Praise be to Allah Subhanahu Wata’ala because by His grace alone, we are able to gather together this morning to convene for the eighth day of the First Meeting of the 22nd Session of the Legislative Council.
Blessings and peace be upon our Great Leader Sayyidina Muhammad Sallallahu Alaihi Wasallam, his family, companions and his loyal and faithful followers until the end of time.

I have given permission for Yang Berhormat Menteri Hal Ehwal Ugama to make a Ministerial Statement entitled ‘Strengthening the Governance of Zakat and Wakaf Towards the Sustainable Well-Being of the People’. Kaola respectfully expresses gratitude for the opportunity and space given this early morning. God willing, as best as possible kaola will present the topic mentioned earlier by Yang Berhormat Yang Di-Pertua, God willing.

First of all, as earlier, kaola records my gratitude for this opportunity. However, what will be explained from the outset is that this Presentation or Statement will focus on efforts to uphold the governance of zakat and wakaf as instruments which are also significant in contributing together towards ensuring the sustainable well-being of the people in line with Wawasan Brunei 2035.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. God willing, in this Minister’s Statement session kaola would like to present, as the title states, ‘Strengthening the Governance of Zakat and Wakaf Towards Sustainable People’s Well-Being’. This title emphasises that the effectiveness of zakat and wakaf is not measured solely through collection figures alone. Its effectiveness is actually measured based on 3 main aspects, namely, transparency of process in ensuring every cent of funds from muzakki is managed with high accountability.
Second, effectiveness of delivery in optimising the use of technology to expedite the distribution of zakat and the development of wakaf assets. Third, the real impact in ensuring zakat and wakaf are able to transform the standard of living of the people over the long term. That is the proper measure to determine whether zakat has succeeded or not, whether zakat and wakaf have succeeded in achieving the objectives for which they were ordained.

God willing, in this statement session, kaola wishes to present one of the strategic areas in the life of religious service with the title of strengthening it as stated earlier. The first focus of the presentation is systematic and digitally based governance of zakat collection. Praise be to Allah, Yang Berhormat Menteri Hal Ehwal Ugama continuously strives to strengthen collection management so that it is more inclusive; various initiatives have been and continue to be implemented through several approaches as follows, namely empowering a more organised collection management system, diversifying payment channels for the convenience of zakat payers, namely muzzaki, and a continuous awareness approach regarding the obligation of zakat as a religious and social responsibility.
As a result of these initiatives, it is hoped that the collection process becomes more orderly, more accessible and more trusted by the public. Thus, the effects of these initiatives can already be seen through the results of zakat fitrah collection last year, namely in 2025. The total overall amount was an increase of BND1,034,413.03; we are not mentioning ringgit now, it is dollars apparently, Pehin ah.
So compared with the previous year, in 2024, it was only BND1,010,126.04. Therefore there was an increase of 2.4 percent equivalent to a collection increase amounting to BND24,286.99. The total number of zakat payers, muzzaki, also increased to nearly 400,000, namely 393,443 persons, compared with only 357,436 persons in 2024, that previous year, which is an addition of 36,000 people, namely 10.07 percent.
Of that total amount, part of the collection was through online payment, which recorded BND387,372.38 with 165,094 muzzaki compared with BND350,653.70 with 118,842 muzzaki in the previous year, namely an increase of 10.47 percent, making the collection amount BND36,718.68.
Meanwhile, for zakat harta, earlier that was zakat fitrah ah, for the year 1446/1447 now compared with, meaning in 2025, it reached BND20,371,761.96 compared with BND20,186,634.75, namely in 2024. That is an increase of 0.92 percent equivalent to about BND185,127.23. Of that amount, part of the collection was through ATM automatic deduction, CRM and online methods, which recorded BND4,166,345.17 with a total of 3,587 muzzaki for the year 1446/2025. Muzzaki, meaning zakat harta payers, have now reached the thousands, Pehin, Alhamdulillah, 3,587 people.
Digital transformation has clearly proven successful when online collection of zakat fitrah and zakat harta increased. This is clear evidence that society, namely the public, is ready to accept payment methods that are more modern, practical and efficient. Following on from these zakat payment facilities, the ministry will continue to intensify cooperative efforts on a continuous basis with stakeholders such as banking institutions and telecommunication companies offering online zakat payment, online.
In addition, existing zakat collection services will continue to be improved through counters placed at the Department of Zakat, Wakaf and Baitulmal Affairs and district branches as well as zakat payment through appointed amil at mosques throughout the country.
One of the new approaches introduced to facilitate zakat payment is through the implementation of an online appointment booking system. This is for the public to contact JUZWAB, Jabatan Urusan Zakat dan Wakaf to ask questions, obtain guidance, meet and hand over their zakat, so it is scheduled because the matter will involve calculating and so on. Therefore a certain time slot is allocated that is suitable for both parties. This is also one way that enables muzzaki to choose a suitable time to obtain services at zakat payment counters.
Alhamdulillah, in the continuous effort to increase awareness and understanding regarding the obligation, wisdom and advantages of paying zakat, the Department of Zakat, Wakaf and Baitulmal Affairs through its Public Relations Section continues to implement various initiatives by utilising mass media and social media such as Instagram, Facebook and other platforms. In addition, we also should not forget to mention the strategic cooperation that has long been forged with Radio Televisyen Brunei through television broadcasts and radio networks. The Information Department also contributes through the preparation of info-graphic materials for the purpose of promoting awareness on paying zakat as well as other private agencies.
The second focus, Yang Berhormat Pengerusi, is strategic governance in resolving outstanding applications, backlog. This matter creates a less pleasant or negative narrative towards Yang Berhormat Menteri Hal Ehwal Ugama and in the matter of zakat affairs when a backlog occurs for years. So, the actual position can be understood through the explanation here, namely the ministry through JUZWAB has implemented an inquiry data arrears resolution mission to resolve the backlog of application cases in the National Welfare System, SKN from 2020 to 2024. That system actually does not automatically reject, if an application is incorrect, incomplete and so forth.
So the application remains in the system, in our expression, it blocks things, others cannot enter to be processed, and it itself cannot be processed either, and that is why a backlog occurred from 2020 until 2024. Therefore, the resolution actions that have been carried out include:
First, the establishment of a special taskforce supervised by the Systems and Information Data Division of the Department of Zakat Affairs itself, namely separating backlog management from the daily duties of the Zakat Division so that new applicants are not affected, separated.
Second, the department has also improved the work process procedures for resolving arrears by using the Ministry’s official short message delivery platform, push SMS to contact applicants directly and provide a mandatory period of 14 days for them to respond or upload the required documents into the SKN system.
Short messages are sent to remind applicants to provide feedback within that 14-day period to JUZWAB and to give other applicants the opportunity to respond before any action is taken. This process is implemented as a result of continuous discussions with Government agencies. Alhamdulillah, the ministry through this special taskforce has successfully resolved it. Alhamdulillah, this is good news, it has successfully resolved 2,380 outstanding cases from 2020 - 2024 within 10 weeks in a structured manner. The impact of this action is that the number of statuses in the SKN inquiry space until now has no longer ever exceeded thousands of cases, as before, not exceeding thousands of cases or two thousand plus or as before.
SKN data findings also record that in the last 6 months, the number of inquiry cases has consistently not exceeded 80 cases per month. So, from the first 6 months, 6 x 80 = 480, 480 cases if calculated, that can be resolved. This achievement reflects the ministry’s high commitment in resolving outstanding applications efficiently and effectively;
Third, Yang Berhormat Yang Di-Pertua, is the coordination and distribution of zakat assistance for asnaf fakir and miskin in a planned manner. In ensuring zakat distribution is implemented properly, planned and allocated to asnaf, fakir and miskin who are entitled to receive zakat distribution, the ministry has allocated zakat distribution through the Zakat Distribution Scheme, namely:
First, basic necessities which currently use the KMKA rate, where there has long not yet been a review of changes to it, namely, and after basic necessities there is monthly financial assistance. This monthly financial assistance was only introduced in the last two or three years, Yang Berhormat Yang Di-Pertua, when it was found that the relevant asnaf were truly facing a shortage in terms of cash. There were many factors found, even if mentioned, such as when they had already begun retirement and what is it called, savings that were previously in TAP and so on could not fully support them, so for such asnaf, monthly financial assistance is given according to the rate which, among others, is between BND100 and BND200 for one family.
School fees continue; school fees all this while are indeed recognised, namely BND65 if the child is still in school. Higher education fees are also provided, fees for entering private, private institutions within the country, if there are no other sources or scholarship assistance and so on. Then another one is medical fees. These medical fees are also affected now, as policy is being considered because the newly introduced policy is already in operation, namely the government will no longer bear the costs of residents holding green IC status. Therefore, changes will be made regarding asnaf, but what is currently ongoing is that they were approved to receive the distribution for a period of two years. So when decided for those two years that have already been agreed, that continues, while at the same time studies are being made as to whether it will follow those policies, and that study will also be viewed from the aspect of syariah.
Then the business model. This business model will also be extended as a form of distribution, and house rent. Construction and repair of houses for the poor, fakir and miskin. So these are initiatives that have long been carried out, Yang Berhormat Pengerusi, actively since 1997 when a substantial amount of zakat funds was collected and had to be distributed to its asnaf.
Then one more is empowering zakat asnaf or what is called PROPAZ, and I share the summary of expenditure for 2025. Zakat distribution to asnaf fakir miskin, fakir miskin only, monthly distribution for basic necessities, approved basic necessities totalled BND13,106,145.00 involving 8,900 heads of family and dependants.
Monthly financial distribution totalled BND1,314,200.00 involving 322 heads of family, which kaola mentioned earlier was only introduced in the last two or three years to support the needs of families who are insufficiently provided for. Distribution for school fees and higher education fees totalled BND4,849,680.00 involving 3,436 students or pupils including pupils from the asnaf fakir miskin group.
Monthly house rental payments, this is important, house rental in just one month amounts to BND3,400,000.00; in its calculation, house rental amounting to BND3.469 million has been distributed to 417 approved zakat asnaf. So these 417 are calculated by heads of family, and there are also families that, because of their large size, require separate housing. Therefore, some are rented one or two separate or nearby units subject to the availability of houses that can be rented.
Funding for the Zakat Asnaf Empowerment Programme, PROPAZ, for 6 programmes for zakat asnaf amounted to a distribution of BND284,480 and medical fees BND74,900. These medical fees will also be reviewed in line with the policy already in effect where the government no longer bears the costs for card holders or residents whose residency status is only green card.
So medical fees too will be considered accordingly. The good thing about these medical fees is that at present, this is also not focused solely on the Zakat Department or formerly on the Islamic Religious Council, Pehin. This is because Yayasan also takes over part of this need and so it is shared between Yayasan and Yang Berhormat Menteri Hal Ehwal Ugama.

The distribution of zakat assistance for the Asnaf Fakir Miskin category is implemented in a planned way by taking into account the aspect of empowerment for the long term. Through the Zakat Asnaf Empowerment programme, PROPAZ, namely as mentioned earlier, BND284,487 was allocated for the past year 2025 to train asnaf with skills so that they are able to be self-reliant and rise out of the poverty line.
Since the PROPAZ programme was introduced in 2007 until 2024, a total of 1,362 asnaf fakir miskin were contacted to participate in PROPAZ, this being offered to them, and of that number only 433 asnaf accepted the offer of the skills training programme.
Several programmes implemented under PROPAZ are the PROPAZ PPB Programme at the Youth Development Centre, Ministry of Culture, Youth and Sports; the PROPAZ Apprentice Programme conducted in cooperation with private companies through industrial training; the PROPAZ Az-Zira’ah Programme, namely an agribusiness programme undertaken in cooperation with the Department of Agriculture and Agrifood and our entrepreneurs as training mentors; the PROPAZ IKB Programme, namely Institut Kemahiran Baitulmal Kuala Lumpur, Malaysia; and the BIBD Seed Programme, namely the absorption of asnaf fakir miskin into entrepreneurship.
As a result of the implementation of these programmes, 326 asnaf, that is 75.2 percent, successfully completed training and became skilled asnaf. Meanwhile, 262 asnaf, that is 61 percent, have successfully generated their own source of income from the 326 who undertook the training and have exited from the zakat asnaf category.
Referring to the monitoring phase carried out, 244 asnaf, that is 56.3 percent, are no longer listed as applying to receive zakat or assistance from the Community Development Department, JAPEM. The latest development in 2025 is that PROPAZ is strengthened through entrepreneurship skills programmes with the support of Bank Islam Brunei, BIBD as well as the establishment of the Asnaf Skills Centre to produce self-reliant asnaf entrepreneurs with stable income and potential to become muzakki, zakat payers.
The fourth focus, Yang Berhormat Yang Di-Pertua and Your Honourable Members all, is the initiative for asnaf housing and welfare. Safe shelter is the foundation of well-being. The cumulative total from 2009 to 2026, assistance that has been channelled, is as follows:
The number of houses that have been built is 128, of which this year alone a total of 5 houses have been handed over in several areas, namely Kampung Mulaut, Kampung Jaya Setia, Berakas, Kampung Sungai Hanching, Kampung Tanah Jambu and Kampung Serasa. Repairing houses for the poor, fakir and miskin has amounted to 12 houses. The initiative of assistance for building and repairing houses is to help the asnaf group facing problems of unsafe living places, unsuitable homes or having no permanent shelter.
Several efforts have been implemented to ensure that housing assistance distribution can be delivered more effectively. Priority for house repair assistance or building houses for asnaf, fakir and miskin is given to families living in dilapidated houses, unsafe houses, those exposed to flooding and structural damage or which are no longer economical to repair.
The house rental assistance scheme is also implemented as a temporary measure to help applicants who need immediate accommodation while awaiting a long-term solution. The application assessment process is also strengthened through field investigations and more detailed scrutiny.

