The spread of the COVID-19 outbreak has affected the entire economic activity in the country, including the livestock sector, which includes the poultry industry. The implementation of several restrictions has caused livestock stress and forced to limit operations. This has resulted in a decline in demand and usage of eggs, some business members, and local food operators.

  1. Concerned parties are requested to state to what extent the spread of the COVID-19 outbreak in this country has affected the egg poultry farming sector to ensure that the domestic egg supply is always sufficient and secure.

  2. I ask the ministry to explain the government's plan to purchase antiviral medications. What are the steps taken by the government in ensuring that the supply of these antiviral drugs will always be sufficient.

  3. I ask the ministry to explain the status of the supply of Art Test Kits that are very much needed as the cases of the COVID-19 outbreak increase every day to ensure the welfare of the people will always be secured.

  4. Concerned parties are requested to state if the government has appointed agents to supply basic necessities to remote areas to avoid high prices sold by middlemen.

  5. I ask the concerned parties to state the number of farmers' markets and markets by district and whether local agricultural production can meet the needs of the population so far? What are the steps taken by the government to further enhance local supply sufficiency at all district levels?

  6. I ask the relevant ministry to state what are the government's steps in reducing dependence on food imports and thereby ensuring food security especially in times of emergency.

  7. I would like an explanation from the ministry to state whether there are plans by the ministry to improve the Internet online learning system for students, especially those in remote areas, which shows there are issues with Internet access that can affect the learning and teaching process through the Internet online. This Internet access issue is also experienced by some residents who live in urban outskirts where Internet lagging occurs due to many people using the Internet at the same time in one place.

  8. I ask for an explanation from the relevant ministry to state if there are plans for the care of the COVID-19 outbreak to ensure the country's safety and as a preparation in case a new variant occurs. With this also reducing the expenditure of national income abroad.

  9. I ask the relevant ministry to explain regarding the fate of Persons With Disabilities after the end of their study period. Are there allocations to build programs that offer employment opportunities in the government sector in an effort to enhance the country's credibility to receive real work experience in the future and with that experience, it is hoped that it can improve the employability of Persons With Disabilities in this country.; and

  10. I suggest that private companies involve themselves in providing laptop computers or the Internet to students who are less capable or from low-income families to carry out the social responsibility in helping the needs of students and graduates by looking at the aspects of a company.

I would like to express the highest congratulations to Yang Berhormat Minister at the Prime Minister's Department and Minister of Finance and Economy II for presenting a very clear and comprehensive proposal paper of the Appropriation Bill (2022), 2022/2023 allowing the withdrawal of $5.7 billion from the Consolidated Fund.

Yang Berhormat Yang Di-Pertua. Considering the global oil situation is still uncertain along with the impact of the COVID-19 pandemic, and as an oil-producing country affecting this country's economy due to the fall in global oil prices and decrease in oil production. From the oil and gas sector, there is an increase rate of 1%. However, the country's fiscal now still manages a deficit amount of $2.5 billion, which has increased from last year.

Therefore, the newly presented expenditure control by the Minister at the Prime Minister's Office and Second Minister of Finance and Economy appears yet trusted. Facing an increase in deficit in line with the command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam during the Official Opening Ceremony of the First Meeting of the Eighteenth Session of the Legislative Council on 23rd Rejab 1443 corresponding to 24 February 2022 reminding that:

"...national finances should be handled wisely, disciplined, and based on priorities...".

Indeed, I fully support the Expenditure Bill (2022), as it is an effort to reduce the projection of the country's budget deficit, intending to create adequate fiscal space so that government spending can be channeled only to major and necessary projects in achieving budget balance and ensuring the country's fiscal stability.

In the presentation earlier, the Minister at the Prime Minister's Office and Second Minister of Finance and Economy explained several initiatives that have been and will be implemented as ways for the country to spend wisely and planned, themed: "Empowering Public Welfare Towards a More Resilient Socio-Economy" according to priorities and needs, and to be cautious so there is ample space to provide employment to local youths through enterprise projects and investments capable of providing economic diversification, especially in the private sector, and attracting Foreign Direct Investment (FDI) which will definitely aid the country's economic development.

Thank You, Your Honourable Speaker. I fully support the Expenditure Bill (2022), 2022/2023 presented by the Minister at the Prime Minister's Office and Second Minister of Finance and Economy. I want to address one matter, that is ad hoc current supplies. Since the second wave of the COVID-19 outbreak hit our country on 9th August 2021, all ministries have taken preventive initiatives and measures to protect their staff and provide testing kits, sanitizers, etc. With the pandemic not ending yet, the related purchases will continue. Considering also that the budget for these expenses is ad hoc, not planned in each ministry's budget, I suggest that every ministry makes a budget for expenses related to COVID-19 by preparing an overall budget plan. This can aid the Ministry of Finance and Economy in strategic planning for spending in the following year. Thank you.

I join in supporting the Expenditure Bill (2022), Appropriation, 2022/2023 presented earlier by the Minister at the Prime Minister's Office and Second Minister of Finance and Economy.

