In the Committee Meeting held this morning, we successfully approved the Titles for the Ministry of Religious Affairs and the Ministry of Development. I hope this afternoon we will approve several other ministry titles.

Your Honourable Members, I have received a request from Yang Berhormat Menteri Kesihatan that his ministry be discussed first at this Committee Stage. Therefore, I grant permission for the Ministry of Health to be prioritized.

Your Honourable Members, the Committee Meeting now moves to the Title of the Ministry of Health. Before opening the Budget of the Ministry of Health for debate as usual, I would like to give the floor to Yang Berhormat Menteri Kesihatan to present his introductory remarks on the direction of budget preparation for his ministry. In the name of Allah, the Most Gracious, the Most Merciful.

I praise Him, the Most Exalted, and I send blessings and peace upon the best of His creation, Muhammad.

And I bear witness that there is no god but Allah, and that Muhammad is His Messenger.

Yang Berhormat Pengerusi, Your Honourable Members,

Peace be upon you, and God's mercy and blessings, and good health. Praise to Allah, the Almighty, for with His mercy, permission, and blessings, we are able to gather today for the First Meeting of the Eighteenth Session of the Majlis Mesyuarat Negara in the year 2022 corresponding to 1443. Blessings and peace be upon our Great Leader Muhammad, his family, his companions, and his followers who remain faithful and truthful until the end of time.

We have now endured nearly 2 years of challenges with the COVID-19 pandemic, which continues to affect the daily lives of the people of Negara Brunei Darussalam. We have witnessed the pandemic not only impacting global health levels but also stunting economic and social development, challenging political stability, and even crippling security defenses in some countries worldwide. If this situation persists, it undoubtedly poses a significant threat to the prosperity, well-being, and security of our beloved country in particular and the world in general.

However, we resign as our country's leaders resign to the decree of Allah, Almighty, that we as humans cannot overcome His determination and will, as reflected in the special message of His Majesty on December 11, 2021:

"We fulfill our responsibilities with endeavor and trust in God. These are the two forms of effort that are the key to our success in achieving what is desired."

Also, as mentioned in the Quran, Surah An-Nahl, verse 42, which roughly means:

"Those who endure with patience and place their trust only in their Lord."

The Recovery Framework to a new normal must be implemented as well as possible because it has been carefully arranged to preserve the well-being of the country and its residents. Likewise, with the plans we have previously set out to avoid being far diverted or deviated by the COVID-19 pandemic. Support and cooperation from all parties continue to be anticipated as we have united and worked together since facing the first wave of the pandemic. Now, as we have entered the endemic phase and as expected, a complete reduction in infection cases cannot be guaranteed as long as the COVID-19 pandemic continues to circulate globally in Negara Brunei Darussalam.

We must continue our fight by looking forward and focusing on efforts to recover the economy and return to normal life routines that we were unable to do before, such as employment requirements, schooling, comfort in worshiping at mosques, economic activities, and recreation. These not only brought inconvenience in carrying out daily life routines but also somewhat affected the mental and physical well-being of the public.

Strengthening the health system, impacted by the COVID-19 crisis, will be the Ministry of Health's main focus as it is the cornerstone of lifelong healthcare services. Therefore, the focus of the Ministry of Health's Budget for the Fiscal Year 2022/2023 is on reemphasizing and improving the core values and activities of the Ministry of Health, covering aspects of patient treatment, prevention of infectious and non-infectious diseases, and delivering the best medical services to the public in line with the implementation of initiatives under the Ministry of Health Strategic Plan 2019/2023.

The theme of the Budget for the Fiscal Year 2022-2023 is "A Dynamic and Resilient Health System." To achieve this vision, priority will be given to the following areas:

  1. Delivering the best, professional, and resilient medical services. This includes making more strategic investments in capacity development, professionalism, and skills at the Ministry of Health not only among medical staff but also in support services, management, and finance to ensure transparency and efficiency in service delivery to the public;

  2. Focusing on early prevention initiatives, especially the Screening Program for Non-Communicable Diseases;

  3. Ensuring efficient use of resources or assets, including more prudent spending, utilizing existing infrastructure by prioritizing its maintenance, and timely maintenance of medical equipment. This also includes increasing collaboration with the private sector through outsourcing services and through public-private partnerships;

  4. Incorporating innovation in service delivery and benefiting from medical technology advancements in the era of Industry 4.0 and aligning them with the Digital Economy Master Plan. The development of the use of Artificial Intelligence, mobile applications such as BruHealth, video consultation, and the use of social media in service delivery and information dissemination will continue to be developed;

  5. Giving priority to efforts to address mental health issues; and

  6. Contributing to increasing government revenue through more efficient and continuous revenue collection management and examining medical costs to reduce government subsidies for foreign workers which should be covered by mandatory health insurance.

The overall allocation for the Fiscal Year 2022/2023 supported for the Ministry of Health shows an increase of 1.2% amounting to $391,937,883.00 compared to the year 2021/2022 which amounted to $387,211,117.00. A significant portion of the allocation is for Staff Salaries, amounting to 58.3% and the rest for Recurrent Expenditure, amounting to 41.7%; and development expenditure 1.5%.

The nation's investment in the health sector, though considered small as a percentage of the Gross Domestic Product (GDP), which remains lower compared to other countries, has reached a commendable level when evaluated based on the health status of the citizens and residents in this country through the achievement of global health indicators especially under the Sustainable Development Goals (SDG's) related to health, particularly vital indicators including infant mortality rate, maternal mortality rate, and the prevalence of infectious diseases like HIV which remain at a low level. Life expectancy, Universal Health Coverage Index, coverage of antenatal care/and immunization as well as treatment for TB, remain at a high level.

A dynamic and resilient health system must be emphasized to ensure that the population of this country can contribute towards the sustainable socio-economic advancement and rapid, progressive development. A dynamic health system can align with positive changes that move in tandem with population growth, technological revolution, socio-cultural shifts, and public interest developments while preserving the country's philosophy and religious values. Whereas a resilient health system can withstand any challenges faced by the country.

In line with this theme, the Ministry of Health aspires to make the health sector one of the contributors to the country's development that is capable of boosting the Gross Domestic Product (GDP) and can create a conducive environment for the development of the medical and health industry in this country. This includes the advancement of medicine-oriented industries, professional workforce, specialized medical services, infrastructure investments, research, medical technology, and digital transformation in healthcare in the long term.

The Ministry of Health Strategic Plan 2019/2023 continues to serve as a roadmap for the implementation of medium-term initiatives. Approximately 70% of the strategic initiatives have been implemented within the set timeframe until December 2021.

Alhamdulillah, what has been accomplished by the Ministry of Health to date is not far from the initiatives identified in the Ministry of Health Strategic Plan, which is indeed aligned with the Brunei Vision 2035 Strategy. It is indeed a high commitment from the Ministry of Health to provide responsive services to public needs so that citizens and residents can enjoy a high quality of life in line with the strategic goals of Brunei Vision 2035.

Towards this, improvements to medical and health services will continue to be pursued in addition to ensuring the continuity of essential services are always accessible to all citizens and residents. The development of health services over the past 5 years shows significant progress.

For Fiscal Year 2021/2022, several developments have been achieved especially improvements to clinical services such as the addition of a Dialysis Unit for kidney patients in collaboration with Jerudong Park Medical Centre. Moving the '991’ Call Center to Raja Isteri Pengiran Anak Saleha Hospital and the addition of ambulance vehicles. Improvements in audiology services especially the Newborn Hearing Screening Program for early intervention of hearing problems so that these children have the opportunity to enjoy a good quality of life academically, socially, and more.

In addition, the construction of the Molecular Diagnostic Clinical Laboratory for Infectious Diseases in the Tutong District has been successfully completed which supports the Strategic Goal of the Ministry of Health in ensuring the country's readiness in handling infectious diseases and ensuring public health safety in this country.

The country's capability in conducting Genomic Sequencing to identify COVID-19 variants is another recent achievement realized through collaboration with private sector parties. This collaboration has brought significant benefits to the country's capacity in handling public health emergencies, especially in conducting diagnostic tests during the COVID-19 pandemic.

