We send our salutations and blessings to our beloved Prophet Muhammad SAW, his family, companions, and followers who remain faithful until the end of time.

Honorable Members. ‫أ َ ْل َح ْمدُ ّ ٰلِل‬ The National Assembly meeting held yesterday successfully passed the Supply (2023) Bill, 2023/2024; as well as the Resolution under Article 83(7) of the Constitution of Brunei Darussalam, 1959 and the Resolution under Section 4(2) of the Development Fund Enactment 136 to allow ministries to continue their operations starting from 1st April 2023.

Yesterday, the National Assembly meeting also moved to Item VIII of the Statements of Adjournment Speeches. Today, we will continue as per the list of Honorable Members who wish to make statements in the Adjournment Speeches.

Assalamualaikum warahmatullahi wabarakatuh and greetings. Your Honorable Speaker and Honorable Members of Parliament. I, first of all, would like to express my sincere gratitude to Your Honorable Speaker for giving me the opportunity to join this adjournment speech in this august House.

In this opportunity, I would also like to extend my highest congratulations and appreciation for the wisdom of Your Honorable Speaker in leading the entire session of deliberation with dignity, perseverance, and patience in ensuring that the session runs smoothly, orderly, and perfectly.

I would also like to thank the Honorable Clerk of the National Assembly, the Deputy Clerk, and all the staff of the Department of Parliamentary Affairs who have worked hard and dedicatedly to ensure the perfection of this National Assembly session.

My highest appreciation and gratitude also go to the Honorable Cabinet Ministers for their comprehensive and clear enlightenment and response to the issues or matters raised by us here in this august House.

Meanwhile, we, the appointed Honorable Members of Parliament, hope that any positive suggestions or recommendations put forward will be considered appropriately in order to jointly improve and enhance public services and facilities towards more effective and efficient ones.

Your Honorable Speaker, we express our gratitude to Allah SWT and extend our highest respect and appreciation for the wise, dignified, and far-sighted leadership of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, where the people and residents of Brunei Darussalam continue to enjoy a prosperous life in a peaceful, harmonious atmosphere and can enjoy various forms of facilities and subsidies provided by the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. All of these are solely to safeguard the welfare and well-being of the people and residents of Brunei Darussalam.

Your Honorable Speaker. Meanwhile, as citizens and residents who seek refuge under the State of Brunei Darussalam, we should also play a role and be responsible in providing any contribution or service based on our abilities and capabilities in collectively harnessing our efforts to advance the country's economy towards sustainability and resilience for the sake of our well-being in the country that we love.

‫Praise be to‬ us as citizens and residents of Brunei Darussalam, we should be grateful to Allah the Almighty for having a King, His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam who is very concerned and compassionate about the welfare, well-being, problems, and even the grievances of the people and residents of Brunei Darussalam to the extent that His Majesty is willing to go down to government departments, educational institutions, private residences, and certain organizations, whether scheduled or unscheduled, to find out the real situation and to listen and obtain direct input in efforts to solve any problems or issues that arise.

In this regard, let us together, especially the leaders, take inspiration, lessons, and examples from His Majesty's leadership style in collectively managing and carrying out our respective responsibilities so that we can move forward towards more excellent and dynamic services to advance the country's socio-economic towards sustainability and resilience.

This on-site management method allows us to know the real problems or issues and to obtain feedback from subordinates in solving any problems or issues.

In addition, we should also practice an open-minded attitude and easily accept positive and innovative ideas from subordinates, ‫Insha'Allah‬, in such a way that it will not only strengthen team spirit and sense of belonging but also help improve excellent and efficient service and management.

Your Honorable Speaker. As presented by the Honorable Minister in the Prime Minister's Office and Second Minister of Finance and Economy II regarding the preparation of the State Budget Bill for the year 2023/2024 on Thursday, March 6, 2023, in this august House, where the government's revenue estimate for the Financial Year 2023/2024 is projected to be $2.99 billion.

The total expenditure to finance the ministries and government departments, including expenses recognized, amounted to $5.96 billion. From this, the government is estimated to experience a deficit of $2.97 billion.

This is a major challenge that needs to be seriously addressed. With the financial position as it is, Your Honorable is confident and highly confident that the authorities and stakeholders, especially the Ministry of Finance and Economy, as well as ministries, Government Linked Companies (GLCs), and relevant parties, are very committed to striving for more sustainable economic growth, let alone achieving Wawasan Brunei 2035.

Faced with the challenge of the country's deficit position, we should all, whether in the public or private sector, as well as the people and residents of this country, move forward together more quickly, be prepared to sacrifice in facing this challenge. We all need to be more creative, innovative, and change our mindset towards a more dynamic and progressive approach, more dedicated and sincere, and trustworthy in our joint efforts to improve economic growth and further develop the country's economy at present and in the future. In this regard, among the suggestions I have are as follows, and this matter has also been raised in previous meetings:

  1. Review or examine and update more significant procedures to attract more foreign investors, especially large-scale FDI investors. Examples and lessons we can follow are countries outside Singapore, Malaysia, Vietnam, and now we see Indonesia, attracting more investors to invest. However, this situation is adjusted to the climate and conditions of our country.

  2. Increase larger-scale products for products that have already been successfully exported abroad, in addition to identifying potential products for export and development to penetrate foreign markets.

  3. Infrastructure must be complete and sufficient to encourage more Micro, Small and Medium Entrepreneurs to engage and further develop their businesses and companies.

  4. The government should and should focus more on spending that generates economic growth and potential spinoffs that create more job opportunities. Financial allocations must be used economically, frugally, and at least we must avoid any wastage.

  5. Next, to review and examine and further expand the provision of various professional technical ICT skills that are needed and marketable among the people and residents of Brunei Darussalam according to the industry.

The ease of doing business method is a factor that we need to identify as well. At this time, it should be more conducive and user-friendly to ensure that investors feel secure and stable doing business and even living in this country. This includes ease of entry and exit and possibilities as stated earlier by Your Honorable Minister of Home Affairs to provide multiple entry visas and possibly longer immigration passes with certain conditions.

Government ministries and departments should also identify together what methods or approaches can be taken to increase the country's revenue in their respective areas of jurisdiction, taking into account not burdening those with low incomes.

Furthermore, the revenue collected by accountable government agencies should be ensured to be collected according to the set schedule. Any outstanding revenue should be pursued to be explained. However, these suggestions are subject to detailed research by the relevant parties.

Your Honorable Speaker and Honorable Members. In this blessed month of Ramadan, let us together pray to Allah SWT, may His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Royal Family be blessed with guidance, mercy, and health, and always be under the protection of Allah SWT. Ameen.

On this occasion, I would also like to apologize if there are any words that may be unpleasant or offensive in this august House when I discuss issues or express views. Finally, I would like to share two couplets in this House.

Assalamualaikum warahmatullahi wabarakatuh, good morning and greetings. Bismillahirrahmanirrahim.

Honorable Speaker and Honorable Members. May Allah bless and honor us all. Alhamdulillah, we express our gratitude to Allah SWT for His grace and blessings, as well as the sovereignty of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Mahrum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam.

The First Meeting of the Nineteenth Session of the National Assembly went smoothly and perfectly. At the beginning of this opportunity, I am also delighted with the arrival of this noble month of Ramadan, which we have passed for 5 days, to convey congratulations on performing the obligatory fasting and worship in it, Ramadan Kareem.

Honorable Speaker. I sincerely congratulate Your Honorable Speaker for the authority, wisdom, and resilience in leading and guiding the deliberations at both the National Assembly and Committee levels with excellence.

Highest appreciation and gratitude are also directed to The Clerk and Deputy Clerk, as well as the officers and staff of the Department of Parliamentary Affairs who are involved in the management of this session with full concern for the well-being and comfort of the Honorable Members and the audience in this Chamber.

Highest appreciation is also given to the Honorable Appointed Members who openly and sincerely raised and discussed issues of concern and interest to the people and residents of this country, especially those related to the Prime Minister's Department and its subordinate departments. Although this is the first disclosure in this Honorable Chamber for almost all Honorable Appointed Members.

Honorable Speaker and Honorable Members. On this occasion, I am pleased to touch on several matters that are considered important and, God willing, will continue to be given attention by the Prime Minister's Department and its subordinate departments after we adjourn from this Honorable Chamber. Among them:

  1. Regarding the issue related to the appointment of key positions in the public sector and the issue of holding positions for too long, as raised by Your Honorable Members during the discussion of the Prime Minister's Department Budget and its subordinate departments. The Prime Minister's Department, in collaboration with government agencies through a whole-of-government approach, will continue to address the issue by using existing regulations and guidelines. This is to ensure that officers who are to be appointed to these key positions are truly potential and competent officers who can contribute and make a significant impact on the progress of the organization in the ministry or department where they are placed or assigned.

  2. Filling vacant positions at all levels of departments in the public sector to ensure efficient and effective service delivery. The Prime Minister's Department, through the Public Service Commission, will remain committed to ensuring that the appointment process is carried out fairly, effectively, and quickly through the following initiatives:

    i. PSC Recruitment 2.0 Enhancement System; ii. Strengthening Guidelines; iii. Updating regulations; and iv. Talent Pool Method.

