air and their upgrades to concrete bridges.

Kaola also feels that it is time for this to be implemented because with the construction of these concrete bridges, it will further facilitate the residents of Kampung Air and also tourists. Kaola also suggests that the jetties need to be repaired as most are damaged and some cannot be used.

Besides, by building these concrete bridges, it will be able to support heavy loads such as large water pipes, electrical cables, etc., compared to the strength of the current wooden bridges.

Yang Berhormat Pengerusi, kaola also wants to touch on the community halls in mukims that were originally intended to facilitate residents in carrying out village and mukim activities such as economic, sports, and social activities. These halls are often rented for wedding ceremonies to the point that some have to book more than a year in advance to secure the hall.

In this connection, does the ministry have plans to continue building community halls in mukims that do not yet have them? Seeing the demand from mukim residents who really need it, kaola suggests that the construction of community halls be carried out according to priority for mukims with a larger population and which already have land gazetted for the construction of these halls.

Yang Berhormat Pengerusi, as we are aware, one of the tasks of village heads is to implement Old Age Pension Payments and Welfare Assistance. Certainly, they carry and store large amounts of money according to the number of recipients in each village and payments are typically made over several days. Therefore, this situation often brings about unease due to concerns over the safety of the money received, including personal safety. Regarding concrete bridges, it is one of the plans of the Ministry of Home Affairs through district departments to ensure the comfort of the residents of Kampung Air and also to ensure long-term planning. If we look at it, building a wooden bridge, after a few years, might decay and need to be replaced. This is the long-term planning of the Ministry of Home Affairs and the district departments.

Regarding community halls, this issue was raised during the 19th State Council Meeting, the need to build these community halls is acknowledged as required by the residents of sub-districts and villages.

Therefore, this will be thoroughly reviewed. If we also see, there is a business community indeed providing halls for wedding ceremonies. Regarding Old Age Pension Payments and what are the plans of the Ministry of Home Affairs, firstly, this has been discussed with a Security Department to supply bags to village and sub-district heads. At this time, 10 bags for village and sub-district heads have been provided and the rest will be supplied later. Secondly, regarding the purchase of group insurance also to ensure the security and insurance of the village and sub-district heads who carry money; they will be insured with group insurance for each village and sub-district head in the coming Financial Year.

Kaola express many thanks to Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the presentation of the Financial Year 2024/2025 allocation for the Ministry of Home Affairs and for extensively sharing the actions and achievements of the Ministry of Home Affairs in carrying out its duties and responsibilities as a whole, with a strong emphasis on three main focuses namely Security and Welfare, Urban and District Development Transformation, and Good Governance.

Yang Berhormat Pengerusi, as a ministry responsible for the well-being of the people and residents, whether in urban or rural areas, certainly requires an efficient network of relations through the institutions of sub-districts and villages through which any matter concerning residents and the people in sub-districts and villages can be channeled.

Apart from appointing authoritative sub-district and village heads with leadership qualities, they also need to be empowered with the ability to address the needs of the sub-districts and villages and the problems of their constituents without waiting for a long response from any concerned parties. Many public issues have been informed to 'abiskaola' and advised to refer to the village heads and the village heads have already taken appropriate action by referring them to specific parties, but that's as far as it goes.

What is presented such as applications for financial assistance for poor families, sometimes it is reported that there is no money for daily needs, housing needs, and house repairs, unsafe living places, almost collapsing, some houses are leaning, and so on. Kaola also finds, it is not clear under which allocation, these issues can be addressed. Will the neglected and unsafe buildings become permanent sights in all four districts? Certainly, this does not present a good image for the country and is a loss in terms of land use value in areas that can be considered as prime areas.

Kaola believes a whole of nation and whole of government approach can solve these issues and also directly the unused lands. There's a lot of potential for lands with such buildings that can be developed by foreign investment (Public-Private Partnership). Maybe if not yet available, a task force consisting of government and private parties to study the use of such lands to give them a higher economic value.

Kaola also wants to ask whether laws and regulations controlling land use in urban areas can be reviewed and simplified for commercial purposes. If we observe the development or transformation that we talk about and discuss, not much has developed in urban areas.

Also, kaola feels, the ease of doing business policy is not visibly implemented to help develop urban areas as commercial zones. What we understand, on the contrary, is that it is increasingly difficult to deal with the government. If local companies find it so, what more foreign companies or investors will be less understanding of the laws and work regulations in this country.

Next, kaola would like to touch on the Development Expenditure Budget under the Immigration and National Registration Department, kaola notes that an allocation of $12 million has already been provided under RKN-12 to upgrade immigration control posts at Sungai Tujuh, Labu, Kuala Lurah, and Ujung Jalan. Kaola is not sure if this allocation is sufficient to construct permanent buildings, but thankfully, kaola believes at least it can upgrade the existing buildings.

Meanwhile, minor works can certainly be done to repair and beautify the existing building rather than let it appear neglected and as if unattended, including the window where passports are surrendered for stamping. Those who often cross the border might know the state of these control posts.

So, kaola feels this is not a difficult matter to 'make it happen', only needing a small allocation to 'master it'. This might seem trivial when seen, our daily crossings are just left like that but if left unattended, it will give a black eye to the country. This includes public toilet facilities that are not clean and often broken. Kaola also hopes the problem of long queues at country borders can be addressed for the 'smoothness' of Brunei Darussalam's Immigration Posts.