Kaola requests to continue a little longer, Pehin ah.
To ensure assistance is channelled to those who are truly eligible and in need. In addition, close cooperation with the relevant agencies continues to be further strengthened to facilitate the implementation process of the Housing Assistance Project. As a result of discussions with Yang Berhormat Menteri Pembangunan through the Town and Country Planning Department, proposals have also been submitted for several land sites in all four districts for house-building assistance for asnaf who do not own land.
At the same time, the ministry also faces several corresponding challenges arising in housing assistance application issues, among them land ownership issues, land subdivision, claims for outstanding utility bills and related matters which can affect the smooth implementation of housing assistance.
In that regard, each house application is evaluated comprehensively to ensure that the assistance provided complies with the conditions and guidelines that have been set. A special focus now enters the phase of the ministry’s strategic direction, namely the way forward. To ensure the sustainability of zakat and wakaf services, earlier it was more focused on zakat, now it covers both, in the long term, the ministry has set several progressive way forward strategies.
Among them is the Asnaf Exit Policy, Exit Policy, planning and strengthening a more relevant asnaf graduation programme in line with current needs aimed at helping remove them from asnaf fakir miskin status. Every productive asnaf will be placed under a career or business development plan that is closely guided or monitored until they are able to change status into muzakki, zakat payers, and this will be done in collaboration with stakeholders, in the sense of those with the skills to help them.
Productive wakaf transformation, the future direction will also shift from the traditional wakaf model to productive wakaf. That traditional wakaf in the past, Yang Berhormat Yang Di-Pertua, in the 1950s as we know, people endowed land for mosques or for access roads in villages.
So it was not productive except for its welfare value; its merit remains the same as wakaf that brings reward to the donor. However, it cannot be developed further because if the land is already for a mosque, nothing more can be done with it, and for roads as well, unless through joint efforts with the Government, joint planning with the Government to widen roads and so on.
The ministry through JUZWAB, in continuous efforts to intensify the use of wakaf assets, is pursuing cooperation with strategic partners including cooperation with Islamic financial institutions and International Wakaf Development Bodies, whether from within or outside the country, particularly in implementing viable, high-impact projects that comply with syariah requirements as well as the legal provisions in force.
The benefits obtained from the various projects and programmes, God willing, are intended to be maximised for the interest and well-being of society.
The next direction is enhancing amil competency and governance. This is also to be improved, ah, ensuring officers and amil are equipped with modern financial management skills through digital transformation that complies with syariah standards, syariah compliance, in order to maintain and achieve a high level of public trust.
The integration of an end-to-end digital ecosystem, for long-term planning, has been planned by the ministry to develop a digital ecosystem linking the collection process directly to the distribution system in real time. This includes the use of Artificial Intelligence, AI, to analyse patterns of poverty and aid needs predictively according to the KMKA that has been set.

In closing, kaola wishes to stress that Yang Berhormat Menteri Hal Ehwal Ugama is committed and gives serious attention in jointly playing a role to safeguard and preserve the welfare, well-being and prosperity of the people, especially those facing challenges related to poverty issues.
Praise be to Allah, through zakat and wakaf funds, especially zakat funds, and other related instruments, it has been possible to make a very significant and high-impact contribution and become a very important element in also supporting and strengthening the Government’s fiscal position through strategic zakat governance.
For example, regarding mosques that do not yet have funeral rooms, a few years ago kaola mentioned this, ah, now public awareness has grown, mosque Takmir Committees strive to encourage the public or their congregation to contribute wakaf, and the amount for using such a room, for instance, costs between BND20 to BND30 thousand. Then there is also a family that, not only that, equips it with, ah, a hearse, no less than BND40 to BND60 thousand. So this means they no longer keep asking from the Government or even from the ministry; directly among the public they contribute wakaf in such a way and this is something that we will encourage.
It is very important in supporting and strengthening the Government’s fiscal position through such strategic zakat governance. This is in line with the budget theme “Together Realising Wawasan Brunei 2035”. May Allah Subhanahu Wata’ala grant guidance to all of us and may Negara Brunei Darussalam continue to be prosperous, peaceful and tranquil under the care of Allah Subhanahu Wata’ala and this is the important point, these are the efforts of the ministry, Yang Berhormat Yang Di-Pertua, in producing impactful effects to also contribute to the Government’s efforts in the field that kaola mentioned earlier, namely in what is called the socio-religious field. So, religious services, which are fully supported by the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam through annual allocations and long-term planning allocations under Rancangan Kemajuan Negara, ah, will be able to be supplemented by more efficient zakat management and wakaf management in the future, God willing, and that will contribute to one of the aspects of our Wawasan 2035, namely social well-being and sustainable happiness.
God willing, may it be so and kaola end by asking forgiveness, it will not be long before tomorrow or the day after we celebrate Hari Raya, forgive all outward and inward wrongs. Hopefully all of us will always continue to pray for one another and may our fasting worship performed with full imanan wa ihtisaban, based on the hadith, be with full conviction in Allah.
This is an obligation intended to make us God-fearing. Taqwa in the sense not only of complying with the rules of fasting but taqwa in the broader sense, complying with and not violating the laws of Allah Ta’ala in our daily lives and at the same time, in addition to full faith, fasting with full hope, ihtisaban, full hope, that Allah Subhanahu Wata’ala may have mercy on us and forgive us, and most importantly be pleased with and forgive us as servants of Allah Subhanahu Wata’ala. Hopefully in that way we succeed in fasting and succeed in entering Hari Raya forgiving one another, praying for one another.

Assalamualaikum warahmatullahi wabarakatuh. Yang Berhormat Pengerusi yang bijaksana and Your Honourable Members.
Title SD01A Code 1214 Industrial Development for Enterprise and Industry Advancement. Kaola’s proposal is for an industry for the sale of used car spare parts to be established in this country and from the information that kaola has received, the number of cars no longer in use and also abandoned could reach tens of thousands and perhaps even hundreds of thousands consisting of hundreds of models and variants of existing cars. Since long ago the issue of abandoned vehicles has still been dealt with and where the outcome has gone, we know little about it.
Kaola’s question is whether it has not occurred to the Ministry of Finance and Economy in cooperation with Yang Berhormat Menteri Pengangkutan dan Infokomunikasi to update or establish appropriate policies and strategies to ensure that the establishment of the industry that kaola mentioned above can be implemented. Such an enterprise has already proven beneficial to vehicle owners looking for spare parts for their old cars that are still on the road. Kaola believes this would make it easier for our people who often order and buy spare parts from abroad to switch to what is available within the country.
Secondly, Title SD01A Code 010/002 Eco-business. The issue on everyone’s lips recently is lamb shank and several other types of food that went viral on social media. This issue is indeed real and what kaola will touch on is specifically what benefit it brings to government fiscal revenue. What kaola means here is that they do business periodically through expos or bazaars and some of them do business in this country without any cooperation with existing local companies. With the strength of their promotion and marketing methods, and with artists and famous people from neighbouring countries coming into this country, our people are willing to flock and queue for long hours from morning until evening. Some even stay until night to buy their products even though some of their products are expensive.
It is understood that one of the efforts of certain parties is to reduce Bruneians going abroad to spend outside the country and also to provide temporary employment opportunities to locals during the period of the expos or bazaars concerned. Kaola’s question is, besides the benefits that kaola mentioned above, what other benefits does the country obtain from expos and bazaars involving these foreign traders; does it contribute to government fiscal revenue, or does the cash flow still continue to go out through the profits obtained by the companies concerned which, at the end of the expo or bazaar, are taken back to their own country.
The third title is SD01A, Code 1214 Industrial Development for Enterprise and Industry Advancement. Kaola is interested in the Kuala Belait Revitalisation Project initiative. This is the result of cooperation between BEDB, private companies and NGOs with the support of government agencies which began in 2025. Kaola seeks clarification on the status of the initiative and what its actual purpose is. Kaola also seeks clarification on whether a careful and in-depth study has already been carried out in relation to the proposed new development and revitalisation project, whether it can become an option or attraction for the public that is better than what exists in the cross-border area, that is, across the border.
Kaola would not want that later, when the area has been taken back and the new building developed, it will become a burden on the government or on the investors investing, while those who certainly profit are the contractors or developers implementing the projects concerned alone.
And lastly is Title SD01A, Ministry of Finance and Economy. Kaola’s question concerns insurance companies in this country which are under the regulation of the Brunei Darussalam Central Bank. Kaola raises this in this august House to seek the kind consideration of Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan II, to help provide clarification on this issue because it involves the lives and socio-economy of the people, especially those with low and middle incomes. I seek the kind indulgence of Yang Berhormat Pehin Pengerusi yang bijaksana to continue a little further.
The issue that kaola raises is regarding additional loading on vehicle insurance premiums every year, together with other expenses that continue to increase. Paying the additional loading further adds to the cost burden on the people in this country and with the public bus transport system not yet appearing effective and consistent, the majority who are less well-off are forced to buy cars and those who cannot afford more can only afford used vehicles.
One of the additional costs of owning a used vehicle that is more than six years old is the loading on the insurance premium. Kaola’s question is what is the motive and rationale for this loading and is it commercial in nature or does it take into account the safety aspects of the owner and passengers.
Kaola is worried upon meeting several among those who are less able who cannot afford to purchase insurance for the vehicles they use and may end up being fined or issued a compound, and this would only make life even harder when such things happen. Thank you Yang Berhormat Pengerusi. Bismillahir Rahmanir Rahim. Assalamualaikum warahmatullahi wabarakatuh. Kaola would like to touch on the Department of the Ministry of Finance and Economy. Title Code 004/000 Tax Revenue Collection.
Among other things, the objective of the programme is to broaden the tax base from time to time and thereby increase both the amount and rate of tax collection from the domestic economy. In this matter kaola fully supports the statement made by Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan II in this august House which, among other things, touched on the study of the corporate tax system to be aligned so as to be more comprehensive, including looking into whether the scope should cover various forms of enterprise including sole proprietorships and partnerships. Such a method not only brings increased revenue but also improves the country’s fiscal position.
If we compare ourselves with other countries, they practise using broader fiscal mechanisms, encompassing charges and various forms of tax, which are capable of generating revenue while further strengthening the country’s fiscal position. An issue that kaola has previously raised in this august House and also in consultation sessions with the relevant government agencies relates to updating the taxation system such as building tax, that is the building tax imposed within municipal areas under the control of the Municipal Departments.
To align with current developments and trends, it is time, if we observe, that there are increasingly more commercial buildings not only in urban areas but also spreading outside the towns.
What is understood is that this matter is under study and scrutiny by the government agencies concerned in relation to the building tax industry. Therefore, kaola is of the view that it is appropriate to prioritise and expedite the existing building tax system to be reviewed and then changed to something more comprehensive and systematic, what kaola means is property tax such as that practised in most ASEAN countries, to be used as an example.
What kaola further means here is that it should focus more on business premises in urban and non-urban areas and take into account not burdening the public. In this way, insya Allah, the country’s revenue will be further improved, the deficit reduced and at the same time the country’s fiscal position strengthened.
The second matter kaola wishes to touch on is in relation to Title SD04A Department of Economic Planning and Statistics under Code 003/000 National Statistics. Household expenditure and income patterns or the household expenditure survey 2023/2024, where information from that study is used as guidance for the planning and formulation of the country’s socio-economic policies. This is very important for the low-income group.
As understood, up to now the rate of assistance provided through the National Welfare Scheme and through the Majlis Ugama Islam is calculated based on estimates issued by the Department of Economic Planning and Statistics, Ministry of Finance, based on the 2015/2016 expenditure survey, that is more than ten years ago, where it is not commensurate with the increase in the prices of basic goods, which has caused the cost of living to become increasingly high. As understood, the household expenditure survey 2023/2024 has already been carried out, and kaola would like to know what is the status of the progress and also the findings of the household expenditure survey 2023/2024?
These findings are very important to be used as guidelines in updating or bringing up to date for due consideration in determining the amount of welfare assistance, assistance that is not only based on the study referred to but also, more importantly, guided according to syarak law or the Had al-Kifayah income line guidelines which, among other things, means the minimum adequacy guideline for an individual’s basic necessities and responsibilities based on current sufficiency.
There is one more matter kaola wishes to debate, Yang Berhormat Pengerusi. Thank you Yang Berhormat Pengerusi.
Thirdly, kaola would like to touch on Code 013/000 Standard and Accreditation New Programme. Kaola welcomes the existence of Standard Accreditation that strengthens the national quality infrastructure through the Development of Brunei Darussalam Standards. Nevertheless, kaola itself has issues that have been raised and are often voiced by local entrepreneurs related to the use of international barcodes such as GSI/GSY1 which have their own standards and whose administrators currently must deal with a centre based in Kuala Lumpur, Malaysia. The need to obtain barcodes and register products abroad has caused difficulties and indeed additional costs to local entrepreneurs, whereas the use of the said barcode is a precaution for the purpose of penetrating the international market.
Kaola is of the view that it would be good for the government, especially the Brunei Darussalam Standard and Accreditation Centre, to act promptly as a facilitator and provide internationally rated and recognised accreditation services, especially for us all to ensure compliance with the prescribed standards, enabling products made in Brunei Darussalam to penetrate wider markets up to the international stage. This will in turn encourage more local entrepreneurs and indeed increase their confidence to present their products more competitively on a commercial basis.