Grateful for the 2022/2023 Financial Year budget of $5.7 billion even though it's less than the 2021/2022 Financial Year budget but I believe it's a cost-saving step along with other efforts generating income for the country through value for money projects. In this regard, I would like to know which projects have been implemented in the past periods and yielded value for money results as set in the last session of the Legislative Council. I believe these projects should be taken as examples and their methods and approaches used by the relevant departments and ministries in spending this year's budget. I believe the revenue from previous projects and upcoming projects can be evaluated for their utility for the needy society as well as to generate welfare projects for the ease of the people.

Your Honourable Speaker, I also address the $790 million Collective Allowance allocation. I understand that the related departments are required to apply to use this allocation. My proposal is that if possible, the suggestions presented can be effectively and quickly considered, not only focusing on the spin-off of certain large-scale projects but also on value for money projects that benefit the country and community, especially programs or projects that generate product incubation, Brunei's own created products to help in the commercialization process for domestic and international market sales.

The products I mean include examples from Small and Medium Enterprises (SMEs), 1PIK, and research products from high-care centres, CIPTA competition products, etc. I believe with that financial assistance, these created products will not only become the pride of the country but also help the economic development of the country and people. Kaola would like to express gratitude to Yang Berhormat Chairman for the opportunity to present the introduction in this noble assembly today. In the name of Allah, the Ministry of Foreign Affairs, with utmost respect and reverence, would like to present the highest appreciation to His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for His Majesty's guidance during the Official Opening of the First Session of the Eighteenth Meeting of the Council of State on 24 February 2022.

In the name of Allah, I would also like to record our appreciation to the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for supporting the allocation of $127,524,90 for the Fiscal Year 2022/2023 to the Ministry of Foreign Affairs, listed as follows:

  1. A total of $43,75,680.00 for the Salaries of Officers and Staff both in and outside the country;

  2. A sum of $69,516,570.00 for Recurring Expenses; and

  3. An allocation of $14,931,840.00 for Development Expenses.

In the name of Allah, Negara Brunei Darussalam has successfully fulfilled its responsibility as the Chairman of ASEAN last year under the theme: "We Care, We Prepare, We Prosper." Contributions were made towards the safety and well-being of the ASEAN populace, especially when the world is facing unpredictable global regional challenges.

As the Chair of ASEAN, Brunei Darussalam faced various challenges. One of the most daunting was the outbreak of the COVID-19 pandemic, including the Delta Variant, when our country was hit by the second wave in August last year. Considering the impact of the COVID-19 pandemic encompasses various aspects of life such as health, economy, welfare, etc., it is appropriate for ASEAN to adopt a holistic approach in efforts to recover from this pandemic. Brunei Darussalam has made appropriate decisions in handling the COVID-19 outbreak by implementing strict travel restrictions while trying to increase the vaccination rate in this country.

In this matter, our country is not alone in facing the COVID-19 pandemic. This is evidenced by the assistance and cooperation received from several countries including Australia, China, Japan, Malaysia, and Singapore which have donated vaccines to Brunei Darussalam. There are also other partners who have assisted in facilitating the process of obtaining vaccines and contributed medical equipment and efforts to help the country address the COVID-19 outbreak.

Kaola, on this occasion, would like to thank all partner countries that have assisted. May this good cooperation continue to strengthen in the future. This assistance is a manifestation of close relationships and active bilateral cooperation between Brunei Darussalam and regional countries based on the value of "sharing burdens lightens the load".

Furthermore, Brunei Darussalam's deliverables also took into account the country's priorities, especially efforts towards the implementation of Vision Brunei 2035 such as sustainable economic development, preparation to address future challenges, and building the capacity of the youth as future leaders and heads.

At the same time, at the ASEAN level, Brunei Darussalam has put forward various efforts for recovery from the COVID-19 outbreak, especially in enhancing the development of the ASEAN community, including obtaining the agreement of ASEAN countries to use a fund amounting to US$10.5 million from the ASEAN COVID-19 Response Fund to obtain COVID-19 vaccines for every ASEAN country including Brunei through cooperation with the United Nations Children Fund (UNICEF).

Brunei Darussalam has also put forward an initiative named the Bandar Seri Begawan Declaration on the Strategic and Holistic Initiative To Link ASEAN Responses To Emergency And Disaster (ASEAN SHIELD). Initiatives like this aim to strengthen coordination between ASEAN sectoral bodies at the regional level and government agencies at the national level. Accordingly, ASEAN SHIELD is expected to enhance quick and effective responses in handling various emergency situations and generating them in the future. Brunei Darussalam has also taken the initiative to advance interests in addressing various issues including the increasingly severe issue of mental health following repeated lockdowns, quarantine orders, and self-isolation due to the COVID-19 pandemic.

With the production of the EAS Leaders’ Statement On Mental Health Cooperation approved during the 16th East Asia Summit last year, Brunei Darussalam hosted the EAS Workshop On Mental Health cooperation in the COVID-19 Recovery together with Australia. The workshop shared experiences and best practices on formulating and implementing policies related to mental health which still receive less attention at both the regional and international levels.