  3. Regarding the plan to ensure succession planning in the civil service. In this regard, each ministry and department will continue to be reminded to use the succession planning guidelines provided by the Public Service Department, ensuring that senior officers identified by each ministry and department are given leadership development courses under the Civil Service Leadership Pipeline, which is managed by the Prime Minister's Department.

    These programs include the Young Executive Program, the Executive Development Program for Middle Management Officers, and the Executive Development Program for Senior Government Officers.

    The programs offered at the Institute of Public Administration (IPA) are also available and provide professional certification in various fields, including management and leadership. In this matter, the IPA is also preparing the Public Service Capability Development Framework (PSCDF), which aims to measure the capability or ability of the civil service to support and implement the strategies, initiatives, and programs of ministries and departments to produce excellent service delivery.

    Public service personnel are urged to take advantage of the training and exposure opportunities provided to develop human resource capabilities in their respective organizations.

  4. Touching on organizational productivity. This depends on leadership, service delivery, and innovation as described in the introduction and discussion session. Various opportunities and programs are available to help ministries or departments improve their productivity through leadership development and management training courses, including innovation.

  5. Touching on national security and stability. We will never compromise on issues involving national security, including elements that try to influence the minds of the public with teachings that are contrary to the principles of Malay Islamic Monarchy. In this regard, the Prime Minister's Department, through security and enforcement agencies, will continue to formulate strategies to maintain political stability, defend national sovereignty, and link defense capabilities with diplomatic capabilities, as well as the country's preparedness in addressing security threats.

    This includes efforts to combat criminal activities to strengthen the capabilities of relevant agencies to bring guilty individuals to court so that they can face the existing justice and legal system that is always relevant and effective.

    In this regard, the Prime Minister's Department will continue to be vigilant against cross-border crime threats such as cybercrime, smuggling and trafficking of illegal drugs and prohibited items, as well as human trafficking crimes that have the potential to undermine public safety and security.

    However, it should be remembered, as emphasized in the Ministry of Defense's introduction or reiterated by Kaola, that the role of maintaining safety, security, and harmony lies with all of us, not just security agencies.

    Therefore, Kaola calls for and appeals to the cooperation of all parties, especially grassroots leaders and the public, to work together to combat crime in this country.

    On this occasion, Kaola is pleased to sincerely express his highest appreciation and gratitude to the public and certain parties who have provided a lot of information to the authorities in combating and arresting criminals, which has resolved several criminal cases in this country. As we act as a community that is collectively responsible for upholding the rule of law.

  6. Your Honorable, the Department of Energy in the Prime Minister's Department will continue to implement the strategies that have been formulated to maximize the results from oil and gas resources. This includes ensuring that oil and gas production is maintained at a level of 300,000 barrels per day in the short term and further increased to a level of approximately 350,000 barrels per day in the long term. The aim is to advance the reserves that have been discovered through various innovative and cost-effective initiatives and to increase investment and exploration activities for the discovery of new oil and gas resources.

    In the downstream sector of oil and gas, the Department of Energy in the Prime Minister's Department will collaborate with relevant agencies to continue supporting the growth of the downstream sector. This includes maximizing and strengthening the downstream sector network by developing derivative downstream projects that use petrochemical products as feedstock.

    Downstream activities in Pulau Muara Besar, which are more focused on the downstream oil and gas industry, will grow rapidly when the second phase of Pulau Muara Besar, which is currently in the planning stage, requires an investment of approximately US$9 billion and is expected to start operating in 2027/2028.

    To ensure that the reliability factor in the energy sector continues to be strengthened, effective infrastructure management through rejuvenation activities on assets and facilities will always be given attention. In advancing the upstream and downstream sectors, priority will continue to be given to maximizing employment opportunities for local children, including monitoring succession planning in strengthening the enforcement of the Bruneianisation Directive for major oil and gas operators and expanding opportunities for local entrepreneurs among Micro, Small and Medium Enterprises that can develop high competitiveness.

  7. Your Honorable, the Prime Minister's Department through the Electricity Services Department will continue to strive to provide sustainable and efficient electricity and transportation fuel supply services to meet the country's needs to maintain the welfare of the people and residents of this country, as well as to drive the rapid growth of the country's economic activities.

    Insha Allah, with the existence of national development projects and also projects under the Recurrent Expenditure, the Electricity Services Department will continue to make efforts to further improve the country's electricity supply reliability index and achieve 100% coverage of the country's electricity supply.

    This includes projects that focus on the interior areas of the Belait and Tutong Districts. At the same time, priority is also given to ensuring that the country continues to achieve a high level of self-sufficiency in the production of several main petroleum products, especially vehicle fuels, to meet the needs of the people and residents of Brunei Darussalam.

    Your Honorable, Mr. Speaker and all Honorable Members, it may not be excessive for me to take the opportunity during the adjournment of the First Meeting of the Nineteenth Session of the National Assembly in this august House to draw the attention of the appointed Honorable Members that any problems raised and complaints submitted by the community or subordinates are a shared responsibility for us to find solutions and to open and strengthen the network of relationships between various parties to work together through a whole-of-government and whole-of-nation approach, as well as the call of the titahs of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

    In this matter, for the welfare of the people and the public, it is better for us to continue to hold negotiations, discussions, and consultations to find solutions while the initial problems are brought to our attention, rather than waiting to bring them to this honorable Council next year.

    The Prime Minister's Office welcomes discussion sessions and visits or field sessions from appointed Honorable Members to closely examine and exchange ideas and opinions on any matter or issue.

    With the grace of Allah, it is believed that many views and methods of resolution can be obtained for the benefit of all parties through openness and consensus.

    Honorable Speaker and all Honorable Members. Praise be to Allah, for the past 17 days we have together honored this meeting in accordance with its nature, upholding the grace of the command of His Majesty the Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Omar Ali Saiffuddien Saadul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, who graciously bestowed the Official Opening Ceremony of the First Meeting of the Nineteenth Session of the National Assembly in this honorable Council as a forum to discuss major and strategic issues for the development of the country.

    We will continue to nurture these commands and will continue this approach, especially in continuing the journey to realize Brunei Vision 2035, which we are aware of and always reminded that there are only 12 years left, and to determine the security, safety, and prosperity of Brunei Darussalam as a zikir country will always be enjoyed and appreciated.

    Before I retire, I, Your Honorable Speaker, apologize to Your Honorable Speaker and the appointed Honorable Members, if there are any shortcomings or mistakes, especially in providing answers and explanations to the questions raised, and any behavior and speech during our assembly in this honorable Council.

    Through this blessed fasting month, let us all raise our hands and pray to Allah for His Majesty the Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, the beloved King, to be granted the gift of long life, eternal health, and the ability to rule on the throne of the Kingdom of Brunei Darussalam, as well as for the members of the royal family.

Your Honorable Speaker and Honorable Members, ‫الَّسالَمَ علَيْك ْمَ وَرحْمة هللاَ وبَركَاته‬ and greetings. ‫أَْلَحْمْدُ ٰلِل‬ praise be to ‫سْبَحاَنهُ وَتَعَالَى‬ ّ ٰ َ ‫أ‬ for with His guidance and permission, we have reached the end of the First Meeting of the Nineteenth Session of the National Assembly for the year 1444H/2023M after 18 days of meeting until today.

Your Honorable Speaker and Honorable Members, I begin this Adjournment Speech with utmost respect and reverence by extending our highest appreciation and gratitude to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for his wisdom, leadership and continuous concern to improve the welfare of the people and residents of this country, as well as his sincerity in strengthening the stability of the economy and development of the country with the allocated budget for the Financial Year 2023/2024.

On this occasion, I would also like to take this opportunity to express our highest congratulations and appreciation to Your Honorable Speaker for successfully leading the deliberations in this noble Chamber with wisdom, patience, diplomacy and harmony, as well as to the Clerk and Deputy Clerk for the advice and guidance given to me throughout the session, and to the staff of the Department of Councils for their continuous cooperation in facilitating my affairs here since my appointment until today. ‫أَ ْل َح ْمد ٰلِل‬

Your Honorable Speaker and Honorable Members, throughout the proceedings in this august House, we have collectively emphasized on the discussion of various issues and challenges, strategies and initiatives of the ministries, as well as proposed solutions that are thought to have a positive impact on the welfare of the people and the socio-economic stability of the country.

Among them are issues of poverty, national welfare schemes, the agricultural, livestock and fisheries sectors that include the provision of basic needs and skills to low-income groups and youth.

To improve the standard of living so that the people can live independently and subsequently reduce the poverty rate in the country. In addition, issues related to national development and economic stability, as well as efforts to expand and enhance them, have also received attention in the discussions in this august House.

Your Honorable Speaker and Honorable Members, I hope that the discussions that take place in this august House will further strengthen the understanding among all stakeholders to continue to work together as a team that will jointly carry out responsibilities and roles in their respective fields to realize the Brunei Vision 2023, God willing.