Kaola would like to refer a question to Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II regarding the capacity of Temburong District as a strategic investment destination.
Yang Berhormat Pengerusi. Temburong has unique advantages with its still-pristine tropical rainforest such as in Ulu Temburong National Park, which has great potential in the ecotourism sector, green investment and biodiversity research. However, the question is that this potential has still not been tapped for large-scale investment. In this regard, kaola would like to ask:
First, what are the ministry’s specific strategies to attract local and foreign investors to Temburong District? Second, are special initiatives provided in view of the challenges of location and logistics costs? And third, to date are there already investors who are interested or who have invested in Temburong District and in what sectors?
Kaola is of the opinion that Temburong can be developed as an international-class eco investment hub but it requires a more aggressive, organised and focused approach. That is perhaps all that kaola can convey. Thank you. Wabillahi taufik walhidayah Wassalamualaikum warahmatullahi wabarakatuh.

Referring to the cooperative movement, a total of BND734,000.00 has been allocated to implement programmes which, among others, aim to stimulate services in various economic sectors, nurture cooperatives to become more competitive and capable of contributing to national development, while also developing related supervisory and enforcement capabilities as well as increasing public confidence in cooperative activities.
In line with the Titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, Negara Brunei Darussalam which emphasises the importance of Micro, Small and Medium Enterprises, PMKS, as one of the pillars of the national economy. Efforts to revive cooperative capital are seen as having the potential to become one of the approaches that can contribute to the economic growth of Brunei Darussalam.
In this regard, what strategies and measures are being or will be implemented by the ministry to redevelop the cooperative sector so that it can play a role as a driving machinery of the national economy? To what extent is a more proactive approach through strengthening cooperative capital, including the development of cooperative networks in the retail sector or certain sectors, being considered by the ministry to increase local enterprise participation as well as strengthen business competitiveness and take over businesses operated by foreigners who contribute little to national development yet continue to enjoy subsidies and government support.
Secondly, SD01A Code 008/001 Planning, Implementation and Monitoring of Development Projects. A total of BND1.1 million has been allocated to strengthen the planning, implementation and monitoring of projects under the National Development Plan, RKN. This matter is very critical given that project implementation performance in recent years has shown a rather flat trend without significant improvement in terms of timeliness, cost control and implementation efficiency.
In this context, project delivery is no longer an option but a promise that must be fulfilled to the people. With the large number of development projects under the RKN, discipline in project management becomes the main factor to ensure that every allocation delivers optimum impact. In this connection, kaola would like to refer to several of kaola's proposals in the debate on the Annual Budget Bill 2026/2027 on 15 March 2026 corresponding to 25 Ramadan 1447 for the ministry's consideration for implementation.
Kaola would like to emphasise that the success of project implementation depends not only on systems and allocations, but also on the capacity and capability of human resources. The RKN Secretariat as well as officers handling projects must be strengthened through upskilling, exposure to best practices, Project Management and continuous competency development. Question 1, SD01A Code 012/000 Research and Strategic Information. Kaola understands that efforts on domestic shares are still under assessment, and seeks clarification on how far the progress has come. Besides that, what are the plans to develop the supporting ecosystem including preparing companies to be listed, investor involvement and the governance framework, and what are the actual constraints that are still hindering its implementation, and what are the perimeters and KPIs to assess the success of this initiative later, insya Allah.
Second question, SD01A, Code 005/000 Business Registration. Kaola acknowledge the efforts undertaken by ROCBN to ensure the true status of the registered businesses in operation and to cancel those that are inactive. Kaola would like to seek clarification on the further measures to be implemented to ensure that registered traders are truly operating according to registration requirements and have genuine local citizen involvement, considering that a number of small businesses appear to be operated entirely by foreigners without clear declaration of local participation.
Secondly arising from that question, to what extent are monitoring mechanisms implemented to ensure that registered businesses truly contribute to the national economy, especially entities that have foreign workers but do not report profits or do not contribute any tax revenue at all for several consecutive years because kaola too once ran a nasi katok business and if one does not declare a certain level of profit, surely the owner would close it, let alone businesses run by foreigners, I am puzzled, kaola, how they can survive for years without making profit reports and contributing to the national economy.
Related to that as well, what is the proposal and to what extent is the government considering re-evaluating the business registration policy, especially for businesses that will apply for foreign work permits, so that a more formal structure requires them to bring more meaningful investment capital into the country and not merely BND2 paid-up capital to begin trading. Code 007/000 Trade Manager. Kaola would like to seek clarification on what form of long-term initiatives in terms of physical incentives or development grants to penetrate overseas markets or payment support have been planned to encourage exports of Brunei-made products.
To what extent can this initiative help local companies overcome high export costs, expand their operations to penetrate overseas market demand and volume, as well as strengthen the Brunei brand internationally? And how can this effort be aligned with the Industrial Roadmap and the plan to strengthen the national economy?

Thank you Yang Berhormat Pengurusi, Bismillahir Rahmanir Rahim. Assalamualaikum warahmatullahi wabarakatuh and greetings. Kaola would like to raise several matters related to programme Code 010/000 Ministry Industry.
First, in the 2025/2026 Financial Year budget presentation it was shared that BEDB and Tipolis Private Limited had signed an agreement to conduct a feasibility study on the development of a special economic zone aimed at making the country a competitive investment destination by attracting innovation and technology as well as modern economic development capital. Kaola welcomes this initiative because it can further widen the domestic economic base and open quality employment opportunities if it is viable and realised. Therefore kaola would like to seek clarification on the status of this study and whether the strategic outcomes that can be utilised by the business community, youth entrepreneurs and stakeholders can be shared.
Second, statistics regarding the global Islamic market have already been shared by fellow Yang Berhormat in our earlier discussion, and non-Islamic countries have also been racing to hold halal product exhibitions that further increase demand for halal products worldwide. Please share whether there are national plans to explore and expand involvement in this halal industry, taking into account the country's highly recognised halal certification standard, not only related to halal food products but also in Islamic financial products which now dominate 68 percent of global halal products.
Third, kaola understands that the collaboration framework between United Kingdom – Brunei Strategic Dialogue: Brunei Green Economy Framework, besides aiming to balance economic growth, energy security and protection of the natural environment, is also to identify business opportunities and activities that can be explored by the private sector in this country.
Please clarify what form of programme cooperation has been implemented under this framework and to date, how many foreign investors have been brought into this country in the field of this Green Economy. Kaola would also like to seek clarification regarding Title SD01A Account 112-003 Green Building, which has been allocated BND2.5 million this year with a planned cost of BND51.6 million, whether it is also directly related to this collaboration framework?
Fourth, in the 2025/2026 Financial Year budget presentation it was also shared that as an effort to strengthen the country's food security, BEDB is in discussion with several international companies to establish a poultry parents' stock facility to produce sufficient local breed stock. Alhamdulillah, if realised, this initiative will guarantee continuous production of broiler chickens and layer chickens and at the same time can reduce the price of these commodities and increase the country's export opportunities.
Kaola seeks clarification on the progress of these discussions so far. Kaola would like to suggest that in implementing this project later, local operators in this field should be given the opportunity to form joint ventures with these foreign investors, and lastly kaola would only like to add to the issue raised by fellow Your Honourable Members namely regarding the rate of premium insurance overall. Kaola would only like to seek clarification on whether Autoriti Monetari Brunei Darussalam plans to conduct a study on this premium insurance issue especially to produce payment guidelines, namely charges that are realistic, affordable and reasonable.
This initiative is important (bell rings indicating one minute remaining) to safeguard the interests of affected residents, help the growth of the insurance industry generally and can open more quality jobs as well as expand economic activity. Thank you Yang Berhormat Pengerusi.

Amin Liew bin Abdullah, Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II regarding the rise in prices of goods that is increasingly being felt by the people.
First, to what extent is this situation influenced by external factors such as global economic uncertainty, import costs and supply chain disruptions, and what concrete steps is the ministry taking to control and stabilise prices in order to protect consumers?
Second, regarding the participation of foreign entrepreneurs in expos and bazaars. Has the ministry carried out monitoring or impact studies, particularly on the competitiveness of local ventures, economic outflows and the real benefits to the country? Furthermore, what policy ensures fair reciprocity so that the participation of outside parties not only benefits them but also empowers local entrepreneurs' efforts? Yang Berhormat Pengerusi.