Maybe this can be addressed by adding Immigration Officers during peak seasons which are unavoidable if the public makes comparisons to the services and facilities provided by control posts in Sarawak and Sabah, Malaysia.

Yang Berhormat Pengerusi. We should not let the public speak negatively and mock the services we provide. The credibility and authority of the government must be maintained from public ridicule.

The reasons for 'us' visiting neighboring countries during the season or weekends we already know but what efforts are being made by the government to encourage people to spend in their own country. What are the government's efforts to attract foreigners to Brunei Darussalam? It should be a two-way traffic.

Yang Berhormat Pengerusi. Maybe we need to scrutinize it strategically at the national level with a Whole of Nation or Whole of Government approach to control it before the situation becomes more detrimental to us.

Previously, we discussed the push and pull factors. With the increasingly vigorous developments in neighbouring countries, the pull factor causes the people of Negara Brunei Darussalam to go abroad more strongly. We should act because this is an issue of nation's concern that requires immediate resolution. Otherwise, our country will continue contributing to the progress and growth of other countries without reciprocity, and we keep on contributing, excuse me Yang Berhormat Pengerusi, speaking a bit in English, we keep on contributing to the growth of the neighbouring areas while our own places become deserted during the holiday season.

Yang Berhormat Pengerusi. That's all kaola wished to touch upon regarding this discussion. Kaola hope that whatever kaola have stated is taken positively for us to think together and act to resolve the existing issues and also to support the theme "United in Building a More Prosperous Future".

Praise be to Allah, Lord of the Worlds, and prayers and peace be upon the most noble of prophets and messengers Yang Berhormat Pengerusi gives way to kaola to add explanation that was delivered by Yang Berhormat Menteri Hal Ehwal Dalam Negeri from the question raised earlier by Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Awang Suyoi bin Haji Osman regarding allowing government buildings that are vacant.

Generally, in providing clarification from the earlier question, one, as explained earlier, there is a committee to handle empty government buildings. This committee is chaired by Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi Ke II and I myself, and the committee's secretariat consists of the Public Works Department.

One of the terms of reference for this committee is to address empty government buildings. From estimates, there are about 5,639 government buildings, with no less than 1,000 of these buildings being empty including barracks, apartments, and government bungalows that have been long abandoned and are no longer inhabited.

And from the evaluation and considerations of the committee thus far, a total of 639 empty government buildings have been demolished, and currently, 213 buildings are being inspected to decide whether they are still intact for refurbishment or otherwise are to be demolished.

From the earlier question, it also wasn't explicitly clear about any specific buildings intended in the Honourable's question regarding the buildings located in urban areas or particularly if referring to Bandar Seri Begawan.

Furthermore, in another location in Bandar Seri Begawan, there is a building that has been targeted for demolition because it’s not only an eyesore for us but also deemed dangerous as there had been a fire incident previously. The committee's secretariat had referred this matter to find out who the owner of the building is and a notice letter and warning had been sent to take action to demolish the building.

However, for several reasons thought to be a difficulty, there has been no positive response from the owner of the building to demolish. This matter has been referred to the Attorney General's Office to look into legally if it's permissible, and the PWD itself will take action to demolish the building and the cost of the demolition will be borne by the building's owner. These are among the efforts made through the committee to handle dilapidated, fallen, and eyesore 'our' buildings in urban areas.

This explanation is not a complete solution, just to share generally the efforts made by the government through the committee. That is all I can deliver. Thank you, Yang Berhormat Pengerusi.

For Kementerian Sumber-Sumber Utama dan Pelancongan, there are several initiatives that have been launched to attract more Bruneians to shop as well as to attract foreign tourists to this country. Among them is organizing ‘Kenali Negara Kitani’. Actually, this I will present during my opening speech later, but briefly, Program Kenali Negara Kitani aims to promote and increase awareness of local package products in the country.

Kementerian Sumber-Sumber Utama dan Pelancongan in collaboration with Kementerian Kewangan dan Ekonomi and Kementerian Hal Ehwal Dalam Negeri launched Brunei December Festival including Brunei Local Products Expo which is usually held at the end of December during the school holidays. Holding Mid-Year Conference and Exhibition, which is organized in the middle of June.

Kementerian Sumber-Sumber Utama dan Pelancongan also cooperates with restaurants and hotels now holding Brunei Gastronomy Festival 2024.

Furthermore, Kementerian Kewangan dan Ekonomi also holds Salesbration at the end of the year and also SME Festival which at this time is organized here solely to attract people to shop here. As well as to promote existing local products. Those are among the good efforts of the government to attract more Bruneians to shop here in addition to, getting to know our country with domestic tourism and subsequently will attract more foreign tourists to this country.

However, on this matter, I am pleased to touch upon the application of public entertainment according to the Public Entertainment Act, Chapter 181, which among others aims to control entertainment activities at public entertainment places according to guidelines issued from relevant government agencies and administrative regulations used from time to time.

There are several queries from the public regarding this especially when it involves events or activities organized by either the government or the private sector and the public at any given time. This includes cultural performances for tourism purposes, acoustic performances, and sounds in open places like 'Bandarku Ceria' and others.

In this matter, I hope the relevant parties can update the regulations in the application of public entertainment by considering suitability and current changes without overlooking important matters according to Islam such as open entertainment in public places intended to help improve the socioeconomy and business activities and similar.