To enhance the knowledge and skills of each country in the long term, preparations must start at the early stages to produce a dynamic, competitive youth with relevant knowledge, and be brave and ready to face current and future challenges.

In connection with this, Brunei Darussalam has launched an initiative named the ASEAN Junior Fellowship Programme, which will contribute to the comprehensive enhancement of capacity and knowledge for new officers from each ASEAN country through internships at the ASEAN Secretariat in Jakarta, Indonesia. To show commitment towards advancing ASEAN Community development, Brunei Darussalam will contribute funds amounting to $100,000.00 every year for the next 10 years.

When we invest in the youth through programs like this, they will foster the importance of camaraderie and friendship towards ensuring security in this region in the future. This is one of the lessons that should be instilled and inherited by the current young generation because with this understanding, we can maintain harmony and safety in the future. Additionally, the citizens of Brunei Darussalam can take advantage of scholarships offered through ASEAN cooperation such as the Australia for ASEAN Scholarship starting last year, where approximately 10 scholarships have been offered in maritime, economic, connectivity, and development cooperation sectors.

This is one of the results of Brunei Darussalam's efforts in strengthening ASEAN-Australia relations especially under the Comprehensive Strategic Partnership. In terms of capacity development for the country, Brunei Darussalam can take advantage of China's expertise in various technical fields through a technical cooperation agreement between ASEAN and China to enhance local capacity and meet human resource needs. This is also a result of Brunei Darussalam's efforts in strengthening ASEAN-China relations leading to the formation of a Comprehensive Strategic Partnership last year. Additionally, ASEAN welcomed the United Kingdom as a new dialogue partner for the first time in two decades. This dialogue partner status will pave the way for closer cooperation between ASEAN countries and the United Kingdom.

Brunei Darussalam and the United Kingdom also established a strategic dialogue last year. This will certainly strengthen the good relations, especially in areas where the United Kingdom has expertise and resources that can be utilized by Brunei Darussalam such as higher education, tourism, technology, and science.

From an economic standpoint, Brunei Darussalam can seize the opportunity to enhance trade and investment activities through the Regional Comprehensive Economic Partnership (RCEP), which came into effect on January 1st last year. Being the world's largest trade agreement, RCEP brings immense potential for regional trade including facilitating global trade and investment. I am also pleased to inform that ASEAN has agreed on the ASEAN Travel Corridor Arrangement Framework which will ease travel among ASEAN countries, especially in the COVID-19 recovery phase. Moreover, various other efforts have been implemented including the ASEAN Leaders' Declaration On Upholding Multilateralism and the ASEAN Leaders' Declaration On Blue Economy. All these initiatives aim to contribute to upholding an international rule-based system and in promoting international peace, stability, and sustainability as enshrined in the United Nations Charter.

Your Honourable Chairman and Your Honourable Members.

Originally, "a great tree starts from a small seed", this is a saying by the scholars. Similarly, the foundation of Brunei Darussalam's foreign policy began with the decree of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on January 1st, 1984. Among other things, His Majesty decreed that Brunei Darussalam would cooperate with all partners to achieve economic advancement, peace, and friendship with other countries. This is based on the principle of mutual respect for sovereignty and territorial integrity and on the principles of non-interference in the affairs of other countries.

Therefore, Brunei Darussalam has adopted a foreign policy guided by the principles of mutual understanding and non-interference in the internal affairs of other countries. To ensure the sovereignty and interests of the nation continue to be respected and preserved, the Ministry of Foreign Affairs will also continue to safeguard the nation's security interests through these policies, while enhancing and identifying areas of cooperation with foreign countries for mutual benefit and elevating the country’s image in the international arena.

This effort is expected to continue contributing to the country's ongoing security, prosperity, and development. Priority is also given to close and engaging dialogues with other countries in resolving issues and fostering consensus among all relevant parties.

Brunei Darussalam's approach is to engage other countries peacefully and constructively with the aim of promoting goodwill and finding common solutions. I believe all these commitments align with the philosophy of Malay Islamic Monarchy.

One of the roles of the Ministry of Foreign Affairs is to act as the focal point between government agencies of Brunei Darussalam and foreign representative offices in Bandar Seri Begawan or vice versa. As this focal point, it enables the Ministry of Foreign Affairs to further enhance cooperation with other countries, providing this ministry with a strategic overview that allows it to offer constructive input to other ministries. This aligns with the Whole Of Nation Approach, where it is this ministry's responsibility to handle relations with other countries including matters related to political relations, economic affairs, security, and promoting socio-cultural relations.

Through the foreign representative offices, the Ministry of Foreign Affairs will act on emergency situations that could endanger the safety of Brunei Darussalam citizens abroad such as natural disasters, public disorder or war, and the spread of the COVID-19 pandemic as we are currently experiencing.