Thank you Yang Berhormat Pengerusi. Thank you to Your Honourable Members for the questions raised. It seems many of these questions are very, very interesting, only that there is not enough time to answer all of them.
Among several of the questions, there are some that kaola would like to prioritise. Because not much has been discussed about this before in this meeting, one is regarding the stock exchange. So, kaola would like to take a little time to explain that and also one regarding the special economic zone, perhaps these are questions on activities that will truly give a major impact to the country, especially in relation to the development of the national economy.
So before that, kaola will touch briefly on several issues that were raised. One is regarding used cars; indeed previously Yang Berhormat Menteri Pengangkutan dan Infokomunikasi had already taken steps to address issues of abandoned vehicles by the roadside and so on. So this effort can indeed be continued.
Regarding the Kuala Belait Revitalization Project, this is indeed an effort where a working group has been established. At present, it is examining several existing buildings to be utilised and developed in cooperation with the private sector. So, indeed there is much more information that can be shared, just to answer briefly. So, if Your Honourable Members would like to obtain more information regarding the work that has been done, they may meet with the Ministry of Finance and Economy.
Regarding this insurance loading, it is indeed a commercial consideration for cars. In kaola’s view only, not just, anu, ah not regarding the regulation ah, so naturally if a car is more than 6 years old, the maintenance cost, repair cost is indeed higher than for a new car. So, for insurance to cover a car that is more than 6 years old, the risk is indeed higher. Naturally, for what is it called, the risk calculation from the perspective of the insurance company is indeed charged higher.
Regarding the lamb shank (small laughter), this actually happened for the first time I think, what was meant by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin earlier was one company that held a Food Fair in Jerudong at the end of last year. So, after that event, kaola had the chance to contact the organiser. So, they were brought to meet at the ministry. So, to better understand what their business model was like. So, after discussions, kaola also suggested that if in future they wish to hold the same event, they should involve many more local companies. At the end of last year, it bought its goods, its suppliers, from Brunei. There was involvement of local food operators through several outlets.
So, kaola suggested that if this issue is to continue in future, if the same event is to be held again, it must provide greater benefit to local people as well. So, it was suggested that goods to be purchased such as lamb shank and the like must be bought from suppliers in Brunei, including ice block and so on. After that, the companies participating in the Food Fair in future, when they hold the same event in their home country, must also bring our people there together with them. So, this is already in the agreement, and kaola was told that they agree, this is what they will do. So that, what is it called, local businesses can be exposed to countries abroad and to several provinces-provinces where they hold the same event. So, this is already being monitored.
Regarding the proposal from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof regarding property tax. As in other countries, there are many kinds of tax-tax imposed. Not merely charges or fees and so on. There is property tax, there is sales and service tax, there is corporate tax, there is personal tax, there is stamp duty and so on. So, this proposal regarding property tax, actually kaola has already discussed with Yang Berhormat Menteri Hal Ehwal Dalam Negeri to find a way to consider that at present we have assessment tax, whether we can use that scheme to be more effective, to find a new scheme. This matter is under discussion with the relevant ministry.
Regarding KMKA, yes because what exists at present is based on 2015. This KMKA is actually done every 5 years. Due to COVID-19 in 2020–2021, that is what caused the delay ah. So, at present the latest KMKA, insya Allah, will be completed this year. This survey was already carried out in the 2 years before this, so the results are already almost there, insya Allah, this year they will be shared. In terms of the Standards and Accreditation Centre, indeed the standards used do follow international standards. So, kaola does not quite understand what Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof meant regarding a barcode used from Malaysia; it is possible that what comes from Malaysia also follows international standards, not necessarily Malaysian standards.
Regarding Temburong, at present there are already several proposal from foreign investors, so some have already done what is called due diligence, some have withdrawn, some are still in discussions. So if Yang Berhormat Haji Awang Sulaiman bin Haji Nasir wishes to obtain more information, he may meet with the Ministry of Finance and Economy. So it can be explained that there are still several projects under consideration.
Regarding Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin, on cooperatives, actually at present there are more than 160 registered cooperatives, of which only 39 are active. The Ministry of Finance and Economy is cooperating with the active cooperatives, so that they comply with the regulation-regulation imposed on cooperatives, where at present although 39 are active, only around a dozen cooperatives prepare financial statement, submit annual return and so on. This is an effort to strengthen, so that it becomes the foundation for cooperatives to further increase the number submitting financial statement, preparing business plan and so on. Regarding RKN, we have already discuss a lot regarding RKN before this, so there is no need for kaola to share it again. Ok regarding Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub on prices of goods and cost of living and so on, we have also touched on this a lot before.
The second question from Yang Berhormat earlier was on expos, and it is likewise something we must think about, how we can benefit from expos brought in by organiser from abroad. This returns to the matter raised by, put forward by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim regarding this halal product exhibition, indeed BEDB is always making efforts to promote local products abroad including Brunei Made Product in Singapore and so on.
So from our experience at Singapore’s expo, Alhamdulillah there was indeed much interest in local products, many people were interested in trying Brunei products, but our problem is that we must strengthen our production base further, so that we can increase our production. So at present one Food Processing Centre, insya Allah, is being developed by the Government, insya Allah to be completed this year, and it can be used, used not only by GLC’s but also by the private sector. This production facility meets national standard and so on such as HACCP, good manufacturing practise and so on.
So regarding the Brunei Green Economy Framework, indeed several anu lah activities have been identified such as solar panel, renewable energy, carbon capture utilisation, carbon capture storage and so on. So this is indeed under discussion with the United Kingdom government. There are also several issues for which we must make preparations such as skills, regulation, financing and so on. This too is under discussion with the government UK, UK Government so that we can work together to establish a strong foundation, after which we can benefit from several fields identified in the Brunei Green Economy Framework.
Ok so now, regarding the Special Economic Zone, we have already signed a Memorandum of Understanding in February 2025. So this project is actually more complicated when compared with other FDI projects. This Special Economic Zone involves many, if counted, all ministries and government agencies. So from the economic aspect, kaola fully supports it because it will bring many benefits to the economy, to our country. With investment, a high amount of investment. So this is not just a high investment once only, this investment will continue for decades to come,
So this is a sustainable investment for our national economy and in turn generate jobs for local people. But this project involves law, security and so on, so these are the issues where we must work together as one whole of government, whole of nation approach. When the time comes that we can share it, insya Allah, kaola, because this project, it anu, touch on everybody's life, so kaola will hold several sessions to share in greater detail the detail-detail of this project. So at present it is still at the confidential stage in discussions with this investor.
Ok regarding the stock exchange. So kaola had shared before this, last year, on the benefits of the stock exchange and so on. So to share the progress at present, if all government workstreams and the development of this capital market ecosystem are completed, insya Allah, our stock exchange can be launched around the end of the third quarter of 2027. This is subject to all the other worklah because setting up this stock exchange involves support from financial institutions, audit firms, legal and shariah advisers, the broker profession and the relevant professionals. So if kaola looks at other countries in ASEAN, most ASEAN countries already have their own stock exchange.
So in terms of the objectives for each country, there are indeed differences. So for kaola in Brunei, kaola must look from our own context, what exactly would be the benefit if kaola were to establish a stock exchange in the country. So if possible, if kaola may share in greater detail, kaola may ask for a little more time because if this project is completed, insya Allah, it will be launched next year, so that the public better understands the purpose of kaola in establishing a stock exchange in Brunei Darussalam, so that people better understand what exactly our objectives are and also its benefits.
If kaola looks at any country that has a stock exchange, this provides an opportunity for local companies to make an IPO or Initial Public Offering, so this can be said to further expand funds or funding for companies participating in the IPO to expand their business and so on.
So before that, kaola would like to share that actually the financial market in Brunei is a small market and the economy is also small. So there are several structural characteristics of the financial market that we need to handle carefully. So at present, the number of large companies is limited, the number of domestic investors is small, the number of transactions is low, as we can see from shares that can be purchased such as BIBD, the number of transactions is low, liquidity is low. So these are the issues we must address so that we can encourage more companies to undertake IPOs and for the public to invest in shares in local companies.
So if we look at other countries such as Laos, Cambodia, even Maldives now have established stock exchanges. So in terms of strategic benefits to Brunei Darussalam, it support local companies or GLCs to carry out, to list that company in the stock exchange, thus increasing access to additional capital sources, supporting operations and business growth, and providing opportunities for the public to obtain ownership interests in the country’s strategic assets.
It strengthens the level of transparency and public accountability in company operations and improves corporate governance standards as well as financial reporting practices. These are some of the benefit for company-company listed on the stock exchange. So this stock exchange also creates a direct channel enabling the public to participate in national economic growth through instrument equity and fixed income or sukuk listed on the stock exchange. The public can participate in the distribution of dividends from productive enterprises, gain benefits from increases in capital value, capital appreciation over time. Build and preserve household success in the long term, improve financial literacy and investment capability among society.
So if viewed at present Yang Berhormat Pengerusi, if the public wishes to invest for the long term, the instrument available at banks in the country are only for one year, or sometimes there is a certificate, investment certificate with the longest being three years. So for planning for the future, for children’s education or retirement, there is no long-term instrument. So in the stock exchange, once launched, we can, anu, list long-term sukuk for 10 years, 15 years and so on. So this is also one of its benefits.
So for our companies, because for a company listed on the stock exchange, it must follow several strict obligations that will be imposed. So this in terms of audit, financial statements must be audited and also several representations of independent boards of directors or independent directors must also be there, there must be oversight in business activities and so on.
So these are some of the benefits, and there are also others we have already shared, that once established it will generate more professional jobs such as Research Analyst, Investment Banking Professionals, Compliance Officers and so on. So this is actually much more that we can share but we think this is enough. I think we get the picture.
So if a stock exchange is established in Brunei, the public can participate in investment in local companies. At present if our people want to invest, they have to go abroad, with an outflow of fund. So if there is an opportunity for the public to invest in company-company in the country, this means we are supporting the domestic economy.
So they can also make plans for future investment. So before, every month, at the end of the month before going to Miri, perhaps part of the salary had already been allocated for investment. So this is what all of that is spent on.
So with this stock exchange these companies will also improve their discipline, accountability and transparency. These are some of the benefits of this stock exchange for our people, hopefully over time financial literacy will also improve because once we invest in local companies, every day when we wake up in the morning we will already be talking about this stock, that stock and so on and whether its performance has improved or otherwise.
So this is our purpose once it happens. To set up stock exchange does not require a lot of expenses; to run it, running the stock exchange will not cost the government a lot money, if there are increased transactions, increased liquidity, perhaps the stock exchange can also make money. So perhaps it will not burden the government either, but with the benefits that kaola explained earlier, insya Allah this is a step for us to continue advancing and developing the national economy and also improve public understanding of financial literacy. Kaola would like to raise a question to Yang Berhormat Menteri Hal Ehwal Dalam Negeri regarding multipurpose halls and community halls, which are now often seen as becoming less relevant and in terms of their maintenance. In that regard, what are the ministry’s plans to rebrand and upgrade these halls and community halls so that they become spaces that function more effectively as modern community centres, not only for social activities but also to support the local economy, entrepreneurship and sports in line with current changes.
At the same time, Kaola suggests that the government consider the construction of temporary settlement centres in disaster-prone areas designed for multipurpose use, which can be used during emergencies and at normal times as inclusive community spaces. Yang Berhormat, this approach is more strategic and maximises the use of assets, enhances disaster preparedness and strengthens overall community well-being.

Kaola would like to focus on the allocation for the Fire and Rescue Department amounting to more than 32 million and would like clarification on the level of fire protection and emergency preparedness, particularly in supporting the development of economic assets in industrial zones and agricultural zones.
In that regard, to what extent is the preparedness approach being implemented aligned with the expansion of industrial and agricultural areas, given that in the Minister’s Statement the whole of government and whole of nation approach was emphasised in strengthening public safety, and this requires clear coordination between safety planning and the growing economic development.
At the same time, what is the current level of coverage in terms of response time, capacity, machinery and workforce, including in rural areas or large-scale operational zones, taking into account the level of operational capability that has been implemented, and to what extent preparedness has been adapted to changes in the increasingly complex risk profile in modern sectors.
Further, are risk assessments and emergency preparedness carried out simultaneously with the approval of new development areas in line with the implementation of the disaster management strategic policy framework so that preparedness planning is done earlier and does not only depend on response after an incident occurs.
In addition, how is the prevention approach being implemented in a more targeted way in industrial and agricultural areas, including safety audits and early training in line with efforts to strengthen community preparedness as part of a comprehensive safety strategy. Finally, how does the ministry ensure that this allocation supports not only preparedness in general but also investor confidence, given that in earlier debates the importance of a conducive environment for the country’s economic growth was emphasised.

Kaola would like to express thanks to Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the sharing on the Ministry of Home Affairs, its main focus and the actions that have already been taken.
For the ministry’s allocation for 2026-2027, 4 programmes have been stated as the main functions, among which I would like to comment on Code 004/000 National Disaster Management. One of the effects of natural disasters is loss of life. Other effects are destruction of property in the event of fires, collapsed houses, roofs blown away, landslides, access roads cut off and so on.
Given that incidents such as these have occurred frequently, kaola would like to ask whether there is any allocation to address these matters, such as when such incidents occur, for repairing damaged houses, replacing roofs, handling landslides and so on. Is the allocation under the National Disaster Committee, NDMC, still available? In the past, the process of repairing houses and assisting those affected took quite a long time. Therefore, kaola seeks information on this matter.
The second matter that kaola would like to touch on concerns urban areas in Belait, Tutong and Temburong Districts related to Code 005/000, especially municipal efforts to upgrade towns in their respective districts.
Kaola sees much potential and room for these town areas to be improved and beautified further by developing certain areas such as creating flower gardens, recreational places, providing children’s playgrounds, attractive leisure areas, beautiful food stalls and several other attractions.
Kaola is of the opinion that this may not require major expenditure or can be done through PPP, but it will elevate the image of the town. If the small town areas in Tutong, Belait and Temburong can be beautified as tourist destinations or destinations for local visitors, just imagine the potential of those districts. For now, if we look at it, not much has changed or the district towns have not transformed in appearance, so kaola would like to recommend that town beautification be made a KPI showing the ability of those districts to develop their respective areas.
Next, kaola would like to ask about the status of this Kampong Ayer project. Kaola also seeks clarification regarding the Kampong Ayer redevelopment project which has already been allocated under RKN12 in the amount of BND32,800,000. Kaola would like to know whether plans are already in place, where the redevelopment areas of Kampong Ayer are, and which villages will be involved. This project will have effects on other villages, schools, transport and so on.
Therefore, if the planning is already available, although it is still under RKN-12, this is only the second year, entering the second year, if there are plans that can be shared, perhaps the relevant parties in those areas will know what is happening in their areas. Kaola refers to Title SE01A Department of the Ministry of Home Affairs, Code 004/000 Management of Local Authorities and Community Unity with an estimated expenditure of BND2.2 million. Among the objectives of this programme is to manage the affairs of district offices including the One Village One Product Economic Programme and activities of the Mukim and Village Consultative Councils.

The One Village One Product enterprise always draws Kaola’s attention because it involves village communities that are close to the heart. In this matter, first of all Kaola would like to record the highest appreciation to Yang Berhormat Menteri Hal Ehwal Dalam Negeri for the initiative of establishing the 1K1P Centre, the creation of village shops and the organisation of pop up markets as the ministry’s continuous efforts to support local entrepreneurs. However, from the policy angle and the long-term effectiveness of this 1K1P enterprise, it is necessary from time to time to assess the marketing models that have been introduced. Kaola’s question here is whether these models are capable of overcoming the continuous challenges faced by these entrepreneurs, namely limited capital and manpower resources, consistency of production, market access and control of product quality standards, and to what extent the capital of these small-scale individual businesses is able to increase entrepreneurs’ income sustainably and significantly in the long term.

The Titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam clearly emphasised that we should shift to a more structured and high-impact approach to stimulate economic growth. In relation to that, for the long term and the way forward.
Kaola is of the view that the ministry should consider establishing a village community cooperative to be made one of the implementation models for 1K1P and also other village economic activities because this cooperative structure is capable of expanding the combination of capital and labour, increasing production, coordinating quality, strengthening marketing and investment as well as governance through auditing of financial reports and systematic performance monitoring. This at the same time supports the achievement of goal two and goal three of Wawasan Brunei 2035, through improving the well-being of the people and strengthening the non-oil and gas sectors.