On this occasion, I am pleased to express my highest appreciation and gratitude to the Honorable Cabinet Ministers for their leadership and efforts in planning various strategies and initiatives to address issues and challenges that affect the people and the country, as well as the openness of Honorable Members to receive all issues, complaints and suggestions from me and subsequently respond responsibly and committedly.

Your Honorable Speaker and Honorable Members, I welcome and will always provide strong support to any strategies and initiatives by any parties in the government sector, private sector, NGOs and the general public out there that are aimed at improving the welfare of the people and the socio-economic stability of the country.

In this regard, I agree with my Honorable Members' colleagues on the importance of a whole-of-nation and whole-of-government approach to further strengthen its implementation by increasing the involvement of the private sector, NGOs and the public in accordance with their suitability in the field and skills available to work together with government agencies in an integrated and mutually supportive manner and unite in addressing the issues and challenges faced by the people and the country.

In this matter, I would like to bring an example of the COVID-19 outbreak situation in our country. We have seen all parties in the private sector, NGOs, and the general public unite to assist the government with strong commitment to control and eliminate the continuous spread of COVID-19. All of this is due to the awareness and understanding of the public received through media such as television, radio, and social media.

Thanks to the unity of the people and with a united heart, we will succeed in resolving issues and challenges that affect the well-being of the people and the country, and make Brunei Darussalam, which we love, a blessed country that is praised and blessed by Allah, with a stable economy and independent and poverty-free people towards the Brunei Vision 2035.

In addition, being more open and transparent by providing any policies and initiatives that have been planned, as well as issues and challenges faced by the country, to facilitate the people's understanding and acceptance of any changes and be ready to cooperate in addressing them.

Re-evaluating the strategies and initiatives being implemented to identify any shortcomings or weaknesses and planning more effective improvements, taking into account and examining the suggestions that have been presented throughout this session by the appointed Honorable Members.

Your Honorable Speaker and Honorable Members. Finally, I am pleased to draw the attention of everyone in this noble House that we all have a role as leaders. This is explained by the Prophet Muhammad in a hadith which means: "Know that every one of you is a leader and every one of you will be responsible for what he leads."

I bring this hadith as a reminder to all of us that leadership is not a glory or pride, but it is a trust that will be accountable to every individual on the Day of Judgment.

Therefore, with this entrusted responsibility, let us together make Brunei Darussalam, which we love, a blessed country that is praised and blessed by Allah, with a stable economy and independent and poverty-free people through the example of the administration and leadership of the Prophet Muhammad based on his four famous qualities, namely, honesty, trustworthiness, conveying, and wisdom.

Your Honorable Speaker and Honorable Members. Finally, I pray that may Allah the Almighty prolong the life of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, bestow His blessings and grant good health and well-being to His Majesty, the Royal Family Members, and all the people of Brunei Darussalam, always living in peace, prosperity, and under the guidance and blessings of Allah the Almighty in this world and the hereafter, God willing.

Honorable Awang Haji Mohamad Danial @ Tekpin bin Ya'akub: Thank you, Your Honorable Speaker. In the name of Allah, the Most Gracious, the Most Merciful, peace be upon you and the mercy and blessings of Allah.

Firstly, I would like to congratulate Your Honorable Speaker for leading this meeting with friendliness, efficiency, and order.

I would also like to express my gratitude to the Honorable Clerk and Deputy Clerk, as well as the officers of the Department of National Assembly Meetings for managing and conducting the First Meeting of the Nineteenth Session of the National Assembly Meetings perfectly and smoothly.

Regarding the preservation of the earth, Brunei Darussalam is a country rich in natural resources. These resources consist of various species of flora and fauna, minerals, fertile land, clean drinking water, and one of the oldest rainforests in the world. In addition, with the country's economy becoming stronger, the people can easily obtain all their basic needs. It is easy to be complacent and assume that these resources are unlimited.

Actually, natural resources are becoming increasingly scarce. Deforestation, global warming, and lack of clean water are among the issues faced by countries around the world. The only way to ensure our survival is to actively protect the environment.

Speaking about climate change, flooding, natural disasters, and deforestation are among the issues raised in this honorable house. The government and private sector always play a role in ensuring that the country's progress always prioritizes the preservation of Brunei Darussalam's earth. So that issues related to the environment and climate change can be reduced. Climate change is not just a phenomenon related to environmental change.

In the process, there are economic, social, political, and geographical changes. Everything is related and cannot be separated. For example, climate change that causes sea levels to rise and flooding will change. People's livelihoods and communities and ultimately make decisions to move elsewhere to seek a better and safer life.

Regarding the issues raised in this honorable house regarding the construction of more flood retention ponds in high-risk areas such as the construction of barrier walls and early warning systems for coastal residential areas, it is necessary to pay attention to the caution of the 2030 sea level rise.

This is reinforced by the statement of Dato Seri Reezal Merican Naina Merican, former Minister of Housing and Local Government of Malaysia, stating that NCVI is a method that shows the diversity of ecosystems in a coastal area and an assessment of the level of exposure or vulnerability of the area concerned. He said it also acts as a warning system against potential risks.

The discovery of NCVI in RPP-2, supported by scientific data from the National Water Research Institute of Malaysia (NAHRIM) published in 2019, shows that Malaysia is affected by the issue of rising sea levels and is expected to also affect coastal areas to a large extent.

Praise be to Allah, in the preamble of the Supply Act (2023) 2023/2024, the initiative and effort to preserve Brunei Darussalam is in line with the commitment towards net zero emissions by 2050. This is in line with the decree of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the Opening Ceremony of the Nineteenth Meeting of the National Assembly, regarding the country's commitment to climate change, I have allowed Brunei Darussalam to host the ASEAN Centre for Climate Change, which will place experts from inside and outside the country to conduct climate change research activities.

Your Honorable Speaker and Honorable Members, I would like to touch on the issue of incentives and encouragement for teachers in schools in Brunei Darussalam. I would like to raise the matter of incentives and encouragement for teachers who have served continuously and excellently in schools for a long time, so that they are given the appropriate support, assistance, and help, and are no longer burdened with tasks that are unrelated to teaching and learning. They should be awarded suitable medals for their service throughout their tenure. Regarding the issue of teacher workload, the role and function of teachers is not only to impart knowledge to students, but also to ensure that students emerge from the education system with good character and high competitiveness through the practice of good values that are instilled in schools naturally.

The issue of teacher workload is not new and has been discussed in this august house for a long time, and it often becomes a pressure on the government. This issue seems to have no end and is still seen as having no solution.

I hope that the Ministry of Education will continue to be committed to finding ways and methods to help reduce the workload of teachers. With the efforts and openness of the relevant parties, it is hoped that this matter can be resolved as best as possible. Insha'Allah.

Regarding the grassroots leadership of the Mukim and Kampung Consultative Council. As its establishment aims to strengthen the institution of the Mukim Penghulu and Kampung Head as the core of grassroots leadership while planning and implementing projects towards the development of villages and improving the socio-economic well-being of the community in the mukim and kampung. I hope that the MPMK will continue to be monitored and exposed to leadership programs and courses to remain relevant and not left behind in all aspects of the latest technological changes.

Entrepreneurship is one of the main focuses to drive economic activities that can contribute to a stable and resilient national economy. Insha'Allah.

A hands-on approach needs to be implemented by the government, whether it is by top officials at the ministry level or the district department, so that this reciprocal concept can have a positive impact on the village community, so that they remain enthusiastic and feel valued.

Your Honorable Speaker and Honorable Members. Speaking about Inclusive Development, I am optimistic that the Supply Bill (2023) for the year 2023/2024 can realize the people's hopes towards enjoying a comfortable life.

Projects and initiatives towards improving the socio-economic status of the people and upgrading the existing infrastructure, especially in rural areas that still do not have comfortable and safe road systems and limited public transportation facilities, should be given due attention towards creating inclusive development.

Finally, I apologize if there were any inappropriate words or actions in this august House during the First Meeting of the Nineteenth Session of the National Assembly in the year 2023. Indeed, goodness comes from Allah and evil comes from myself.

And I do not forget to wish everyone a blessed Ramadan, may our good deeds during this holy month be rewarded by Allah. Ameen.

First and foremost, I would like to express my highest respect to His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam for his leadership, authority, and wisdom in governing the country and ensuring the strength and integrity of government administration always in accordance with the guidance of Allah. All praise is due to Allah, and thanks to His Majesty, the National Assembly has run smoothly and perfectly.

I respectfully join all my colleagues and other Honorable Members in supporting our Adjournment Speech and also express my gratitude and high appreciation, especially to Your Honorable Speaker and the staff of the Department of the National Assembly, led by The Clerk and the Deputy Clerk, as well as all officers and staff who have worked diligently and tirelessly to ensure that this year's session runs smoothly and orderly.

Thank you and Your Honorable Members for participating in the discussion on the Ministry of Health's budget with such energy, driven by the concerns of Your Honorable Members, addressing issues that are of concern to the public in general. From my perspective, the discussion that has taken place reflects the commitment of both parties to improve and enhance healthcare services in the country.