With the involvement of the private sector in delivering services to the public, a positive impact and opportunities have been created through collaborative relationships between the public and private sectors including employment opportunities and the improvement of professional and technical manpower.

Sharing resources initiatives especially health professionals have shown encouraging progress like the placement of professionals facilitated by private medical parties especially Pantai Jerudong Specialist Centre, Jerudong Park Medical Centre, Gleneagles JPMC, and Panaga Medical Centre. In medical facilities, the government has greatly assisted the country in managing essential human resources during the COVID-19 pandemic response.

Support from relevant parties in hiring temporary workers to ensure the continuity of pandemic management operations in this country is also greatly appreciated. It is hoped that these initiatives will help them to become marketable through the experiences and skills they acquire and have the opportunity to secure permanent employment subsequently reducing the unemployment rate in the country.

For example, a recent collaboration with Comquest Sendirian Berhad to take over the operation of call centers for the COVID-19 pandemic is expected to open more opportunities for local youth to serve under the said company.

The effort to increase the number of health professionals will not cease as long as we have not achieved the ideal population ratio for professionals and this is significant for the need for a number of nurses. The recommended ratio in the Sustainable Development Goals For Nurses is 83 nurses for every 10,000 people. Negara Brunei Darussalam has a ratio of 71 nurses for every 10,000 people. This shows a critical shortage that can impact the quality of medical and health services in this country.

The total number of doctors and nurses serving in the Ministry of Health has increased over the past 5 years. The number of doctors in Fiscal Year 2017/2018 was 630 and increased to 772 in Fiscal Year 2021/2022. Of this number, 397 or 51% are local doctors. The increase in the number of doctors in the private sector also contributes to the increase in the doctor-to-population ratio from 19 doctors for every 10,000 people in 2017 to 25 doctors for every 10,000 people in 2021.

Meanwhile, the number of nurses increased from 2,413 to 2,683 for the same period. However, generating the required number of professionals is too slow which among other things is caused by the lengthy period required to produce professionals with special expertise not keeping pace with the growth of the population of Negara Brunei Darussalam. Furthermore, the country's demographic trend showing an increase in the elderly population by 2050 among the highest in the ASEAN region, indeed raises concerns over the provision of sufficient human resources at a stable turnover rate in the long term.

Therefore, the Ministry of Health continues to strengthen its role as a major agency in generating high-quality health professionals. Recently, the Ministry of Health has signed a memorandum of understanding with Jerudong Park Medical Centre and Far Eastern University, Republic of the Philippines for the establishment of a private Nursing School in Negara Brunei Darussalam which is targeted to increase the much-needed number of nurses at this time.

The availability of professional manpower will also influence the development of health infrastructure. The Health Infrastructure Development Plans carried out by the Ministry of Health take this into account to ensure all developed infrastructures can be fully utilized with professionals and staff conducting service operations.

Several development projects are currently under review, including the improvement of the National Virology Reference Laboratory Building, Jalan Sumbiling, which is a national reference laboratory recognized by the World Health Organization for research and specific laboratory tests to prevent infectious diseases, and the construction of a Health Center for areas that require basic health care services at the community level.

Without sufficient professional manpower and complete infrastructure, it will be difficult for the Ministry of Health to provide comprehensive services that will assure the public's accessibility to vital health services provided by the government. Hence, the Ministry of Health takes the initiative to embed innovation in service delivery to patients and the public in general.

Outsourcing several services projects as mentioned at the beginning will continue to be spearheaded with strong collaborative spaces with private sectors. This is part of the government's efforts to stimulate economic growth by prioritizing investments in the service industry sector which is not only open to local investors but also foreign investors.

So far, the Ministry of Health has utilized several collaborations established with private parties in the delivery of innovative and accessible services such as teleconsultation, consolidation of services, introduction of new online services, self-management of patients such as access to laboratory test results through digital medical records and making appointments for certain services like vaccination, clinic appointments, and so forth. The latest initiative is the sourcing of swabbing services which allows private medical parties and certain companies to provide this service under the control and monitoring of the Ministry of Health.

The 2022/2023 Budget theme is very much in line with efforts to modernize services and the overall operations of the public service. The aspiration to drive the digital transformation within the public service is not something new and unfamiliar, as it has been clearly outlined in the Brunei Vision 2035 Strategy, Digital Economy Master Plan and the Ministry of Health's Strategy towards Transparent and Proactive Governance.

The digital technology development, especially in the data and information sharing sector, is an important foundation and should be widely applied in continuing the sustainability of public services, not only during the management of the COVID-19 pandemic but should also be embraced in all services and operations of relevant agencies in this country. With this digital development, Brunei Darussalam is capable of becoming a strong competitor in leading the efficient and proactive digital economy sector in this region.

Therefore, the Ministry of Health is increasingly active in upgrading its health information technology systems and infrastructure and strives to cultivate a data ecosystem in this country. The upgrade works for the BruHlms System are still in the planning phase and are expected to be completed in 2024, but towards this, various upgrade projects have been implemented including the network infrastructure upgrade at the Ministry of Health Building and the core infrastructure upgrades of the BruHlms System at the Raja Isteri Pengiran Anak Saleha Hospital are expected to be completed by the end of April this year. Meanwhile, the establishment of the Disaster Recovery Centre System for the BruHealth System was completed in mid-February this year. The prospects for technological development in this country are very encouraging.

The establishment of the Global Data Campus in collaboration with EVYD Technology Sdn. Bhd. in Brunei Darussalam will maximize the use of the latest technologies such as Big Data and Artificial Intelligence to drive sustainability in the healthcare system and commitment towards transformation and digital healthcare research. This phased achievement shows positive progress since the BruHealth System was introduced, initially used for the management of the COVID-19 outbreak. In the near future, the BruHealth System will be upgraded to version 3.0 and will be launched with additional features such as Health Management, Population Health Management, and updates and upgrades to the existing features of previous Bruhealth versions. Several projects have been introduced using the BruHealth application as a platform, like The Check-In Challenge and The One Billion Steps Challenge, which will be launched soon.

As we introduce technology as a platform in healthcare management, the Ministry of Health does not forget about cyber security. The Ministry of Health has collaborated with Cyber Security Brunei to ensure the security of the BruHealth system is always in an optimum and safe condition.

The ASEAN Ministers Special Conference organized by EVYD Technology Sdn. Bhd. in collaboration with the Ministry of Finance and Economy, Brunei Investment Agency and the Ministry of Health in October 2021, opened another avenue to foster regional cooperation in the data and information sharing sector towards the prosperity of the ASEAN region which is very important for the economic growth of Brunei Darussalam. Through this discussion, the Ministry of Health aspires to ensure discussions and cooperative initiatives that cross ASEAN levels can be solidified and developed to allow ASEAN citizens equal access to healthcare.

Influencing the public's attitude towards self-health care is a big challenge for the Ministry of Health because so far it is the most important factor in ensuring all efforts poured into lowering the rates of non-communicable diseases and premature deaths in this country can be seen. Yet, what we see the level of awareness among the population to consistently practice a healthy lifestyle is still at a less satisfying level, whereas Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam has repeatedly emphasized our responsibility to maintain health as his majesty stated on Eid Al-Fitr in 1437 corresponding to 2016: "Health is the most important factor for everyone. If our body is healthy, then all work can be done well. Otherwise, all activities will not be able to be performed perfectly. This is the price or secret of health for us."

Health promotion and screening programs will continue to be enhanced and are hoped to be implemented through innovative and challenging methods to increase health literacy among the community. The Brunei Darussalam Multisectoral Action Plan for the Prevention and Control of Noncommunicable Diseases (BruMAP-NCD) 2021/2025 will be launched soon to prioritize the prevention, early detection, and management of non-communicable diseases and their risk factors. As a continuous effort by the Ministry of Health in determining the direction of policy and strategy for the control of non-communicable diseases in this country.