Regional best practices and the experiences of neighbouring countries have proven that cooperatives are among the effective instruments in uplifting community socioeconomics and real economic growth.
Kaola is confident that through this approach, if it is carefully planned early and implemented in an orderly manner, this 1K1P programme, insya Allah, will be able to develop successfully into a competitive village economic entity, capable of attracting commercial cooperation and capable of contributing more significantly to the country’s economic growth.
This approach is also suitable to be studied and considered by other agencies in efforts to reach out to the low-income group and aid recipients through a more organised and sustainable economic platform, to help increase their income and standard of living, enable them to be self-reliant and ultimately free them from the cycle of poverty.

Firstly, kaola would like to refer to the Key Performance Indicators Sub-Title under Title SE01A - Department of the Ministry of Home Affairs, in relation to the percentage of the total number of entrepreneurs participating in activities to enhance the village community economy.
Kaola welcomes the increased achievement under this performance indicator from 2024 to 2006, 56 per cent, namely 89 entrepreneurs, to 65 per cent, namely 105 entrepreneurs in 2025/2026, who participated. Also encouraging is the development of 1K1P marketing, extending beyond the market into the international market through the eKadaiBrunei.bn portal.
However, according to the 2026/2027 session estimate, participation in 1K1P remains flat at 65 per cent, the same as 2026. In moving forward more aggressively, what are the ministry’s strategic plans and framework in efforts to further develop 1K1P products and increase participation by village community entrepreneurs, including introducing the cooperative movement which should be elevated as tallies, as suggested by my fellow Ahli Yang Berhormat, to upgrade socioeconomic development as well as the welfare, prosperity and harmony of society at the grassroots level through the Mukim and Village Consultative Councils.
Next, kaola would like to touch on the Municipal Department, Bandar Seri Begawan. As reflected in the collections here for 2025, 2026 and 2027, they remain the same at BND10 million. Kaola would like an explanation, as this revenue collection, if viewed in terms of progress and the development of business premises in urban areas, is increasing. Accordingly, this revenue collection should also increase, if we look at the reality, and in that regard kaola would also like to seek clarification on revenue from arrears of building tax in the municipal areas of Bandar Seri Begawan, Tutong and Kuala Belait.
Next, kaola would like to touch on Title SE06A – District Departments for Programme Codes 003/000 - Mukim Institutions and Village Heads. What initiatives and steps are being taken to nurture and further strengthen local collaborative cooperation among the institutions of Penghulu Mukim and Ketua Kampung, the Mukim and Kampong Consultative Council Committees and Village Neighbourhoods as well as the Mosque Takmir Committees, towards a stronger and more effective direction.
The purpose is also to further strengthen harmony and understanding among village communities in line with the functions and roles of the Institutions of Penghulu, Mukim and Ketua Kampong, as leaders of unity, harmony, prosperity and community well-being, in addition to being the main drivers in advancing and strengthening economic, social and religious activities, thereby improving the socioeconomic standard of living of the community.
Next, kaola would like to raise here the issue concerning the Immigration and National Registration Department under Code 002/000 - Immigration Services Management Programme, Control and Law Enforcement. As we are aware through the mass media, there has been an increase in immigration offences involving foreign nationals, especially overstaying, invalid immigration passes and misuse of immigration passes.
I seek clarification on more effective and proactive approaches and initiatives in eradicating and curbing immigration offences so that they do not continue to spread, in order to avoid harm that would further affect the well-being, security, prosperity and welfare of the people and the country. At the same time, to ensure that foreigners residing in this country respect and comply with the supremacy of the laws and regulations enforced in this country.

Kaola wishes to discuss SE06A - Code 003/000 - Mukim and Village Institutions in relation to 1K1P, which was also raised by two colleagues earlier, and kaola would like to add further.
Kaola records appreciation to the Ministry of Home Affairs for its efforts in strengthening grassroots leadership through the Mukim and Village Consultative Councils in line with the importance of building stable and resilient communities as the foundation of national development. Sustainable socioeconomic development does not depend only on urban areas, but is also driven by the strength of the village economy through initiatives such as 1K1P, kedai kampung, local expos and community services.
Although this effort shows implementation potential, the scale of implementation, income level, participation and management still need to be improved, however the development foundation already exists with clear participation interest and economic income potential. As a grassroots leader, kaola would like to stress that we are not only waiting for assistance; through the 1K1P initiative and the establishment of kedai kampung, residents are given the opportunity to market products, generate additional income and cultivate micro and small entrepreneurship.
In addition, we also carry out community services such as grass cutting, cleaning and light maintenance. This initiative opens up part-time employment opportunities especially for residents without fixed income and helps generate additional income although it is still inconsistent.
Alhamdulillah, this effort has helped several residents obtain side income; although still small, it proves that local economic potential can be mobilised when opportunities are provided. However, realistically there are still challenges such as small operational scale, participation not yet comprehensive, management not yet streamlined and income still limited. Nevertheless, the foundation already exists with good initial interest and participation. The focus now is how to strengthen this initiative in a more organised, systematic and sustainable manner.
Strategic support from the Ministry of Home Affairs is very important to ensure that it can grow into resilient community economic capital. In this regard, Kaola proposes four main matters for the Ministry’s consideration:
First, more structured monitoring and guidance through the setting of clear KPIs as well as periodic visits to provide advice and improvements. This is important so that village economic development moves with clearer direction and is not ad hoc;
Second, capacity development training. Courses in entrepreneurship, financial management, marketing as well as exposure to successful community economic capital are much needed to improve residents’ skills. Without capacity enhancement, economic efforts are difficult to grow to a higher level;
Third, capital and equipment assistance. Small grants or revolving funds as well as equipment support are not merely welfare assistance, but growth catalysts that enable operations to be strengthened and productivity improved; and
Fourth, network and market expansion. The main challenge of the village economy is actually not the lack of products, but constraints in terms of market access. With participation opportunities and opportunities to join exhibitions, promotional programmes and wider sales platforms, village products have the potential to grow much further.
In line with the aspirations of the Ministry of Home Affairs, we are committed to being a strategic partner in building a self-reliant and productive community. In conclusion, initiatives such as 1K1P and kedai kampung have shown potential, but require continuous support to grow more significantly. That is all, thank you Yang Berhormat Pengerusi.

What are the ministry’s plans to introduce a new concept of stall sites that is more organised, attractive and friendly to small entrepreneurs, including through a PPP approach, Public-Private Partnership, to improve management quality and facilities?
In addition, what are the ministry’s efforts in revitalising urban areas through initiatives such as Pop Street Bazaar Ramadan and creative business spaces capable of stimulating the local economy? In this context, Kaola would like to touch on the Bandarku Ceria initiative which has received a very encouraging response.
What is the ministry’s assessment of its economic impact? In particular, in terms of the vendors’ income increase and the business opportunities generated since it was organised? The success of initiatives such as this should be expanded and made the basis for more vibrant, organised and economically viable urban planning.

Kaola refers to Title SE032 Code 002/000 Urban and District Development. Alhamdulillah, first of all kaola would like to record congratulations to the workers of Belait District because the Belait Municipal Department is the only department to achieve a 4-star grading, as well as on the achievement of Kuala Belait as an ASEAN Clean Tourist City in 2024 and Seria receiving the ASEAN Environmentally Sustainable City award in 2025. In light of this achievement, kaola would like to seek clarification on what best practices have been implemented in Belait District that enabled it to achieve recognition nationally and internationally?
And to what extent will this experience be used as capital for implementation in all four districts and in all other districts so that standards of cleanliness, urban management and sustainability can be improved consistently nationwide? Alhamdulillah. In this regard, kaola would also like to seek clarification on what follow-up steps have been, and will be, beneficial in stimulating the local economy, particularly through increased tourism activities, community entrepreneurship opportunities and local business development.
My second question is directed to the Prisons Department SE11A - Code 002/001 regarding the inmate partner programmes and integrated rehabilitation desistance programmes. Referring to Appendix 1.1, kaola commends the efforts and initiatives of the Prisons Department in implementing inmate partner programmes together with desistance rehabilitation and reintegration programmes which are able to provide prisoners and former prisoners with qualifications and skillsets that can help former prisoners build their lives after completing their detention period. Kaola is of the view that programmes such as these are very important and very effective in reducing repeat offenders or the risk of repeated offences, especially due to economic pressure and the stigma faced by former prisoners in obtaining employment.
In this regard, kaola would like to seek an explanation as to why the allocation for these programmes is not shown, even though KPIs have been set.
In addition, what steps will be taken to further expand participation in this programme and how can family members or the community also contribute and help in making these programmes a success?
The third question, Labour Department - SE05A. Kaola would like to seek clarification on the extent to which the data collected is used for in-depth analysis, deep analysis, for future planning, particularly in efforts to reduce dependence on work permit holders. In addition, to what extent is there cooperation with the Manpower Planning Council to determine recommendations for reducing work permit holders, and what is the status of the proposal to introduce a work permit levy to support the local workforce training development fund. First is Title Code 005/000, namely the Kampung Ayer Division, Brunei and Muara District Office, which Kaola also relates to the development expenditure allocation Account 1205-001, namely Kampung Ayer Redevelopment. The issue of collapsed or dilapidated houses in Kampong Ayer was once raised in this august Council during the Legislative Council session in 2025 to Yang Berhormat Menteri Pembangunan. Among the essence of Yang Berhormat’s reply was that the main cause of the collapse or deterioration was because the houses were old houses and lacked maintenance by the homeowners. This was the result of visual inspections on the safety level carried out by JKR on 337 houses in 2017 and 2023.
These findings were also shared with the Brunei and Muara District Department. My question is, what follow-up action has been taken by the Brunei and Muara District Office regarding the houses identified by JKR? If action has already been taken, Alhamdulillah. My question also is, can the development expenditure for the redevelopment of Kampung Ayer, with a planned cost of BND32.8 million of which only BND10 thousand has so far been spent in Financial Year 2025/2026, be used to assist houses of those less able who face financial difficulty in maintaining their homes?
Kaola believes that if this matter can be considered, it can be utilised by village heads and penghulu kampung in the relevant areas to work together, help one another, assist those in need and, more importantly, before the structure of their houses worsens further and God forbid collapses or falls down.
Second is Title Code 002/000, namely the Foreign Worker Recruitment Programme of the Labour Department. Kaola wishes to once again raise the issue of the entry of foreigners into this country, especially from certain countries, which needs attention. Their entry into this country comes at various levels and types of employment. What is very apparent is that some of them want to control certain sectors such as restaurants and grocery shops. Some of them hold positions as managers and some hold even higher positions. Whereas these can be given to and filled by locals.
Locals are only at the lower level such as restaurant and grocery shop attendants, and there is no training programme so that they will be given the opportunity for promotion. To my recollection, this matter has already been raised before and needs to be studied from the grassroots level and not viewed only from the aspect of statistics at department level. My suggestion is for the Labour Department and certain related parties to conduct an in-depth study from the grassroots level, namely by going to the relevant shops and also reviewing the department’s internal processes to know and understand more closely the causes and reasons.