As I have explained in previous years, I would like to state that for all citizens and permanent residents of Brunei Darussalam who are abroad or for those who wish to travel abroad to register themselves in the e-Register system on the Ministry of Foreign Affairs website or with the Brunei Darussalam's representative office abroad. This system will facilitate communication between the Brunei Darussalam's representative offices and them during emergency situations wherever they are. With this information, the Ministry of Foreign Affairs and Brunei Darussalam's representative offices will be able to contact the citizens and permanent residents of Brunei Darussalam to ensure their welfare, health, and safety.

Your Honourable Chairman, first of all, congratulations to the Ministry of Foreign Affairs for the allocation of $127,524,090 and for successfully hosting the ASEAN member states last year, congratulations. Your Honourable Chairman, I will directly go to a question. We also follow the developments in foreign countries, where we have been informed about some countries announcing the withdrawal and relaxation of various pandemic control measures which aim to encourage and open up travel and movement of people and revitalize their economies.

Since January 2022, Brunei Darussalam has been going through the early phase of endemic, and when the time comes, God willing, Brunei Darussalam will also consider more widespread entry and exit travel towards living new norms of life.

I would like to know the extent of plans by the Ministry of Foreign Affairs in monitoring the Standard Operating Procedure (SOP) at our representations abroad to monitor and ensure the welfare of Brunei Darussalam citizens during their stay abroad in cases of receiving treatment for continuous infection and handling situations that involve deaths of Brunei Darussalam citizens caused by the COVID-19 pandemic and requiring the repatriation process of the deceased to the homeland according to the respective host country's guidelines. Thank you, Your Honourable Chairman, Your Honourable regarding the welfare and safety of all staff at our embassies or commissions abroad. It is a top priority because, as you mentioned earlier, they are the frontliners but abroad. According to the priorities set last year, the first directive given to our missions was to obtain vaccination because they had access to vaccines earlier than us. As early as April last year.

So, all missions were instructed to take whichever vaccine was offered by the countries they resided in. Secondly, they were also required to wear and implement SOPs as we do in our country following the Ministry of Health's SOPs such as distancing, wearing face masks, and avoiding crowded places. In addition, Business Continuity Plans were implemented before widespread vaccination was obtained, and currently, since all staff at our embassies and commissions abroad have received their second vaccination, and some have received boosters, work procedures have been slightly eased, but still with SOPs such as face masks and social distancing.

Before I establish that this topic is debated and discussed, there are 5 departments under the Prime Minister's Department in the category of so-called closed departments, namely the Narcotics Control Bureau, Anti-Corruption Bureau, Internal Security Department, Royal Brunei Police Force and the Brunei Investigation Department. Since these departments are directly related to strategic national security issues, issues to be discussed might be sensitive and not suitable to be discussed openly hence no need to be discussed in this Council. Before this committee discusses the Budget of the Prime Minister's Department and its related Departments, I would like to seek permission from Yang Berhormat Pengerusi to share broadly the focus and priorities of the Prime Minister's Department for the Financial Year 2022/2023. It aims to guide the discussion to be more focused and directed towards the budget-related affairs that will be discussed. The Prime Minister's Department's budget is designed to support the 2022/2023 Budget theme: "Empowering Public Welfare Towards a More Resilient Socioeconomy" and its four priorities: Preserving the Public Welfare, Ensuring Food Security, Supporting and Assisting the Private Sector to Be Resilient and Grow and Enhancing Human Resource Competency Towards Work And Future Ready.

Just like the Budget 2022/2023 presented by myself this morning in general, the budget is aimed at upholding the aspirations of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and his government in strengthening the progress and resilience of the socioeconomy of the country to guarantee the welfare of the people and residents and the peace of Negara Brunei Darussalam in the long term. Towards that based on the theme and four main focuses of the National Budget for the Financial Year 2022/2023, the Prime Minister's Department aligns strategic success targets that focus on five strategic goals of the Prime Minister's Department as follows:

  1. Governance that Develops. The Prime Minister's Department plays a major role in ensuring robust and effective government governance through the strengthening of coordination and collaboration in policy formulation in line with the Whole of Government approach.

    Several initiatives have been and are being implemented in strengthening governance mechanisms within the government, including strengthening the implementation of Wawasan Brunei 2035 through the establishment of the Wawasan Brunei 2035 Working Committee and implementing the alignment between Manpower Blueprint, Social Blueprint, and Economic Blueprint in examining and monitoring the development of Wawasan Negara Brunei Darussalam.

    Discussion sessions and joint approaches with each ministry, government agencies, and stakeholders are continuously held and enhanced through a communication plan. Efforts are ongoing to empower vision dissemination to ensure deep understanding and appreciation at every level of society including village chiefs and students to jointly support Wawasan Brunei 2035.

    In addition, methods of communication that are more effective are constantly improved and explored in line with the progress of the current digital era, taking into account the views of the public and relevant parties including NGOs, the private sector, and the youth group.

    Improving the workflow process of human resource management, public service with the reinforcement of the Human Resource System (SSM). This project is jointly managed by the National e-Government Centre, Ministry of Transport and Infocommunications, and the Treasury Department, Ministry of Finance and Economy. The system integrated with Tafis System 2.0 will be able to improve the user experience for users from recruitment to the end of service. SSM also avoids duplicate processes and further facilitates related services such as allowances and other financial services.