Furthermore, to complement BruMAP-NCD, the Ministry of Health and the Ministry of Culture, Youth and Sports are also working together in reviewing and integrating the draft Healthy Ageing strategy with the updated Senior Citizens Action Plan.

To support this plan, the Ministry of Health will continue to explore and update the role of the Multisectoral Taskforce on Health in jointly achieving the objectives of the main focus areas identified.

The Ministry of Health is also enhancing information branding through strategic research studies and behavioral forecasting of target groups to arrange strategies that can positively influence society.

This includes the need to adopt the Behavioral/Insight concept and establish a related unit with technical assistance from the World Health Organization to identify factors influencing individuals' behavior in maintaining self-health.

Additionally, a pilot study on the management and intervention of diabetes through the BruHealth application will also be conducted from March to September 2022 with technical cooperation extended by EVYD Technology Sdn. Bhd. in producing data to study the effectiveness of lifestyle change interventions among diabetic patients. This study also aims to provide awareness and education to patients to be able to control their disease condition and health themselves, thereby improving their quality of life.

Also related is the issue of mental health. In addition to influencing attitudes and minds of society towards a positive change, we are also facing an increase in mental health problems among the society.

Statistics so far show that depression, anxiety, and stress are the most common mental health symptoms among our population, which of course, this situation has been worsened during the COVID-19 pandemic in the past two years.

Currently, about 7,000 individuals are undergoing mental health treatment in psychiatric departments and also community tabs across all age groups including children and teenagers. This raises concern when there are people determined to commit suicide.

In 2020 alone, 14 suicide deaths were recorded, 6 of which were citizens and permanent residents. Only 3 of these reported death cases were recorded as having received Psychiatric and Psychological Services. May the night be blessed with all things that keep away wrath. May our people be granted resilience in facing life's trials with a resilient mind against any challenges faced.

This matter must be taken seriously as it can lead individuals towards destruction and undoubtedly will bring loss to the family, society and also our country.

Towards achieving a holistic strategy in improving the prevention of mental health problems, the Ministry of Health is currently strengthening strategies by formulating the draft Brunei Darussalam's Mental Health Action Plan 2021/2025 which contains 4 main strategies supporting the goals of the Ministry of Health Strategic Plan, and gives more emphasis to a whole-of-nation approach in together improving mental health issues, thereby complementing the established National Action Plan.

This includes leveraging and mobilizing resources available from the public and private sectors as well as non-governmental sectors. Recognizing the importance of this issue, Brunei Darussalam has shown commitment not only in addressing this issue at the national level, but also has recognized its importance at the global level, whereby Brunei Darussalam supports cooperation in the field of mental health as one of the deliverables under ASEAN cooperation during the ASEAN Summit chairmanship in 2021.

The Ministry of Health recognizes the importance of disseminating useful information for health education to the community. Therefore, the Ministry of Health is actively seeking to continue leading innovative methods in disseminating information to the public. In this matter, the Ministry of Health highly welcomes ideas and constructive criticism to further improve the quality of the information disseminated.

The use of social media and information and communication technologies, fueled by the COVID-19 outbreak, has taught the Ministry of Health to continue to communicate closely and effectively with the public, despite limitations in handling the vast number of public comments due to the number of staff available.

Comment and complaint handlers are trying their best and most capable. Thus, it is hoped that the public and individuals can understand these limitations with an open mind and patience in receiving services from the staff on duty. God willing, with such patience, God Almighty will pave the way to alleviate difficulties and facilitate all our good endeavors.

Before concluding this preamble, I would like to take this opportunity to extend my highest appreciation and thanks on behalf of all the staff of the Ministry of Health to everyone involved, particularly government agencies, non-governmental organizations, the private sector, and the public for their cooperation and continuous support in managing the COVID-19 outbreak thus far, in terms of policy direction and strategy formulation as well as the operation of management activities including health examinations, enforcement of regulations and SOPs, provision of infrastructure and logistics, donations and material assistance, and for the prayers and recitations offered tirelessly in seeking mercy, forgiveness, and permission from God Almighty to free Brunei Darussalam from this outbreak.

Infinite appreciation to all frontline workers who continue to endure and be patient with the situation. Continue to strive and sacrifice to provide the best to the public, especially now when the country is facing the third wave.

Indeed, God Almighty is fully aware of all the good deeds they perform, so may Allah reward their services and dedication to the country with manifold rewards and grant them and their families well-being and prosperity. Ameen Ya Rabbal Alameen.

That is all I would like to convey regarding the main strategies and focus of the Ministry of Health's expenditure for 2022/2023 and the achievements of 2021/2022 as a preamble. I am pleased to thank the Chairperson for this opportunity.

In the name of Allah, the Most Gracious, the Most Merciful, God Almighty, I would like to take this opportunity to express my thousands of thanks to the Ministry of Health for leading in tackling the challenges of the COVID-19 outbreak thus far. Thank you.

Allow me to touch on just two matters:

  1. Cigarettes including electronic cigarettes can still be found entering this country illegally. Perhaps it is time for us to be stricter regarding this matter. For example, anyone found carrying unregistered cigarettes or electronic cigarettes obtained illegally in public places such as government offices or restaurants should be banned according to the Act provided.; and

  2. Just as with the COVID-19 Antigen Rapid Test (ART), early HIV screening leads to early diagnosis and this Rapid Test facilitates early detection especially for individuals likely to be infected with HIV who are uncomfortable getting screening tests at health facilities.

    My question is, can the Ministry of Health consider introducing and making available Antigen Rapid Test kits into the market to further improve access to HIV screening tests for the citizens and residents of Brunei Darussalam?

  1. Regarding illegal cigarettes or electronic cigarettes, for the record, at this time, the Ministry of Health along with other agencies especially the Public Service Department, Prime Minister’s Office through a Circular Letter dated 11 November 2019, has been issued.

    This Circular Letter enforces a Code of Conduct regarding the prohibition of involvement with the tobacco industry as well as smoking bans on government premises. So, this Circular shows that the government cannot deal directly with any companies involved with cigarettes, which is important.

    However, what was mentioned earlier about actions under the Tobacco Order, for now, we impose only compound fine actions. Anyone found smoking in public places will be subject to a compound fine and this enforcement is actively being carried out with other agencies including the Royal Brunei Police Force, Royal Customs and Excise Department and the Attorney General’s Chambers.

It has been found that those with certain diseases are delayed in being identified for early medical services, this is because early diagnostic recognition is not obtained until medical services are delayed.

Regarding these machines, especially MRI. RIPAS Hospital has one MRI machine, and Jerudong Park Medical Centre (JPMC) has one machine as well as Pantai Jerudong Specialist Centre (PJSC) also has one MRI machine. So, there are 3 MRI machines in the country that can serve the needs of the populace.

The issue of delays has been attempted to be improved. If there is a delay at RIPAS Hospital, then patients can be referred to Jerudong Park Medical Centre (JPMC) or Pantai Jerudong Specialist Centre (PJSC), to do an MRI there. Delays for years, I have not heard of that, Chairperson.

Usually, MRI procedures are not considered emergency screening. If it's an emergency, usually a CT Scan is used. So, MRI is used for detailed assessments to evaluate the condition of neuro or musculoskeletal. So, the use of MRIs is not an emergency situation, because, CT Scan machines are used for this purpose.

However, with the increasing use of MRI machines at RIPAS Hospital and private hospitals, God willing; the Ministry of Health is negotiating to add another MRI machine at RIPAS Hospital, in the near future, Thank you.

In the name of Allah, the Most Gracious, the Most Merciful. Kaola would like to touch a bit on the health infrastructure, particularly the development of government hospitals in this country, including public and medical facilities within them. As we are aware, Negara Brunei Darussalam has four government hospitals with the Raja Isteri Pengiran Anak Saleha (RIPAS) hospital as the focal and main hospital.

Kaola would like to know if there are any plans from the Ministry of Health to further upgrade the infrastructure and facilities available at the government hospitals, especially at the district hospitals such as the Suri Seri Begawan Hospital, Kuala Belait, which will be reaching 50 years of age this year, and the Pengiran Isteri Hajah Mariam Hospital, Temburong, which has been operational since 1987.