Thank you. Your Honourable Members. I will now give way to Yang Berhormat Menteri Hal Ehwal Dalam Negeri to provide comments or responses to several matters that have just been raised by Your Honourable Members earlier. Please.
Yang Berhormat Menteri Hal Ehwal Dalam Negeri
Thank you Yang Berhormat Pengerusi. Thank you to Your Honourable Members for the questions that have been raised. I think most of those questions are repetitive from last year's questions. I think the muzakarah platform can also be used to find out in detail what is actually being implemented by the departments.
For example, Yang Berhormat Pengerusi, one of them is the question from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'akub, regarding buildings, namely halls. In the Ministerial Statement it was informed that 14 halls will be repaired, which at this time the district offices have indeed identified. So, those to be repaired are based on the stages of deterioration of the halls, God willing it will be done in stages.
Secondly, regarding the Temporary Placement Centre. Perhaps Yang Berhormat too, as a member of the District Disaster Management in the districts, in Tutong District there is one Temporary Placement Centre, in Brunei and Muara District one, which has also been repaired and will accommodate anyone who requires a Temporary Placement Centre. If we look back, these Temporary Placement Centres used to be only tents, blue tents which is not conducive for people to stay in for weeks but now they have been turned into vacant flats, repaired where available for placement. So, this is what is meant by whole of government and also society is equally important for community synergy, government and society.
Secondly, regarding the question from Yang Berhormat Awang Lau How Teck in terms of the readiness of the Fire and Rescue Department. As kaola once touched on in the Ministerial Statement, of the 30 WRL units, 10 have already arrived and have been handed over to the fire stations. We have 24 fire stations throughout the country and 130 vehicles of various types. In terms of readiness, it is at 80 percent or 90 percent readiness. In terms of fire pumps, they are indeed repaired and maintained.
Regarding Industrial Firefighting, the Fire and Rescue Department is indeed cooperating with our industry’s players for example SPARK Fire, Brunei Shell Petroleum Fire, that is where they assess their competencies when it's come to Industrial Firefighting this. Kaola have also shared on Community-Based Disaster Risk Management, School-Based Disaster Risk Management. This community aspect is at the grassroots level, at the societal level and also this school-based aspect, so that they know when comes to emergency situations, they know what to do and then also, every ministry and department has its own fire marshal. So, fire marshal is what will be ushering whatever matters if a fire occurs in buildings. Any questions that kaola did not have time for, perhaps kaola will answer in writing.
Thirdly, from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman regarding municipal areas. This municipal matter has indeed been raised since previous years as to the role of the municipality when it's come to beautification but in terms of what we can see, there have also been developments and beautification efforts. For example, in Bandar Seri Begawan. Ah, for the information of Yang Berhormat Pengerusi as well, Temburong is not called a Municipality. There are only three districts which is Brunei Muara District, Tutong and Belait.
So in Temburong, it is quite special. Previously there was AKDT, what was it, the Temburong District Development Authority, which was handed over to the District Offices to, ah what, to continue the activities implemented by AKDT. But like for example in Bandar. In Bandar, efforts have indeed been made. For example, those three buildings were handed over to Darussalam Assets for development and Alhamdulillah, the latest development is that there are already potential investors. What? Ah um, Taman Mahkota Jubli Emas and then kaola will just slip in Pehin ah those questions were also from Yang Berhormat Salleh regarding beautifying Bandar when it comes to Food Truck, I think Yang Berhormat should also go down to Bandar once in a while, Yang Berhormat, to see that our food truck Pehin, for example in front of Regalia, is already there.
It is held every day, in fact, kaola once stated that every month a company has already been appointed to handle its event management. So every month it is held there including food truck and if we look at Taman Mahkota Jubli Perak there are also food trucks there at night. So it is indeed already there.
And then regarding Yang Berhormat, anu, the project under RKN Revitalisation of Kampong Ayer. Kaola have indeed explained that this matter is still at the discussion stage with the Ministry of Finance and Economy under the National Development Plan Working Committee to identify what the real impact of this project is on us when we are going to spend BND32 million. It was also raised regarding collapsed houses earlier by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, you know, a, what um, study has already been done by the Ministry of Development, the study was carried out in phases. What is implemented by the ministry is;
First, these houses are actually the responsibility of each owner; and Second, what is implemented by the government is the access, where the access is the bridge. Koala had informed during the Ministerial Statement that more than BND1 million has already been allocated and a yearly budgeting of BND700,000 each year to replace its access road. If we walk along those _access road_s, in Kampong Ayer they are called jetty bridges.
But indeed, as just one example, Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, the house that burned down in Kampong Setia. That was our cooperation with private companies and the villagers themselves. Alhamdulillah as well, the villagers in Kampong Setia repaired their houses themselves, they were only assisted a little, including reconnecting electricity and so on.
There was also a question from Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam regarding 1K1P. Alhamdulillah, as also stated by koala in the Ministerial Statement.
This also involves the participation of Your Honourable Members as well, you know, after discussion, muzakarah, and in terms of Kedai Kampong being established and God willing, this cooperative will be discussed in detail as to whether it truly benefits, what is it called, the 1K1P business and then Yang Berhormat Amran bin Haji Maidin asked regarding government assistance. There are indeed grants given to 1K1P entrepreneurs. So in terms of training, we have signed with Ghanim International. Several MPM and MPK have already been given training and briefings by Ghanim International. It is just that there has been no follow-up from the MPM and MPK. That is why, regarding Kedai Kampong, that will be the basis for us to determine whether the Kedai Kampong that we are implementing has the potential to be expanded.
In terms of the international market indeed, you know, the important thing is whether we are capable of meeting international market demand? So that is what we are considering. In terms of market access, it does exist. My visit recently last year to China, Yang Berhormat Pengerusi, the access there is indeed large. That is just one province. One province has a population of 13 million so that is it. So capacity-wise in terms of supply. That’s why in dealing with this together with Ghanim International, it has already been explained, you know, in terms of its shared kitchen, in terms of its goods, if 1K1P truly wants to produce on a bigger scale for export purposes.
God willing, this matter needs to be discussed together with entrepreneurs who truly want to penetrate the international market but Alhamdulillah as well, the domestic market is also already showing its growth. So regarding foreign workers earlier as well, Yang Berrhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin mentioned Bruneians who only work as subordinates to foreigners. Koala once shared what percentage of the ownership of these companies belongs to Bruneians.
Secondly, the foreign worker recruitment process, this must obtain a clearance letter from JobCentre Brunei and to obtain that clearance there are steps. It must be advertised several times, advertised making sure that Bruneians are not denied the opportunity to take up the position before foreigners are given the position concerned so that is it (laughs). In the National Labour Management System, everything is already done online. Previously it was a quota system but now it uses LPA based on the demand of the person.
Perhaps Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, we can have our, anu what, discussion on this one it is just that. That is what kaola mention_ed earlier, Yang Berhormat Pengerusi ah, one _is from the clearance letter meaning there is no Bruneian interested in that position, only then are foreigners allowed. Even that is reapplied for again after two years. A specific job is indeed specifically for Bruneians but again if we look ah, cashier, most of them, foreigners too have been frozen out for Bruneians. Another thing, regarding Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin, um what, these four stars.
Alhamdulillah, Bandar Seria was given recognition. The rules is we must fulfil the criteria to become, what is it called, ah a town that is recognised which is ASEAN Clean Tourist City. There are many criteria but Yang Berhormat Pehin, what koala emphasise here is not only Belait District that caused, what is it called, Kuala Belait to be awarded as an ASEAN Clean Tourist City. It involves whole of government for example JASTRE. There are many other government agencies too that koala mention such as JASTRE, cleanliness, what, the District Office in terms of its district, the municipality in terms of its cleanliness including those toilet-toilet which were also audited by that ASEAN group.
Regarding data indeed, Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin, the data issued and available at the Labour Department is indeed shared with the Manpower Planning and Employment Council, MPEC for their records, anu, certain studies. So this data is also for them to make adjustments to courses and also for manpower planning. There in the data we know which positions are heavily occupied by foreigners and which departments are heavily occupied by our people. That is where JobCentre Brunei or Manpower Planning sees the need to cooperate with the Labour Department. This too, regarding the minimum wage. The implementation of the minimum wage is based on anu, on information sharing from the Labour Department and also anu, JobCentre Brunei to ensure which sectors still have low wages.
Regarding markets, economic activities at the district level such as tamu. Alhamdulillah, this matter has also already been explained by kaola in the Ministerial Statement, Yang Berhormat Pengerusi, regarding the efforts of the ministry and district departments to ensure that tamu and pop-up markets are managed with the cooperation of Your Honourable Members and the Mukim and Village Consultative Councils.
Perhaps that is all, I think one more thing Yang Berhormat Pengerusi, kaola would like to answer from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof regarding what is it called, the efforts of the Immigration Department.
The efforts of the Immigration Department as kaola once informed, one of them is by implementing the INRS, Immigration National Registration System whereby with its implementation, together with the implementation of the National Labour Management System, the data is indeed integrated for example enabling the moment the LPA is issued by the Labour Department, the data is connected directly to the Immigration Department to enable the work visa to be issued and the work pass as well and also the implementation of the E-Gate. This E-Gate is one of the anu, one of the latest technology adopted by the Immigration Department using AI facial recognition technology and also in terms of data from National Registration, passports and identity cards indeed use a biometric system.
But God willing, Yang Berhormat Pengerusi, this project is not yet 100 percent complete. Once, God willing this matter is completed later, all that kaola mention in the People Hub will be unified and used as one of our mechanisms in control and data sharing with the relevant agencies.

Yang Berhormat Pengerusi, kaola would like to raise question SF01A to Yang Berhormat Menteri Pendidikan regarding the development of the local workforce in the tourism sector, which is a priority sector in the national economic blueprint. Although various courses and programmes have been offered, the question is, to what extent do they truly meet industry needs and increase local workforce participation. In this regard, what is the ministry’s strategy to ensure that the training provided is aligned with industry requirements, strengthen collaboration with the industry, and increase the interest of locals to venture into this sector as a viable career?
The second question is, to what extent is the ministry’s planning and readiness in integrating artificial intelligence technology, generative AI, into the national learning system, and what guidelines are being formulated to ensure its ethical use and that it does not affect students’ academic achievement?
Yang Berhormat Pengerusi, a strategic approach in both of these aspects is very important to ensure that the education system remains relevant and supports future economic needs. Peace be upon you and the mercy of Allah and His blessings, and greetings. Kaola would like to express my utmost thanks to Yang Berhormat Menteri Pendidikan for the detailed statement regarding the direction and achievements of the Ministry of Education.
Congratulations once again on the success of Universiti Brunei Darussalam, UTB and UNISSA in improving their respective positions in the world university ranking. Kaola appreciate the efforts that have been made by the Ministry of Education in raising the standard of quality education in the country. Praise be to Allah, much progress has been shown in several areas.
This responsibility is not a light one, but a very heavy one and must be borne by all relevant parties.
For the 2026/2027 Budget, the Ministry of Education Department has set 6 programmes as the ministry’s main functions with their respective objectives. Kaola would like to ask about the Key Performance Indicators. What are the ministry’s efforts to narrow the gap between the percentage of students obtaining 5 A to C, A to C in the PSR examination and the percentage of students obtaining at least 5 O-Level and IGCSE, because kaola sees that when the cohort of students who obtained 5 A to C enter secondary school, the percentage obtaining 5 O-Level decreases. Indeed, PSR and IGCSE are different examinations, but can that gap be improved? What is the reason for this gap and how can it be ensured that students who excel in PSR will also succeed in IGCSE?
The second question from kaola is regarding inclusive education, where the challenge is obtaining qualified teachers. Kaola would like to ask what proactive action the Ministry of Education is taking to provide such teachers for students with special needs so that their education is not affected, and whether these special needs teachers receive a scheme or have a service scheme different from ordinary teachers to attract them into this scheme?
Yang Berhormat Pengerusi. Teachers are an important component in education. Quality teachers are the key to the success of an education system. Kaola would like to know the approach taken by the Sultan Haji Hassanal Bolkiah Institute of Education, SHBIE, to produce quality teachers, because quality teachers make a difference in children’s education. So next kaola would like to know what SHBIE’s strategy is, namely the Sultan Haji Hassanal Bolkiah Institute of Education’s strategy, to train teachers through different pathway to overcome the shortage of teachers.
As we heard in the presentation of the working paper, despite many graduates in various fields coming out of universities and so on, and some of them still looking for work, ironically we are short of teachers. So kaola would like to ask, can these people be made teachers if they are interested? The reason is that some of them who have teaching qualifications still have not obtained employment as teachers.

Kaola would like to submit a question to Yang Berhormat Menteri Pendidikan regarding the Ministry of Education Digital Transformation Plan, which will end in 2027. In that regard, to what extent has this plan achieved its vision and goals so far, especially in terms of the impact on learning quality, the use of technology in classrooms, as well as the level of digital readiness among students and teaching staff? And what are the plans for the next phase to ensure the continuity of this transformation is more organised, inclusive and aligned with current technological developments. In addition, kaola would also like clarification on the ministry’s efforts and approaches in strengthening financial literacy among students.
As well as nurturing an entrepreneurial mindset so that they are not only knowledgeable but also have practical skills in financial management and are ready to face the realities of the future economy. Yang Berhormat Pengerusi, both of these aspects are very important in ensuring that the national education system remains relevant and is able to produce a competitive generation.

Peace be upon you and the mercy of Allah and His blessings. Yang Berhormat Pengerusi who is wise and Your Honourable Members. The first is Title Code 003/000 Academic and Research Institute. Kaola would like to touch on the Research Fund allocated by the government. Universiti Brunei Darussalam, through research by its academics, from the information kaola received, has registered more than 70 patent as a result of that research. For these patent, there are indeed fees, whether local or international. If multiplied by 3,500 times 70, that is 245,000 already financed by the government for the patent.
Kaola’s question is, what is the continuity from the research results whose patent have already been registered? Is it only to improve ranking? Why is the government still financing the registration of the said patent? Is there no return from the research that has been patented by commercialising it for UBD income and to finance the registration of the said patent?
Kaola understands that there have already been discussions with Japan regarding this matter. What kaola questions is, after all these discussions, is there already an outcome to obtain beneficial results and revenue income for the government. For peramba kaola, that is money to get Brunei dollar money.
The second title is Code 003/000 Primary Education and Code 004/000 Secondary Education. The issue is the insufficient number of clerks in secondary schools to assist teachers in school administrative affairs. Kaola is of the view that the teachers should focus only on teaching and nurturing students in their respective schools to ensure their learning is effective and can achieve excellent results. From kaola’s monitoring at several secondary schools in this country, on average only two clerks are assigned to each school concerned. Some teachers are given additional duties in safeguarding student welfare and school administrative work.
Among those teachers, some take the opportunity not to teach during their teaching timetable on the grounds that they need to attend meetings or settle matters related to their additional duties. If kaola refers to Code 001/000, the number of clerks assigned in the Ministry of Education is around 1,901 clerks including other staff.
Kaola feels this number is large. Kaola’s question is, can the number of clerks in schools be increased? Is it in the thinking of the Ministry of Education for clerks to be seconded or assigned to schools that require them, especially schools that show less excellent examination performance?
The third is Building and Asset Maintenance for the Primary Division, namely 003/004, and 004/004 Building and Asset Maintenance for the Secondary Division. Kaola would like to raise the issue of some schools that do not have functioning air-conditioning units, aircond as we Bruneians say, because they are damaged and have long not been repaired. This causes students to study under fans or with only the windows open, affecting their comfort, especially during the scorching midday heat. Kaola’s question is, is there no good programme or project from before to be reused and implemented continuously to address this issue?
What kaola has observed and from the information received, in those schools if they are going to be visited by higher authorities, only then will any damage in the school be attended to and repaired.