Your Honorable Speaker, I am pleased to briefly review some of the points that I have made in my opening speech on the fourteenth day of our meeting, as well as to express some opinions or reflections on issues that we can take as a motivation towards producing Bruneians who have excellent health and achieve a high quality of life, as desired in Wawasan Brunei 2035.

  1. I would like to review the experience of dealing with the COVID-19 pandemic, where awareness of public health and its importance for personal safety and the safety of those around us continues to increase. The impact of this crisis is not only limited to health, but also to the economy. Honestly, I see that this crisis has revealed some opportunities for improvement not only in the country's healthcare system, but also in the country's ability and preparedness to respond to threats that could endanger and affect the safety of the country and its people.

    With the resources we have, we need to think further and be open to innovation in dealing with crises and in ensuring the sustainability of increasingly challenging service operations to maintain the well-being of the people. We cannot continue with business as usual without making some paradigm shifts in our thinking patterns and work methods. This will certainly require more strategic, sustainable, and cost-effective investments.

  2. I hope that the approach to national development is not only focused on economic progress and material wealth, but also takes into account intangible values such as moral, social, and spiritual development of the community and success that can only be seen in the long term, especially in achieving the strategic goals of Wawasan Brunei 2035. Good physical and mental health for all segments of society should be a continuous agenda in the country's development strategy.

    Before concluding this adjournment speech, I sincerely pray that His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, as well as the royal family, will always be blessed with guidance and blessings from Allah SWT, and in good health and happiness. Ameen.

May the peace, mercy, and blessings of God be upon you all. I am grateful to God Almighty that with His permission, we have reached the end of the First Meeting of the Nineteenth Session of the National Assembly in 2023.

Salutations and greetings to our beloved Prophet Muhammad, his family, companions, and followers who remain loyal until the end of time. I would like to express my highest respect and gratitude to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for gracing the Opening Ceremony of the First Meeting of the Nineteenth Session of the National Assembly in 2023 and for delivering a wise and compassionate speech on the welfare of the people.

We in this House should learn from His Majesty's efforts and strive to realize his directives. I would like to express my sincere thanks to Your Honorable Speaker for your leadership and wisdom in chairing the meeting with patience, firmness, and fairness from beginning to end, and for giving me the opportunity to discuss many issues openly.

I would also like to express my highest appreciation to The Clerk of the National Assembly, the Honorable Pehin Orang Kaya Pekerma Jaya Dato Paduka Haji Awang Judin bin Haji Asar, the Deputy Clerk, Dayang Rose Aminah binti Haji Ismail, and their staff for their efficiency in facilitating the smooth running of the meeting.

Your Honorable Speaker. I would also like to express my sincere gratitude to the Honorable Cabinet Ministers for presenting their respective ministry's allocation and for the introduction on achievements, ministry's direction and enlightenment on several questions raised with sharing and explanation, and the patience of the Honorable Cabinet Ministers. We, the appointed Members of this side, understand better the roles, directions, and achievements of their respective ministries and departments.

In sha Allah, as a appointed Member of the National Assembly, I will always support the efforts of the Government under the leadership of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to advance the country towards achieving the goals of Wawasan Brunei 2035.

The basil leaves are not thorny, A bunch of bananas on the table, Thank you, Honorable Cabinet Ministers, If we have gone too far, please do not keep it in your heart.

Your Honorable Speaker. From the discussions and Q&A sessions between the appointed Members and the Honorable Cabinet Ministers, it is clear that improving the welfare and well-being of the people is the most discussed issue.

Towards this, in the Eleventh National Development Plan (RKN-11), the government also prioritizes the provision of basic facilities such as roads, clean water supply, and sufficient electricity supply to homes, improving easily accessible health services, quality education that promises a bright future for all levels and fields of students, a conducive environment for agricultural and entrepreneurial growth in general.

Hopefully, with the exchange of ideas in this noble House while discussing the allocation of their respective ministries and the spirit of openness among us with strong commitment and awareness that there is still much to be done, we will be able to achieve the country's goals. All of this is also expected to be achieved through a whole-of-government and whole-of-nation approach.

I also hope to see the newly approved government allocations have a significant impact and positive effect on the country, generating higher economic growth rates of more than 2% or 3%, contributing to economic stability, increasing real income, and creating job opportunities for graduates and school leavers.

Every year, the number of graduates from universities and other educational institutions increases, and of course, they will also seek employment that matches their qualifications. They certainly hope that job opportunities will increase from year to year, whether in the government or in identified industrial sectors that can generate employment or through foreign investment.

In the opening speech of the National Assembly on the 9th of Syaaban 1444H, corresponding to the 2nd of March 2023M, His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, stated that an important issue that needs attention is the issue of unemployment.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam further stated that local job seekers should be empowered with retraining and knowledge enhancement to facilitate employment. I fully support the content of this speech because in my discussions, I often mention employment as something that should be given priority. My dictum is that a working person is a happy person.

It is hoped that through the approved allocation, several takeaways from this meeting will be seen, namely:

  1. Better economic growth rate;
  2. Increase in real income;
  3. Controlled prices of basic necessities, especially food; and
  4. Brighter job prospects to eliminate anxiety among students and parents.

Perhaps I have touched on this matter repeatedly as if there is no other issue, but for me, this is an important issue that we need to prioritize. Your Honorable Speaker.

I am confident that every ministry will examine its allocation and spend prudently to avoid wastage and ensure that every plan and expenditure made will bring significant results and benefits for all.

Now that Ramadan has arrived, we fast for a month with our intentions in our hearts. We stop here for now, and God willing, we will meet again on another day.

Finally, let us pray together that His Majesty Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam, Her Majesty Paduka Seri Baginda Raja Isteri, and the entire Royal Family will always be healthy and protected by Allah. Ameen.

Peace be upon you and Allah's mercy and blessings.

Your Honorable Speaker and Your Honorable Members. First and foremost, I would like to express my highest gratitude to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for gracing this House and for the royal address delivered in this august House.

On this occasion, I would also like to thank Your Honorable Speaker for your leadership, wisdom, firmness, and fairness in chairing the meetings throughout this session. I would also like to express my gratitude for Your Honorable Speaker's patience in accommodating my requests and those of my fellow Honorable Members, including questions and proposals that may sometimes be lengthy and off-topic.

I would also like to thank the Honorable Members of the Cabinet Ministers who have answered questions and listened to proposals from me and my fellow Honorable Members. May what has been discussed in this august House be blessed and rewarded by Allah, ‫آميْن آميْن َيا َربَّ ْالعَالَميْن‬.

Your Honorable Speaker and Your Honorable Members. Allow me to express my heartfelt gratitude to the Honorable Pehin and Deputy Clerk, as well as all the staff of the Majlis-Majlis Mesyuarat Department for their efficiency, cooperation, and support throughout this meeting, as well as to the media and all those involved.

‫أ َ ْل َح ْمدُ ّ ٰلِل‬. We have come to the end of the First Meeting Session of the Nineteenth Legislative Council. Throughout this year's Legislative Council session, which has lasted for 18 working days, ‫أ َ ْل َح ْمدُ ّ ٰلِل‬, many issues have been discussed and many proposals have been put forward.

I believe all of these are good signs and we need to take steps forward to address them so that the matters discussed can be acted upon promptly and appropriately in order to achieve our National Vision 2035.

Allow me to refer back to what I have stated in my speech of loyalty on the second day of the National Assembly Meeting this year. The advice of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to me and other Honorable Members to provide open views and attitudes in obtaining opinions from the people and discussing certain matters in this noble Council, has been taken as a guideline in presenting and examining the strategic issues and matters that I have raised in this noble Council.

The matters that I have touched on and raised are based on the advice of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and also focus on several emphases, namely:

  1. Activities to enhance the country's income and economy and the need for ministries that are not only expected to facilitate but also accommodating in terms of the needs of the private sector because in achieving the National Vision 2035, the government sector must always work hand in hand with the private sector, which is often referred to as the engine of growth;

  2. Efforts and projects in addressing the welfare issues of the people and ensuring the well-being of all; and

  3. Programs and projects in youth development as one of the main arteries to ensure the sustainability of the national agenda towards the National Vision 2035 and beyond.

Your Honorable Speaker and Honorable Members. In reviewing more than 40 questions and proposals that I have submitted to almost all relevant ministries, Alhamdulillah, some of the issues raised and proposed have been clarified in this noble Council, but there are also answers to my questions and acceptance of my proposals that do not meet my expectations and my proposals may not be well understood by Honorable Members.

For example, generally speaking, when reviewed, some of these issues have already been questioned and proposed in the National Assembly Meeting (NAM) a few years ago and also last year, but the answers are the same, namely that they will be studied, still under study or some will be taking a fresh look.

In my humble opinion, and with all due respect to Your Honorable members of this august House, if we continue like this from year to year, I am afraid that we will not be able to achieve what has been planned and desired in the Wawasan Negara 2035. In business, we cannot afford to be slow and take too much time in making decisions, otherwise we may end up closing our business. Therefore, let us think in a business way, to speed up what we want to achieve.