It is found that some of the designs and layouts of these hospitals are old and may need upgrading to meet modern medical needs, including the environment of wards and clinics.

Kaola also takes note of plans to upgrade the Accident and Emergency Department at the Suri Seri Begawan Hospital, Kuala Belait, and hopes that the project will bring long-term benefits, especially for the residents of the Belait District.

Regarding the infrastructure of the Ministry of Health in hospitals across all four districts, improvements are constantly being made, particularly at RIPAS over the past two to three years, in a phased manner. If 'diusai' means that a ward cannot be used, it is closed leading to a reduction in beds, etc. Thus, improvements at RIPAS take a long time; each time two wards are 'diusai', they are emptied out and it affects the number of acute care beds available at RIPAS.

God willing, almost all wards have been 'diusai' with only four more left and after that, the ICU Unit will be improved. God willing, once that ward is completed and the ICU Unit/improved. For the hospital in the Belait District, as stated by Yang Berhormat for the Suri Seri Begawan Hospital. God willing, work will begin to improve the Accident and Emergency Department.

Additionally, in the Temburong District, even though the design is old, its function is still running well and currently, it is being considered what is best, whether to build a new hospital or to improve that building. So, currently, the condition of the hospital in the Temburong District is still under consideration for what is suitable and in Kuala Belait, God willing, it will gradually, after this, other wards will also be scheduled for improvements, God willing.

Thank you. Yang Berhormat Pengerusi. Kaola brings up the matter regarding the COVID-19 Relief Fund. Considering we have faced the first and second waves in 2020 and 2021. The COVID-19 Relief Fund was established to help the government tackle those waves. The fund collection in 2020 until March recorded $11,177,514.00. In 2021 as of 7th September, it amounted to $2,176801.31. The fund is a small amount compared to the government's budget to curb the spread of the COVID-19 pandemic, but the details of the fund's usage should be published openly for the donors' knowledge.

Therefore, I suggest that the usage details of the fund by broad category/publish publicly. This is good governance. It will also give confidence to the donors and at the same time give a picture and awareness to the public about the impact of the COVID-19 pandemic on our country in terms of finance and health services.

To answer about the figures during our time afflicted with the COVID-19 pandemic, at first, there was the COVID-19 Relief Fund, I think more than $11 million, perhaps $13 million. However, the first one has already been audited and is waiting for the audit's feedback.

The initial amount was allocated for the construction of the extension of the National Isolation Centre, then that amount for the extension in the Tutong District. As I mentioned earlier, it has already been audited and the second one is still open and not yet closed. And by the grace of Allah, when it is closed it will be audited as well and will be announced to the public where those funds were allocated, by the grace of Allah. That is all, thank you.

In the name of Allah, the Most Gracious, the Most Merciful, and peace be upon you. Yang Berhormat Pengerusi. Your Honourable Members. With utmost respect and reverence, kaola is delighted to express the highest appreciation to Yang Berhormat Pengerusi for the opportunity given to kaola to present an introduction on behalf of the Ministry of Culture, Youth, and Sports. We are very grateful that the theme for the Financial Year 2022/2023: "Empowering Public Welfare Towards a Resilient Socio-economy" aligns perfectly with the continuous efforts. The Ministry of Culture, Youth, and Sports, in collaboration with strategic partners, in achieving the goal of "A Distinguished Brunei Nationality Towards Realizing Brunei Vision 2035".

The Ministry of Culture, Youth, and Sports extends the highest gratitude to Majlis Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertua Negara Brunei Darussalam for the provision of the Financial Year 2022/2023 Budget totaling $83,860,360.00 and the National Development Plan totaling $14,458,840.00.

Yang Berhormat Pengerusi. The COVID-19 pandemic continues to have a profound impact on our daily lives, particularly on targeted groups. The establishment of a youth volunteer group in March 2020 came forward as a high-impact effort to assist the government. More than 8,000 youth volunteers have registered since the operation and about 600 to 800 volunteers are mobilized to work every day at 143 important locations throughout the country. Through their diligent efforts in cooperation with government agencies, non-governmental organizations, and volunteers from various backgrounds and age groups, they have also distributed food rations to more than 31,000 homes covering almost 170,000 individuals who are under the Quarantine Order across the country since August 2021 to this day.

The volunteers also aid the needy through the drive-through food donation initiative contributed by the public since September 2021. More than 3,200 applicants have been provided with food rations covering nearly 20,000 individuals. The resilient and high recovery spirit among the Negara Brunei Darussalam community, especially the volunteers and philanthropists, is highly valued and respected. Thank you for the sacrifice of the volunteers who also serve on the front lines regardless of time, energy, and fatigue with the motto: "Together We Struggle".

Your Honourable Chairman, as also decreed by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam during the opening ceremony of the 18th Islamic Consultative Assembly of the State Council 2022, this esteemed assembly plays a crucial role as a strategic platform for discussing matters of welfare for the citizens and the country. It is also imperative in addressing any outstanding issues and improving areas that still need enhancement.

With this direction in mind, allow kaola to detail 6 strategic focuses as complements to the execution of this ministry's Strategic Plan for the Financial Year 2022/2023.

  1. Updating and reviewing policies, acts, and action plans. The updates to acts and policies will enhance customer service with more efficient, fast, and accurate processes, along with more impactful inclusive intervention programs.

    The enforcement of the Old Age Pension Order (Amendment) 2021 and the Disabled Persons Allowance Order 2021 starting October 1, 2021, has significantly impacted, especially in strengthening care and increasing empowerment for the disabled community. Updating the eligibility criteria for the Old Age Pension and Disabled Persons Allowance will ensure that allowances are given to those who truly deserve them, avoiding any omissions. As of March 2022, a total of 42,793 individuals have been listed as recipients of the Old Age Pension and Disabled Persons Allowance, making the cumulative payment amount for the Financial Year 2021/2022 around $120 million.

    The amendment also introduces additional benefits for the elderly disabled. So far, a total of 208 people receive both the Old Age Pension and the Disabled Allowance.

    Additionally, the amendment has introduced the Caregiver Allowance for those who qualify. A total of 1,567 applications have been received and are under assessment by the Disabled Persons Allowance Including Caregiver Allowance Application Evaluation Committee.

    Meanwhile, the Disabled Persons Order 2021 ensures that the disabled community receives proper recognition and protection. With the introduction of the National Disabled Persons Registration and disabled hubs, efforts to ensure the well-being of the differently-abled are supported. A total of 1,695 applications have been received, and 138 disabled individuals have been approved for registration under the National Disabled Persons Registration.

    This order also provides for special protection funds for the disabled, imposing heavy penalties for offenses committed against disabled individuals such as abuse and neglect. Several strategies and action plans under the National Social Issues Council have been and are being updated, such as the Poverty Eradication Action Plan approved in 2020, the Disabled Persons Action Plan, and the Senior Citizen Issues Action Plan.

    The National Welfare System or SKN can provide a comprehensive artificial intelligence overview to assist in formulating policies and strategies. These data will be optimized through collaborative networks with Universiti Brunei Darussalam and the Centre for Strategic and Policy Studies (CSPS) as the basis for formulating poverty eradication policies.

    Professional consultant services for the preparation of findings reports towards the Bahagia Center Revitalization Action Plan have been carried out. This will fill the gaps supporting other agencies' efforts, such as the Ministry of Health, Ministry of Education, private sector, and associations.

    The Bahagia Center will introduce an Early Intervention Program specifically for Down syndrome, a Day Care Center specifically for cerebral palsy and hearing impairment, and the Subur Day or Sheltered Workshop. Detection is targeted to begin in 2022 until 2023.

    Efforts to create an Employment Policy for Disabled and Underprivileged Groups through collaboration with MPEC are underway. To date, a total of 125 disabled individuals are registered at JobCentre Brunei with 49 obtaining employment and 21 actively seeking jobs, while more than 110 disabled individuals are registered to work in the public and private sectors.

    The construction of a Disabled Complex is being planned to provide infrastructure for disabled associations' activities, skill training, capacity development, entrepreneurial hubs, and rehabilitation.