Kaola has several matters that kaola will raise related to the Ministry of Education, although some of them have already been touched on by Your Honourable Members earlier, for example regarding the Key Performance Indicator of the percentage rate of students obtaining at least 5 percent O Level and IGCSE, so kaola will not touch on that again.
However, kaola is interested in the Key Performance Indicator formulated by the Ministry of Education, namely the Graduates Employment Rate, that is six months after graduation. The target in 2026, 2027 is 76.6 percent compared with 76.4 percent in the previous financial year. This target is projected to increase to 77.2 percent in Financial Year 2028/2029. Praise be to Allah, can it be shared what the achievement percentage rate was last year, and what are the ministry’s forward steps to further increase this rate, taking into account the uncertain and increasingly challenging employment environment?
Next, kaola notes that under Code 004/000 Secondary Education, the number of teaching staff for Financial Year 2026/2027 appears to be reduced even though the funds provided have increased. Kaola seeks clarification on this matter considering that the need for teaching staff should increase with the construction of an integrated complex to be built at Rancangan Perpindahan Negara Mengkubau.
The Centre for Entrepreneurship and Innovation, Code 007/007, has been allocated BND2,081,821 in Financial Year 2026/2027. From that amount, almost all of it is for emoluments or staff salaries. Kaola seeks clarification on what exactly the function of this centre is, as well as the target or intended outcomes that will be produced by it. And what is its relation to Account 1201-025 - UBD Innovation Hub which is planned to be built at an estimated cost of BND20 million?
Fourth, in the presentation of the Financial Year 2025/2026 budget, it was shared that in strengthening sustainable development and green innovation, UTB had established the Centre for Green Technology and Sustainable Research to spearhead this green initiative. What are the ministry’s forward steps to commercialise the results of creativity and innovation related to this green technology? Next, kaola congratulates the local institutions on their achievements in recognition and the rise in their respective ranking in international university ranking. Praise be to Allah, kaola only wishes to seek clarification, is there any planning by the ministry to encourage these local universities to establish strategic alliance or collaboration with leading international universities as implemented by countries in this region.
In kaola’s opinion, if implemented, this initiative would not only raise the image of local institutions but would also strengthen the quality of research, open up more opportunities for knowledge sharing, and would have a positive effect on the country’s economic activities as a whole.
Lastly, kaola would like to touch on Title SF06A Technical Education Institute. Kaola is interested in the Business Education Programme at IBTE, the focus of which is to put classroom learning into real business practice. This initiative is indeed welcomed and should be expanded widely.
Towards that, kaola seeks clarification, what form of assistance is extended to each person following this programme. Is there collaboration with other relevant agencies, and what monitoring system is implemented for graduates of this programme so that they will be able to develop and expand their business activities to the next level after completing the course. Under the Ministry of Education, more than BND500 million. Kaola would like to ask about the position and support for Chinese-medium schools within the framework of the country’s overall educational development. In that regard, to what extent is the position of Chinese-medium schools aligned within the national education development strategy, considering that Yang Berhormat Menteri Pendidikan in the statement emphasised the need for an education system that is responsive to changes in the global landscape and future needs, including the development of relevant human capital.
At the same time, what is the ministry’s approach in ensuring an adequate supply of qualified Mandarin teachers, taking into account the importance of language capability in supporting regional economic engagement as well as the continuity of a multi-stream education system.
Further, how does the ministry ensure that the curriculum and academic standards for schools in this stream remain aligned with national standards while introducing language strengths as added value in line with the emphasis on quality education and student employability.
In addition, what is the level of support in terms of facilities and learning resources for Chinese-medium schools, and to what extent does the ministry ensure that they are not left behind compared with other schools in the National Education System.
Lastly, how does the ministry view the role of Chinese-medium schools as part of the country’s comparative advantage, particularly in the context of regional trade and economic relations, and how is this large allocation utilised to ensure that this advantage can be continuously strengthened.

Kaola refers to Title SF01A Department of the Ministry of Education for Sub Code 007/001 Special Education under Code 007/000 Other Educational Programmes and Institutions. Among the objectives of this programme are to meet the special needs of students by taking into account the provision of educational programmes, the supply of resources and special equipment, in addition to increasing access and achievement of students with special needs in the inclusive education system.
With an estimated expenditure for this Special Education Programme of BND6.1 million. Kaola seeks clarification on the extent to which this allocation is utilised to ensure that the inclusive education approach is implemented comprehensively in schools, not merely by placing students with special needs in mainstream classes but also from the aspect of providing learning support materials such as textbooks, exercise books as well as other resources and equipment tailored according to the needs of the special needs students concerned. For example, books printed in braille or printed in large size or provided in audio form based on the students’ needs.
For the information of Yang Berhormat Pengerusi and Your Honourable Members. There are concerns among parents regarding the challenges of obtaining these adapted learning resources. Kaola personally knows parents who reprint, that is, photocopy, the textbooks and school workbooks of their special needs children in large sizes throughout the schooling period from primary level up to secondary and higher education at their own expense, and kaola salute the efforts of these parents to ensure that their children are able to follow lessons more effectively and successfully. May Allah Subhanahu Wata'ala bless them for this charitable effort.
In this matter, kaola is certain that not all parents are able to do so. Therefore, my question here is, what about parents and guardians who are less able to afford this?
What support does the ministry provide for them and these special children? That is all, thank you Yang Berhormat Pengerusi.

Under the allocation for the Ministry of Education, a total of more than BND576 million. Kaola would like to obtain clarification regarding the sustainability of student participation from low-income families in the schooling system, particularly in relation to ongoing participation costs such as uniforms, learning materials, transportation and digital needs which may affect consistent participation.
In that regard, kaola would like to seek further clarification on:
First, to what extent does the ministry assess the actual cost of student participation in the education system, including indirect costs borne by families, given that without a comprehensive picture of these costs it is difficult to ensure that the assistance provided truly reflects the actual needs of students from families;
Second, what mechanisms are in place to identify students indirectly affected, such as inconsistent attendance or limited involvement in school activities, because this group often does not drop out entirely, but is at risk of gradually falling behind without being detected early;
Third, how are the assistance and support provided targeted more precisely to the groups in need, particularly in addressing recurring costs, taking into account that this financial pressure is not one-off but continuous throughout the school year;
Fourth, what additional measures can ensure that student participation remains stable throughout the schooling period, given that this stability directly affects students’ motivation, self-confidence and achievement in the long term; and lastly, how does the ministry ensure that this large allocation is truly translated into comprehensive and consistent participation in line with the need to ensure that every student can benefit from the system without recurring basic constraints.

First, referring to the key performance indicator for Institut Pendidikan Teknikal Brunei, namely the increase in student intake. Student intake shows positive development with the actual achievement of around 2006 students for the year 2024/2025 and the intake target continuing to increase gradually to around 2150 students by 2028/2029. The high course placement rate also shows very encouraging progress. Praise be to Allah.
The second question, to what extent are the existing training infrastructure facilities, equipment completeness and teaching staff able to accommodate the increase in student intake without affecting the quality of training? Secondly, what are the ministry’s medium-term and long-term plans to ensure that the capacity of facilities, equipment and teaching staff can continue to be strengthened and enhanced from time to time so that this positive achievement of IBTE can be maintained and improved in line with the needs for the utilisation of the nation’s skilled workforce?
Secondly, kaola refers to the key performance indicator percentage of student obtaining at least 5 'O' Levels and IGCSE which shows an actual achievement of 44.17 per cent for Financial Year 2024/2025 compared with the original estimate of 46.18 per cent. Meanwhile, the estimates and subsequent targets for Financial Years 2025-2029 are gradually from 46.78 per cent to 49.68, 63 per cent. This flat achievement below 50 percent has continued for more than the past 10 years.
Kaola records appreciation to the Ministry of Education for its continuous efforts in implementing various initiatives and programmes to improve the quality of education and students’ academic achievement in this country. However, this 5 'O' Level achievement does not reflect the results of the efforts implemented. Considering that 'O' Level is a ticket to continue studies to a higher level and the main pathway to obtaining employment.
The Ministry of Education must act more aggressively and reshape the existing approach to ensure that Goal 1 of Wawasan Brunei 2035 can be achieved successfully.
Kaola is of the view that it is time for us to break the cycle and make integrated efforts to raise achievement beyond 50 per cent. As an initial step, kaola suggests that a comprehensive independent review be carried out to identify the gaps as well as the measures that need to be taken.

As has been titah by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam during the Official Opening Ceremony of the First Meeting of the 22nd Session of the Majlis Mesyuarat Negara, that a new approach is very much needed in creating an intensive ecosystem towards empowering the private sector as well as Micro, Small and Medium Enterprises, namely PMKS.
In that regard, kaola would like to ask what strategies and initiatives the Ministry of Education has in strengthening entrepreneurship education so that more graduates not only seek and not only become employees but also create job opportunities in line with efforts to diversify the country’s economy. In addition, kaola would like to touch on the issue of student participation in schools, what are the ministry’s steps and strategies in addressing and preventing bullying issues including in terms of strengthening policy, implementing awareness programmes as well as providing effective support to students to ensure a safer, inclusive and harmonious school environment.
Both these aspects are very important in shaping a generation that is not only competitive economically but also balanced in terms of character and wellbeing.