In this august House, I would also like to apologize if there are certain parties who may have been hurt or offended by my questions and proposals. Whatever is good comes from Allah and whatever is not good is my own weakness. The fact is that what I ask and propose comes from my own experience and the result of discussions with other entrepreneurs, players in the industry, and some members of the public.

Regarding all my questions and proposals, whether they have been answered and accepted or not, taking into account the advice and reprimand of Your Honorable Speaker, I will follow up in writing and also meet if necessary with the relevant Minister within the next 3 months, which is a follow-up of 90 days.

My intention is to ensure that my proposals are studied within that period and hopefully there will be some progress resulting from the study, which I can share with my fellow entrepreneurs and the public who have given me the mandate.

I think this follow-up is important because otherwise it will only be studied two or three months before the National Assembly session in 2024 by the relevant ministry to find answers that I believe will still be in the process of study and so on.

I hope that the relevant ministry will be able to act quickly and study the matters raised with transparency and sincerity so that we can achieve the Wawasan Brunei 2035, whether the study faces challenges such as the need to change policies or otherwise, as long as the important matters are studied and not just recorded in the hansard.

With regards to my appointment as a businessman, allow me to quote and recite Surah Al-Jumu'ah verses 10-11 regarding business.

Finally, I pray that His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and all members of the Royal Family will be healthy, blessed with long life, guidance, blessings, protection and leadership from Allah Subhanahu Wa Ta'ala to lead the country towards prosperity and well-being, and that all citizens and residents of this country will always be blessed with prosperity, mercy, and protection from Allah Subhanahu Wa Ta'ala.

Your Honorable Speaker, may I conclude my speech with three pantun:

In the pot boiled fish, Kembura is its favorite dish, Many proposals have been made, In the beloved National Assembly.

Thank you, Your Honorable Speaker. Assalamualaikum warahmatullahi wabarakatuh and greetings. Bismillahirrahmanirrahim. Alhamdulillah.

First of all, I would like to express my gratitude for this opportunity and also congratulate my fellow Honorable Members who have delivered their Adjournment Speeches for the Nineteenth Assembly. Hopefully, what has been conveyed can be studied and taken into consideration regarding the relevant parties as a guide towards resolving issues and planning any strategic and relevant development.

In sha Allah, Your Honorable Speaker and all Honorable Members towards creating a dynamic economy for the country, I refer to the 2023 Law Bill and the 2023/2024 Budget with the theme "United Building a More Prosperous Future".

I sincerely hope that this budget can be managed as best as possible, especially towards stabilizing the country's economy from non-oil and gas revenue sectors which recorded $952.37 million and needs to be improved.

Therefore, efforts to increase investment opportunities and business facilities for foreign and local investors are among the steps to realize initiatives in the budget that focus on maintaining public welfare, supporting an inclusive and resilient national recovery, and developing a dynamic, proactive, and innovative human capital.

This includes upgrading existing business and entrepreneurship zones to be more competitive and accessible to local Micro, Small and Medium Enterprises (MSMEs). This is one of the issues that I raised in this August House and it can be realized.

It concerns a conducive business climate and landscape. In addition, I also raised the aspirations of the residents of the Belait District regarding the development of Belait Town and Seria, a comprehensive development plan for the Belait District needs to be established to accelerate business activities, beautify the town area, and activate private sector involvement in contributing to development and providing inclusive public facilities such as pedestrian walkways, facilities for the disabled, and so on.

This is in line with the command of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during the Opening Ceremony of the Nineteenth Session of the National Assembly Meeting for the Year 2023, which is "The importance of fulfilling responsibilities sincerely by giving any views and being open with subordinates when receiving opinions and feedback from them."

Similarly, when discussing a matter, this attitude is also important while thinking should not deviate from seeking positive impacts for the country. This is the time for us to discuss without being bound by conditions that are detrimental. In this context, I see that Honorable Members not only raise issues related to the people but also need to go down to the ground to address and resolve any urgent problems that require immediate attention.

Not all problems or issues can be handled immediately by the government or relevant agencies due to limited capacity, including financial provisions.

In this regard, I suggest that a special allocation be provided under the capacity of the National Assembly Members that can be used to finance specific projects and activities that require immediate attention and assistance, such as repairing roofs damaged by natural disasters, building temporary bridges, or repairing public infrastructure such as roads that often cause inconvenience to the public, financing community activities, especially aid missions, and so on.

Your Honorable Speaker and Honorable Members of Parliament. Before concluding this speech, I would like to congratulate and express my gratitude to Your Honorable Speaker for his wisdom and efficiency in leading this session perfectly.

Thanks also to the Honorable Clerk and Deputy Clerk as well as the officers and staff of the National Assembly Department for their efficiency and full support throughout this session.

Your Honorable Speaker and Honorable Members of Parliament. I am pleased to express congratulations and appreciation and respect for the transparency, leadership, and efficiency of the Honorable Ministers who are open to receiving suggestions and providing relevant feedback.

My hope is that the Honorable Ministers will take note and examine the suggestions raised as stated by Your Honorable Speaker, we are one team in this House.

In this regard, let us appreciate the 2023/2024 Financial Budget, 'Building A Prosperous Future Together'. The country is still experiencing a budget deficit and must be taken seriously by all parties.

The authorities must closely monitor the performance of Government Link Companies to ensure that government revenue is not affected. More diligent efforts must be made to reduce government collection arrears. Government expenditure allocations should be used efficiently and waste should be avoided.

Projects should be implemented with a high-quality mindset, on time and on budget. I am very interested in the vision of the Ministry of Culture, Youth and Sports, which is to make Brunei a glorious nation. I believe that we, the Brunei people, can achieve excellence with the permission of Allah if we believe in ourselves and believe in our own people. By believing in our own abilities, I am confident that leaders should also believe in the abilities of local people.

In this regard, by reducing the hiring of foreigners, expatriates, and foreign consultants, it will also help to reduce government spending and provide job opportunities for Brunei people. We should invest in our own people.

Our confidence in the abilities of young people and local people in all aspects, such as their involvement in education, giving them opportunities in management and administration, as they will become our future leaders. This is an effort to create a productive, proactive, and dedicated society. An inclusive and compassionate society.

We provide continuous support for the welfare and well-being of disadvantaged groups such as the disabled, special needs, elderly, and poor people, by providing assistance that enables them to live independently. We also do not discriminate against people with mental health problems.

The National Pension Scheme (SPK) is an encouragement scheme for workers, including self-employed workers. Therefore, information about these benefits from the SPK should be disseminated widely, including to this group.

In addition, we should take the time to listen to complaints expressed by individuals, especially those under our care, so that they feel valued and become more productive.

I would also like to express my gratitude to the Honorable Clerk and Deputy Clerk and all the officers and staff of the National Assembly Department who have successfully organized the First Meeting of the Nineteenth Session of the National Assembly in 2023.

Your Honorable Speaker and Honorable Members of Parliament,

Regarding the development of Temburong District, with the construction of the Sultan Omar 'Ali Saifuddien Bridge, which was opened in 2020, all the people, especially the residents of Temburong District, have fully enjoyed this facility. At the same time, it has boosted social and socio-economic activities in Temburong District.

As I have raised in this august House, efforts to enliven Bangar Town are a top priority and the main focus of the 2023 Budget. Alhamdulillah, a sum of $6.3 million has been allocated to enhance investment and generate several spin-off activities that can assist Micro, Small and Medium Enterprises (MSMEs) and create new job opportunities.

I sincerely hope that with this allocation, it can be used with more strategic development planning to further elevate Temburong District as a key player in all sectors. This includes introducing new opportunities in tourism, agriculture, arts, and education.

With this, I hope to see the SOAS Bridge not only used by the residents of Temburong but also by the public as an important accessibility for daily affairs, Insha Allah.

Your Honorable Speaker and Honorable Members of Parliament,

Regarding the organization of regional and international events, Temburong District is indeed a great potential for hosting sports events due to its bordering with Sarawak and Sabah. The organization of international sports events has great potential in developing the Green Jewel tourism industry.

International sports events, which usually last for several days and receive extensive coverage from foreign and local media, have indirectly succeeded in promoting Temburong as an attractive tourist destination. I hope that efforts towards this can be implemented one day, Insha Allah.

Regarding safety, firstly, I would like to raise the issue of safety in the Pandaruan River in Temburong, particularly in the area of the Pandaruan Bridge bordering Temburong and Limbang. The concern of the local residents with the use of small boats for their business operations in the river is alarming.

Your Honorable,

The practice of delaying boats is no longer suitable as it can bring danger and damage to property as well as the destruction of river ecosystems that are a source of income for local residents in both neighboring countries. The situation worsens when there is a strong current caused by rain. In this regard, I hope that the relevant parties can take note of this matter to avoid any unfortunate incidents.

Secondly, regarding Community Surveillance (PK). As we know, PK was established in 2014 with a more organized and systematic approach based on 3 levels of indicators (KPI), namely approach, tactical, and welfare and social. This is an initiative to disseminate PK to stakeholders other than villages.