    The women's development agent is to be implemented this year in collaboration with a research institution. KKBS, as the Chair of the MKTS, is entrusted to preside over the Joint Working Committee with the Prime Minister's Office for the formation of the Social Blueprint towards ensuring that social development in this country is carried out cohesively and in line with the Brunei Vision 2035 Framework.

    KKBS will also expand its services by approaching the community of mukims and villages every month to listen and share KKBS policies and efforts. This initiative has two main objectives: to listen and understand the welfare, welfare, and well-being of the community and to foster a love for the Malay language, civilization, history, and culture in order to enhance the spirit of patriotism.

  2. Advancing Towards a Progressive Society towards an Excellent, United, Resilient, and Model Community. A sum of $25 million is allocated for programs to realize an excellent society including improving infrastructure and facilities. The Poverty Eradication Action Plan continues to be the country's main mechanism for lifting target groups out of the cycle of poverty.

    This is implemented through self-assessment checks and support systems to change the mindset towards a positive and independent society. In collaboration with MPEC, engagement sessions are specifically held for BKB recipients to prepare them for job searching through registration at JobCentre Brunei. Towards this, the BKB Guidelines have been updated and the mandatory conditions for BKB applicants – able-bodied, unable-to-work to register at JobCentre Brunei.

    In 2021, several achievements have been recorded. A total of 1,812 target groups have registered at JobCentre Brunei. A total of 901 underprivileged individuals obtained employment through cooperation between MPEC, JobCentre Brunei, and the Ministry of Culture, Youth, and Sports. We aim to secure 500 jobs for the underprivileged each year. A total of 777 BKB, MUIB, and low-income recipients participated in skill training and entrepreneurship under the Community Program.

    Among the newly introduced skill training are butchery and heavy vehicle driving. We aim for 250 individuals to participate in skill training and entrepreneurship each year under the Community Program. We continue to ensure that children from less capable families are given additional educational opportunities. A total of 500 students are provided with free tuition classes each year by the Yayasan Sultan Haji Hassanal Bolkiah through the Education Intervention Program.

    The Ministry also collaborated with the Mengkubau Village Consultative Council, Brunei-Muara District Office, and youth entrepreneur TeachMeGuru to around 100 students per year since 2019. The Orphan Scholarship Program under the BBID Alaf scheme was newly introduced in 2022 to cater to 2 underprivileged orphaned children every year.

    Importantly, the Housing Strategy for the Poor and Destitute from the Feedwijin Program of the Prime Minister's Department and the Islamic Religious Council of Brunei, and the Cooperation Program with the Yayasan Sultan Haji Hassanal Bolkiah. From 2019 to 2021, a total of 143 houses have been delivered. The target is the construction of 30 houses per year.

    A holistic plan is being prepared under the Housing Focus Group of the Ministry of Development for the construction and selection of houses in addition to the current program. To date, SKN has recorded a total of 28,003 applications for assistance through JAPEM and MUIB. Under JAPEM, a total of 10,942 applications have been brought to the Application Assessment Committee Meeting and a total of 4,614 applications have been approved for financial and in-kind assistance with financial assistance amounting to about $9 million.

    In line with the Senior Citizen Action Plan aiming to ensure that senior citizens across the country are also cared for and supported, we have implemented the Senior Citizen Rehabilitation Program together with the Ministry of Health, the Red Crescent Society, and volunteers.

    A total of 294 senior citizens were assisted to attend doctor appointments, provided with disposable diapers and milk, and facilitated for seniors aged 100 years and above. The target is to increase the number to 350 senior citizens in this program. Brunei Darussalam is ranked among the top 5 ASEAN countries heading towards an ageing population.

    The Senior Citizen Action Plan has been and will be updated to align with the strategic focus of the Ministry of Health towards successful ageing. The family institution plays an important role in the care of seniors, and planning is being explored with private companies to introduce a recognized program for training specific caregivers, including family members.

    Increasing the number of Senior Citizen Activity Centers across the country is a priority. Plans include opening parkways in Mukim Sengkurong and Mukim Telisai. The handover of the Senior Citizen Organization building was carried out in December 2021. Financial assistance is also allocated to Senior Citizen Centers for daily programs and activities.

    Last year, a total of 386 programs were implemented. Future plans include expanding the scope of services of Senior Citizen Activity Centers including daily care and entrepreneurship. A total of 13 sessions on the Provision of Child Protection Framework Planning or National Framework on Children Protection have been conducted involving more than 1100 related officers.

    The planning is continued with the establishment of the Registry Of Children And Young Person In Use Of Protection founded starting April 1, 2022. Adding value to MFPC, the provision

    The guidelines for the Foster Care Program, aimed to start this April, intend to allow children to be temporarily placed under foster care without being housed in welfare complexes.

  3. Nurturing hopeful youths with vision as leaders of national development. A total of $10.4 million is allocated for the Visionary Youth Nurturing Program including improvements, infrastructure, and facilities. The National Youth Policy and Strategy 2020-2035, launched in December 2020, forms the basis for all initiatives implemented for the youth. Based on the performance of the National Youth Policy and Strategy Action Plan, over 97% of programs and activities in the first year have been successfully executed. We need to maximize the potential of hopeful youths by continuing efforts to update and improve the youth ecosystem with a focus on:

    1. Enhancing capability development through relevant skills and industry training. Together with our MPEC, we will continue to explore critical employment opportunities involving various sectors. The Manpower Industry Steering Committee (MIAC) identifies as many as 46 critical occupations involving the energy, construction, marine, Information and Communication Technology, hospitality, and tourism sectors. A total of 10,561 local youths have obtained employment in the private sector in 2020, with 80% or 8,480 individuals being youths.

    2. Strengthening the youth entrepreneurship ecosystem in various targeted industries by the Youth Entrepreneurship Steering Committee. Among others, the i-Usahawan program in the energy sector provides a platform to start a business by obtaining contracts competitively. It is shared that 27 youths have successfully received offers in the energy and non-energy sectors worth $29 million involving the employment of 296 local workers. Meanwhile, a total of 37 incubator facilities and entrepreneurial spaces including for the differently-abled are provided. We also provide spaces under the Food Stall Provision Project at the Hassanal Bolkiah National Stadium complex, where 60% are given to youth entrepreneurs and the underprivileged expected to operate in April 2022.

      Darussalam Enterprise (DARe) also implements a co-matching scheme offering financial assistance of up to $20,000.00 to local Micro, Small, and Medium Enterprises. KKBS has also provided nearly $60,000.00 in micro grant financial assistance to 22 youth enterprises from 2020 to 2022. Overall, more than $250,000 has been allocated for 38 youth enterprises under these initiatives.

      (Missing Jawi words) shared that 175 youth entrepreneurs have achieved revenue of $1 million a year. In terms of providing infrastructure for agribusiness, a total of 138 agricultural facility sites have been provided and managed by youths, including the Youth Rice Farming Program.

      Towards further advancing youth empowerment in entrepreneurship, we will focus on two initiatives, expanding the scope and increasing opportunities for starting a business program, including in the hinterland and rural areas, and expanding the farming and agriculture program under KKBS with the provision of an additional 27 hectares, namely 20 hectares in Kampung Batong for the rice farming youth program and 7 hectares in Temburong for agriculture. This supports the budget focus on ensuring food security.

    3. Enhancing youth empowerment in policy formation and decision-making. The roles of Youth Movement Associations and Youth Advocates are crucial as strategic partners in supporting all aspects of youth development. The Youth Advisory Group has implemented 15 National Youth Policy Empowerment Programs involving nearly 2,000 youths across all four districts. A total of 14 leadership and mentorship programs involving 1,600 youths have been conducted by the Youth Professional Network including the Mental Health Program. Nearly 2,000 youths have participated in 14 Mind Health Programs organized by the Ministry of Health together with Non-Governmental Organizations and Youth Advocates. The Brunei Youth Council also organized the 11th ASEAN Youth Forum, Youth Day Forum, and Action Day Campaign. Nearly 2,000 youths were involved in the policy and strategic formulation.