SF01A Code 007/000 Other Educational Programmes and Institutions. Kaola acknowledges the efforts and commitments of the Ministry of Education personnel, beyond teaching to care for our special children who need attention under the Inclusive Education Scheme. For our special children with low severity PL1 and thirdly, they are placed together with mainstream students. Kaola would like to seek clarification on the extent of support provided to teachers in handling very different learning needs within one class, including in terms of training, teacher-student ratio, helping teaching support as well as adapting the curriculum considering that students with special needs also require personal skills development, self-management skills and life skills.
In addition, in efforts to support severity PL4 and PL5 students, kaola would like to seek clarification on the rationale why the management of this group is handed directly to NGOs and the private sector, whereas this group requires infrastructure and a more integrated support ecosystem to develop independent living skills so that they can live more freely and independently from their guardians when their guardians are no longer around.
Therefore, kaola would like to know to what extent collaboration between the Ministry of Education, the Ministry of Health and the Ministry of Culture, Youth and Sports, NGOs and family members can be strengthened in developing training modules moulded to Brunei’s character suitable within the country’s social and cultural context so that they do not depend entirely on third parties.
Second question, Institut Pendidikan Teknikal Brunei SF062. Kaola would like to seek clarification regarding IBTE’s management capacity especially for students inclined towards the vocational pathway and who do not have at least 5 'O' level. Taking into account that the high employability rate of IBTE graduates also attracts students with higher academic performance to follow this programme, what steps will be taken by the Ministry of Education to ensure greater opportunities are given to students who truly need the vocational pathway?
Apart from that, considering the entry of new Foreign Direct Investment, FDI, is there any plan to increase capacity or expand programme offerings including cooperation in the establishment of private institutions by providing new programmes with scholarship schemes and government support?
Code 001/000, with the goal of Wawasan Brunei 2035, to what extent does the ministry consider more holistic additional indicator apart from the existing matrix to assess actual progress more realistically compared with ASEAN counterparts and OECD benchmarks. Thank you to the Yang Berhormat-Yang Berhormat for the questions that have been raised. God willing, kaola will try to answer them and for the questions that kaola do not have time to answer orally this time, God willing, kaola will submit the answers in writing to the Yang Berhormat Ahli-Ahli Yang Dilantik. There are many questions this time, Yang Berhormat Pengerusi.
Perhaps kaola will first try to answer the question from Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding the continuity of the 70 patents that have been implemented by Universiti Brunei Darussalam. It is indeed true that UBD has filed and obtained more than 70 patents including patent protection in Negara Brunei Darussalam itself, Singapore, Malaysia and the United States, and all of the following technology clusters actually contain patents that have reached at least Technology Readiness Level 4.
Kaola had previously voiced this when making the Ministerial Remarks on Tuesday or Monday, if kaola am not mistaken, namely Biosensor and Immunosensor Advanced Functional Materials, which have also been successfully licensed, and clean energy including hydrogen energy technology and innovation, and healthcare innovation and devices, in order to further expand the opportunities for commercialisation of research outputs and innovation activities. UBD, God willing, will establish an innovation hub with the support of RKN12, which among other things aims to encourage technology development from the research and development stage, namely TRL1 up to TRL5 to 7.
Achievements in patent licensing and technology transfer to industry and the incubation of DeepTech Startup companies and also entrepreneurship include prototype development and technology scale up, scale up yeah. Regarding this innovation hub, it was also raised by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim. At the same time, there is in fact another challenge, where Brunei’s economy is still dominated by the oil and gas sector, causing most research activities outside oil and gas to be concentrated only in universities. For example, DNA genome research on the Simpur flower which shows potential in the treatment of a non-communicable disease usually stops only at the university level.
That is one example and another example as well, for example, a research study involving collaboration with parties from abroad is the study on the benefits of betel leaves conducted by lecturers from Universiti Islam Sultan Sharif Ali with two students as assistant researchers. So, God willing, with the existence of this innovation hub later, which will bring those research results to a technology readiness level higher than 4, more patents or commercialisation will be able to be carried out.
Regarding strategic alliance, even before that, UBD had indeed established the Office of Industry Engagement and Enterprise Development to help commercialise existing patents through additional networking with existing industries. Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim also touched on whether there are strategic alliances made by local universities with universities abroad; indeed there are, for example APRU Asean University Network, The University Network For Research Collaboration: A Belt And Road Science And Technology Initiative, Joint Lab With Jixiang, The Association of a..
In fact, UBD actively leverages university partnerships and strategic alliances to improve our academic and research standing through alliances such as the ASEAN University Network, AUN, the Association of Pacific Rim Universities, APRU, which I mentioned earlier, and others, as well as collaboration with top Times Higher Education and QS institutions such as the National University of Singapore, Jixiang University, Zon Qun Wan University and others. We will indeed develop joint programmes as well as student and faculty exchanges. These partnerships facilitate high-impact research clusters in the fields of AI, sustainability, engineering, biodiversity and health science, which God willing will improve the university’s citation metrics or h-index.
Yang Berhormat Awang Abdul Aziz bin Haji Hamdan touched on two matters, namely strengthening local workforce development for the tourism sector and also the ministry’s level of readiness in integrating generative AI into national learning. Regarding workforce development in the tourism sector, there are several strategies that the Ministry of Education has implemented such as the Future Analysis Model; this is an ongoing analysis to evaluate and improve programmes in Higher Education Institutions, IPT and TVET to ensure that they remain relevant to the direction of national development.
The Ministry also provides industry-based curricula. Currently, there are 24 programmes related to tourism, hospitality and culinary that have been offered such as BA in Halal Science from UNISSA, Diploma in Hospitality Management from Politeknik Brunei and NTec in Hotel and Business Tourism, HNTec Hospitality Operations, HNTec in Travel and Tourisms from IBTE.
In addition, the Ministry of Education will continue to work closely with the Pejabat Perancangan Tenaga Manusia or PPTM and the Manpower Industry Steering Committee to ensure training programmes meet the competencies requested by industry. The Ministry of Education also continues striving to increase the interest of local youth. The Ministry of Education also continues striving to increase the interest of local youth through activities carried out such as promotion and exposure through activities such as open days, Higher Education Expo as well as meet and greet sessions for hospitality and tourism programmes and also to increase the interest of local youth, including the level of entrepreneurial interest as well. Graduates are encouraged not only to look for jobs but to explore opportunities as entrepreneurs in the hospitality sector through the entrepreneurship modules that have been prescribed and also offered.
The second question from Yang Berhormat Awang Abdul Aziz bin Haji Hamdan concerns the integration of technology and Artificial Intelligence, AI, generation into the learning ecosystem. The Ministry of Education is indeed active and is proactively planning to integrate technology into the education ecosystem from school level up to higher education institutions.
At school level, for example, STEP, the Science Technology and Environment Partnership Centre, has conducted the Artificial Intelligence Guidance for School Kids workshop. This initiative is in the evaluation phase to ensure its suitability for implementation in schools and in efforts to strengthen the use of AI technology in education, GenAI Guidance for Education has been produced as a clear guideline to guide teachers and students. And this guide actually emphasises how to use AI as a support tool in the teaching and learning process to generate ideas as well as critically evaluate its outputs. Next, the MOE platform at present is also exploring the use of generative AI and also AI voice cloning to speed up the production of research videos.
Regarding Yang Berhormat, an observation from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman that there seems to be a gap between the percentage of students who obtain 5 A to C but then obtain 5 'O' Levels after 5 years later or 4 years later, there appears to be a decline. Indeed, this matter has already been identified, we have indeed already acknowledged such a matter. That is why in fact a study was conducted several years ago by the Research Department in the Ministry of Education where in fact 5 A to C is not yet sufficient as a percentage that can be carried forward or so that we are like, this is the percentage that we are going to get that 5 years in the future, into the future.
In fact, if one wants to see whether there is a correlation between what percentage of A to C and 5 ‘O’ Levels, look at 5 A to B. There is a correlation there. The Ministry of Education does indeed have that, although in our published results we publish what percentage of A to C, but actually we also have what percentage is A to B. That is actually our measure, these are the students who, God willing, will obtain ‘O’ Level in 5 years’ time.
The next question is from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub. There are also two matters here, two important matters raised, namely the progress of the implementation of the Ministry of Education Digital Transformation Plan and also the ministry’s efforts in strengthening financial literacy. Regarding the ministry’s Digital Transformation Plan, to date this plan has shown encouraging achievements in providing a strong foundation for the national digital education system.
The following are the achievements that have been recorded, such as first, the use of technology and infrastructure in classrooms in providing internet networks, upgrading infrastructure, supplying devices, smart classrooms and LMS or Learning Management System; and
Secondly, the digital readiness of students and teaching staff where the Ministry of Education has formulated a digital literacy standard and provided training to teachers. In addition, the ministry has also prepared an AI Generative guidebook.
Regarding efforts to strengthen financial literacy and the entrepreneurial mindset, actually for the information of Yang Berhormat Pehin Pengerusi, the matter regarding entrepreneurship was also raised by Yang Berhormat Awang Haji Md. Salleh bin Haji Othman, therefore my answer will, God willing, cover the whole issue concerned.
Indeed, the Ministry of Education places great emphasis on financial literacy and entrepreneurship as fundamental 21st century skills through the following approaches such as publishing a financial competency framework covering primary school to higher education levels to ensure students understand the concept of financial management systematically.
The Ministry also continues national collaboration. This is an initiative implemented with the support of the Majlis Kebangsaan Celik Kewangan, MKCK and interactive involvement in the Financial Awareness Roadshow with Brunei Darussalam Central Bank.
In efforts to strengthen the entrepreneurial mindset, at higher education level there are also several activities that have been implemented such as UBD implementing the UBD Entrepreneurship Blueprint which develops a student startup ecosystem through phases of idea development, prototyping up to incubation. UBD also incorporates entrepreneurial elements through final year projects and incubation programmes including success in commercialising research such as Syarikat Teknologi Alquatic. UNISSA in turn makes entrepreneurship courses compulsory for all undergraduate students. Politeknik also organises Entrepreneurship Bootcamp. IBTE incorporates the basic enterprise skills module and holds the IBTE Launch Entrepreneurship Challenge.
Yang Berhormat Pehin Pengerusi, there are several more questions that kaola would like to answer if given additional time, just a little more.

Regarding the question from Yang Berhormat Awang Haji Md. Salleh bin Haji Othman earlier. The first concerns entrepreneurship. The second, the question regarding bullying, indeed the Ministry of Education will strive to address and prevent this issue of bullying in schools. A comprehensive approach is being implemented through the development of a policy framework for the prevention and handling of bullying issues involving the cooperation of interested agencies such as the Royal Brunei Police Force, the Ministry of Health and also Yang Berhormat Menteri Hal Ehwal Ugama. This framework focuses on strengthening the reporting system, monitoring, student protection as well as building a safe and inclusive school culture.
Many activities are carried out such as the B.E.S.T programme or Help Empathy Love and Responsibility and also the G.I.N.I.S programme namely Galas Insan Nasionalisma Intelektual Stabil which includes awareness activities such as talks and also forums. The inculcation of values through the MIB curriculum also shapes students’ character which in turn, God willing, can help prevent bullying. In higher education it does also occur although on a small scale.
What has been done? UBD has provided a Healthy University Roadmap, which is an initiative with a Zero Tolerance Policy approach towards any form of bullying harassment. The policies formulated at the higher education institution level are in fact aligned with ASEAN standards which give particular focus to issues of bullying harassment, gender, inequality as well as aspects of student wellbeing holistically.
Regarding what the Ministry of Education is doing to provide training to teachers so that teachers are more qualified in handling students with special needs, in fact kaola have also touched on this matter when making the Minister’s Statement regarding the provision of trained and competent teachers in the field of Special Education.
Where in 2024, a total of 190 religious teachers involved in this subject were given professional development and there is also what kaola had touched on when making the Ministerial Remarks, eh, when answering several questions during PL a few days ago.
Perhaps one more question may I, Yang Berhormat Yang Di-Pertua? (light laughter)

There are actually many questions that have not yet been covered here, but insya Allah the others will be answered in writing. Regarding one question from Yang Berhormat Awang Lau How Teck, who asked about the BND500 million expenditure allocation for the Ministry of Education and the position of Chinese-medium schools and whether this allocation is also for the teaching of the Chinese language in schools. In fact, another Yang Berhormat, Awang Zainol bin Haji Mohamed, also touched on the budget, ah, regarding that BND500 million expenditure allocation earlier.
Alright, kaola has already shared this matter as well, but kaola will say it once again that the Ministry of Education has a large number of teaching and non-teaching staff, numbering more than BND12 thousand members, and without taking into account development expenditure, actually 71 per cent of this allocation is paid to pay their salaries and the remaining 29, this is the pattern that we are getting, year in year out is for Recurrent Expenditure and from that 29 per cent allocated for Recurrent Expenditure, 80 per cent is used for three main accounts.
The first is Grant Assistance, Transfers and Subsidies, the second is Services and the third is Maintenance and Repair of Assets. It cannot be denied that Chinese-medium schools in the country are among the earliest schools established and one of those schools is the oldest school in this country. Overall, there are eight Chinese schools throughout the country with at least one Chinese-medium school in every district.
Alhamdulillah, Chinese-medium schools in this country consistently show very excellent achievement in national-level examinations, namely the Primary School Assessment, PSR and also the Brunei Cambridge GCE 'O' Level. Although Chinese-medium schools in Brunei are private in status, the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam nevertheless continues to provide significant support to ensure the quality of education is aligned with national goals.
There are several main forms of support provided, for example the first is the provision of teachers for core subjects teaching subjects such as Melayu Islam Beraja, Malay Language and Islamic Religious Knowledge. The second is the granting of land. There are also Chinese schools built on land granted or leased by the Government at a very low rate for a long-term period as a sign of support for the development of community education.
The third is financial assistance and also local student allowances for students holding yellow identity cards. The Government provides indirect support such as student allowances. The fourth is coordination of the national curriculum. Chinese schools use the same Sistem Pendidikan Negara Abad Ke-21 as Government schools. This includes access to textbooks and official reference materials, coordination of the format of public examinations namely PSR and also GCE 'O' Level, training and professional workshops for teachers and school leaders; and the fifth is recognition and accreditation whereby outstanding students who apply for Government scholarships, if they meet the citizenship requirements, may continue their studies to 'A' Level or university.
So indeed students from these Chinese schools are recognised, which enables them to apply for Government scholarships. And there are also Chinese school graduates who enter public higher education institutions such as UBD, UTB and UNISSA.
In terms of the teaching of the Mandarin language in schools, it is not only studied by Chinese students but also by non-Chinese students ah, including Malay students. The teaching of Mandarin is not limited to Chinese-medium schools but is also offered as an elective subject in several Government secondary schools in this country together with other international languages that are also offered. Mandarin is one of the foreign languages offered as an optional module by the language centre for UBD students as well.
In short, the Ministry of Education will always remain committed to providing support to private schools, including Chinese schools. Perhaps that is all, Yang Berhormat Yang Di-Pertua.

On this occasion, I am pleased to wish you Selamat Hari Raya Aidilfitri. Insya Allah we will sight the Syawal moon this afternoon. Maaf Zahir dan Batin. May all our acts of worship in this blessed month be accepted by Allah Subhanahu Wata’ala, especially as we carry out our official duties.
So I will not prolong this further, and therefore I now close this meeting for the time being and as I have stated we will reconvene in a different mood perhaps and at a somewhat different time, after we celebrate the coming Hari Raya Aidilfitri. That is all, Wabillahi taufik walhidayah wassalamualaikum warahmatullahi ta’ala wabarakatuh.