I very much welcome the efforts of the ministry in strengthening the quality, productivity of 1K1P products, and the capacity of entrepreneurs by providing several initiatives and this effort is not new, in fact, it has been implemented in various ways with faith including cooperating with relevant parties. Recently together with Ghanim Enterprise.

I thank the ministry for this noble effort. However, we need to be realistic and understand the actual situation of the 1 Kampung 1 Produk entrepreneurs and the certainty they have. This was also stated by Yang Berhormat Menteri about the challenges and obstacles towards realizing the desired aspiration.

In this matter, I would like to offer a bit of opinion if it is suitable and considered good by the concerned parties. As we navigate through the era of Industry 4.0 evolution and the challenges of new economic approaches, we need new thinking and ideas in elevating the brand of 1 Kampung 1 Produk products. This includes producing new entrepreneurs of higher caliber, daring to go far to the global stage.

Innovation methods are among the approaches used by developed countries and commercializing existing products to be more competitive. In connection with this, I propose initiatives and efforts to create programs or projects of moderate and high-impact innovations under the Program 1K1P to bring forward new entrepreneurs and businesspeople to produce new 1K1P products not only targeted at food but also service, manufacturing, and craft products 1K1P is a wise step for the 1 Kampung 1 Produk brand to continue to develop according to the current market changes كَمْلَ ومَنّْهى I seek enlightenment from Yang Berhormat Dato on this matter.

Before that, kaola would like to add to the question from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Awang Suyoi bin Haji Osman regarding buildings. Kaola adds an answer from kaola's colleague, there are 3 buildings in Bendar, one of which is a multi-storey parking building, rest house, and the Commercial Center Building which is still under negotiation with the Brunei Economic Development Board, Ministry of Finance and Economy to be commercialized.

Kaola is also unsure what the confusion pertains to, whether cultural performances are not granted. So, kaola just explains that the public entertainment guidelines are listed on the website of the Ministry of Home Affairs and within these guidelines are also included any dates that are not suitable for hosting public entertainment, considered as black-out dates. In these black-out dates, any month deemed unsuitable, for example, the month of Syaaban, the month of Ramadan, and also activities on the nights of Fridays, throughout Fridays, etc. So there, in those activities, in the guidelines, also included are what is not allowed, what is not encouraged, what can be considered. That's what kaola can convey considering these guidelines are applied whether the application is submitted by the government or the private sector.

Secondly, regarding the viewpoint from Yang Berhormat Awang Abdul Aziz bin Haji Hamdam, on new product, new economy, kaola truly appreciates the suggestion. One of the aspirations of the ministry, signing with a company, Ghanim, is to produce high-impact products meaning whether 'kitani' will create new products or products that are currently available can indeed be utilized. In terms of high impact, in terms of its commercial aspect, in terms of its volume, that's what will be endeavored. One of the things kaola voiced during discussions with district heads and village leaders, not only suggestions from Yang Berhormat Awang Abdul Aziz earlier, regarding besides food products, services, for example, retail, small shops might be pioneered by local youths which could be named as 1K1P, etc. There was also a question in this hall regarding corporatization for village residents that could also be implemented. In connection to that, kaola is pleased to touch upon the security and welfare of government assets such as community halls, community centers, and the like. The government has already borne the expense and faced losses due to issues related to security such as theft, vandalism, and so on. This happens due to several factors, among them lax security measures such as buildings not being fenced and not equipped with security controls and so forth.

In this regard, kaola proposes that efforts and planning to upgrade buildings should prioritize improving the quality of security and welfare of buildings in a safe and proper manner. Besides that, kaola also hopes for the use of the latest technology that embodies the concept of maintenance-free and cost-effective to minimize government expenditure.

Moreover, kaola speaks about the cleanliness of the environment and enforcement especially in urban areas. The introduction by the Honourable Minister also touched on this topic. However, kaola also pays attention to matters so that each ministry department drafts short, medium, and long-term strategic plans to create a more conducive urban environment taking into account aspects including:

First, a more effective management and hygiene facility system that also considers the future direction of urban development and climate change initiatives. Second, is enforcing laws related to waste and control of domestic animals including acts of enforcement to protect public servants to carry out their duties seamlessly without any disturbance by certain parties. There are two suggestions, kaola will not elaborate long on the suggestion, indeed in terms of good suggestions for maintaining security for example in community halls and so on. Secondly, regarding urban management, there is also a waste management system, indeed it's a good suggestion. Just that currently the urban area with its jurisdiction is indeed carrying out the cleaning process in their respective controlled areas. Currently, for the information of Yang Berhormat Pengerusi and Yang Berhormat Awang Haji Mohammad Danial, concerning the Urban Department also in terms of technology will be using technology-equipped machines for example to clean areas, whether using vacuum pumps or otherwise. Nevertheless, allow kaola to continue what I will convey about the border entry points which are the first impression for foreigners or tourists to recognize the uniqueness and beauty of Negara Brunei Darussalam, whether it’s through an airport or control posts. This includes public facilities provided such as toilets, prayer rooms, etc. Kaola voices concern regarding several border control posts that appear to be somewhat uncared for and require proper attention. I welcome the plan to upgrade the control posts mentioned in the introduction of Yang Berhormat Menteri Hal Ehwal Dalam Negeri yesterday. However, immediate attention to critical issues is also necessary.

The use of the latest technology such as LCD displays to replace paper posters, signboards, and the like can add value to the existing control posts buildings. Additionally, it can continuously and effectively disseminate information and details about tourism, regulations, and other information needed by the public.