      Towards the implementation of youth programs, financial assistance totaling $164,000 was given to 32 associations or movements as support for youth-led programs from 2020 to 2022.

    Our future plans are as follows:

    1. Providing skills training in the organization of special programs, especially in strategy and policy formation.

    2. Increasing the average Youth Development Index (YDI) score to at least 75%.

    3. Exploring to align the creative industry as an additional key to the Manpower Industries Steering Committee; and

    4. Developing values in shaping the holistic human capital.

      Nearly 25,000 youths were involved in Leadership, Religious, Health, and Capacity Development Programs comprehensively. We see the execution of programs led by the youths themselves.

      The PKBN has also expanded the scope of character building in collaboration with MPEC for the incorporation of sustainability, resilience, and leadership to vocational students. The Booth Champ Program from PKBN's pre-service course alumni will be implemented this year.

  4. Strengthening national identity and patriotism as the core of national development based on 'Melayu Islam Beraja'. A total of $25 million is allocated for strengthening programs on identity and patriotism including the construction, application, and appreciation of heritage, history, and culture as well as improving infrastructure and facilities.

    Based on the performance of the Ministry's 2020/2024 Strategic Plan, a total of 40 projects through 5 main programs have been achieved and implemented.

    We will continue efforts to update and improve the cultural ecosystem nationally by focusing on:

    1. Enhancing the empowerment and use of the Malay language and Jawi script as the main agenda in all aspects of community development, as also emphasized by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during an unscheduled visit.

      His Majesty highlighted the role of the Language and Literature Bureau as the nation's civilizational engine. Therefore, the Malay language and Jawi script need to be applied in all aspects, from family institutions to daily culture to intellectual language.

      Last year, language sciences were conducted virtually throughout the year, with 4 activities involving nearly 700 participants. God willing, this year, the International Congress on Malay Language, Literature, and Culture involving 23 local and international experts will be conducted virtually.

      The Language and Literature Bureau has been re-involved in the process of verifying the Malay language and Jawi script on signboards, banners, and billboards since June 2021 as part of the ABCi approval process. The use of the Malay language and Jawi script is also encouraged on social media and government agency websites.

    2. Developing the cultural and creative industries, including creative writing. Nearly 600 people have participated in 41 activities expanding the cultural and creative industries. This figure will be increased by 30% in community participation. A total of 222 historical and cultural heritage activities including the cultural and creative industries were carried out, involving 10,586 participants.

    Significantly, hosting the Cultural Festival, 2021 among the BIMP-EAGA countries showcased various art fields. Shared that preliminary discussions and planning are underway at the working level/together with stakeholders to outline policies and infrastructure to advance the creative industry.

    1. Enhancing understanding and appreciation of cultural heritage and civilizational history through quality research and publication. Outreach programs to community segments through roadshows, Education and Cultivation Programs including the distribution of publications at local and international levels will be enhanced.

      A total of 179 roadshow programs were conducted involving approximately 25,000 participants in all districts. A total of 165 types of research have been conducted, and we will increase research focus by 30%. Several new initiatives will be implemented this year. The Cultural Festival of 7 Tribes in collaboration with the Ministry of Primary Resources and Tourism and the study of understanding and appreciation of history. May God protect, the Brunei History Center will publish the last series of Tersilah Brunei books; and

    2. Enhancing cultural appreciation through technology and infrastructure. Nearly 130,000 visitors visited museums, galleries, libraries, and heritage parks either physically or virtually. Activities such as History Talks, My Heritage Museum, and Cultural Art Festivals have also been held virtually.

      Soon, the Royal Regalia Museum has been equipped with a digital audio guide in 5 languages. A project carried out in collaboration with the Ministry of Primary Resources and Tourism and Dynamic Technologies. The use of this technology will be expanded to other museums and galleries.

      Soon, with the completion of the Royal Wharf Art Gallery, Brunei Museum, and Hassanal Bolkiah National Stadium Enhancement Project this year, the optimization of technology and provision of multi-functional spaces will allow and encourage entrepreneurship activities and the creative industry.

  5. Strengthening an Inclusive and Excellent Sports Ecosystem. An allocation of $15.5 million is earmarked for the Strengthening the Sports Ecosystem Program. It is hoped to establish a stable athlete environment, develop sports with potential for achieving 'medals' as per the national interest. Developing sporting talent, conducive equality, and ensuring sports inclusiveness for all.

    We are conducting a high-performance sports needs assessment that encompasses infrastructure, human resource, and expertise. Explorations and technology and added-value to enhance athlete performance together with sports accessed and mediation expert consultants, Ministry of Health.

    The findings will determine strategies and a High-Performance Sports Action Plan targeted to be completed by April 2022 for a 2-year implementation period, prioritizing:

    1. Long-term national athlete development to qualify for regional and international high-performance sports;
    2. Identifying high-performance sports with the potential to win 'medals' based on requirements and performance;
    3. The availability of infrastructure to hold regional and international sporting events. This includes enhancing utility for athletes and the community at large;
    4. Updating and restructuring existing media services to create new services that better meet high-performance sports strategies, athlete welfare and well-being, research, and innovation; and
    5. Engagement of the private sector, corporates, and GLCs to develop and strengthen the sports ecosystem jointly. Meanwhile, close cooperation with the Ministry of Education will continue in implementing special scholarships in the field of sports and the role of sports schools in producing national athletes; and
  6. Maximizing the Use of Technology and Infrastructure. The Ministry of Culture, Youth and Sports will enhance service delivery by leveraging Smart Applications and Digital Technology along with best practices and evidence.

    Optimizing the National Welfare System (SKN) in shaping policies and intervention programs.

    1. It is evident, in ensuring services are provided efficiently, quickly, and accurately shared system SKN has been able to reduce the TPOR process by 2 months for JAPEM and MUIB. The second phase of SKN implementation will introduce the Miftahun Najaah Scheme targeted for April 2022.

    2. Improvements to the 'Mengalinga' Volunteer System Application introduced in August 2021 with Bank Baiduri Berhad using Artificial Intelligence. As of February 2022, the 'Mengalinga' application recorded 1,200 individuals and 117 organizational registrations with 168 planned volunteer projects;

    3. Research to build an application that unites social assistance services digitally which are easily accessible and customer-friendly.

At the same time, we will continue to maximize the market, resources, and facilities for community development through share facility. We will focus on sports facilities and Youth Centers, especially in the Temburong and Belait Districts. The Sports Village Complex and the PKBN Training Camp have shown their importance as flexible and versatile platforms.

These facilities are used as Community Isolation Centers while the Indoor Stadium Youth Center and the Hassanal Bolkiah National Sports Complex have been used as Vaccination Centers and Food Distribution Centers.

It is evident all projects under the 11th RKN are in the Development Phase and are expected to be completed before the end of the 11th RKN. It is evident we will see the reopening of the old Customs Building and the Royal Dockyard and a new museum. The use of all Hassanal Bolkiah National Stadiums as a training hub for elite athletes and a community hub with higher added value and new protection complexes that provide a conducive atmosphere for shelter residents.

It is evident, amid the challenges we are currently facing, our society has shown resilience and a high spirit of unity, directly enhancing the spirit of solidarity, working hand in hand across the country.

Therefore, I now open the Ministry of Culture, Youth and Sports title for debate and to start, I invite Your Honourable Awang Iswandy bin Ahmad.

Thank you, Your Honourable Chairman. Going straight to the discussion, I would like to touch on the Language and Literature Bureau under Code 002/001 - Grant and Promotion of Language and Code 003/001 - Encouraging Writing.

Regard the requested allocation of $789,599.00 and $554,974.00, all of it is for staff salaries alone and not for Recurrent Expenditures. My question is:

i. Will this be able to achieve the objectives of this matter, because giving and promotion surely require appropriate allocations.; and

ii. Writing among young writers. What are its achievements at the moment and what are the plans for its development?.

Yes, thank you, Your Honourable Chairman and thank you, Your Honourable for the questions. First regarding Grant and Promotion of Language and secondly writing among young writers.