    Monitoring of vacant positions in the public service is actively pursued by holding bilateral meetings with the Permanent Secretaries of each ministry to identify common issues in the process of filling vacant positions. This initiative will also be able to address the issues of staffing which will contribute to the productivity and capacity development of the public service.

    As of February 19, 2022, out of a total of 454 Division 1 vacant positions under monitoring, a total of 140 vacant positions in Division 1 have been filled through support to the Public Service Department.

    Whereas 26 positions were filled through support to the Public Service Commission. Overall, for all divisions, a total of 2,380 positions have been filled from January 1, 2021, to January 31, 2022.

    In an effort to enhance accountability and good governance, government agencies, the Audit Department continues to implement initiatives including sharing sessions and dialogue on audit findings with ministries and departments and conducting audit courses.

    Meanwhile, the Prime Minister's Department together with the Audit Department is also updating the Circular Letter of the Prime Minister's Department on the establishment of Internal Audit Units in ministries and government departments in the aspiration to further strengthen the monitoring mechanism, internal financial controls and check and balance in each ministry and government department.

    In addition to the implementation of governance strengthening, public services continue to be significantly provided in facilitating service delivery to the public during the control measures imposed during the COVID-19 pandemic. Examples include the Public Service Commission continuing online handling of tests and interviews for vacant positions.

    The enactment of the Civil Court Law has enabled virtual trials. The Public Service Institute continues to offer training courses for public service development online.

    Several legal literacy courses were also conducted by the Security Enforcement and Law Division along with the Attorney General's Chambers and the National Judiciary Department.

  2. National Security and Stability. Under this goal, the Prime Minister's Department focuses on providing a conducive environment for socio-economic development by strengthening national security and stability through efficient enforcement, relevant laws, and effective justice systems.

    Efforts made include the Strategic Plan of the Attorney General's Chambers 2021/2023 focusing on improving human resource management and accelerating the adoption of legal technology to enhance the level of efficient, innovative, and assertive legal services.

    The quality of judgments in the Civil and Sharia Courts is also given attention to ensure a robust and integrity-based justice system. In this case, the Civil Court has opened an In House Judicial Training unit, while the Sharia Courts conduct Human Capacity Building programs for Judicial Officers and the Sharia Court personnel.

    Ongoing competence training for judicial officers and court staff will maintain the high level of service quality in law and judiciary.

    Regarding the readiness of security agencies, the capacity and capability of the security and enforcement workforce, especially the Royal Brunei Police Force, have been enhanced with the recruitment of Cadet Officers, Probationary Inspectors squads, and Additional Police Recruits (APO).

    Additionally, to enhance the capability and capacity and services of the Royal Brunei Police Force, several projects are being handled or planned such as the construction of the Temburong Police Station, the Royal Brunei Police Force Academy, the border camps, and the Royal Brunei Police Force Marine Police jetty.

    Meanwhile, security and enforcement agencies under the Prime Minister's Department including the Royal Brunei Police Force, Internal Security Department, Anti-Corruption Bureau, Narcotics Control Bureau will continue to work closely together to enhance their efforts towards protecting the citizens and residents of Brunei Darussalam from security threats and crime trends such as subversive activities, smuggling, and drug trafficking.

    In this matter, public involvement also plays an important role as the government's eyes, ears, and voice in cooperation to prevent and curb criminal activities especially at the community level.

  3. Government Readiness. The Prime Minister's Department also emphasizes strong relationships and cooperation among government agencies as well as the management of workforce and government assets.

    Emphasis and efforts made include ensuring the continuity of main government functions especially in facing the COVID-19 pandemic situation. The Prime Minister's Department has played an important role in coordinating government policies under the National Recovery Plan for the COVID-19 outbreak.

    This effort follows the Whole Of Nation Approach and Whole Of Government Approach with the participation of each ministry at the steering committee level as well as 8 taskforces established to review Business Recovery, Health Strategy, Welfare and Welfare Affairs enforcement, Cross-Border Affairs, Education Affairs, Food Security Assurance, and Media and Public Relations strategy.

    In fostering a readiness culture among the public service to ensure future readiness. The Service Innovation Award (AIP) serves as a platform to enhance innovation and modernization efforts in the Public Service towards establishing the government as future ready not only to face future challenges but also to seize the opportunities for national development.

  4. Success Focus on National and Community Interests.

    The welfare of the people and residents has always been a focus especially during this challenging time in the COVID-19 pandemic situation which has affected the socio-economic development of the country.

    Efforts to ensure the continued welfare of the people and residents include public concern in the provision of cloud services given emphasis and attention through the Management Services Department acting as a focal point to forward complaints and entrusted to conduct investigations and consultations on service quality.

    In the Fiscal Year 2020/2021, 94.7% of the complaints received were resolved. In this matter, an e-Customer Care system will be provided to further facilitate the public to present complaints as a feedback mechanism towards improving the effectiveness of government services to the public.