In this regard, kaola would like to suggest that it would be good if strategic planning and focus could be made available and implemented by the ministry to upgrade the control post buildings, giving attention to important matters that are needed by the public. Are there bilateral efforts with neighboring countries to improve the quality of services at control posts to reduce congestion and long queues of vehicles, especially when facing a surge of users during public and school holidays?

Furthermore, kaola is pleased to touch on Bangar Town, Temburong District. Considering Bangar Town has developed rapidly, it is hoped that one day Bangar Town will become a fully developed city capable of attracting local and international investors. Thus, is there any planning or upgrading of Bangar Town as a municipality and to be managed under the Town Department? Kaola will not elaborate extensively on the control posts, as kaola have explained earlier. The ministry’s plans for upgrading in the short term, long term, and its cleanliness are indeed made from time to time. Second, regarding the use of LCD display boards, its necessity will be considered.

Regarding the second question concerning Bangar Town, the Temburong District Development Authority, which is mandated by the Ministry of Finance and Economy in partnership with the Ministry of Development if kaola is not mistaken, has been handed over to the ministry under the Temburong District Department. Peace be upon you, kaola thank and congratulate Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the stimulating introduction on the efforts and planning of the Ministry of Internal Affairs in managing the financial budget for 2024/2025.

However, it is hoped that this aid can be used more sincerely and transparently so that the planned and to be implemented planning can be maximally utilized. God willing.

On this occasion, kaola is pleased to touch on the direction and function of the rest houses managed by the Town Department and District Offices.

The name rest house was not unfamiliar in the past because it was the lodging place for government officers when on duty outside their district. Besides that, the rest house also became an option for the public to stay temporarily. However, now the rest house is less popular and even non-functional. This may be due to several factors, including not being able to compete with other lodging places like hotels or homestays.

Kaola voices this concern because it is time that these rest houses can be promoted as an alternative lodging place for the public by offering competitive prices, rebranding methods through collaboration with stakeholders such as Village Consultative Councils (MPK), and can be the foundation for entrepreneurship programs and the like.

The question is, are there efforts and planning by the Ministry of Internal Affairs regarding the rest house buildings so that they can function according to changing times, and how many rest house buildings are there currently?

In the introduction of Yang Berhormat Menteri Hal Ehwal Dalam Negeri, it was mentioned about the allocation for repair works for halls and the like. However, kaola requests that the relevant departments through the ministries give immediate attention to halls and infrastructures that need urgent repairs like the Multipurpose Hall of Kampung Merangking, Multipurpose Hall of Kampung Rampayoh which is understood to have been donated by the private sector and handed over to the government. Furthermore, the performance stage at the Silver Jubilee Park and the installation of a jetty in Mukim Sukang.

Lastly, kaola is pleased to touch on the Prisons Department, matters concerning inmates. The question is, what are the Standard Operating Procedures (SOP) used by the Prisons Department in transporting inmates to Health Centers or government hospitals including the route, waiting area to ensure treatment while prioritizing the security and safety of inmates and the public.

The direction of the rest house is indeed provided by the District Offices, but it operates as a subsidy for the public or for government officers. So, its competitors are hotels, etc., Yang Berhormat Pengerusi, hence rest houses are still under the control of the District Offices. Regarding the number of rest houses, there are none in Bandar Seri Begawan, while in Tutong District there are two used to accommodate government officers, but these are for the Administrative Officer and Assistant District Officer. In Temburong District, there is one that has been returned by KDT. So, indeed, these rest houses are used for government officers staying from Bandar Seri Begawan to Kuala Belait (as their stopping place).

Second, regarding the renovation of halls, kaola states that there are 12 halls that have been repaired, and the repair follows priorities, as mentioned by Yang Berhormat earlier, for example, the Multipurpose Hall of Kampung Merangking, this matter has already been visited together with the Members of the Legislative Council and certainly about, so the suitability to 'take over' or otherwise needs to be seen from its own cost whether it will be used optimally. This matter will be discussed together with the relevant Your Honourable Members regarding the need to repair this hall. Yang Berhormat Pengerusi and Your Honourable Members, touching on the One MOHA System presented under RKN-12 for achieving digital transformation within the government has demonstrated the importance of this system as it plays a vital role towards creating more efficient, responsive public services and facilitates the tracking and delivery of services to the public.

In my opinion, this system is a good initiative to streamline processes and improve public services and serves as a milestone to support digital transformation in the government. Furthermore, the capability of One MOHA System in streamlining administrative processes and making them easier and more user-friendly for the public is also evident.

Managing documentation through digital transformation also presents a transformative and progressive image from the government aligned with e-Government services to simplify workflows, while initiatives like One MOHA System also show its priority as a proactive approach in handling changes for the convenience and well-being of the public.

However, kaola would like to mention a matter under the SE10A Account Code 002/000. Yang Berhormat Pengerusi and Your Honourable Members, as shared by Yang Berhormat Minister of Home Affairs in his introduction on the IT and Digital Programme, the Digital Application Launch will be carried out in phases for immigration and national registration system such as border management system, identification card and visa and passes registration, births and deaths of citizens, and others.

In this regard, kaola suggests that relevant parties could enhance the user friendliness to facilitate this digital transformation which must be synchronized by providing step-by-step guides that are compatible with a friendly interface, especially for the elderly or senior citizens as facilitators for smoother use and services.