Yes, the Language and Literature Bureau has been allocated around $11 million for the Financial Year 2022/2023. As stated from the above allocation, $789,599.00 is allocated under Code 002-001 - Grant and Promotion of Language specifically for Staff Salaries and no Recurrent Expenditures.

To respond, expenditures for the Grant and Promotion of Language programs are combined under Code 001-000 Administration and Management. The division Code 001-003 Management and purchase planning amounting to $451,481.00 is the same as the Financial Year 2021/2022, where the allocation for the Grant and Promotion Program was $33,400.00, so it is included under that title division, and the remainder remains the Financial Year 2022/2023, the same amount of $33,400.00 will be included in that title division.

Additionally, the allocation will be used in 'raising' the dignity and sovereignty of the Malay language as the official language of the country and placing it at the top position. Among the programs that have been and are being implemented in granting and promoting the Malay language are the Language Guest, Writing Workshop, International Poetry Reading, Language and Literature Segment through the Rampai Pagi Program (RTB).

Dissemination of research results on the Malay language and culture such as Bruneian Malay pantun and spreading vocabulary like Telinga Bahasa, Rimbun Bahasa Brunei and Perambahan Brunei. The $33,400.00 remainder will be used for granting and promoting language.

This year, this amount has been used a lot virtually and the combination of virtual and physical methods will be implemented later under the new norm, we are using this granting and promotion physically and virtually. The remainder continues.

Young writers are shared, we have a program called the Young Writers Program which was launched in 2019 and it is held twice a year spreading to writers aged 15-35 years.

This program aims to create human resources, capable of increasing the number of new generation writers in the country with a more dynamic, aggressive, and creative image, and thus becoming a layer in the development of literature in Negara Brunei Darussalam.

To date, a total of 171 young writers have received guidance through various genre workshops such as poetry, poem, short story, novel, and drama writing. The book segment of young writers' writings has been published by the Language and Literature Bureau which includes Anthology Poem Kepala Kertas, Short Story Anthology Aurora 1, and Short Story Anthology Aurora 2.

At the same time, the publication of magazines and journals by the Language and Literature Bureau has also been enhanced as a vehicle especially for young writers like the Mekar Magazine, Naindung Magazine, and Juara Pelajar. Shared in 2020 a special writing space called Suara Penulis Muda was created to accommodate the careers of young writers. To date, 93 young writers are active in writing.

Additionally, we are proud that a young local writer, Yang Mulia Awangku Mohammad Norsham bin Pengiran Hidup was recognized as the Champion in the Poetry Category of the Mastera Creative Writing Competition in 2021. In 2019, Young Writer, Yang Mulia Awang Abdul Baqi bin Haji Abdul Hisab became the winner of the Mastera Translation Prize, and 6 young local writers were selected as Recipients of the Young Literary Award Mastera from 2005 to 2017. This shows the development of our writers, the young writers of our country.

God willing, to produce more young writers from younger age groups, the Language and Literature Bureau will implement initiatives such as the Writers Academy, Children's Writers Club, and Literary Project targeting students from Year 4 to Year 6. So, God willing, we may see the talents of our young writers remain active.

God willing, the Language and Literature Bureau will continue to provide opportunities to our young writers and will also implement the Young Writers Program so that the number of our young writers will continue to grow over time.

Brunei Darussalam is endowed with the Written Malay language (1959). As Malay is the Official Language of the Country, it is the identity of the nation. Recalling the Youth Conference 2021 used the English language, it is proposed that every official assembly whose objective is to convey to the people of Brunei Darussalam should be conducted in Malay.

Next Topic - SA03A - Department of Youth and Sports. It's clear as delivered by Yang Berhormat Menteri Kebudayaan, Belia dan Sukan just now, only a few questions. To what extent is the ministry's effort in encouraging the empowerment of the sports industry by offering pitches and sports facilities to investors?

  1. The use of the Malay language.; and

  2. Efforts through the Ministry of Culture, Youth, and Sports to empower the sports industry.

Perhaps I'll answer the second question first, empowering the sports industry. It's shared that one initiative of the Ministry of Culture, Youth, and Sports is the concept of the Private Public Partnership (PPP) or outsourcing to be ventured into in the development of infrastructure encouraging.

Several efforts have been made to ensure opportunities are given to entrepreneurial efforts, towards (PPP). One of which is looking into available sites given to the Department of Youth and Sports to be developed or built by the private sector.

This has been executed and was opened a few years ago like the Sports Site in Lambak Kanan Relocation, at the Water Sports Complex Serasa site.

However, at this time when opened, no bids were received after it was opened. So, we will continue to undertake the Private Public Partnership (PPP) for this sports development, especially from the sites given to the Department of Youth and Sports.

Although, we've given opportunities to entrepreneurs to conduct operations like gyms, not just at the National Stadium Hassanal Bolkiah but also extended to 2 places specifically at Mumong Sports Complex and also at Tutong Sports Complex.

In the name of Allah, the Most Gracious, the Most Merciful, it has been carried out by local entrepreneurs. We are actually targeting youth to venture into, although, no youth have come forward to run the gym which has been opened in Belait District and also in Tutong District.

In the name of Allah, the Most Gracious, the Most Merciful, we highly encourage the method (PPP) to develop this sports complex under the Department of Youth and Sports, and we will continue to open these offers again, in the name of Allah, the Most Gracious, the Most Merciful.

About the first question. There's no denying that we must dignify the Malay language. It's a high priority to dignify the Malay language. We see that the use of these two languages often occurs in conferences, in workshops, and any programs conducted by the Ministry of Culture, Youth, and Sports.

What's important is for us to increase further, meaning the percentage of Malay language usage, sometimes we see that the use of English exceeds Malay. The effort is to increase the percentage of use of these two languages and more importantly is the Malay language.

That aside, we will continue to dignify the Malay language in any conferences, any programs conducted such as seminars, workshops especially the Ministry of Culture, Youth, and Sports.

This has been acknowledged and efforts will continue to dignify the Malay language in any special programs especially in congresses and that aside, this has been acknowledged and efforts will continue to be enhanced.

Yang Berhormat Pengerusi. Allow kaola to walk down memory lane together with Yang Berhormat Menteri Kebudayaan, Belia dan Sukan and all of us here. In the First Meeting of the Fifteenth Session of the Legislative Council in 2019.

If kaola is not mistaken, kaola had suggested that the Ministry of Culture, Youth, and Sports establish and promote something called the Cultural Arts Academy to cater and nurture the community of cultural artists and practitioners including writers, singers, painters, and the like.

That reminder during the session of discussion between Honourable Members of the Legislative Council and the Ministry of Culture, Youth, and Sports, it was informed that the Ministry of Culture, Youth, and Sports will build an Art Gallery, on a site which is a government building that has been given to the Ministry of Culture, Youth, and Sports. That news has cheered many, including the artists.

However, the desire to 'integrate' all artists, craftsmen, and cultural workers doesn't seem to have been achieved yet, only seeing the building being named Art Gallery. What we understand is only for exhibitions or displays like historical paintings and so on. So, the 'integration' of all cultural workers to find shelter or coverage under this project hasn't been fully realized.

Kaola would like to receive further explanations and illumination from Yang Berhormat regarding this project. Kaola also suggests that the allocation for cultural art projects that kaola has previously proposed be included in the Budget Allocation of the Ministry of Culture, Youth, and Sports for 2022/2023 or if deemed necessary with even larger scope, to be included in 12th National Development Plan. Lastly, kaola closes with a quatrain:

To share just that the questions are more focused on the Establishment of the Culture and Arts Academy.

Perhaps to answer first the proposals or suggestions regarding this cultural arts project, God willing, it will be thoroughly looked into for financial allocation requests in the future or to be studied for priority inclusion in the upcoming National Development Plan. This matter will be examined in depth.

To also respond, for the information of the Ministry of Culture, Youth and Sports, the curriculum of the National Culture Arts Academy of Brunei Darussalam has been completed. God willing, the Whole Of Nation concept has been implemented in this curriculum.