    Through the ManPower Planning and Employment Council (MPEC). Meanwhile, collaboration projects with training institutions and the industrial sector were actively implemented throughout the year including the provision of competency programs and conducting employment events. The promoted employment fields include energy, construction, marine, tourism, and ICT sectors.

    Additionally, in cooperation with the Ministry of Culture, Youth and Sports, an engagement session was held specifically for the Monthly Welfare Assistance (BKB) recipients to prepare them for job searching through registration at the Job Centre Brunei or JCB.

    Towards strengthening public welfare through the implementation of social policies, the Prime Minister's Department along with the National Council for Social Issues (MKIS). In the socio-cultural formation of Vision Brunei 2035 has conducted a current situation analysis involving several cross-cutting issues. This blueprint aims as a country reference for the future that will guide the policies and strategies of relevant agencies to ensure that socio-development in this country is aligned, integrated, and sustainable within the framework of Vision Brunei 2035.

    Its formation based on the maqasid shariah will touch on various social aspects including education, mental health, social security, technology relations, environmental infrastructure, community, employment, and social mobility; and

  5. Excellent and Stable Organization

    The Prime Minister's Department continuously implements initiatives to achieve excellence and organizational productivity including introducing leadership talent management and enhancing skills in the public service. Through development programs under the Leadership pipeline, YEP, EDPMMD, and EDPSGO as well as skill training for public service personnel offered by the Public Service Institute in cooperation with local institutions such as UBD, UNISSA, UTB, KUPUSB, IBTE, and others. Additionally, the Prime Minister's Department has also facilitated officers and staff to attend part-time courses with tuition fees funded by the government through the In-Service Training Scheme.

In conclusion, with permission from الله تعالى‎ and also the Prime Minister's Department and its subordinate departments consistently aim towards the goals of Vision Brunei 2035 with a Whole of Nation Approach through outlined strategies.

The Prime Minister's Department will continue to manage the allocated expenditure wisely and ensure each spending produces a positive and significant impact on the citizens, residents, and the country continuously through the implementation of the Prime Minister's Department priorities. Based on that, the Prime Minister's Department and its subordinate departments for the Fiscal Year 2022/2023 have been supported to be allocated for Staff Salaries and Recurrent Expenditure totaling $361,333,260 million.

The supported Development Expenditure totals $23,617,210 million. Making the total allocation supported for the Prime Minister's Department and its subordinate departments amounting to $384,950,470.

That briefly concludes what I can explain regarding the Budget for the Prime Minister's Department and its subordinate departments for the Fiscal Year 2022/2023.

  1. Under SA01A - Prime Minister's Department

    1. Information Technology Management and Digital Service Development. With the allocation given aside from Staff Salaries of $1,376,610.00 under Information Technology Development Management, what are the developments in modernizing government services to the community? There are still services using letters that could be sent via email, for example, using outdated technology. For instance, the public has cited processes for applications that can be evaluated digitally like online applications, still require manual review or sending the application manually again.;
  2. Under Topic SA10A - Public Service Department.

    1. Between 2014 and 2020, the average monthly income among local residents decreased by 18% as reported by the Key Indicator of Labour Market and Labour Force Survey 2020.

      According to a study from the Centre of Strategic Policies Studies in 2009, reservation wage is the minimum wage one is willing to accept. It is determined by various factors such as family income background, job search duration, the number of job offers received, type of employment, and work-related costs including transportation, clothing, devices, and communication.

      In short, if the salary offered does not match the current situation, the costs of working are higher compared to not working. Following this reservation wage issue, should the government ensure that the quality of life and living standards meet the expectations of graduates and students?

      Currently, for the private sector, the issue of progressive minimum wage is being looked into according to qualifications and experience. But what about the government sector?

      The last comprehensive salary scale review was in 1999, and if left unaddressed, the government may face issues like retention of talent becoming more challenging.

      The brain drain phenomenon refers to the process where a country loses workers to other countries, and it can also occur from a shift from public to private sector employment.

My questions are:

  1. How many of our public sector officers and staff have resigned to seek better salary and a working environment in the private sector? If many, are exit interviews conducted to identify and ensure there's no career leakage for those individuals and improvements will be made for careers in the public service?;
  2. What are the government's efforts in this talent retention for all pay scales and at the same time providing systematic planning for retirement preparation not just attending retirement preparation courses a few years or even months before retiring?; and
  3. What are the efforts to ensure the salary given matches the qualifications and experience held. If it continues, retirement will certainly be challenging for many workers in the government sector. My suggestion is for the government to reevaluate the salary scales for its workforce at present. Rethink career and retirement preparation programs for all public service personnel to be better prepared.

First question, regarding digital, why at this time we still use many physical documents. This matter we always try to improve as much as possible, we are encouraged to use digital. Not only in the Prime Minister's Department, other ministries as well, several offices and sections have started using digital like in the Ministry of Finance and Economy.

The public can upload documents for payments and so forth. Especially now facing the COVID-19 pandemic with movement restrictions, we encourage the public even more to use digital formats.