In this regard, I suggest that the functions and roles of PK be strengthened, including providing specific allocations to carry out tasks and responsibilities, especially when involving the participation of grassroots and village residents to carry out joint operations with the Royal Brunei Police.

The provision of safety equipment such as reflective jackets, hats, and touch lights for each PK member should be provided to ensure that PK looks more uniform and ready to carry out scheduled tasks.

At the same time, the need to provide safety SOP training is also important for each PK member to be prepared to face any possibility. With this, PK is seen as a respected safety organization.

This peace and prosperity is also a manifestation of the commitment and wisdom of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in leading the country's development and bringing about significant changes in many priority areas, especially religion, security, education, and socio-economic development.

On this occasion, I would like to sincerely congratulate Your Honorable Speaker for leading the discussions and providing insightful and comprehensive views and suggestions on strategic matters across all areas of national importance.

Your Honorable Speaker, Honorable Members. In this august house, we have discussed the priorities of the government for the Financial Year 2023/2024 through the budget theme "United Building a More Prosperous Future" which focuses on three priorities.

As a result, everything discussed in this House has inspired the Ministry of Education to continue to strengthen its work while adding value to government efforts and becoming a support for research on current and future plans.

This is solely to ensure the success of the implementation of these plans can be fully enjoyed, in line with the priorities under each goal of Wawasan Brunei 2035.

What is certain is that these discussions are still based on the essence of the titah of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during the Opening Ceremony of the First Meeting of the Nineteenth Legislative Council Session on Thursday, 9th of Syaaban 1444H corresponding to 2nd of March 2023M, which among others touched on the issue of unemployment that needs to be addressed through a whole-of-government and whole-of-nation approach, as well as the role of the private sector, especially micro, small and medium enterprises, in accelerating the country's economic development, which requires the provision of a conducive and customer-friendly business ecosystem.

Regarding the issue of unemployment and the need for job seekers to be empowered with the necessary skills and training, the Ministry of Education also plays a role in providing programs and skills training at higher education institutions that are aligned with current and future industry needs. This includes strengthening cooperation between educational institutions and local industries as well as stakeholders, especially the Manpower Planning and Employment Council (MPEC).

For the purpose of promoting entrepreneurship among the youth of this country, the Ministry of Education, through the innovation entrepreneurship center, plays a role in implementing entrepreneurship elements at all levels of education. This is done through teaching related subjects at the core education level and providing entrepreneurship skills programs at the higher education level. Such efforts are hoped to uphold the aspirations of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam regarding the importance of developing and empowering Micro, Small and Medium Enterprises (MSMEs) in driving the country's economic activities.

Your Honorable Speaker, Honorable Members. Regarding myself, I am pleased to recall the excerpt from the speech of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in conjunction with the 27th Teacher's Day Celebration on Tuesday, 5th Muharram 1439H corresponding to 26th September 2017M, which among others touched on the role of teachers not only in enriching sources of knowledge but also in becoming examples or role models for their students, and furthermore the role of parents cannot be excluded in education, as they are the first and foremost school before other schools. Their influence is strong enough to determine the character or personality of children.

In this regard, the Ministry of Education highly appreciates and continues to hope for the united cooperation of parents, guardians, and the general public together with teachers in this country towards achieving success with our children as the next generation who are highly educated, skilled, and successful.

Here, I would like to take this opportunity to express my highest appreciation and gratitude to all educators who have never known the meaning of fatigue and always instill patience and dedication in carrying out their duties as human beings with the title of teacher.

Your Honorable Speaker of the House and Honorable Members of Parliament. Regarding the practice of frugality towards a sustainable economy, the cost of living depends on two factors - household income and market prices. With the current increase in the cost of living, inflation will occur.

Discrepancies in supply and demand will cause inflation. When more of us compete to buy the same product, prices will increase and this may happen during the fasting month and approaching Hari Raya, if the culture of frugality and buying according to needs is not practiced by our society.

I hope that efforts towards cultivating Bruneians to be wise shoppers will be intensified. Our future will be more affected if we cannot overcome this problem from now on. Especially for low-income groups and those who will face retirement.

Praise be to Allah, through the preamble of the Supply Act (2023), initiatives by the government have been outlined to continuously build a sustainable, dynamic, and resilient economic foundation towards a sustainable economic organization to achieve Brunei Vision 2035.

Your Honorable Speaker of the House and Honorable Members of Parliament. In addressing the issue of stray dogs that still seems to have no end, some parties consider this issue small but it is a big problem for those who face these dogs almost every day, causing anxiety and discomfort.

We need to learn from developed countries about practical methods and ways to address this issue of stray dogs. This matter cannot be solely burdened on the government but the public also has a role to play in respecting the environment and culture of others. I suggest that the government can provide adequate provisions to address this issue thoroughly and seriously.

Regarding the implementation of issues raised by the people in this august House, I have raised several matters that have been answered and explained by Honorable Cabinet Ministers. I hope that the answers and explanations regarding these matters can be successfully realized.

Especially issues involving people's problems such as strengthening the welfare assistance process through the National Welfare Scheme (SKN), new regulations for Temporary Occupation Licenses (TOL), special assistance for farmers in the agricultural sector, upgrading and repairing damaged roads, and so on.

Talking about R&D of local products. Our country has many natural resources that can be explored to produce high-quality products. At the same time, local products produced by the 1 Village 1 Product (1K1P) entrepreneurs also have the potential to be innovated into higher quality products.

I understand that a sum of $2.3 million has been allocated in the 2023 Budget to advance research and development of creative ideas and encourage innovation.

In this regard, I hope that efforts to provide R&D work can be intensified in the future by targeting potential 1K1P products through collaborative efforts between public higher education institutions and 1K1P entrepreneurs.

With this, 1K1P products will always be relevant and have high marketability, God willing.

We are grateful to be citizens who receive and enjoy the blessings of being under the protection of Brunei Darussalam, which has a caring monarch and head of state who is concerned about the welfare, prosperity, and security of the people.

I express my utmost respect to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan Negara Brunei Darussalam for his continuous concern.

Praise be to Allah, from the opening remarks of the Honorable Ministers in presenting the allocations for their respective ministries and from the subsequent explanations, it is hoped that they will provide clarification so that the ministry officials and the people will be more cooperative and enthusiastic about the direction and action plans of the ministries that can help achieve them.

Each person plays a role and responsibility with full commitment and sincerity in ensuring that the welfare, security, and prosperity of the country will continue to be guaranteed.

The people hope that this year's budget, with the initiatives and plans to be implemented by the ministries, will be able to alleviate the economic burden borne by the majority of the people who depend on the budget and government projects, as well as any activities that improve their current lives and those of their children in the future.

As I suggest during the discussion, I am not here to oppose or voice dissent, but only to convey the voice of the people and provide alternative suggestions and perspectives based on the experience of a retired former technical member in a corporate environment that practices a clear purpose concept, namely clarity in purpose. This includes inclusive engagement, transparency in procedures, namely making transparent decision-making, and accountability in implementation, namely accountable in delivery.

Therefore, I apologize if my approach is not yet suitable and friendly for some ministry officials. It is not my intention to disrespect or belittle the efforts of the ministries and their officials, but only to provide alternative views and the voice of the people. Take what is good and leave what is unclear.

The media plays an important role in reporting what is discussed in this noble Council. Unfortunately, the media cannot fully report on what is discussed in the Council.

Your Honorable, from the reactions of some of the people regarding the issues raised and quoted from the media, I assume that only a small number of people who attended the Parliament or who read the Hansard or know the issues discussed in the Parliament.

However, I express my gratitude to the media for reporting and will continue to report more comprehensively in the future.

I and the Honorable Members hope that the public will be sensible and not make assumptions about the validity of the discussions in the Parliament based solely on information obtained from the media and viral issues.

Your Honorable, I and the Honorable Members hope that there will be at least a midterm review session to obtain an approach to the achievement status of each ministry and at the same time provide an opportunity for the ministries to provide an initial approach to the allocation and projects that will be requested for the next year.

Hopefully, this approach will be more effective in providing a check and balance to the government machinery in achieving its goals and serving the people.

For the information of Your Honorable Speaker, Honorable Members of the Cabinet, Honorable Assistants, and part-timers, UBD graduates have been assigned to help collect all the issues raised in this Parliament for an initial assessment.

A slight difference this year, God willing, we will try to assess the effectiveness of the issues raised in this Parliament. For initial information, more than 500 issues have been raised in this Parliament for the ministries to assess their suitability and for initial information, the Ministry of Development received the most with 84 issues (17%).

It is too time-consuming to report the result analysis that we have done in this Parliament because it requires quality check. God willing, we will provide the analysis to the ministries using the traffic light system, where green means the issue raised has been fully answered and there is an action plan, yellow means the issue has been partially answered and there is no action plan yet, and red means the issue has not been answered at all or there may be a better alternative that has not been presented. God willing, we will use this analysis as a baseline to measure further discussions with the ministries.

I, like the appointed Honorable Members, do not wish to repeat the issues raised in this Parliament.