However, this structure has been utilized for the implementation of other art hubs. Towards building an infrastructure on the implementation of a cultural hall as a cultural space for the execution of related activities, a piece of land in Kampung Kiulap is still under study in this ministry.

God willing, as shared earlier, the first phase of the cultural arts curriculum has been completed. For the construction of infrastructure, this matter will be looked into again, although the site is available. God willing, it will be studied for this development as proposed as a priority in the upcoming National Development Plan.

At the same time, I would like to share more about the space, although this space is only an exhibition space, what is hoped is that these additional spaces in the future. The art gallery space at the Royal Wharf will be opened in a little while and also the gallery space at the Hassanal Bolkiah National Stadium will be reopened shortly, providing opportunities for creative industry practitioners to use it on a larger scale.

These future art galleries will provide opportunities for our creative industry practitioners. I understand it as a exhibition space only, not for working, this matter will be thoroughly subservient to the construction of infrastructure, in the upcoming priorities. Thank you, Your Honour, for that perspective.

Establishment of the Culture Arts Academy. The establishment of the Culture Arts Academy will be implemented, but it will be carried out in phases. If allowed, perhaps I'd like to reply with a little pantun, Your Honour.

In the name of Allah, the Most Gracious, the Most Merciful, first I would like to record and express gratitude and thanks for the hard work and service of the Your Honour Minister of Culture, Youth, and Sports meaning the staff of the Ministry of Culture, Youth and Sports and its departments, we all pray for the reward.

Your Honour Chairperson, allow me to propose 4 issues for debate if allowed by Your Honour Chairperson.

  1. I pose a question regarding under Title SL064 - Department of Community Development with an allocation to be given amounting to $24,647,670.00.

    In a life that is increasingly challenging, surely every corner of society will feel the impact and its effects are also felt to single mothers and widows. With the respective parties, especially the Ministry of Culture, Youth and Sports, to what extent is this effectiveness, especially in developing and guaranteeing the life of these women to survive in this increasingly challenging era?

    I just want to suggest maybe a Training, Guidance, Business Training, and Business Capital Assistance Scheme for them to delve into fields that can provide finance and income.

  2. Your Honour Chairperson. Looking at the Housing Aid Scheme, both the government and the Sultan Haji Hassanal Bolkiah Foundation face more and more applications. However, in recent times, there have been many complaints and grievances from applicants about this housing assistance.

    What is more saddening is that the group applying includes orphans and low-income earners. What are the efforts of the responsible parties in addressing this issue because for example orphans, some of them are still staying at the homes of other family members and there have been repeated visits made by the responsible parties, yet for years there has still not been appropriate action taken?;

  3. Usually, our country respects Islamic feast days including every Thursday night that sports events are discontinued. Referring to the matter, there are sports events organized by one of the associations held almost every night during Ramadan, starting after iftar time. As a Zikir Nation, we must respect and prioritize the month of Ramadan.

    Organizing sports events is not prohibited. In fact, it is encouraged to promote sports in this country but it should be held in months and days that are appropriate. My question, does the concerned party monitor every sports event that is organized and are there any guidelines issued specifically to organizers for sports events in this country?; and

  4. The film industry in our country requires government support. Praise be to Allah, with government support, several local films have been brought to overseas following film festivals at the international level.

    However, there are some complaints from local filmmakers consisting of local youth that cinemas in this country are less cooperative and do not support the output of local films.

    There are also cinemas that do not provide them with services even though the film is ready for screening and is quality according to screening standards.

    In relation to this, could the concerned parties issue an order to cinemas, that is a Mandatory Screening Order as this Mandatory Screening Order is also implemented in other countries?

That's all, and may Allah grant success and guidance, peace be upon you and Allah's mercy and blessings.

Thank you, Your Honourable Chair. Thank you, Your Honourable.

There are 4 questions that have been raised:

  1. Single mothers and widows. Assistance from JAPEM is always provided to the needy whether it's single mothers, widows, women will be given thoroughly. Single mothers and widows are not left behind in being given support and assistance especially to single mothers and widows comprised of the needy and low-income groups.

    It’s shared that many programs especially in providing training (skill) are carried out by the Community Development Department. I share regarding the Community Programme. Many programs are implemented especially the Community Programme targeted at the needy and also villagers, youths, and others.

    JAPEM in collaboration with the Youth Development Centre have already implemented these programs which also target women, including single mothers and widows. We have already implemented and the last program before the COVID-19 outbreak was the Sewing Program given to the women of Mukim Saba and we have already implemented many programs for women where this initiative comes from the Council of Advisors for Mukim and Village, initiative from village heads and so on.

    As we wish we will continue to instantiate this Youth Development Centre not just to carry out youth programs but also Community Programmes. So, there's no overlooking single mothers and widows, especially women, this program is carried out under the Youth Development Centre and we have already implemented among others sewing, food and beverages, makeup, many programs have been implemented. At the same time, the Ministry of Culture, Youth and Sports has also released, collected capital for women, especially women interested in this Community Programme.

    After completing the training, entrepreneurship training will continue to be provided, and if successful and showing interest in following programs together with BIBD, Seed Programme, and so forth, they will be given a program. This includes single mothers and widows. This will be continued so that single mothers from the underprivileged groups are given skill programs, training, as previously stated that the allocation for Seed or this capital is in the Community Development Program amounting to $27,000 per year. This is specifically for the underprivileged groups including women, and Ahl al-Sunnah wa al-Jama'ah will be continuously implemented. I urge to seize these opportunities. Most of these programs are initiated by the headmen and village chiefs who organize groups and are to be implemented by the Youth Development Center. Ahl al-Sunnah wa al-Jama'ah;

  2. Housing Assistance Scheme. The Housing Scheme that I mentioned earlier in the introduction, building houses for the poor and needy is of high importance. Under Ahl al-Sunnah wa al-Jama'ah in SKN, we can see people applying for monthly welfare assistance, we can use artificial intelligence to know how many people are living in a house. We can analyze who should be given priority for house building or house provision. This system can be seen in SKN. That is one method in giving priority.

    Indeed, from 2019-2021 under the Quick-Win Program and also from the Yayasan Sultan Haji Hassanal Bolkiah, a total of 143 houses have been handed over and many more are on the waiting list for this construction for the underprivileged.

    As stated in the introduction, we must look at holistic planning for the current programs, which are currently being observed and planned under the Housing Focus Group under the Ministry of Development to see the construction and selection of houses for the underprivileged. Ahl al-Sunnah wa al-Jama'ah with future planning under the Housing Focus Group, it will contribute to the planning specifically for the underprivileged.

  3. Monitoring and guidelines for sporting events and the implementation of sports events. In fact, guidelines for the implementation of recreational and sports events exist, at times we cannot carry out recreational including sports events on certain days in the Islamic calendar. Guidelines for those days have been issued.

    Perhaps, Insha'Allah, we will remind the associations because many of these sports events are sometimes not only organized by associations but if event organizers are prepared, they will go through the processes.

    But, Insha'Allah, the Ministry of Culture, Youth, and Sports will harmonize on Friday nights and Islamic holidays. To limit these sporting events, this will be reminded again and the ministry thanks for this reminder and JBS will continue to monitor and remind to honor specific times.;

  4. Regarding filmmaking. It is undeniable that we are grateful that the development of filmmaking from local parties is increasing, including from the youth. The ministry acknowledges and understands the complaints of those who make and execute these films about having limitations in showcasing local films.

    The Ministry of Culture, Youth, and Sports has made efforts and has met with the film industry and cinemas, to give opportunities for local films to be showcased. Indeed, one of the accusations is the number of people who will watch. It is a balance between Insha'Allah for gaining revenue from the cinema and efforts to showcase local films.

    This has been raised and so this will be thoroughly considered, along with the cinema parties to provide space for these local films to be showcased in our cinemas.

    Insha'Allah, this will be addressed further. Actually, the time limit given by these cinemas, they want a longer time but the time given to showcase local films is so short, based on profits and the like. Insha'Allah, this will be discussed with cinemas also to provide space for local films to be showcased.