The second question, regarding public service where several officers and government staff have moved to the private sector. Kaola currently do not have the statistics but perhaps during the exit interview, sometimes officers or staff do not explain why they are moving, whether it's because of salary or working environment or other reasons. But in this country, regardless of where our people work, whether in public or private sectors. It's all actually for the benefit of the country wherever they work.

Even if we have some Bruneians working abroad, it's not a bad thing. If they work abroad, they gain experience. One day, God willing, they will return and can share their experience with our people.

Talent retention is one matter we need in the public service, where each ministry is allocated a budget for training, enhancement of skills and so forth every year. We are always enhancing the skills and experience of the staff. For talent retention, the most important thing is we create suitable working environments. Their expertise can then be applied.

Regarding retirement courses, God willing, this is indeed a focus of the Employees Trust Fund, God willing, with the new scheme an improvement in this new scheme, currently I cannot share in detail, God willing, maybe what is proposed for retirement courses is less critical than the existing scheme.

Another matter regarding suitable salary. If we look at it now, indeed as our economy progresses, will be developed more advanced. Compared to now, salaries in the public sector might be slightly higher compared to the private sector because in the public sector there are various facilities.

We also need to think, if we want to adjust salaries in the public sector, there are negative implications for the private sector especially at this time, we want to encourage so that this economy of ours expects the private sector to be driven by the private sector, God willing. But indeed, salary needs to be reviewed, but now is not the time yet.

It's crucial for RTB to play an important role in promoting diversity, culture, and so forth. That's how our RTB programs differ from those available internationally.

Its uniqueness really sets it apart, on YouTube we can see all sorts of things, RTB cannot complete with such programs. If they have already seen from YouTube or Netflix let them watch from there alone.

What's important is that RTB thinks about what other essential programs for us especially our youth in order to enhance their understanding or their knowledge of our history, culture and as kaola explained earlier, religion and so forth. Perhaps that is one direction, God willing.

Yang Berhormat Pengerusi. Kaola would like to raise a question regarding the Sultan Haji Hassanal Bolkiah Islamic Treasury Hall, Prime Minister's Department. As we know, the Sultan Haji Hassanal Bolkiah Islamic Treasury Hall was officially opened on 12 October 2019 by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, which coincided with the Inauguration Ceremony of the Knowledge Convention, 2019.

The establishment of this treasury hall is a landmark achievement for the country in its efforts to become a center of knowledge treasure for the advancement of Islam. With the establishment now over 2 years old, kaola would like to ask about the developments that have been achieved by this treasury hall seeing that its objectives are not just as an exhibition hall or tourist center but it embodies a more comprehensive civilizational concept that is capable of reviving the culture of knowledge through dissemination and management of scholarly activities.

Are there plans made to conduct research and study activities in collaboration with higher education institutions and is there any intention to realize any scholarly activities or programs that could bring together Muslim scholars and scholars at the regional and international level? Is there a special allocation for the purpose mentioned earlier?

Kaola is fully confident in our ability to establish higher religious studies, having the Sultan Haji Hassanal Bolkiah Institute of Quranic Studies and even capable of building an Islamic heritage treasury hall that stands majestically with fulfilling scholarly content. Thus, Brunei Darussalam will be more renowned as a country inheriting superior and preserved Islamic treasure and culture.

Thank you, Yang Berhormat Pengerusi. Thank you for the question posed by the Honourable Member earlier regarding the Islamic Treasury Hall. Kaola is currently not able to fully answer this question. What kaola can say at the moment is, the hall has only been established for 2 years. Initially, when it was established, it didn't have a full staff, so efforts to establish a team or staff to manage this hall were then made. After that, several efforts were carried out to operate this hall.

Indeed, there is an intention to open it to youth and school children and so forth. At the moment, kaola does not have the information and if allowed, the Prime Minister's Department will respond in writing, God willing.

    As we all understand, the Financial Regulations have been amended and will be enforced starting from April 1, 2022. In this regard:

    1. When will the Regulations (Appointments and Promotions of Government Officers 1961), also known by the name General Orders, be amended according to the suitability and conditions of change at this time?;

    2. Speaking about Brunei Vision 2035, it would be nice if you could explain the country's position to date in achieving its goal towards realizing Brunei Vision 2035. Is the process being undergone smoothly or otherwise?;

    3. To what extent in the provision of productive employment and more robust national development?;
  2. Koala is pleased to refer, under Title SA08A - Radio Television Brunei (RTB). Brunei Radio will be entering its 64th year on May 2, 2022. From 2 channels (channel) it has increased to 5 channels (channel) with the aim and hope of being able to channel information to the community through these 5 channels and each channel has its target audience. However, today, all five radio channels (channel) are broadcasting similar content and it's hard to distinguish the radio channels (channel) from one another.

    In conclusion, if all radio channels (channel) already have almost the same content and presentation, it is suggested that it would be better to only have 2 radio channels (channel) as it was in the 60s. With this reduction, it would reduce the country's expenses to some extent.