In connection to this, kaola notes that there are meaningful initiatives to help wrap up digital proficiency for individuals including senior citizens like the digital skills training program for senior citizens conducted by the Info-Communication Technology Industry Authority (AITI) in Negara Brunei Darussalam since January 2020 supported by the Ministry of Transport and Infocommunication, the Ministry of Education, the Ministry of Culture, Youth and Sports, and the private sector.

This program has helped over 100 senior citizens to become part of digital ready to offer basic Information and Communication Technology (ICT) skill training including e-commerce, security controls, and online banking.

Yang Berhormat Pengerusi and Your Honourable Members, by considering the friendly interface factor in the application later, the system will certainly be able to further increase the value of inclusiveness and user-friendliness for all age groups especially for senior citizens aligned with the government's efforts to make technological advancements among the community as a smart nation. For your information, although the ministry will implement digital transformation by showcasing national systems like Immigration National Registration System, National Labour Content System, Visa and Passes, Births, deaths of citizens, and others, and also under One MOHA system will be included National Emergency Response System, Safe BN, data consolidation, smart analysis, indeed senior citizens will not be neglected and services for them are particularly taken into account. For example, currently, counter service at the National Immigration and Registration Department regarding senior citizens are prioritized so that they do not wait long and the services provided are specifically for the elderly and people with special needs. Thank you to Yang Berhormat Minister of Home Affairs for the enlightenment and explanation provided about the developments and focus of priorities of the ministry for the year 2024/2025.

Kaola has some questions, views, and some of these are follow-ups from issues kaola has raised before, current emerging issues, and current issues conveyed to kaola by the People to be presented.

Yang Berhormat Pengerusi, the issue of unemployment among youth and graduates and the mismatch of qualifications with jobs is a perplexing national agenda that needs to be addressed in a focused and continuous manner. Government initiatives offering post-education upskilling training needed to replace jobs currently held by foreign workers and the private sector because there are over 60 thousand job vacancies compared to 11 thousand job seekers among locals.

In last year's session, kaola requested for a detailed analysis on work permit categories to be done immediately to determine the skills and job disciplines performed by foreign work permit holders that could be given to local youth or graduates and the appropriate training. With this detailed analysis, government agencies like the Human Resource Planning and Employment Council (MPEC) and Manpower Industry Steering Committee can make long-term manpower demand forecasts and prepare early to supply local workforce with the necessary upskilling training to take over jobs when the work permit expires.

With this data analysis, insha'allah, kaola is sure it will help MPEC and MISC and other relevant agencies to make more organized and clear succession planning taking into account the work permit expiration date to prepare a skilled local workforce to be replaced. If our children are smart and able with only an academic qualification of 2 or 3 'A' Level subjects to obtain a bachelor's and master's degree in various technical, finance, science, and administration fields in 3 or 4 years at university, it becomes a question why they are said to be unable to perform work after undergoing on-the-job training.

Insha'allah, with a demand forecast and structured succession planning, MPEC and MISC will be able to make significant step changes from the current mode of being reactive waiting for demand to being proactive in preparing local children to be work-ready and insha'allah will contribute to a more aggressive reduction in unemployment rate.

If any agency says our children are not enduring work, it's too easy and common to assume by blaming our children for being choosy or lazy to work without thorough investigation but ask their employers, why do Brunei children not endure work at their place and what have the employer or relevant agency done for local children to endure at their place. Sometimes because of a salary increase or an additional allowance of $50 a month, our children are willing to change jobs because that additional $50 is such a big deal for workers who earn $500 - $800 a month. Don't easily assume our children are choosy about jobs but ask them why they quit or change jobs. More importantly, ask employers what they have done to prevent our young people from quitting or changing jobs and continue working with them.

The Second Question, in last year's session kaola made suggestions for the Ministry to evaluate mechanisms to help reduce government spending in providing on-the-job training and upskilling and establishing a Human Development Fund supported by employers who employ foreign workers in the country. Kaola suggested to impose a reasonable levy for each work permit for certain categories without burdening the people and industry. The levy could be reviewed to be raised or lowered as applied and renewal as an incentive to hire local children rather than applying to extend foreign work permits.

The tax or levy level will depend on the category of work where upper-class workers will be charged a higher tax and the tax can be increased when the period for the same work permit holder or category within the same organization is applied for extension. This will provide an incentive for employers to replace permit holders with trained local staff. The funds collected from this levy should be channeled entirely into the Skills Development Fund managed by a statutory agency which can include representatives from the industry. This fund is solely for the purpose of training local youth to meet the work demand forecast and a detailed analysis that has been made on the work permit order at the time. With the establishment of this fund, the levy not only increases but also accelerates the upskilling of local 'Kitani' youth, and God willing, will reduce the country's expenditure.

Third issue, request attention to the action plan status to ensure business plots in buildings specifically for Bumiputera businesses, which are mostly now managed by non-locals, so that they are used by Bumiputeras and locals as originally intended for that complex. Is there an action plan to monitor with the aim of shouldering a small portion of business license holders who lease their business licenses to foreigners and also lease their foreign worker quota to become free-agents conducting work without a license? Monitor so that rental or 'alibaba' syndrome among a small portion of license holders and work permits before it proliferates uncontrollably.

Fourth issue, request status of the action plan on empty business places and sites under municipal control that are leased but not operating continuously with long overdue rent. The municipal board should act as a responsible landlord to ensure the business sites and plots always produce the expected yield, feeling threatened when buildings are empty, deserted, unvisited, and fearful of being vacated. Kaola suggests there should be a KPI for the municipal board of each district to make an inventory of empty controlled business sites that do not generate income and showcase their success in collecting rental revenue from these empty business plots.