Just conveying that I am excited and appreciate the assurance given by Your Honorable Special Advisor to His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam and Minister at the Prime Minister's Office that the ministries will study the proposals presented in this council for their suitability. Also, I would like to extend an invitation to Your Honorable Minister at the Prime Minister's Office and Second Minister of Defense to continue the discussion outside the council, God willing.

Your Honorable Speaker and Honorable Members. Allow me to express my sincere gratitude to the Honorable Clerk, Deputy Clerk, and all the staff of the Council Secretariat for their guidance, assistance, and patience towards me and my colleagues who are mostly new to this esteemed council, especially those who were appointed to represent the people shortly after their election.

I also thank my wise colleagues for their patience and understanding.

To the Honorable Members who were appointed due to their expertise, guidance, and advice from the Honorable Members with titles, and to my fellow Honorable Members who provided guidance, mentoring, feedback, and cooperation, not forgetting the background staff who assisted throughout the sessions.

Before I conclude, I would like to apologize once again if I have misspoken, used inappropriate language, or behaved rudely while presenting my arguments, opinions, suggestions, and questions during the discussion and throughout this session. The good and the bad are surely due to my weaknesses, and I ask for forgiveness.

Assalamualaikum warahmatullahi wabarakatuh, Your Honorable Speaker and all Honorable Members. Alhamdulillah, let us together express our gratitude to Allah SWT for the gift of health and well-being that has enabled us to be present in this honorable Parliament until the end of this session, alhamdulillah.

I, with utmost respect and admiration, would like to extend my highest congratulations to Your Honorable Speaker for your wisdom and leadership in steering and leading the First Meeting of the Nineteenth Session of the National Assembly of 1444H/2023M, which has been conducted smoothly, orderly, and efficiently.

My highest congratulations also go to Deputy Clerk, the Clerk of the National Assembly, the officers, and staff of the Department of Parliamentary Affairs for the well-organized and orderly conduct of the parliamentary session, as well as for the wisdom and assistance provided to me and all Honorable Members.

I would like to recall the issues that I have raised in this Parliament, particularly regarding wild animals.

I hope that the relevant ministries will take this issue seriously and adopt a whole-of-government and whole-of-nation approach to address the concerns of the people.

Additionally, the importance of having a National Wildlife Sanctuary cannot be denied, especially for an Islamic country.

Taking an example from our neighboring country, Sabah, where for instance, at the AL-BIRUNI Observatory last week, they successfully observed the Ramadan crescent with the latest equipment.

I also sympathize with the Brunei Darussalam Astronomical Society, who with limited equipment, also successfully observed the Ramadan crescent. They do not have a dedicated place to conduct their activities.

Once again, I have high hopes in this honorable Parliament that the construction of the National Observatory can be implemented as soon as possible.

Your Honorable Speaker and all Honorable Members, reiterating the proposal towards improving the quality of life and strengthening the well-being of Brunei Darussalam through policies, strategies, regulations, and programs towards achieving the Vision of Brunei 2035, as the pure intention of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, including policies, regulations, and programs that can assist the less fortunate and persons with disabilities. Empowering the Department of Islamic Religious Council and those responsible for the management of zakat and waqf to be more effective, efficient, and professional. Furthermore, it can support the country's economic progress based on the Malay Islamic Monarchy philosophy and the Nation of Zikir.

Learning and subsequently using successful and effective modalities in regional and international countries by adapting based on our national circumstances.

Your Honorable Speaker and all Honorable Members, as a way forward, I believe it is time for strategic matters, whether tactical or operational, to be continuously discussed and comprehensively and holistically deliberated, among others, through a small committee consisting of some Honorable Members appointed by the Speaker, together with relevant authorities, so that matters that need to be improved and updated can gain the appropriate traction towards achieving a solution.

And also, the implementation is highly expected by our King and relevant stakeholders, including the people and residents of Brunei Darussalam.

This is to fulfill the noble decree and pure intention of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam regarding the progress and prosperity of the country and the well-being of the common people.

Your Honorable hopes that any issues that have been raised and deemed worthy of action will be taken with appropriate measures, and any suggestions deemed worthy of discussion will be discussed. May it lead to the peace and prosperity of the beloved people of Brunei Darussalam.

Insha'Allah, I from among the appointed members of the grassroots leaders will always listen to the complaints and desires of the people to be heard and discussed with the relevant parties.

The budget for 2023/2024 of $4.96 billion has been approved. The plan for where this budget will be allocated has also been outlined by the respective ministries.

Your Honorable hopes that it can be implemented as intended. Before concluding my speech, allow me to share two couplets of poetry:

Praise be to Allah, Your Honorable Speaker, for your wisdom in leading this parliamentary session calmly and with decorum.

A heartfelt gratitude to The Clerk and The Deputy Clerk, as well as all the staff of the National Assembly Department who have conducted the Nineteenth Parliamentary Session smoothly and efficiently.

Your Honorable Speaker and Honorable Members, first and foremost, I would like to express my utmost respect to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for his leadership, which has brought about progress and development in various fields such as physical infrastructure, Islamic religion, economy, social, health, education, industry, and so on.

This proves that the royal governance system does not hinder the progress and development of the country nor does it disregard individual rights in social and national life, through Brunei's democratic government that is based on consultation and deliberation.

In the Supply (2023) Act, 2023/2024 themed "United in Building a More Prosperous Future", three (3) priorities have been focused on, namely Maintaining Public Welfare, Supporting Inclusive and Resilient National Recovery, and finally, Dynamic, Proactive and Innovative Human Capital Development.

In this regard, when present, "kaola" calls on all ministries to carry out their responsibilities transparently and tactfully in terms of management and delivery, which is crucial in providing effective and efficient services as expected by stakeholders and the public, while ensuring that the services are "value for money" and reducing waste of resources and funds.

At the same time, compliance with the law, where every organization or agency must comply with all regulations, laws, standards that are applied and the expectations of society for the practice of honesty, accountability, integrity, and transparency in sharing information.

Efficient and effective (best) management is like managing and dealing with change management. A dynamic organization will always be ready to accept changes by making adjustments according to changes and current needs. In this regard, comprehensive preparation and commitment from management are critical. Changes in an organization are necessary for the organization to be more dynamic and competitive towards supporting Brunei Vision 2035.

Your Honorable Pehin Speaker and Honorable Members whom I respect. Education is a very important investment in any country. Achievements gained through the education system will determine the direction of the country in the future.

In fact, the education process is a very effective method for shaping and developing the mind, soul, and spirit towards self-awareness and achieving a good and perfect social life.

Most developed countries have taken the initiative to promote international trade activities in the higher education sector. International education services are a major source of income for developed countries with business returns reaching millions of dollars.

Your Honorable, with continuous efforts and initiatives from local higher education institutions that are being and will be implemented, such as offering various programs and courses for international education, I am optimistic that Brunei Darussalam can become a hub of excellence in higher education in the Asia Pacific region. As an effort to encourage continuous educational tourism in the long term. Insha'Allah.

Your Honorable Speaker and Honorable Members whom I respect.

Looking at the provisions that have been provided to all ministries this year, I believe that they will be able to implement several planned projects. I would like to talk about some basic needs such as the construction and upgrading of several roads under the supervision of Abiskoala and colleagues.

In this opportunity, I would like to suggest that these mentioned roads be given appropriate attention: -

  1. Kasat and Putat Roads may be more than 50 years old, the lane on Buang Sakar Kasat Road is currently narrow, coupled with cars parked on both sides of the road causing users to take turns before they can move.

  2. Bebatik Kilanas and Kulapis Roads with the upgrading of the road may be able to reduce the burden on the public and road users in the area.

  3. Bailey Bridge in Kampung Sengkurong, it may be time to upgrade it to a two-way bridge, which currently can only accommodate one car at a time.

Firstly, I would like to extend my highest congratulations and appreciation to Your Honorable Speaker for leading the Nineteenth National Assembly Meeting with wisdom and authority, ‫الحمد لله‬, which has been conducted smoothly, perfectly, focused and effectively in a productive atmosphere to provide ideas and find solutions towards empowering, uplifting and caring for the well-being of the people of Brunei Darussalam, whom we all love.

Your Honorable, I would like to express my appreciation and gratitude to The Clerk of the National Assembly, the Deputy Clerk of the National Assembly, and the officers and staff of the Department of Parliamentary Affairs for the well-organized and orderly conduct of the parliamentary session.

I would also like to extend my highest appreciation and gratitude to my colleagues and the Honorable Members of Parliament for raising constructive questions, providing valuable inputs and insights, and giving feedback that can add significant value to improving and enhancing the quality of government agencies' services, including my ministry, the Ministry of Culture, Youth and Sports.

All the issues raised reflect the concerns and consensus of all, and God willing, this ministry will conduct detailed research and planning and take impactful actions. Alhamdulillah, we have successfully reached decisions and solutions from the parliamentary session in this House.

In upholding the pure desire to heed the command of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, especially to absorb positive and open-minded thinking nationally to build a more prosperous future that will have a positive impact on the country and its people.