It seems there are 3 questions from the Honourable Member earlier:

  1. Regarding promotions, what kaola can share at this moment is indeed, promotions have their procedures and are always monitored but must follow performances and the like. Hopefully, that answers the question earlier.;

  2. Regarding Brunei Vision 2035. As kaola explained in the introduction earlier, 3 committees have been established. These committees analyze each objective in depth and the works done previously are indeed continued. These committees are also established so that we can together contemplate a blueprint for each objective, generally the third objective, which is a dynamic and resilient economy.

    At the moment, as was shared before, the Economic Blueprint has already been launched. From that, we can make it a guiding principle for us to think of steps to achieve that goal.;

    There are 3 objectives regarding that:

    1. A high-skilled, successful, and educated population. At the moment, we are preparing the blueprint objective, working together with several relevant agencies, the Manpower Planning Economic Council (MPEC), the Ministry of Education, and so forth.;

    2. The Social Blueprint is being prepared as well. So, for each objective, there are each key indicators. For education, for example, we use PISA, which is one indicator. In the blueprint objective, we think again if there are other indicators that are more suitable or can be used together for us to monitor our achievements.

      For economy, indeed several outcomes like our KDKN employment, our trade volume, and so forth. So, those are some of the indicators that have been set that we monitor at the moment.;

    3. The Ministry of Finance and Economy always monitors our achievement in terms of the objectives. Thank you.;

  3. Next regarding RTB. Currently, 5 channels (channel), which are Nasional FM, Pilihan FM, Pelangi FM, Harmoni FM, and Nur Islam FM. For each of these channels (channel), the theme and function are different. This is an opportunity for us to promote our youth interested in the field of broadcasting, and by itself, there's an opportunity for them to bring in innovation and change programs and so forth.

    Most radio announcers are not working full time. Actually, most of them work part-time, and in a day, they only work for 3 hours, and they also have other jobs, and this does not result in a high budget. But what's important is seen as light results, we are promoting more to a wider selection, and youth interested in listening to the radio channel Nasional FM or Pilihan FM, which each also has its own attraction.

On several occasions, kaola and other Honourable Members have dialogued with the Prime Minister's Department, I myself remember bringing up a proposal during those dialogues in two sessions, which is kaola's suggestion to have some form of pledge or even stronger, an oath for government officers and staff that emphasizes actually they bear the responsibility and duty as the machinery for national development.

This is me raising a suggestion or proposal upon observation, our civil servants recently seem to be losing focus, especially amid the Covid-19 pandemic or endemic. Many government officers have been instructed to work from home, among other things.

The focus is diminishing further, and we are unsure whether by working at home they are indeed working, as stated by Yang Berhormat Menteri di Jabatan Perdana Menteri during a discussion that it is not a holiday. We want them to be focused and always committed, or feel that they are responsible for supporting the country's development as officers and government staff.

This oath or pledge could be implemented when they are first appointed or report for duty, and the pledge can be made every time during the Public Service Day celebration. Its benefit is to instill a greater sense of responsibility and commitment in the officers to their work with integrity and dedication. Yang Berhormat Menteri di Jabatan Perdana Menteri during the discussion has already said it's a good idea, but it seems there are no concrete steps towards it yet.

So, I bring it here so that there are more forward steps.

اَلْحَمْدُ لِلّهِ the vision of Radio Television Brunei 'Always With You'. Broadcasting various programs and information specifically for viewers watching it and progressively stepping into the global broadcasting era, RTBcgo also plays a steadfast role to be watched within and outside the country.

I want to explain to Radio Television Brunei, especially about program content or material so that it can be further diversified. If we look now, many from among local youth have started to produce interesting programs, appropriate content, delivering messages, and more.

Therefore, I would like to provide views or suggestions for those who delve into broadcasting or the creative industry to be given the opportunity to further diversify TV programs. Not only specifically for production companies registered with Radio Television Brunei but also give opportunities to local youth who have creativity to produce beautiful and interesting programs.

From here also, they can receive benefits from their work. Possibly, Radio Television Brunei could provide encouragement to them. Do not kill their spirit to create. Provide ways for them to produce some programs for Radio Television Brunei, not meaning to accept their ideas directly but there must also be limits and screenings according to broadcasting standards.

In terms of payment, the relevant parties should also evaluate their work not just setting low prices but not comparable to their operations. Likewise, with production companies - they are offered several projects but the offered prices are very low. Therefore, I suggest to the relevant parties to reevaluate the prices of TV and radio program projects accordingly.

There are also companies appointed and offered contracts for several years to assist some units in handling filming and editing, the monthly payments they receive are also low. If they receive low payments, the staff or crew working at such a company also receive low salaries even though they have skills and experience.

I also suggest about payments to local artists, television and radio presenters, and anyone involved in produced programs, to streamline their payments with their work. The payments they receive need to be evaluated, not too low payments. Maybe with this suggestion, it can further attract spectators' attention. We do not want viewers to switch to other channels. If possible, let’s try to do our best for the viewers out there. So start making some changes now because change can lead to improvement remember the RTB vision "Always With You".