Fifth issue, request enlightenment on the action plan that has been formulated to brighten up the business areas under the municipal board as a landlord so that it becomes more vibrant and activities of all the residents as well as promotion of pop-up stalls that can attract visitors to the place. Not only does it help the local economy but also provides opportunities for local youth to venture into business.

Sixth issue, thanks for the brief explanation from the Ministry of Development on the action plan status that inventories, monitors, and repairs government houses and flats in urban areas that are still vacant and some in very sad and embarrassing conditions. Kaola is informed that a committee or agency has been tasked with addressing this issue. Kaola believes that government assets without owners in the districts under the monitoring authority of the District Officer (DO) as the highest government representative in the district. So, Kaola thinks it is important if the DO is aware of the project repair status. Kaola suggests introducing a KPI in each district to monitor the speed and effectiveness of renovation works, refurbishing abandoned government houses and flats for reuse.

Kaola responds to the call of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for Your Honourable Members experienced in taskforces or working committees. Therefore, kaola offers kaola's experience in project management as a member of any committee assigned to monitor the implementation of renovation works on abandoned government asset houses in the Belait District. It's an offer, it's up to you to take it.

Seventh issue, request explanation on the status of District Officers, Penghulus and Village Heads who are still in the acting position category. Is there a determined time frame in the Public Service Act for an officer in acting position? Kaola believes, if there is, it is requested that the duration of the acting position be shortened so that they can quickly reside in their workplace to address local issues. Also, request enlightenment on the action plan to ensure the number of voters who come out to vote for penghulus and village chiefs represents the population number. Sometimes it's heard that only dozens of people come out to vote when the village population is thousands.

Eighth issue, the vacancy of Long House Chief positions in the hinterland due to factors of age and death. Kaola was informed these vacancies cannot be filled if the Long House has fewer than five residents, the Long House will not have a chief and the connection between the Long House and the District Office and government agencies will be severed. Kaola delivers a suggestion from the chiefless long houses for the ministry to assess the need to fill these vacancies as soon as possible. If necessary, also to fill the quota of 50 people, for the position of village chief, maybe 2 or 3 Long Houses could be combined and a chief could be decided to represent those chiefless Long Houses.

Ninth issue, in RKN-12, there is a reduction of $50 million for the selection of Kampung Air and IT System - upgrading control posts, it might have been discussed kaola hopes that there are projects for upgrading at the border including facilities for the public's comfort like resting spaces, duty-free shops, and suitable amenities. We cannot expect individuals, villagers or rural people to clear forests, to develop agriculture for 1K1P materials but they will wait for ministry initiatives to open infrastructure to assist mass production in rural areas, not only will it boost the economy of rural people but also can reduce the migration of young people looking for work to the city. There are a few questions, first regarding the analysis in the Labour Force Survey which is conducted every year where the results are shared with the government parties for example in 2022, 65,000 foreign workers and also broken down by sector how many people, 17,000, followed by the wholesale and retail trade sectors, vehicle and motorcycle repair, 13,391 people, activities and accommodation service sectors. So, these analyses are indeed linked with JobCentre Brunei and the Manpower Planning and Employment Council as kaola mentioned earlier every foreign worker license application indeed goes through processes to ensure Brunei locals, local children, work in the private sectors.

And concerning the Human Development Fund whether indeed under MPEC maybe later Yang Berhormat Menteri di Jabatan Perdana Menteri and Menteri Kewangan dan Ekonomi II as chairman of the Manpower Planning and Employment Council could elaborate regarding the funds provided but that for upskilling local youth to ensure they are job-ready, for example, the SPIN Program to ensure accountancy, accountants' programs for Bruneian to handle accountant-shaped matters.

Regarding the contract agreement, indeed every employer is required to sign an agreement whether foreign workers or local workers so that they are based on employment laws. Thank you, wise Yang Berhormat Pengerusi. احب ان اتقدم بجزيل الشكر و الامتنان الى القائمين على تاني النظةة والتطرق والتعاطي مع هذة القضية المهمة الى قلبي وانا اشكرهم على ما قدموه في الماضي و اتمنى ان يستمر First of all, allow kaola to express my deepest gratitude to the Fire and Rescue Department, the Ministry of Home Affairs for successfully extracting kaola’s wife and special child from a wrecked vehicle during a road accident in the Belait District last Thursday, during the presentation of the 2024 Supply Bill 2024/2025. Also, thanks to the ambulance service of the Ministry of Health, the Royal Brunei Police Force, the Prime Minister's Office, and also the caring public 'kitani'. (missing jawi words) Congratulations to the Yang Berhormat Minister of Home Affairs for the detailed introduction in providing the budget and the focus direction of the Ministry of Home Affairs for the Financial Year 2024/2025. Referring to the Pelita Brunei newspaper clipping dated 21 Rabiulawal 1444 equivalent to 17 October 2022, pages 1 to 3, regarding the Memorandum of Understanding (MoU) between Negara Brunei Darussalam and the People's Republic of Bangladesh. This MoU aims to create an effective mechanism for monitoring employment opportunities and the recruitment of workers from the People's Republic of Bangladesh. It also ensures the rights and obligations of both workers and employers are enforced according to the laws of Negara Brunei Darussalam, that's the first issue.