Your Honorable Speaker and Honorable Members of Parliament.

I would like to express my highest appreciation for all the suggestions and questions raised during the debate session by the Honorable Members of the National Assembly regarding the National Welfare System (SKN).

This reflects a deep concern for the importance and benefits that can be obtained from SKN in improving existing work processes, assessments, and the distribution of assistance that is in line with the needs of the less fortunate in this country.

SKN is a high-powered platform that has greatly assisted my ministry and other aid-handling agencies in providing assistance and carrying out appropriate interventions in line with their respective portfolios to fund the implementation of the national social security system.

Insha Allah, this ministry will organize a special discussion session with the Honorable Members of the National Assembly regarding the National Poverty Eradication Strategy (SKN) and the action plan to eradicate poverty under the special committee on poverty issues.

Your Honorable Speaker and Honorable Members. This poverty eradication action plan is the primary plan that outlines basic access capacity and acts as well as action plans for the disabled, the elderly, families, women, and children in outlining the development of equality, welfare, well-being, and friendly support.

These action plans aim to increase the resilience and economic independence of the target groups to break the cycle of poverty and reduce dependence on government assistance.

Similarly, the national youth policy and the 2035 strategy form the basis for all initiatives implemented to produce hopeful youth with a resilient and positive Bruneian identity based on the Malay Islamic Monarchy philosophy.

Your Honorable Speaker and Honorable Members. Regarding the development and progress of sports, the Ministry of Culture, Youth and Sports will continue to fulfill the trust of realizing a glorious sports nation.

One important element in strengthening the sports ecosystem, whether it is sports for the community or high-performance sports, is the importance of effective, transparent, and fair governance.

A little enlightenment on high-performance sports at regional and international levels. The country's participation in sports contingents such as the SEA Games, ASEAN Games, Commonwealth Games, Olympic Games, and para-sports for people with disabilities are sports recognized by the International Sports Body.

Meanwhile, athlete selection is based on guidelines and criteria that are closely monitored and evaluated by the national athlete assessment and selection committee, which consists of relevant and interested sports councils, including representatives from the Ministry of Health, Culture, Youth and Sports.

This is certainly a strong governance machinery, which has existed since ancient times to prevent any individual or party from becoming any blocker or obstacle.

The athletes who are supported to represent the country have certainly undergone intensive special training as initial preparation by their respective sports associations. On this occasion, I want to emphasize that effective governance also involves national sports associations in making long-term strategic plans and action plans with strategic targets and initiatives that are more aimed at improving performance and achieving medals at the regional and international levels.

Your Honorable Speaker and Honorable Members. On this occasion, I also want to express my sincere thanks to the media who have provided an accurate picture to the public through reports, whether in print media, online, or social media.

The importance of such reports reflects sincerity in the discussions in this House. The people need to get a real picture of the issues raised and the government agency's efforts that have been, are being, and will be carried out in supporting the country's development goals in line with a comprehensive whole-of-nation approach.

In my opinion, media practitioners need to have high journalistic ethics to provide accurate reports and real pictures and never deviate from the context of the issues conveyed. This is because it can lead to and touch the sentiments of the people in order to get sensational news.

The National Assembly is a council that meets with sincerity, especially in ensuring the country's development agenda can be carried out with full wisdom in supporting the beloved King's command. Let us all support this noble intention and goal together.

Your Honorable Speaker and Honorable Members. The Ministry of Culture, Youth and Sports will continue its efforts to provide services to all segments of society and further enhance its network with strategic partners who are interested and take into account all positive inputs raised by Honorable Members and the involvement of all segments of society in general. I also extend my congratulations and appreciation to the Honorable Clerk and Deputy Clerk for their efficiency in organizing the discussion agenda and proceedings of the session in an orderly and smooth manner, as well as to all the officers and staff of the Department of Legislative Councils who have contributed to the success of this session.

I, Kaola, would like to record my congratulations and appreciation to my colleagues and also to the Honorable Members who have been appointed for their outstanding and committed role in voicing strategic issues and proposing constructive suggestions and views for the welfare of the people and residents of Brunei Darussalam.

While maintaining the spirit of goodwill, mutual respect, and consultation with Calak Brunei, we align with the command of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during the Official Opening Ceremony of the First Meeting of the Nineteenth Session of the Legislative Council on March 2, 2023.

Throughout this session, food security issues have been one of the hotly debated agendas. Various issues have been raised and improvement proposals have been suggested to ensure the future development of the country and the welfare of the people and residents in this country will continue to be guaranteed.

Towards this end, we will continue to strive with the cooperation of all relevant parties through a whole-of-government and whole-of-nation approach in implementing new strategies and initiatives to ensure that the growth of output from the food sector industries, especially agriculture and fisheries, both primary and downstream processing industries, and value-added based on agriculture and fisheries will continue to increase from year to year and significantly contribute to efforts towards diversifying and enhancing the country's economic growth, exports, and food security assurance.

Efforts to attract and increase the involvement of new entrepreneurs, both local and foreign, especially youth entrepreneurs and FDI companies, in the fields of agriculture, fisheries, forestry, and tourism will also be continued in collaboration with relevant agencies. At the same time, through RKN projects, we will continue to ensure that basic farm infrastructure and facilities are provided and will be continuously improved.

The proposals submitted and contributed by the Honorable Members are highly appreciated and welcomed and will be thoroughly evaluated for their suitability in any policy formulation and strategic planning that will be implemented according to needs and priorities.

Your Honorable Speaker and Honorable Members. Kaola is always ready and welcomes the presence of appointed Honorable Members to discuss any proposals related to industries such as agriculture, fisheries, forestry, and tourism in our country for the advancement of these sectors and to ensure that they can significantly contribute to the country's economic growth, especially towards the non-oil and gas sector diversification efforts so that we are not too dependent on the results of the oil and gas sector.

Before concluding, I would also like to take this opportunity to apologize if there were any mistakes, errors, or unkind words during our meeting. Finally, I end my speech with a prayer for the good health and happiness of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Royal Family.

Let us also pray together to Allah SWT that our country and all its people will always be under His protection and be granted with continuous blessings of peace, development, prosperity, and well-being under the leadership and wisdom of His Majesty, Insha Allah. Kaola also prays that Your Honorable Speaker and all Honorable Members will always be in good health and receive blessings and grace, granted with a long life, and, God willing, we will meet again in the next session. Honorable Members. I would like to express my highest gratitude and appreciation for the adjournment speeches delivered by Honorable Members since yesterday until today. Alhamdulillah. The First Meeting of the Nineteenth Session of the Legislative Council has been successfully, perfectly, and meticulously carried out.

On this occasion, I would like to express my sincere thanks and appreciation for the cooperation given as we have been able to carry out this Legislative Council Meeting, which has been held for 18 working days, in an atmosphere of harmony, goodwill, and mutual respect based on the core of our country, Malay Islamic Monarchy.

I would like to express my highest gratitude and appreciation to Clerk, Deputy Clerk, Parliament Ushers, as well as all the loaned officers and staff, including those assigned from various ministries and departments, including Radio Televisyen Brunei and the Department of Information, for their tireless efforts and high commitment in providing various needs and facilitating all our proceedings throughout this session.

I also join together with other Honorable Members in presenting our utmost respect to His Majesty the Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, for graciously opening the First Meeting of the Nineteenth Legislative Council Session on Thursday, 9th of Syaaban 1444H, corresponding to 2nd of March 2023M, and for granting his royal address to the Council, which has touched on the matters that we have discussed throughout our proceedings.

In my observation, our conference has been conducted in an open, friendly, and respectful atmosphere, and to some extent, has upheld what was implied in the royal address of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during the said Opening Ceremony, which is as a strategic platform to think and seek positive impacts for the country through a whole-of-government and whole-of-nation approach.

This conference has also demonstrated one of the strengths of the Legislative Council, as we have witnessed the Honorable Ministers present in this august House, answering all the questions raised regarding their respective ministries' plans and directions in an open and courteous manner, while at the same time, being ready to listen to the suggestions and views of the appointed Honorable Members in discussing matters that are important for the people and the country.

I am also grateful that the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam is still able to provide a reasonable Budget Allocation for the Financial Year 2023/2024 to continue the country's development projects and initiatives, as well as to maintain the welfare and well-being of the people and residents in this country.

We have also heard the confession from Your Honorable Minister concerned that the government will continue its development plans after the completion of the current Eleventh Development Plan. Insha'Allah.

I sincerely hope that all Honorable Members can continue to hold discussions outside the House from time to time. I believe that the proposals and ideas presented by the respective Honorable Members should be given due attention and research, whether as new ideas or as improvements to the efforts and initiatives that have been and will be implemented in the respective ministries.

Finally, I would like to wish everyone a blessed Ramadan and pray that the good deeds we do in this blessed month will be accepted by Allah SWT and that all sincere efforts will receive mercy, blessings, and approval from Allah SWT.

With this brief statement, in accordance with provision 35 (i) of the National Assembly Regulations, we adjourn this National Assembly to a date yet to be determined. Insha'Allah, we will meet again.