Kaola also refers to a recent press release from the Labour Department even though it's only been a month since the news. On 2 Rejab 1445 equivalent to 24 January 2024, the Labour Department released a press statement about the implementation of this new process is to ensure the recruitment process of workers from that country is transparent and orderly especially to prevent cases of fraud and human trafficking issues.

Kaola will raise the issue regarding the minimum wage scale that has been determined by that country through its embassy. For the information of Yang Berhormat Pengurus, the embassy has outlined and set important conditions that the minimum wage is $20.00 per day or $600.00 per month, and there have also been mentions of $22.00 per day. The job in question is skilled labor, which includes rough work, construction, and many more. This minimum wage condition must be recorded in the Foreign Worker License (LPA) form issued by the Department of Labor, Negara Brunei Darussalam.

After that, it will be confirmed by their embassy in this country. One perplexity and question, why do 'us locals' still not have a minimum wage scale when our wage is $450.00, even before deductions for TAP and SCP have been made. Whereas with this wage scale, it should be determined by an agreement between employer and employee through an employment contract and not by the embassy or said plan. This is the basic worldwide. Moreover, this MoU is enforced according to the laws of Negara Brunei Darussalam. Furthermore, the purpose of this MoU, as mentioned earlier, please allow kaola to mention it again, is to prevent fraud and human trafficking issues. What does this have to do with the minimum wage scale?

The question is, why is this minimum wage scale dictated by them, 'let's not even mention it'. Is the Labor Department neglecting it or is the department weak in handling this matter? Where is our sovereignty in tackling this issue? Looking at other countries, their labor institutions are firm according to their desires, that’s the next question.

The second question, Yang Berhormat Pengurus, koala would like to refer to the introduction delivered by Yang Berhormat Menteri Hal Ehwal Dalam Negeri last Saturday, 22 Syaban 1445 corresponding to March 2, 2024, which among other things touched on the highest offenses committed by employers under Chapter 10, namely the employer not providing a work service contract, and Chapter 112 (2), namely violating the terms of the Foreign Worker License (wrong placement work and working not according to the approved position). Koala wants to know how many cases of these highest offenses are there, involving compound fines or court charges?

If it’s a compound fine, what is the total amount collected? "Our fiscal". If it’s court charges, how many have been charged because 'rarely' or 'sometimes' have we heard from the Labor Department taking legal action in court.

The third issue kaola wants to touch on is the public complaints regarding housemaid ('amah') agents. There are agents who charge a fee of $2,000.00 per transaction, per person. Some charge up to $4,000.00. Most of these agents set a deposit or upfront payment for the employer. If it's $2,000.00, the deposit is $1,000.00. If the deposit is only 10%, but this is half the payment.

However, some housemaid agents do not bring in housemaids, giving various excuses to employers. Employers who fell victim have made reports to relevant agencies but no action or a slow response was taken against the involved agents. Here, kaola wants to suggest that registered agents should have capital before being granted a valid agent license. This suggestion is made so that these agents do not charge deposits from employers, 'it’s better to use their money because it's a company. Because after paying the deposit, the 'amah' hasn’t even arrived yet.'

The fourth issue, regarding new applications for foreign workers through the Foreign Worker License. Submissions and so forth to the Labor Department have also been a 'sting', that was the 'complaint' from the public, this is a complaint from companies and entrepreneurs. They say, including Yang Berhormat Pemresu yourself, it takes quite a long time. It’s indeed anticipated for standard jobs, like security screening. For example, 'perhaps' criminals or so until finally, the process takes 'a while'.

Sometimes, the Foreign Worker License application takes more than 4 months. The impact of taking too long to be approved causes the foreign workers applied for to change minds and choose other countries like the Middle East. Consequently, if the sector concerned comes with outputs like agriculture, then automatically productivity will decrease. The more sophisticated the online application, the longer 'it depends' the approval is obtained. These are the complaints from companies and entrepreneurs.

Yang Berhormat Pengerusi. Now, kaola will move on to the Immigration and National Registration Department. First question, congratulations to the Immigration and National Registration Department especially the Law Enforcement Division for conducting as many as 1,166 checks and making 338 operations and defenses in 2023. This means if we exclude Sundays, 338 divided by 365 equals 312, meaning operations were conducted almost every day.

Sometimes if they arrest during the night until morning, then after that morning they go to court again. Congratulations to the Law Management Division.

Again, kaola apologizes and would like to refer to the introduction delivered by the representative of Yang Berhormat Menteri Hal Ehwal Dalam Negeri last Saturday, where 285 people were imposed with a compound fine. Question from koala, did all these people fined pay the fine? Next, what is the total revenue from the compound fines? Kaola believes there are immigration offenders who fail to pay the compound fine. What are the strict actions of this department? Are they immediately sent back to their countries?

As many as 41 people were brought to court last year. Were they all found guilty? Kaola suggests that offenders of immigration under compound offences should be blacklisted from entering Brunei, especially if the offense is proven in court. Their offenses such as overstaying, fleeing from employers because there are still lucrative wages, misusing work passes. According to kaola, Yang Berhormat Pengurus, these offenses are intentionally committed. It means disrespect and as if challenging our sovereignty.

Secondly, kaola would like to refer to the Constitution of Negara Brunei Darussalam, Constitution 1, Regulations of the Meeting for the Majlis Mesyuarat Negara regarding with the small section title that is the contents of the speech, Section 12(2) - I quote, "A member may not mention in his speech even a question, any matter that has been brought to court and has not yet been decided by the court if (That's the most important), to the Yang Di-Pertua or Chairman, its mention would prejudice the interests of the parties in the matter." Kaola requests permission and discretion to mention a speech in the form of questions about corruption cases that have occurred in the last 3 years involving officials at the Immigration and National Registration Department that have been brought to court.

Since this matter may be contained in our standing order and has already been handled by government institutions, I think it's best we respect the current law. So let's leave it there without involving us here. I do not want this matter to become a subject of debate in our meeting to the extent of deeming it a national issue like the scandals faced by our neighboring countries. It's best we leave such matters to the courts to carry out their duties.

The third, concerning the special pass (special permit). Generally, the special pass immigration is a temporary permit allowing an individual to enter and stay in this country for certain reasons which might include due to legal matters such as being charged or a witness in court or waiting for visa processing or being returned to the country of origin.

The duration of this special pass is usually between 1 month to 3 months. But what koala has found, this special pass has been misused where this period is extended for years. Each foreign worker contract is 2 years but this special pass, just a piece of paper often signed by immigration officers on duty, thus it sometimes extends more than 2 years.

Kaola is aware of the introductory speech by Yang Berhormat Menteri Hal Ehwal Dalam Negeri regarding the Immigration and National Registration System (INRS) which will integrate all these statuses. The question is, why does this happen, issued by ordinary officers? To prevent misuse of the pass, it's better it's issued at the discretion by certain officers, for example, the higher the better, like a director. Because this matter is important to control misuse of the pass and it's better it's scrutinized slowly but preventing foreigners from loitering.

It is greatly disheartening when higher-ranking officers delegate to their subordinates the task of signing this special pass. Kaola suggest that fees be imposed under certain circumstances, for instance, if the worker loses their passport, overstays, or commits compound offences. This does not include applications from government agencies such as appearing as a witness in court, because with these fees, foreign workers will be more cautious and encouraged to return to their country.

Regarding the issue raised earlier, I would like to inform that it is the policy of the Government of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam that we have zero tolerance towards corruption in any form it might take for government officers who are expected to perform their duties according to the KPI found within those tasks.

Therefore, we have specific mechanisms like the Anti-Corruption Bureau, courts, and specific laws for these matters. Hence, it's preferable that such issues are managed according to the law, and penalties are applied within legal boundaries. Thus, 'ketirat' need not interfere in these matters.

So, regarding the questions asked by Yang Berhormat. Regarding the Brunei-Bangladesh MOU about minimum wage setting. The press release indeed stated it but starting from February 1st, the memorandum of understanding has already been implemented after detailed discussions. For your information, the Bangladesh Overseas and Employment Services Limited (BOESL) is Brunei's employment agency for signing the memorandum of cooperation with them, where currently 19 employment agencies have signed it.

Regarding the demand letter for foreign worker intake, the Embassy of the Republic of Bangladesh has received its first demand letter application effective for the intake of Bangladeshi workers. So, regarding the minimum wage paid is as much as $400.00 according to the facilities place like it. This is subject to the employer, if the employer determines a defined salary, it will be included in the contract agreement for the citizens concerned.

Second, regarding the highest number of cases. Then, kaola will bring up the highest number of cases.

Third, regarding public complaints about agents bringing in domestic helpers. So, this is our stance as Bruneians requiring foreign workers including domestic helpers. Thus, the Labour Department has issued a press release regarding the maximum limit to bring in foreign workers not exceeding $2,000. If found, any agents charging more than $2,000 can be reported to the Labour Department for action against those agents.

This is the government policy to set a maximum limit. The second is regarding the proposal for imposing a deposit.

Indeed, before becoming recruitment agents, they are required to pay a deposit, some $10,000 or $15,000 according to their category. So, if there are employment agents who do not follow the regulations imposed by our government, they can be brought before the Labour Department, and the Labour Department will revoke the employment agency's license.

Thank you, koala speech and congratulations to Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the comprehensive introduction presented last Saturday.

Here koala echoes one of the ministry's aspirations which is Good Governance and Quality Service Delivery. Koala welcomes this aspiration especially for grassroots leaders to ensure the well-being of the population and their businesses.

What kaola mean here is to facilitate the collection of data and statistics of village populations. Kaola suggest that the ministry provide an online application or system for villagers that can be accessed by village heads and relevant parties at any time and from anywhere according to their needs and to reduce paper usage as is currently done. Additionally, this could also identify the presence of foreign nationals living in a particular village.

Next, kaola propose an explanation from Yang Berhormat Menteri Hal Ehwal Dalam Negeri about the implementation of the renewal and replacement of as many as 700 fire hydrant units. So far, 120 fire hydrant units have been successfully replaced and repaired. Kaola's question is, does this include the repair of the power generators that boost energy and water supply capabilities to these fire hydrants, especially in Kampung Air area? Kaola raise this issue because kaola understand that there was an incident during a fire in Kampung Air where the power generator was found damaged and it was damaged during that fire.

  2. Regarding the fire hydrant, does it include 'power generator'? No, Yang Berhormat Pengerusi, considering that water supply is under the Department of Water Services, Public Works Department.

  3. The existence of the Commercial Center Parking Lot, indeed as kaola stated, it is in the final stages or has been handed over to a potential proponent or those who will manage the commercial buildings concerned and has been handed over to Darussalam Assets.
